In accordance with the concept of "Hearing State" in the Turkestan region, a meeting was held between representatives of the Ministry of Finance of the Republic of Kazakhstan with residents of the region, the business community and employees of the Department of State Revenues. Republican Forum of Ethics Commissioners was held in Kyzylorda today. The event was attended by regional Akim Nurlybek Nalibayev, Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs Darkhan Zhazykbay, Senate Deputy Nauryzbay Baikadamov, and Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan Azamat Zholmanov. Also present were heads of key regional industries, agency employees, representatives of central government agencies and city and district akims' offices, representatives of regional state ethics bodies, members of ethics councils, and intellectuals.N. The Ministry of National Economy has submitted lists for the application of special tax regimes for discussion 14.10.2025
The Ministry of National Economy of the Republic of Kazakhstan presented draft government resolutions under the new Tax Code. The following were submitted for discussion:a list of types of activities for which the application of the special tax regime (STR) based on a simplified declaration is prohibited;list of types of activities for which the use of the STR is permitted for the self-employed.These documents were developed in pursuance of Articles 718 and 723 of the Code and are aimed at streamlining the application of special tax regimes, increasing transparency and supporting entrepreneurship.Prohibition listThe simplified tax return system combines elements of two existing regimes: the simplified tax return and the retail tax.The following people will not be able to use this mode:- business entities whose income exceeds 600 thousand MCI (2,359 billion tenge) per year;- legal entities with a shareholding of other companies of more than 25%;- organizations where the founders or participants simultaneously participate or are founders in other legal entities on the STR;- non-profit organizations;- taxpayers (individuals, sole proprietors) who are founders or participants of a legal entity applying a special tax regime;- participants of the SEZ, «Astana Hub»;- taxpayers working under joint activity agreements.The list of prohibited sectors includes industries associated with large businesses: manufacturing, construction, subsoil use, the activities of natural monopolies, wholesale trade, retail in areas larger than 2 000 square meters, telecommunications, the Internet and IT, financial and insurance services, professional agency and consulting services, R&D, etc.Of the 1 111 CEAs, the restriction will affect 795 types of activities (70% of CEAs), but in terms of taxpayers, only about 30%.The main reason is that a significant portion of transactions in these areas (more than 76% of total turnover) are transactions with large businesses that use the generally established regime: in construction - 99,9%, in subsoil use - 98,7%, in transport and warehousing - 96,7%.Who will retain the right to a simplified regime?It is proposed to maintain a simplified regime for approximately 300 types of activities aimed at the population:- retail trade in areas up to 2000 sq. m (including pharmacies);- retail trade by mail order or via the Internet, network marketing, as well as other retail trade outside of stores;- accommodation, catering, housing rental and transportation services;- light and food industry;- passenger transportation;- services in the field of pre-school and additional education, medical and social services;- household and construction work for the population;- creative industry, sports, culture;- agriculture.As a result, approximately 70% of all taxpayers will retain the simplified tax system. Small businesses focused on B2C will continue to operate under the simplified tax system, while larger businesses will transition to the general tax system.At the same time, taxpayers with a turnover of up to 40 million tenge per year will not be VAT payers when switching to the general regime.The document will reduce the unfair use of the STR, improve administrative efficiency, fairly distribute the tax burden, and create more favorable conditions for small businesses.Permit list for the self-employedA separate resolution of the Government of the Republic of Kazakhstan proposes to establish a list of activities available to self-employed individuals without registering as individual entrepreneurs, without employees, and with an income of up to 300 minimum monthly calculation indices (MCI) per month. It includes 46 activities that meet these criteria.The right to apply the STR will be retained, in particular, by such types of activities as shoe repair, education in the field of sports and recreation, education in the field of culture, other auxiliary activities in the field of education, cleaning of residential buildings, activities in the field of photography, beauty salon services, specialized construction work, taxi services, rental and hire, repair of computers, personal consumer goods and household goods, as well as the provision of other individual services.Source : https://www.gov.kz/memleket/entities/economy/press/news/details/1076241?lang=kk

The International Center for Green Technologies held key meetings with major Japanese companies at EXPO OSAKA 2025 14.10.2025
