ISSUES ON DEVELOPMENT OF THE FUTURE CITY TOBYL WERE DISCUSSED IN THE KOSTANAY REGION 10.04.2025
In Zatobol secondary school No.2 of the Kostanay district a meeting was held on the development of the village, which in the future will receive the status of the city and will be renamed to Tobyl. ArKhimed Mukhambetov, the Akim of the Kostanay region, took part in the meeting. To date, the total population of the region exceeds 70 thousand people, most of them live in three settlements – the villages of Zatobolsk, Zarechnoye and Michurinskoye. As Akim of the region Kairat Akhmetov said during the speech, the development of the regional center required the construction of a gas distribution network, additional substations to provide electricity, repair and construction of new roads, installation of street lighting, and more than one dozen social facilities. “Out of 135 km of roads in Zarechny, Zatobolsk and Michurino, 96 km are subject to repair. Some will be already repaired this year, but more than KZT 500 million is required. To repair pedestrian paths, it is necessary to allocate more than KZT 35 million per year. And KZT 188.5 million are needed in order to achieve 90% coverage of all streets lighting by 2021,” K. Akhmetov said. The Akim of the region supported the issue of financing road repairs and noted that the road surface should be laid by the method of cold recycling, according to the experience of the regional center. “Over three years, almost 100 streets were repaired in Kostanay. Asphalt on the streets that we built in 2016, is in a good state. This is a good inexpensive technology,” A. Mukhambetov stressed.Work on lighting the district center is also a necessary thing. However, as the head of the region noted, it was necessary to calculate funds from the local budget and to maintain networks, which the regional budget cannot afford yet. Therefore, it was recommended to cover these expenses at the expense of investors' funds or within the framework of Public Private Partnership. An important aspect of the development of the village of Zatobolsk, in the future as the city of Tobyl, is the construction of social facilities and houses. According to Kairat Akhmetov, Akim of the Kostanay region, this year construction of 11 apartment buildings in the “Severny” micro-district is being completed, 8 of which are credit housing, and 3 are leased for the waiting lists of local executive bodies. “To date, out of 96 apartments put into operation in 2016, 49 apartments have been sold to the amount of KZT 315.3 million. On August 5 of this year, it is necessary to provide a credit repayment in the amount of KZT 541.6 million,” the district Akim said, “Weak realization of apartments is associated with the fact that today there are no roads in the neighborhood, there is no bus service or a kindergarten, people are reluctant to purchase housing, which leads to budget spending on house maintenance. At the end of the year, the maintenance is expected to amount KZT 25.5 million”. Also, in the new neighborhoods of the Kostanay district – “Baiterek” and “Astana” – 72 multi-storey apartment houses are planned. In addition to the construction of residential buildings, the local authorities plan to build a park zone, to replace stop pavilions, to improve the courtyards of apartment buildings, to construct health and education facilities, as well as the Sports Palace. In connection with the forthcoming high rates of construction in the district, they plan to create a housing inspection. As the head of the region noted, money has not been provided for the construction of new social facilities in the district center yet. To begin with, as Arkhimed Mukhambetov says, it is necessary to build engineering networks planned for construction of new micro-districts.“Now you name the planned facilities – sports complex, schools, kindergartens – all this should be built in new micro-districts. Money for these projects cannot be allocated in one year. Of course, this all can be solved. But now the issue No.1 is the program “Nurly Zher”. In 2018 we have a load on the city of Kostanay. In 2019, we practically complete the work in the regional center. Then you should already move on to your micro-districts “Astana”, “Baiterek” and “Kunai”, which will refer to the Kostanay district. And we need to build engineering networks” Arkhimed Mukhambetov said. The head of the region also noted the fact that the old buildings of Zatobolsk need to be reconstructed and the district center should be given a single architectural appearance. “If you strive for dynamic development, you need to deal with the illegal construction and architectural appearance of buildings. We need to put the facades in order to make them the same color,” the Akim of the region instructed. It will be remembered that, as previously reported, the issue with the renaming of the village and giving it the status of the city was decided at the meeting of the local community. «Give a New Lease of Life»: Arkhimed Mukhambetov Speaking about further development of Arkalyk 10.04.2025
