QITFest-2025: International Theatre Festival in Kostanay 14.10.2025
From October 1st to 6th, 2025, the QITFest International Theatre Festival, dedicated to the 25th anniversary of the I. Omarov Regional Kazakh Drama Theatre, will be held in Kostanay.The festival aims to preserve, develop, and popularize the best achievements of global theatre and enhance the status of theatre in society.The festival featured theatre companies from Kazakhstan, Turkey, Armenia, Georgia, Iran, Kyrgyzstan, and Russia.Distinguished guests of the festival included renowned theatre and film actors, state prize winners, and People's Artists of the USSR and Kazakhstan Asanali Ashimov and Tungyshbai Zhamankulov, and Altyngul Nurbekova, Head of the Theatre Arts Department of the Culture Committee of the Ministry of Culture and Information of the Republic of Kazakhstan.The jury included Erkebay Anar Saimzhankyzy, Professor of the Kazakh National University of Arts named after T. Today, the regional akim, Nurlybek Nalibayev, met with the head of the Bureau of National Statistics, Maksat Turlybayev. The meeting focused on the National Agricultural Census.To conduct the census in accordance with requirements, an organizing committee was established, and an action plan and media plan for information support were approved. The census results will help clarify the current state of the country's agricultural sector and will play a significant role in the development of effective government policies and programs in the agro-industrial complex.Thanks to government support, the agricultural sector is showing growth. This year, 31.3 billion tenge were allocated, including 14.2 billion tenge for subsidies.In the first eight months of the year, output totaled 66.9 billion tenge, a 2.5% increase compared to the same period last year, while food processing volume increased by 16%. Investments in agriculture totaled 9.9 billion tenge, 1.4 times more than last year. Steady growth in livestock numbers and production of their main species is observed. Meat production increased by 3.8%, milk by 3.3%, and eggs by 7.9%.The region's land resources comprise 24 million hectares, 12% of which is agricultural land. This year, 189,600 hectares of sown area were harvested, including 80,900 hectares of rice. Harvesting is currently underway. 73,000 hectares of sown rice have been harvested, 64,000 hectares have been threshed, and 340,000 tons of produce have been collected, with an average yield per hectare of 52.9 centners. Over the next three years, 37 investment projects will be implemented in the region.This year, 16 investment projects worth 8.8 billion tenge are planned, of which eight projects worth 3.4 billion tenge have already been launched. Over the past two years, the «Auyl Amanaty» project has financed 782 projects totaling 5.5 billion tenge. A new 11,000-seat stadium was opened on the left bank of the Kyzylorda River, hosting the final match of the Kazakhstan Republic Football Cup.The event was attended by Minister of Tourism and Sports of the Republic of Kazakhstan Yerbol Myrzabosynov, President of the Kazakhstan Football Federation Marat Omarov, Majilis deputies Murat Abenov and Markhabat Zhaiymbetov, intellectuals, and city residents.The final match pitted Shymkent's Ordabasy against Kostanay's Tobyl. The game was tense and engaging. Tobyl scored twice in the first half, taking a 2-0 lead. Nikolai Signevich scored the first goal, and Islam Chesnokov the second.A large LED screen was installed in the new stadium, allowing fans to comfortably watch the game. It's worth noting that this final marked the fifth decisive encounter for Ordabasy and Tobyl. Prior to this, both clubs had won two finals and lost two. A festive banquet, a gas station without mandatory information, and a cosmetic procedure with complications. At first glance, these stories are completely different, but they each have something in common. In all cases, consumer rights were violated, and in all situations, positive outcomes were achieved thanks to the involvement of specialists from the regional departments of trade and consumer protection of the Ministry of Technical Infrastructure of the Republic of Kazakhstan.In the Zhambyl region, a scandal erupted around a restaurant where a resident booked a celebration for her mother's birthday. The family had agreed on the menu with the owner in advance, emphasizing the importance of the quality of the dishes and the abundance of the festive table. The customer immediately offered to pay for the food to ensure that everything was top-notch. She repeatedly explained that she was expecting elderly guests from various regions and specifically requested that taste, quantity, and presentation be emphasized.However, on the day of the celebration, the reality did not match the promises. The hot dishes were tasteless, the dough was sticky, and there was almost no meat in the portions. Fruit was served with one orange and one tangerine per bowl. Instead of the ordered carp with caviar and the signature "mother-in-law's tongue," a single mackerel appeared on the tables. Pies from a well-known bakery were replaced with products from an unknown manufacturer. By the middle of the celebration, the tables were empty, and the plates remained almost empty. According to the customer, her family experienced a strong