During the meeting Deputy Head of the region Meirzhan Myrzaliev reported on the development and promotion of export in Kostanay region.Accordingtofiguresofthestatisticalauthority, the external trading of Kostanay region upon the results of 2017amounted to over two billion dollars. Lastyeartherewasasignificantincrease,because by comparison with 2016 the indicators has increased by 23,6%. “InspiteofthefactthatKostanayregionoccupies 11thplaceinexport turnover among other regions of Kazakhstan and takes 2,4% share of the total turnover, the region is a leader in the specific groups of products. Thus, over90%ofironoreproductsand 100% ofiron-orepellets and asbestos are produced in the region”, M. Myrzaliev reported.Thestructureoftheregionalexportconsistsof 47,6% ofmineral products, 46,5% offood products (wheat flour, wheat, flax seeds, confectionery products), 3,7% ofmetals and the remained 2% is attributed to other products. Ingeneral, Kostanayregionconducts the external trading with over 60 countries across the world.Uponthat, themaincountries, whichKostanay products are supplied to, areRussia, China, Afghanistan, Uzbekistan, Tajikistan, Iran. “Fourtypesofproductsarethe leadersintheexportsupplies of the region:grain, flour, iron-orepellets and asbestos. Overthepastyearof 2017 comparedto2016 the turnover of iron ore products increased by 26,3%, asbestos increased by 4,7%, howeverthe turnover of grain and flour export reduced by 7,9% and 1,2% respectively”, the Deputy Akim of the region noted. Themainreasonforthe decliningexportof grainandflouristhe record gross grain harvest in Russia performed last year. According to M. Myrzalieva, the decline was affected by higher costs for freight logistics services, lack of and late place of cars aswell, whichaffecttheultimatepriceforexportedproductionandmake it non-competitive.“Inspiteofthis, ingeneral, export of the region increased by 15,8% and amounted to over one billion USA dollars in 2017 comparedto 2016”, he underlined. Inaddition, inspiteofthesefourhighly prioritizedexportingproducts, there is a potential for export development upon the range of other directions. “Taking into considerationtheongoingproductionandtheimplementedprojects within the framework of the Map of Industrial development over the last 7 years, the list of the perspective export-oriented production has been drawn up. The governor of Almaty, Bauyrzhan Baybek noted that the monument was opened by the direct order of the President of the Republic of Kazakhstan, Nursultan Nazarbayev. According to different facts ,more than three million people died in the period from 1918 to 1933 in Kazakhstan, including about 1 million 700 thousands were dead by starvation from 1931 to 1933. The victims of the repression of 1937-1938 years were more than 100 thousands people of Kazakhstan."Today, on the Day of Remembrance for the Victims of Political Repressions, we are opening a monument for the victims of the starvation in 1931-1933, in order to perpetuate this lasting pain of our people. The Minister of labor and social protection of population Tamara Duissenova held a meeting on topical issues of social security and employment with the Deputy akims of oblasts and cities of Astana and Almaty.Also participating in the meeting were Director of the territorial Department of the Committee of labor, social protection and migration, heads of managements of coordination of employment and social programs of local Executive bodies and other interested parties. In particular, during the meeting discussed issues of implementation of targeted social assistance (hereinafter – TSA) new format, changing the methods of assignment of the basic pension and the formalization of activities of self-employed.According to the new TSA format, the Minister pointed to the need for strengthening the work of employment centers, including to provide logistical equipment and training. "If today the TSA is provided as monetary assistance to a person or families whose income is below 40% of the subsistence minimum, starting next year, TSA will be available to families with incomes below 50% of the subsistence minimum for each family member. However, TSA will be paid as a Uniform allowance instead of the current three types of social payments – TSA, child allowances, special state allowances. In this case, the size of the new TSA will be more than the total amount of the above three payments. Thus, TSA is not only cash, but a comprehensive measure of the way out of poverty. To ensure availability and optimization of business processes, and includes provision of Single window concept. This Single window will be the employment Center", - said Tamara Duissenova.The Minister elaborated on the forthcoming next year, amending the mechanism for the basic pension appointment. From 1 January 2018, in accordance with the instructions of the Head of the country, jointly or as they call themselves pensioners retirement pension will be increased by 8%. Basic pension, and other benefits will be increased by 6%. Thus, the minimum pension with the basic pension will be in the next year 49 019 tenge and the average pension 71 333 tenge. "At present the basic pension is assigned to persons who have reached retirement age are in the same size without regard to seniority and to participate in formation of pension savings. Next year the basic pension will be assigned depending on the length of participation in the pension system. This will take into account not only the period of earnings pension contributions to accumulative pension system since 1998, but also work experience prior to 1998," - said Tamara Duissenova. This approach restores justice in respect of persons receiving today, low pensions, having 30-40 years of work experience. For those with experience of more than 33 years, both before 1998 and after 1998, the basic pension will be increased twice compared to the current. If today is 14 thousand tenge, from 1 July 2018, this group of retirees will receive 28 thousand tenge. For each year worked over 10 years, the basic pension will increase by 2%. For example, the experience of 20 years – the basic pension will amount to 74% of the subsistence minimum (hereinafter, SM), if the person worked 30 years of age – basic pension – 94% of SM. This law establishes that, with the experience of 33 years or more the basic pension will be 100% of SM.For the formalization of activities of self-employed developed a draft policy Road map for 2018-2019. Given the designated tasks, Tamara Duissenova recommended to strengthen work on the ground to explain the policy of the Government in the social sphere.Recall from 1 January 2018, and introduced a range of measures aimed at upgrading the socio-labor sphere. The Ministry of labor and social protection of population of Kazakhstan in the framework of the first Forum of social workers presented the strategy of digitalization of the social sphere.According to the Minister of labor Tamara Duissenova: "Kazakhstan will create a unified database of social workers. It will contain information about the qualifications of social workers, the types of services they provide, their level of provision and outcomes. A single database will serve for the right choice of social workers recipients of social services. Social workers with a high rating will get a big salary. The development of competition among social workers will lead to the improvement of quality of provided social services."In addition, according to the Minister Duissenova, for the purposes of information industry the development of a Unified information system social and labor sphere, providing for the development of areas of "personal electronic card of a recipient of services", "Planning","service Providers", "Contracting", "Personnel" and "Monitoring".