During his working trip Akim of Kostanay region Arkhimed Mukhambetov was reported on the development of the southern districts. The head of the region voiced his vision of the development of Arkalyk in the future. “The primary task for the region is to create new jobs. We need to create new businesses. Literally in one and a half months we are starting the meat-processing plant. But it is necessary to create 4-5such enterprises for the region. We are ready to help with development medium - sized businesses,” Mukhambetov said. As it turned out, the founder of the meat - processing plant under construction in Arkalyk, Alyuminstroy LLP, is not limited to the launch of the meat-processing plant, but intends to build a feeding station that requires another 800 million tenge. This issue, as explained by Mukhambetov, has already been announced to the Minister of Agriculture and will be settled in the near future. “Besides there is going to start a broiler factory that requires 50 million tenge; we shall find the money, too. But these are all small amounts. We need to get more capacity since Agro Inter Ptitsa is an egg-oriented poultry farm, and we need a meat-oriented one,” the head of the region explained the decision to open a second poultry farm in Arkalyk. Herewith not less important issue is the repair of the road in order to further constant supply of food from Arkalyk to Astana. This is more than 100 kilometers of the road, the overhaul of 1 kilometer of which will cost 150-200 million tenge. “I had a meeting with the management of Kazavtozhol and we shall take this issue to the government. It is all due to the importance of this road repair because we will sell all these meat products to the capital in the future,” - said the akim. - There is a food belt around Astana – those are Akmola and Karaganda regions. But we need Arkalyk to be the second tier, spare food zone. After all, the number of the capital's population is growing, and we shall provide Astana with all kinds of food.”Besides, the head of the region proposed to relocate all the problematic production projects implemented in the region to Arkalyk and launch them here. Thus, to give a new lease of life not only to “problematic” projects but also to the development of the region as a whole.
QazTrade.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/968505?lang=kk

Today, under the chairmanship of Akim of Kostanay region Kumar Aksakalov, a meeting of the akimat was held, at which two priority issues were considered — the development of water supply and transport infrastructure in the region.Water supply: 100% security rateAkim of the region noted that providing the population with high-quality drinking water remains one of the most important priorities. Over the past five years, 90.2 billion tenge has been allocated to the energy and housing and communal services sectors, of which 20.7 billion tenge will be allocated in 2024 alone. As a result, the level of provision of drinking water to the rural population increased to 91.3%.This year, 22.6 billion tenge is provided for water supply, which will allow 65 projects to be implemented and provide another 24.7 thousand people with access to clean water. Special attention is paid to connecting houses to the system — on behalf of the mayor, this is a prerequisite for the implementation of all projects. So, in two years, 55 thousand houses were connected, and as of January 1, 2025, water has already been turned on in 259.4 thousand houses in the region. The head of the region also stressed the need to involve local contractors in the work — their share increased from 26% in 2023 to 60% in 2025, which contributes to job creation and the development of local businesses.Transport infrastructure: focus on southern areas and international routesIn 2024, the budget of the road industry amounted to 106.0 billion tenge, which is 42% more than last year. 1,580 km of roads and 382 streets in 103 settlements will be repaired in the region.Special attention is paid to the southern regions of the region. On behalf of the Head of State, repairs of the Torgai–Yrgyz highway will begin this year, which will provide a direct link between the western regions and the center of the country through our south. This project will be a powerful impetus for the development of Arkalyk and the surrounding areas.Another important area was the restoration of the airport in Arkalyk. Design and estimate documentation is currently being developed. After completion of the work, it is planned to launch regular flights to Kostanay and Astana, which will significantly expand the transport accessibility of the region. In addition, in 2025, the repair of the Zhezkazgan–Petropavlovsk highway section from Arkalyk to the border of Ulytau region (87 km) will be completed. This will shorten the route between north and south by 400 km and increase the traffic flow from 10 to 2,500 vehicles per day.Due to the growing transit importance of the southern regions, the governor of the region instructed to start developing roadside services — the construction of hotels, sanitary facilities, cafes and shopping malls that meet international standards. The region is at the center of transit flowsAccording to Kumar Aksakalov, thanks to an integrated approach and government support, Kostanay region will become a key transit hub in the coming years, connecting the north and south of the country, as well as creating new routes between Kazakhstan, Central Asian countries and the Russian Federation. The results of the Akimat's meeting demonstrate a systematic approach to infrastructure development, improving the quality of life and creating conditions for sustainable economic growth in the region.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/967192?lang=kk