sense of shame and embarrassment in front of their guests.After the banquet, she asked the restaurant owner for compensation of 200,000 tenge. However, the owner refused, claiming that the service had been improper. The customer then contacted the Department of Trade and Consumer Protection. With the help of specialists, a complaint was prepared, accompanied by photos and videos from the event. Two days after receiving the complaint, the restaurant returned 150,000 tenge. The matter was closed. This case clearly demonstrated that even in the food service industry, consumers have the right to demand compliance and fairness.Another incident occurred in the city of Taraz. The Department received a complaint from a local resident who was unable to find the required information at the gas station regarding where to report complaints. He attached photographs confirming the absence of information boards and information in the gas station office. Specialists visited the site and conducted an inspection. The findings were confirmed, and additional violations were also identified. Specifically, consumer information was not posted in Kazakh or Russian. The employee did not have a name badge. There was no information about the requirement to issue a receipt.The entrepreneur was issued an administrative fine of 10 monthly calculation indices. A correction order was also issued. Failure to comply could result in a more severe penalty, including a fine of up to 100 MCI. As a result, all violations were resolved. All necessary information is now prominently displayed.And in the Mangystau region, a resident of the city of Aktau contacted the Department. On July 31, she underwent lip augmentation with fillers at a beauty salon. Before the procedure, she informed the specialist that she was breastfeeding, a medical contraindication, but the cosmetologist ignored her warning and performed the injections anyway. After the procedure, the woman developed complications: pain, blisters, and a general deterioration in her condition.The victim filed a complaint through the E-өтініш platform. After intervention by specialists from the Department, she was refunded the full amount of 80,000 tenge. Five schools will be built using returned assets 14.10.2025
Funds returned to the budget will finance the construction of five schools, totaling 8.2 billion tenge. This was announced by regional governor Nurlybek Nalibayev at a ceremony dedicated to Teacher's Day.«In 2022-2024, 812 billion 245 million tenge have been allocated from the budget to ensure quality education. Last year, 13 educational institutions were opened using all funding sources, totaling 31.8 billion tenge. As part of the national «Keleshek Mektepteri» project, initiated by the Head of State, the construction and commissioning of 10 schools is underway, totaling 54.4 billion tenge», - the regional akim said.It is worth noting that, starting in 2023, additional buildings for 2,900 students have been built using the regional budget, totaling 5.7 billion tenge. Thus, the problem of three-shift schools has been completely resolved.Through the Education Support Fund, the «Bilim-Innovation» boarding school for physics and mathematics was built and handed over for use at a cost of 8.4 billion tenge. This fund is also supporting the construction of a modern 150-student school in the village of Mergensai in the Aral District, at a cost of 2.333 billion tenge. It will be commissioned in November of this year.With sponsorship funds, a new school costing 500 million tenge was built to replace a dilapidated school in the village of Tokabai in the Aral District, which was officially opened.In accordance with the President's directive, 51 schools in the region will undergo major renovations over the next three years. Development of the education system is a priority of regional policy 14.10.2025
The development of education, the creation of full–fledged conditions for the development of students' abilities, increasing interest in science, including artificial intelligence, is a priority of the Kostanay region's policy.Over the past three years, 23 educational facilities have been built in the region, and 5.5 billion tenge has been allocated to strengthen the material and technical base. Special attention is paid to creating comfortable learning and upbringing conditions, starting from the foundation - the preschool level, which determines the further development of a person. Today, there are 486 preschool organizations in the region, of which 174 kindergartens with coverage of more than 23 thousand children, including 61 private kindergartens. There are also 312 mini-centers, where almost 5,000 children study. Preschool education coverage for children aged 2-6 is 92.4%. Over the past 2 years, significant steps have been taken to increase enrollment: new kindergartens and groups for 1,717 places have been opened. This work continues.The focus is on the quality of education in schools and the creation of a comfortable, safe environment.7 new schools with 4,860 places have been built and put into operation in Kostanay region. The schools fully comply with modern standards and requirements, 5 of them were opened as part of the Keleshek Mektepteri National Project.These are modern schools with innovative equipment in the spirit of global trends, thoughtful equipment and design. Each of them is equipped with subject rooms and laboratories, they create the best conditions for the development of our students' talents and research ideas. 