In recent years, the region has demonstrated consistent positive growth in key development areas. Gross regional product (GRP) increased by 18.8% over three years, rising from 4.2 trillion tenge in 2022 to 5 trillion tenge in 2024. This growth rate confirms a strengthening economy and expanding production.The manufacturing industry also achieved strong results. Production volume in the sector increased from 1.6 trillion tenge in 2022 to 2.1 trillion tenge in 2024, representing a 28% increase. This demonstrates the active modernization of production facilities and the expansion of export potential.The influx of foreign investment continues. The region has attracted $1.5 billion in foreign direct investment. In 2023 alone, this figure amounted to $397.8 million, in 2024 – $402.2 million, and in 2025, the volume is planned to increase to $667.5 million. Growing investor interest confirms the region's attractiveness as a platform for large-scale projects.The improved economic situation is accompanied by increased labor efficiency. Productivity increased by 28%: from 8 million tenge per employee in 2022 to 10.2 million tenge in 2024.The regional budget also increased significantly – from 441.8 billion tenge in 2022 to 686.6 billion tenge in 2025, an increase of almost 1.6 times over previous figures. The budget increase opens up new opportunities for infrastructure development, the social sphere, and major investment projects.Transport and Logistics Complex: A New Growth DriverOne of the key projects shaping the region's future development is the construction of a modern international transport and logistics complex, costing 63.8 billion tenge. Intensive construction and installation work is underway at the site, with leading contractors handling the project.The complex will be capable of handling up to 400,000 containers per year, equivalent to over 11 million tons of cargo. МНЭ, Национальный банк и АРРФР завершили серию совещаний по разъяснению Программы совместных действий на 2026–2028 годы 09.12.2025
Министерство национальной экономики, Национальный банк и Агентство по регулированию и развитию финансового рынка провели заключительное кустовое онлайн-совещание по разъяснению Программы совместных действий на 2026–2028 годы. В обсуждении приняли участие все областные филиалы НПП «Атамекен», АО «НИХ «Байтерек», представители бизнеса и акиматов. С 27 ноября по 5 декабря текущего года встречами были охвачены все регионы страны. В совещаниях приняли участие более 500 человек.Программа, представленная 19 ноября на заседании Правительства, призвана укрепить макроэкономическую стабильность, снизить инфляцию, расширить внутреннее производство и обеспечить устойчивый рост благосостояния граждан. Первый вице-министр национальной экономики Азамат Амрин отметил, что предлагаемые меры формируют прочный фундамент для стабильного экономического развития в среднесрочной перспективе.Ключевым оператором реализации Программы определён национальный инвестиционный холдинг «Байтерек». Он обеспечивает поддержку предпринимательства, экспортных проектов, АПК и программ доступного жилья и др. Совместно с банками второго уровня холдинг станет основным источником долгосрочного кредитования реального сектора - как для крупных инвестиционных проектов, так и для новых точек экономического роста. В 2026 году портфель проектов холдинга будет включать: 42% - химическую и нефтегазохимическую промышленность, 19,6% - транспорт и логистику, 12,1% - энергетику, 7,1% - ГМК, 6,4% - АПК и пищевую промышленность.Для обеспечения доступного финансирования Правительство в 2026 году продолжит выделение холдингу до 1 трлн тенге для капитализации. Вопрос о дополнительной поддержке в 2027–2028 годах будет рассматриваться исходя из текущей экономической конъюнктуры и потребностей реального сектора.В рамках программы «Заказ на инвестиции» холдинг проводит рабочие встречи с акиматами для анализа проектов, находящихся на региональном контроле. Центральные госорганы также формируют свои предложения. Все инициативы включаются в национальную цифровую платформу для системного сопровождения.Отмечается высокий интерес МСБ к экспортоориентированным проектам. Финансирование таких инициатив возможно по механизму 20% собственные средства и 80% заемное финансирование через Холдинг «Байтерек».Параллельно Холдинг проактивно предлагает создание новых производств, опирающихся на преимущества регионов - природные ресурсы, транспортную доступность, туристический потенциал и инфраструктуру.Во время совещания были заслушаны все вопросы участников, большинство из которых касалось развития МСБ, процентных ставок, создания малых промышленных зон, механизмов ГЧП и реализации продукции. На каждый вопрос были предоставлены подробные разъяснения. Одним из ключевых стал вопрос о гарантии субсидирования процентной ставки на весь срок проекта.В ответ представители холдинга «Байтерек» пояснили, что в рамках трансформации программ фонда «Даму» прямое субсидирование значительно сокращено и сохраняется только для проектов до 200 млн тенге по узкому перечню ОКЭД. Основным инструментом поддержки стало фондирование банков второго уровня под льготную ставку, что даёт бизнесу возможность получать финансирование под 12,6% годовых на весь срок проекта.Эти условия гарантированы, поскольку средства для фондирования уже выделены через капитализацию «Байтерека» и переданы фонду «Даму». At the Astana market: a moment the Chairman of the Trade Committee couldn't ignore 08.12.2025
Last Saturday, Yernur Zhautikbayev, Chairman of the Trade Committee, toured Astana's capital markets. Ahead of the holidays, he monitored prices and uncovered instances of unjustified markups.For example, at one grocery store in the city market, buckwheat was listed for 500 tenge. This price immediately caught the Committee Chairman's attention. According to Yernur Zhautikbayev, the actual price of buckwheat could not possibly be 500 tenge. The store purchased the product for 275 tenge and sold it with an 82 percent markup. Given the maximum allowable markup of 15 percent for socially significant goods, the price of buckwheat in this store should not have exceeded 316 tenge.The Committee Chairman instructed the Astana Department of Trade and Consumer Protection to conduct an investigation into this matter.During his tour, Yernur Zhautikbayev visited the Sauran, Shankhay-Kok Bazar, Sharyn, Saryarka, Asem, Astanalyk, and Ulzhan markets, as well as the Keruen Zholy site, where the Sogym Fest meat fair is taking place. During meetings with market owners and importers supplying fruits and vegetables to the capital, the Committee Chairman emphasized the need to prevent unjustified price increases ahead of the holidays and to ensure direct supplies of meat products from farmers without intermediaries."The Ministry of Trade is working comprehensively to maintain price stability in the market ahead of the holidays. Doha Forum: Kazakhstan Continues to Contribute to Strengthening International Cooperation 08.12.2025
