The results of the audit of the Supreme Audit Chamber of the subsidy system in agriculture were heard today at the Plenary session of the Mazhilis of the Parliament.The effectiveness of subsidies in the agro-industrial complex is evidenced by the following indicators: recipients of subsidies in crop production in 2023 harvested 18.5 c/ha, when the national average yield was at the level of 10 c/ha. In 2024, it will be 25-30 kg/ha, which is also higher than the national average.Poultry and livestock enterprises are also demonstrating steady growth in production volumes. So, in 5 years, the poultry industry has increased the availability of poultry meat from 55% to 73%. Only in the period 2022-2023 the increase in production amounted to 16%. These are very good indicators. For example, Aytas holding has increased production volumes 5.5 times in 5 years, reaching 160 thousand tons of products per year. Aulie Ata Phoenix LLP has doubled production volumes in 3 years: from 5 to 10 thousand tons per year. In dairy production, average milk yields in modern MTFs have reached 7800 liters per year per 1 feed cow, and the leaders milk 11 thousand liters each, which meets all international standards. Although in 2021, the average yield in agricultural enterprises was 4,400 liters per year.For comparison, in 2014, the level of equipment upgrade was only 2%, 5,000 cars were purchased per year, and now at the end of the year this figure was 5.5%, farmers purchased 22 thousand units of modern equipment.It should be noted that in the agricultural sector there are 14 areas of subsidization, 90 thousand registered users, 224 thousand applications are received per year. Given these scales, errors and errors are not excluded. However, the Audit revealed financial irregularities in the amount of 2 billion tenge, which is 0.2% of the amount of 943 billion tenge covered by the audit. This indicates the overall normal functioning of the system.By the end of 2023, the domestic market is 100% or more secured for 10 commodity items, including wheat flour, salt, bread, rice, pasta, sunflower oil, potatoes, lamb, beef and carrots.The security of 14 food products is 80% or more, including chicken eggs, cucumbers, horse meat, tomatoes, milk, buckwheat groats, cabbage, pepper, pork, onions, beets, fermented dairy products, butter and apples.In 2024, the Ministry of Agriculture has taken a number of measures to increase the effectiveness of subsidies. So, in 2024, out of 450 billion tenge of subsidies, 50% are directed to financial instruments, mainly to reduce the cost of interest rates on loans and leasing. Their final recipients are second–tier banks and financial institutions. Changes have been made so that farmers receive a cheaper loan at a net 5%.This practice will continue – in working capital for processing, animal husbandry, as well as long-term money for investment purposes. The task is to provide the industry with resources. Counter-obligations have also been introduced in the form of an increase in the gross output of agricultural producers. During the analyzed period 2022-2023, the audit managed to cover 943 billion tenge, while financial violations were detected in the amount of 2 billion tenge, which is 0.2% of the total amount. This indicates the overall normal functioning of the system. Funds for financial violations have been restored.Regarding the conclusion of the VAP on the inefficiency of 142 billion tenge of subsidies in the agro-industrial complex, we inform you that these funds were spent mainly on subsidizing the reduction in the cost of poultry meat production, subsidizing breeding work with KPC and MPC breeding stock and subsidizing insurance, which have proven their effectiveness.In particular, on poultry meat: the auditors conclude that there is no economic effect of 34 billion tenge of subsidies allocated in 2022-2023 in the form of reducing the cost of products for the buyer and meeting the needs of the domestic market.However, subsidies are given to reduce the cost of poultry meat production, that is, to increase competitiveness in the market occupied by imported suppliers. The presence of domestic producers in all retail chains and markets indicates an increasing share of Kazakhstani production and the effectiveness of subsidies. In 5 years, it was possible to reduce import dependence by 18%, the self-sufficiency of the domestic market is 73% by the end of 2023, and production growth in just one year (2022-2023) amounted to 16%. Moreover, Kazakhstanis began to consume less frozen chicken meat and more fresh chilled poultry meat. This year (according to the results of 9 months), Kazakhstan imported 10 thousand tons less poultry meat, and exported 10 thousand tons more. This indicates the progressive development of the industry and the strengthening of food security in Kazakhstan.On breeding and breeding work with breeding stock of cattle and cattle: this type of subsidies over the years has led to an increase in the average live weight of livestock. For example, the average live weight of cattle is 380-400 kg, and in organized farms receiving subsidies it reaches 500+ kg. Before the introduction of subsidies, this figure was 240-260 kg, that is, the increase is obvious.Over the years, this subsidy has created demand for breeding stock, that is, it provided an incentive for the development of an entire production chain in meat farming. Moreover, subsidies for breeding and breeding work are the most widespread type of state support, which is received by more than 20 thousand mainly small farms, the total amount of state support amounted to 66 billion tenge in 2022-2023.Subsidies for insurance in the agricultural sector were called ineffective, since