Вице-премьер Канат Бозумбаев провел совещание о ходе реализации проекта «Ауыл Аманаты» в Кызылординской области. С докладом выступил вице-министр национальной экономики Бауыржан Омарбеков.447 тыс. жителей Кызылординской области (53%) проживают в сельской местности. С начала реализации проекта «Ауыл Аманаты» в селах было реализовано 782 проекта, создано 1,1 тыс. рабочих мест. На текущий год выделено 5,5 млрд тенге. Особое внимание уделяется поддержке перерабатывающих предприятий с полным производственным циклом от выращивания до сбыта продукции.Для дальнейшего усиления работы по развитию сел в 2026–2028 годах планируется выделить 450 млрд тенге, из которых 21,2 млрд тенге предусмотрены для Кызылординской области. На эти средства запланирована реализация свыше 1 тыс. проектов, что демонстрирует высокий потенциал региона для расширения сельского предпринимательства и развития кооперации.Отдельно на совещании обсудили приоритетную поддержку кооперативов.«На диалоговой платформе сельских акимов Глава государства акцентировал внимание на том, что устойчивое развитие сельской экономики напрямую зависит от эффективной работы кооперативов. Each item will be further discussed with the business community, the Chamber of Entrepreneurs, and government agencies.The primary goal of the temporary expansion of the list of socially significant food products is to make the most in-demand food products more accessible to the population and ensure price stability.The expansion of the list of socially significant food products is a temporary measure and is being implemented to ensure pricing transparency for these products and eliminate unproductive intermediaries who charge high trade markups. This will create incentives for manufacturers of goods included in the expanded list of socially significant food products to increase production and expand capacity.Including goods on the list of socially significant food products exempts manufacturers and importers from the obligation to pay remuneration and retroactive bonuses to retail chains. This will reduce the final cost of products for the population and allow businesses to use the freed-up funds for development.Producers of goods on the list have access to government support measures, including discounted transportation through socially significant food products, fixed utility rates, preferential working capital, and other instruments.Proposed list of socially significant food products:1. Депутаты Мажилиса на пленарном заседании под председательством Спикера Палаты Ерлана Кошанова ратифицировали Рамочное соглашение с Фондом международного развития OPEC.В ходе пленарного заседания Мажилис ратифицировал Рамочное соглашение об организации операций в частном секторе между Правительством Казахстана и Фондом международного развития ОРЕС.Документ депутатам представил первый вице-министр национальной экономики Азамат Амрин. Как в содокладе отметил руководитель рабочей группы Бауржан Смагулов, соглашение предусматривает предоставление Фондом займов под 2,5-5% без требования гарантий от государства для финансирования инвестиционных проектов.– При этом активы и доходы Фонда освобождаются от прямых налогов, предоставляется возможность конвертации валюты и перевода средств. Документ также определяет статус и режим Фонда, предоставляет ему привилегии и иммунитет, включает защиту прав Фонда и бенефициаров и устанавливает механизм урегулирования споров через арбитражный суд, – сообщил мажилисмен.Ратификация соглашения позволит Фонду оказывать Казахстану финансовую поддержку в рамках его целей экономического развития по таким направлениям, как энергетика, промышленность, транспортная инфраструктура, финансы, сельское хозяйство, вода, телекоммуникации, образование и здравоохранение. Socio-economic development of Karabalyk district: results and prospects 04.12.2025
Karabalyk district is confidently completing 11 months of 2025, demonstrating stable development of key sectors of the economy. Financial indicators, the pace of agricultural production, the renovation of infrastructure and the implementation of significant social projects indicate positive dynamics and a good foundation for the future.This year, the district's budget amounted to 7 billion tenge. In its structure, a significant share is taken by transfers: 3.4 billion — republican, 3 billion — regional. However, the main indicator of economic activity was the over-fulfillment of the plan for own income.In January–November, the district received 2.9 billion tenge of revenue with a plan of 2.6 billion tenge. The execution amounted to 111.8%, which indicates an increase in tax revenues and an increase in the efficiency of financial flow management.Small and medium-sized businesses: almost every entrepreneur is in businessEntrepreneurial activity in the Karabalyk district remains high. To date, 1,418 SMEs have been registered here, and 99% of them actually work. This is one of the best indicators in the region, which confirms the favorable business climate.Small businesses continue to play an important role in providing employment and generating revenue for the budget, being the backbone of the local economy.Agriculture: productivity gains and investmentsThe agricultural sector has traditionally remained the leading one in the structure of the regional economy. This year, sowing operations covered 297.1 thousand hectares. Grain and leguminous crops were planted on an area of 194.5 thousand hectares, slightly less than in 2024, but the emphasis was on diversification.Special attention was paid to the expansion of areas under oilseed crops: their volume increased by 28%, reaching 73.3 thousand hectares. Fodder areas were also increased to 5.4 thousand hectares.The harvesting campaign has been completed completely and has brought tangible results. The average yield was 19.5 hundredweight per hectare, exceeding last year's figure. The gross grain harvest reached 379.3 thousand tons, which was a significant success for the region.In addition to seasonal work, investment activity is developing in the industry. Two major projects were launched in 2025.:construction of a