Osaka, September 23-24, 2025 – As part of the EXPO 2025 Osaka thematic week, a side event titled “Carbon Solutions: The Path to a Sustainable Future” was held, organized by the International Center for Green Technologies and Investment Projects (ICGTIP) together with JSC NC QazExpoCongress, with the support of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan.The event was a landmark platform focused on discussing carbon offsets, emission reductions, and the promotion of sustainable practices. Participants – representatives of government bodies, international companies, and financial institutions – showcased successful cases from Kazakhstan and Japan and explored pathways for joint decarbonization of the economy.Key participants included Zhasyl Damu JSC, the AIFC, the Development Bank of Kazakhstan, Kazatomprom, and Japanese companies such as Sanshin Metal Working Co., Ltd., Finetech Co., Ltd., among others.On September 24, a B2B day was held, during which the Kazakh delegation held meetings with several Japanese industrial and technology companies, including Nagashima Holdings, Megumi Corp., Mitsubishi Heavy Industries Power Environmental Solutions, Ltd., Finetech Co., Ltd., as well as the OECC under Japan’s Ministry of the Environment.Discussions addressed the exchange of expertise in green technologies, industrial waste recycling – particularly in the metallurgical sector – and the Joint Crediting Mechanism (JCM), under which Japan supports the implementation of low-carbon solutions in partner countries. The event took place at the Kyzylorda Arts Center with the participation of the regional akim, Nurlybek Nalibaev.The «Kazakhstan Halkyna» Public Foundation, established in 2022 on behalf of the Head of State, annually holds national charity conferences in collaboration with regions, large businesses, and non-profit organizations. The event was attended by Banu Nurgaziyeva, President of the «Civil Alliance of Kazakhstan», Lyazzat Shyngysbayeva, Chairperson of the Board of the «Kazakhstan Halkyna» Foundation, Chairperson of the Regional Maslikhat, heads of relevant industries, foundation employees, and intellectuals.The regional head spoke about the support provided to residents of the region by the public foundation «Kazakhstan Halkyna».«We have established a close partnership and are implementing joint projects with the public foundation «Kazakhstan Halkyna», created at the direct initiative of our President Kassym-Jomart Kemelevich to address issues in healthcare, education, and social support. Since the foundation's inception, more than 10 billion tenge have been allocated to important social projects in our region.Specifically, 4.8 billion tenge have been allocated to healthcare, which has been used to open «Kamkorlyk» centers at the regional children's hospital, as well as in the Zhanakorgan and Aral districts. Residents of the neighboring Aktobe region use the services of the center in the Aral district, and residents of the Turkestan region use the center in the Zhanakorgan district, receiving rehabilitation assistance.The foundation also provided support for the purchase of essential medications, equipping centers, and training medical specialists abroad. A mobile medical screening complex worth 1 billion 100 million tenge, which is available in only three regions of the republic, was donated to the regional oncology center. The complex currently provides continuous services to residents of remote communities in our region.The Kazakhstan Health Foundation plans to allocate 2 billion 600 million tenge for medical projects next year. High-tech equipment (a linear accelerator) for the effective treatment of oncology will be purchased.Additionally, a center for the socialization of children with autism and other mental disorders will be opened. The center will serve 600 children annually.2 billion 600 million tenge have been allocated for the development of education. As part of the «Auyldyk Aimaqtardagy Tіrek Mektepterdіn Aleuetіn Damytu» project, 2 billion tenge were allocated from 2023 to 2025, resulting in the refurbishment of physics, chemistry, biology, robotics, and computer labs in eight schools, and the participation of rural children in summer camps.The facilities of special boarding schools for children with special educational needs were modernized. As part of the «Bolashak Inzhenerler» project, robotics kits were purchased for nine schools, and specialists in these areas received specialized training. More than 500 students from Korkyt Ata Kyzylorda University were given the opportunity to study on the global «Kursera» platform.Next year, projects worth an additional 2 billion tenge will be implemented in the field of education. In particular, the experience of the «Bilim-Innovation» lyceums will be implemented in 50 schools in the region. Physics, chemistry, and biology classrooms will be equipped, and the facilities of eight small schools will be strengthened.The foundation allocated 2.7 billion tenge for the development of sports infrastructure in our region, and the work has been productive. This year, modern sports complexes in the village of Dosbol-Datka in the Shieli district and in the village of Akkyr in the Zhalagash district were built and commissioned using 348 million tenge. Sports complexes in the Syrdarya and Karmakshy districts were provided with new equipment.On behalf of the residents of our region, we once again express our deep gratitude to the team of the «Kazakhstan Halkyna» foundation for their significant contribution to the socioeconomic development of our region and the improvement of the well-being of our residents», - said N. Guests were shown not only new equipment but also concrete results of the changes.It is worth noting that construction of a sports and fitness center for people with disabilities on the left bank of the city, funded by the foundation and the regional budget, is currently underway at a cost of 2.9 billion tenge. The facility will be commissioned in October next year.Next year, six sports schools will be equipped. Children and young people with disabilities will be provided with innovative prosthetic and orthopedic devices. As part of the «Home Rehabilitation for Children with Disabilities» project, 95 pieces of equipment worth 283 million tenge were purchased. The material and technical infrastructure of the «Dametken Ana» social services center for children with disabilities in the Karmakshy District has been strengthened. New York, September 25, 2025 – On the sidelines of the 80th session of the United Nations General Assembly, Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan, Murat Nurtleu, took part in a working meeting of foreign ministers of the Collective Security Treaty Organization member states.The participants exchanged views on topical issues on the agenda of the anniversary session of the UN General Assembly and discussed priority areas of cooperation between the CSTO and the UN.Minister Nurtleu informed his colleagues about Kazakhstan's position on various aspects of the CSTO's activities and shared his vision for the further development of this regional structure.