Doha, December 6-7, 2025 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Bakayev participated in the Doha Forum 2025, held in the capital of the State of Qatar.Recognized as one of the leading global platforms for high-level dialogue on international affairs, the Forum brought together more than 5,000 participants from 162 countries, including heads of state and government, ministers, heads of international organizations, representatives of academia and the business community, as well as civil society institutions.This year’s Forum was held under the theme “Justice in Action: beyond promises to progress,” focusing on advancing the principles of justice through diplomacy, sustainable development, and inclusive governance. A Kostanay resident was compensated 1.2 million tenge after receiving services from an unlicensed salon 08.12.2025
In the summer of 2025, a Kostanay resident paid 1,200,000 tenge for consultative, diagnostic, and dermatological cosmetology services. However, she did not receive the promised results and requested termination of the contract. The salon ignored her complaint, after which she contacted the Department of Trade and Consumer Protection.The Department's investigation revealed a lack of response to the complaint, for which the salon was subject to administrative liability. An order was also issued to amend the contract and remove any terms that infringe on consumer rights, including the prohibition on refunds. The consumer was advised to file a lawsuit.During the trial, it was established that the salon was performing dermatological cosmetology procedures without a mandatory license, as they are considered medical procedures. The court ordered a full refund to the consumer."This case once again demonstrates that entrepreneurs are obligated to comply with the law, and consumers have the right to high-quality and safe services." "The Department consistently protects the rights of the region's residents and strengthens market oversight," noted K. Akizhanov, Acting Head of the Department of Trade and Consumer Protection for Kostanay Region.Since the beginning of this year, the Department of Trade and Consumer Protection for Kostanay Region has received 1,452 complaints. Of these, 717 were written, 106 were received via a Telegram bot, 269 were received via a hotline, and 360 were seen in person by specialists. Consumers have received reimbursement of over 62.7 million tenge.Seventy-three inspections were conducted as part of state oversight. This was announced at a briefing by the head of the Department of Agriculture and Land Relations of the Akimat of Kostanay region, Ibrahim Bekmukhamedov. Growth is ensured through the modernization of farms, the introduction of modern technologies and government support.As of November 1, 2025, the number of major farm animal species has increased.According to the results of ten months, 53.4 thousand tons of meat, 205.7 thousand tons of milk and 319 million eggs were produced in the region. It was noted that especially dairy production increased by 9.4% compared to 2024.There are 17 large dairy farms in the region, and meat farming, horse breeding, sheep breeding, pig breeding, and poultry farming are also developing. Feedlots with a total capacity of 38,000 heads continue to operate. In addition, meat exports have increased — more than 2,300 tons of products have been shipped abroad since the beginning of the year.Over the past two years, 20 billion tenge has been invested in the industry. Geneva, 1-5 December 2025 - Botagoz Zhaxelekova, Vice Minister of Justice of the Republic of Kazakhstan, participated in the 47th session of the WIPO Standing Committee on Copyright and Related Rights (SCCR). In her opening statement she expressed gratitude to the WIPO leadership for the productive organization of the session and for the support provided to Kazakhstan’s ongoing reforms in the area of intellectual property.Delegation of the Republic of Kazakhstan presented to the session participants an overview of national reforms, including the rollout of the Unified Digital Platform (UDP), a tool designed to enhance transparency, accountability and efficiency in the collective rights management system. The platform was also introduced to international professional associations interested in modern digital solutions and in advancing transparency in collective management processes.On the sidelines of the WIPO meetings discussions were held with the Vice Minister of Foreign Affairs of the Republic of Indonesia as well as representatives of Brazil and Saudi Arabia. The parties exchanged views on strengthening cooperation, contemporary approaches to the digitalization of copyright and Indonesia’s initiative to develop international solutions for the fair distribution of remuneration in the digital environment.Negotiations were also conducted with the WIPO leadership. During the meeting with WIPO Deputy Director General Sylvie Forbin Kazakhstani experience in digitalizing collective management organizations was presented. First Vice Minister of Trade and Integration of the Republic of Kazakhstan Aizhan Bizhanova conducted a working visit to the Zhetisu region, during which she visited trade infrastructure facilities and met with business representatives and residents of the region.During the visit, Aizhan Bizhanova visited vegetable storage facilities in Taldykorgan. The region has 10 vegetable storage facilities, one of which, a large facility commissioned in 2024, was inspected by the Vice Minister.