budget funds were in the account, and there is also a balance in the account. However, insurance subsidies are based on the principle of cost co-financing, not reimbursement. Therefore, the money must be in accounts and insurance companies are guided by them. Previously allocated funds (balances) were fully utilized in 2024. According to statistics, in 2024, about 0.5 million hectares were insured, while applications from farmers were 3 times more or 1.5 million hectares. In 2025, 10 billion tenge will be required to subsidize insurance premiums, which will provide insurance coverage for 20% of the total area of cultivated land.Farmers who receive subsidies, also called "non-existent", are enterprises whose economic activity does not relate to entrepreneurial activity in the field of agriculture. According to the Rules of Subsidization, there is no requirement at the direction of the OKED. One of the main conditions for obtaining subsidies in the field of crop production is the availability of an agricultural land plot. That is, the presence of a land plot for agricultural purposes confirms that the agricultural enterprise has the right to engage in agricultural activities on these lands.In cases where the absence of an agricultural land plot is imputed (for 40 subjects whose land plots do not belong to agricultural purposes), the information is not confirmed during reconciliation. According to the updated data of the Land Management Committee, agricultural land plots with the intended purpose "for farming" or "for commercial agriculture" are registered for the persons indicated in the audit report.The subsidy mechanism in the agro-industrial complex is based on the principle of cost recovery. The length is 199.8 km. This year, 2 stages have been completed and put into operation. Currently, 1,493 houses are connected to gas, and 1,705 houses have received technical specifications.Positive conclusions of the state expertise of the PSD on gasification of the city of Karazhal, the village of Zhairem and the village of Kengir have been developed and received."The implementation of the regional gasification scheme of the region will not only significantly improve the quality of life of the population, but also create favorable conditions for the socio-economic development of the entire region," Vice Minister B. Today, Vice Minister of Ecology and Natural Resources Mansur Oshurbayev held a meeting with local residents and representatives of non-profit organizations in Zhambyl region. The meeting discussed issues of the ecological state of the region and measures taken to improve it. One of the key topics was the introduction of an automated monitoring system at industrial enterprises. In the region, such systems have already been installed at 5 large facilities (Zhambyl GRES, Taraz branch of Kazphosphate LLP, NDFZ Phosphorous Plant LLP, Taraz Metallurgical Plant LLP and Zhambyl Cement Production Company LLP). Two of them (JSC Zhambyl GRES named after T.I. Baturov, LLP Kazphosphate Mineral Fertilizers Taraz branch) have already started transmitting data to the Ministry of Ecology, and the rest are at the stage of commissioning. Special attention was paid to reforestation projects. As part of the implementation of the President's instructions on the creation of forest crops, 25.9 million seedlings were planted in Zhambyl region, which is part of a large-scale program to plant 2 billion trees throughout the country. The Vice Minister also noted the importance of the transition of industrial enterprises to the best available technologies (BAT). Starting from January 1, 2025, enterprises of the first hazard category will be required to implement BAT within the framework of a comprehensive environmental permit, which will significantly reduce harmful emissions and approach international environmental standards. In the Zhambyl region, the Taraz branch of Mineral Fertilizers Kazphosphate LLP should install BAT within the established time frame.The problems of waste management were also discussed. At the moment, waste management programs have been approved only in 3 out of 11 cities and districts of Zhambyl region. In the first half of 2024, 31.3 thousand tons of solid household waste were generated in the region, of which 20% were recycled. There is also the problem of unauthorized landfills. This year, 319 illegal landfills were identified in the region, of which 252 were eliminated. Fines in the amount of 359.97 thousand tenge were imposed on 12 akims of districts and rural districts for the untimely liquidation of unauthorized landfills.It was also emphasized that within the framework of the Taza Kazakhstan program, a telegram chatbot was launched, allowing citizens to report environmental problems. The event was timed to coincide with the 125th anniversary of the outstanding scientist, academician and statesman K.I.Satpayev.In his welcoming speech, the President of the Academy Akhylbek Kurishbayev stressed the importance of the Academy in strengthening the scientific potential of Kazakhstan. He noted that based on the analysis of the experience of 20 leading world academies of sciences, a 10-year Academy development strategy was developed, including clear indicators and objectives. Minister of Trade and Integration Arman Shakkaliyev reported on measures to create a network of cross-border trade and economic hubs, attract investment and strengthen the country's export potential. For the successful implementation of the projects, an Operational Working Group has been established under the leadership of Deputy Prime Minister Serik Zhumangarin. At the moment, the projects have been transferred to the jurisdiction of local executive bodies, practical implementation