workshop for the production of meat and bone meal with a capacity of up to 15 tons per day, the project cost is 680 million tenge;creation of a production complex for the production of mixed feed and silos for the storage of raw materials with a capacity of 108 thousand tons per year. Investments — 1.5 billion tenge.Both projects are focused on creating new jobs and strengthening the processing sector.Infrastructure: new networks appear in villagesStable development of the district is impossible without strengthening the engineering infrastructure. Last year, the construction of distribution networks was completed in six settlements — Mikhaylovka, Boskole, Station, Voroshilovka, Priuralsky and Lesnoy.In parallel, work is underway to prepare for winter. More than 600 meters of heating mains have been replaced in Svyatoslavka, Nauchny and Station — this will ensure stable heat supply during the heating season.Installation of block-modular boiler houses for social institutions has been completed in Toguzak. A similar facility in Svyatoslavka is being prepared for delivery.Roads: repairs on key sectionsThe road infrastructure, as one of the strategic areas, has also been developed. In 2025, repairs were carried out at two important sites:from S. Peschanoe to Slavenka village (17 km),from Novotroitskoye village to Magnai station (15.6 km).This will improve transport accessibility, reduce travel time, and increase safety for residents of the area.Construction and housing: new houses and social facilitiesIn the field of housing construction, the construction of nine semi—detached houses has been completed - a total of 18 modern apartments with a total area of more than 1,500 square meters. meters.Work was also actively carried out in education: 300 million tenge was allocated for the modernization of institutions, of which 250 million were funds from the Kazakhstan Khalqyna Fund. Его проект направлен на строительство предприятия по производству гранул/абсорбента, применяемого как гигиенический наполнитель для домашних животных, а также в строительстве, сельском хозяйстве и экологических целях (например, при ликвидации аварий с разливом горюче-смазочных материалов).Клиент с прогрессивным подходом к бизнесу целенаправленно выбрал новый продукт — кредит в цифровом тенге — чтобы развивать производство с применением современных технологий.Новый финансовый инструмент особенно удобен для бизнеса, предоставляя ряд преимуществ:удаленное оформление;быстрое рассмотрение заявки и выдача средств;прозрачное выполнение условий госпрограмм;отсутствие налоговых проверок, что снижает административные и финансовые издержки;сокращение срока возврата НДС с 55–75 до 15 рабочих дней.Сумма привлеченных инвестиций составляет 250 млн тенге сроком на 7 лет под 12,6% годовых. In the West Kazakhstan Region, entrepreneurs included a clause in a supply contract requiring a local manufacturer to pay a retail chain a 10% commission on the value of the delivered goods. However, the subject of the contract was butter, a product included in the list of socially significant food products, making such requirements illegal.After receiving the information, the Department of Trade and Consumer Protection of the West Kazakhstan Region conducted an investigation and confirmed the violation. Experts determined that the retail chain had knowingly included the obligation to pay a commission in the contract, despite a direct prohibition under the law regarding socially significant goods.The Law of the Republic of Kazakhstan "On the Regulation of Trade Activities" does allow for the inclusion of a commission in the price of food products. However, such a commission cannot exceed 5% of the product's value and can only be applied to products not included in the list of socially significant food products. Payment of a commission is completely prohibited for socially significant food products. Overall, the Department initiated administrative cases against 192 businesses during the past period of 2025. These figures demonstrate that the agency maintains strict and consistent government oversight in the trade sector, paying particular attention to compliance with legal regulations, particularly regarding price regulation and rules for handling socially significant food products. Big chains, big fines: Metro, Small, Toimart, and dozens of others punished for price gouging in Almaty 02.12.2025

On December 2, 2025, the head of the Internal Policy Department of the Akimat of the Zhitikarinsky district, M. A. Dzhetenov, met with students at the Zhitikarinsky Polytechnic College.Within the framework of the republican environmental program "Taza Kazakhstan", the participants were presented the main directions of work on the improvement and sanitary maintenance of the district.This year, a set of measures has been implemented in the Zhitikarinsky district to green the city, repair monuments, install small architectural forms and develop street infrastructure.Landscaping has been completed, more than 3.8 thousand seedlings have been planted, sanitary pruning of trees has been carried out, unauthorized landfills have been eliminated, container sites have been installed and infrastructure for the removal of bulky waste has been created.The 109 call center is functioning in the city, thanks to which residents promptly report landscaping problems - over 800 requests have been received in 10 months.Special attention is being paid to the development of public spaces: playgrounds and sports grounds have been installed, a major renovation of a rural stadium has been completed, and work is underway to restore apartment buildings for socially vulnerable categories of citizens. The street lighting was upgraded and the pillars were painted.In 2025, 51 dilapidated buildings were dismantled, which is significantly higher than planned. Social partners also make a great contribution to the improvement — the district's enterprises actively support the renovation of monuments, the creation of alleys and public areas.Examples of schoolchildren's participation in the environmental program are highlighted separately.