4 more schools will be put into operation by the end of the year.In order to improve the quality of education, the republican project "Auyl mektebi – sapa alany" is being implemented, covering 21 basic and 63 attached rural schools. Within its framework, from 2022 to 2024, with the support of the Public Foundation "Kazakhstan Khalkyna", 12 schools received modern equipment worth 3 billion tenge. Each of them has 25 specialized classrooms, including STEM labs, robotics and natural sciences classrooms, renovated libraries, art classrooms, and TV studios. This year, the modernization will affect 7 more schools.In parallel, the material and technical base of the attached schools was updated: 106 classrooms were repaired for the amount of 1.3 billion tenge. This opens up completely new opportunities for rural schoolchildren, fulfilling the task set by the Head of State to reduce the gap between urban and rural areas. Such investments in the future are yielding results. First of all, these are victories in intellectual competitions. In the 2024-2025 academic year, our students won 9 prizes at international Olympiads and competitions, 26 at the Republican Olympiad for Rural Schools (3rd team place) and 23 medals at the Republican Olympiad in subjects. 5 schools of the region entered the TOP 100 of Kazakhstan: lyceum "Bilim-Innovation", lyceum school No. 2 in Kostanay, gymnasium school No. 10 inRudny, specialized boarding school named after I. Altynsarin, lyceum school of information technology "Ozat".There were 16 prizes in the scientific project competition, and 4 medals in international scientific competitions. The success of our children is the result not only of high—quality education, but also of systematic educational work. So, starting from the new school year, educational work will be carried out according to the "Adal Azamat" program. Working with parents plays an important role in the formation of the school-family-society triad: there are 399 Educational Support Centers.A lot is being done in the field of education to support families. One of the important tasks is to provide children with high-quality hot meals. It should be recalled that on the instructions of President Kassym-Jomart Tokayev, all primary school students, which currently number 45,019 in the region, should be provided with free meals.Also, 7,222 pupils of grades 5-11 are provided with hot meals from the Universal Education Fund. 5.2 billion tenge has been allocated from the regional budget for these purposes.To ensure the clarity and transparency of the organization of free and discounted meals, 123 schools have a Social Wallet system, and 305 schools with fewer than 700 students have a Business Wallet service.More than 3.5 thousand schoolchildren will be covered by inclusive support in secondary schools in the region in the new academic year.The network of inclusion support rooms and psychological and pedagogical correction rooms is systematically expanding, currently there are 41 of them. Before the start of the new school year, new inclusion support rooms were opened at secondary school No. 1 and kindergarten No. 2 in Rudny. The next step is to open a KPI in Sarykolsky, Mendykarinsky, and Naurzumsky districts, which will allow them to receive high-quality correctional support on the ground in their regions. The Year of Working Professions has given a special impetus to the introduction of the ideology of "Man of Work". An important stage in its formation is technical and vocational education. Today, 21,694 students study at 33 colleges, 87% of them are state—commissioned. During the period of large-scale development of the industrial cluster, specialists are trained according to the advanced staffing model.In recent years, 21 new specialties have been opened for factories and investment projects under construction, and 14 more are at the licensing stage.Special attention is paid to targeted training commissioned by enterprises: in three years, the number of students has almost doubled (from 687 to 1,237).Today, cooperation agreements have been signed with 853 enterprises, including such leading companies as KamLitKZ LLP, SaryarkaAvtoProm LLP, Agromashholding KZ JSC, Bayan Sulu JSC, SSGPO JSC, ERG Service LLP, Kostanay Minerals JSC and many others. The number of mentor companies has grown to 250.Dual education is developing — it covers over 7 thousand students. The employment rate of graduates is 91%, which is 10% higher than the national level.Students' achievements confirm the effectiveness of the system. So, last academic year, 8 students entered the TOP 100 of the country, which is one of the best indicators by region, 5 won medals at the national level. On Telephone Conversation between Foreign Ministers of Kazakhstan and Bahrain 14.10.2025
Astana, October 4, 2025 – At the initiative of the Bahraini side, a telephone conversation took place between the Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev and the Minister of Foreign Affairs of the Kingdom of Bahrain Abdullatif bin Rashid Al Zayani.Minister Al Zayani congratulated his colleague on the appointment and wished him success in his responsible position.