will be provided jointly with investors. The Prime Minister stressed the importance of strengthening efforts to find investors and increase the investment attractiveness of hubs. To achieve these planned effects, it is necessary to mobilize all the resources of interested government agencies and akimats," Olzhas Bektenov stressed.At the same time, it is important to effectively use the potential of the East-West, North-South corridors and the Trans-Caspian International Transport Route, which provide access to the markets of China, the Persian Gulf countries, the Caucasus and Europe.The Head of Government instructed the Ministries of Foreign Affairs, Trade and Integration, together with the akimats, to form a pool of potential foreign investors for each of the hubs and work out their participation in projects, as well as determine the working conditions of management companies. In addition, it is necessary to constantly work on high-quality filling of hubs with promising projects.The Ministry of Industry, together with the Ministries of National Economy, Finance and akimats, must take measures within a month to create and expand special economic zones for the development of cross-border hubs. Akimats were instructed to provide all hubs with basic infrastructure, including electricity, water supply, transport routes and communications.Olzhas Bektenov paid special attention to the issue of providing electricity to the Industrial trade and logistics complex. The creation of cross-border transport and logistics hubs will increase exports of non-primary goods by 30% 11.12.2024
Minister of Trade and Integration Arman Shakkaliev reported on the development of cross-border hubs at a Government meeting chaired by Olzhas Bektenov.The Head of State set the task of forming full-fledged transport and logistics hubs in Kazakhstan in Central Asia and the Caspian region. To implement it, transport, logistics and trade centers are being created around the country on the borders with China, Kyrgyzstan, Uzbekistan, the Russian Federation and on the Caspian coast. The goals, objectives and approaches for the creation and development of cross-border hubs are provided for in the Concept of development of transport and logistics potential of Kazakhstan until 2030. Their creation will accelerate trade cooperation with border countries, increase the growth of non-primary exports by 30%, and simplify logistics procedures for businesses.The location of the Industrial Trade and Logistics Complex project was chosen in the area adjacent to one of the busiest transit checkpoints: Karasu on the part of Kazakhstan and Ak-Tilek on the part of Kyrgyzstan, which are part of the international automobile corridor Western Europe – Western China."The complex will provide services for storage and pre-sale preparation of products, consolidation and redistribution of goods by wholesale lots. To date, a pool of potential residents of ITLK is being formed. A simplified border system and a registration system for vehicles and goods will operate on the territory of the complex, where goods will move across the new bridge, which will significantly relieve the existing checkpoints. Construction work will begin in 2025," the minister said. But the Eurasia Cross-border Trade Center will be located on the territory adjacent to the airport in Uralsk. To implement the Center, an industrial zone has been created for investment projects for the production of paints, polymer coatings, plastic containers/containers and 3D decor panels. The practical implementation of the project is the construction of a site for container storage and transshipment from a railway wagon to sea containers, as well as the provision of high–quality service for their processing. The Caspian Hub will allow to increase the volume of transit cargo from China to Europe at TMTM, as well as the development of the Turkmenbashi – Aktau – PRC container line.One of the projects implemented as part of the development of hubs at the Caspian hub is the project "Construction of a container hub in the Aktau seaport". Work on the implementation of the project has begun. A land plot with an area of 19 hectares has been reserved on the territory of the Aktau Seaport SEZ. An agreement on attracting investments in this project has been signed with a potential investor – the port of LLC GK Port of Lianyungang. International companies PSA International (Singapore), Abu Dhabi Ports Group (UAE), Adani Group (India), and Rhenus (Germany) also expressed interest in participating in the project. The project is being implemented by the Ministry of Transport in cooperation with the Akimat of the Mangystau region. The construction of a container hub in the port of Aktau is scheduled to be completed in the second quarter of 2025.Another project that gives impetus to the development and expansion of the Kuryk port is the construction of the multifunctional Sarzha marine terminal. The investor is the SEMURG INVEST company. The project involves the construction of a general cargo terminal, a universal terminal, a bulk cargo terminal, as well as a transport and logistics center and a production complex with a total capacity of about 10 million tons. General cargo transshipment has been underway since November 2023, and more than 73 thousand tons of metal and fertilizers have been processed to date. The project completion date is 2026."To date, the measures and procedures for the adoption of organizational and administrative documents necessary for the creation of hubs have been fully completed. In particular, two intergovernmental agreements have been signed with Uzbekistan and Kyrgyzstan, and industrial zones have been created," Arman Shakkaliyev said.
