Labeling of tobacco products 05.04.2025
The Department of State Revenue for the Mangystau region informs that mandatory digital labeling of tobacco products has been launched in Kazakhstan since January 1, 2021.This was part of a large—scale initiative to introduce a product traceability system aimed at combating counterfeiting, streamlining trade and increasing tax transparency. What is labeling? Labeling is the application of a unique Data Matrix code to the packaging, which contains complete information about the product: manufacturer, country of origin, release date and other parameters. The system allows you to track the path of each package of tobacco products from the factory to the end user. With the introduction of labeling, the state:- strengthens control over the movement of tobacco products;- reduces the level of counterfeiting;- increases the efficiency of tax revenue;- provides consumer protection. How does the system work? The operator of the labeling system in Kazakhstan is the Digital Economy Development Center (CRPT-KZ) LLP. Manufacturers and importers are required to put unique codes on each pack of cigarettes, and sellers are required to transmit information about sales through cash registers integrated with the OFD system (fiscal data operators). For consumers, labeling is a way to verify the authenticity of a product through the Naqty Sauda mobile app by scanning the code on the package. Liability for violations According to the Administrative Code, fines and seizure of goods are provided for the sale of unmarked products. For legal entities, sanctions can reach several million tenge.Labeling of tobacco products is an important step towards the formation of a civilized and transparent market in Kazakhstan. It is beneficial to the government, businesses and end users. For further success, the coordinated work of all participants is important: manufacturers, importers, retailers and government agencies.Source : https://www.gov.kz/memleket/entities/kgd-mangistau/press/news/details/1004051?lang=kk

Constitutional Court: The age threshold for medical examination of conscripts does not affect a citizen’s right to freedom of labor and free choice of occupation and profession 05.04.2025
Теlegram CС - https://t.me/consot_kz   A citizen appealed to the Constitutional Court of the Republic of Kazakhstan to review the constitutionality of subparagraph 2) of paragraph 149 of the Rules for Conducting Military Medical Examinations in the Armed Forces of the Republic of Kazakhstan, approved by Order No. 716 of the Minister of Defense of the Republic of Kazakhstan dated December 21, 2020.The applicant believes that the age threshold (27 years) established by the Rules for medical re-examination infringes on his right to freedom of labor and the free choice of occupation and profession, as guaranteed by Article 24 of the Constitution of the Republic of Kazakhstan. The Constitutional Court stated that the established age threshold corresponds to the provisions of Article 31 of the Law, which stipulates that “citizens aged 18 to 27 who do not have the right to deferment or exemption from conscription are subject to conscription for compulsory military service in the required number to staff the Armed Forces of the Republic of Kazakhstan, other troops, and military formations.”Furthermore, based on the content of the appeal and the attached documents, the applicant does not fall within the category of citizens subject to conscription for compulsory military service due to his age.In this regard, the contested provision of the Rules does not directly affect his rights and freedoms. As a result of the preliminary review, the Constitutional Court refused to accept the appeal for constitutional proceedings.Source : https://www.gov.kz/memleket/entities/ksrk/press/news/details/963453?lang=kk

SAC RK plans to achieve maximum automation of state audit processes 30.03.2025
During the working visit of the delegation of the Supreme Audit Chamber of the Republic of Kazakhstan to the Portuguese Republic, Rassul Rakhimov, a member of the SAC, presented to his foreign colleagues the achievements of our country in the field of automation of state audit processes and legislative strengthening of the financial control system. It should be mentioned that the key purposes of the visit of the Kazakh delegation to Portugal are to review the preliminary peer review results conducted by auditors from Lithuania, Portugal and Türkiye, as well as the exchange of experience and best audit practices with Portuguese colleagues. In his speech, Rassul Rakhimov noted that last year the Supreme Audit Chamber conducted 27 audits, covering 214 entities and 11 trillion tenge. Compared to 2023, the number of inspections increased by 35%.43 audits are already planned this year, which is 59% more than in 2024."It is noteworthy that 30 of the 43 audits scheduled for 2025 were selected using our risk management system," said the member of the SAC RK.He informed that over the past year, the SAC revealed financial violations amounting to 154 billion tenge. 135 billion tenge or 88% of this amount, were returned to the republican budget. Which is a high indicator. As Rassul Rakhimov noted, last year the Supreme Audit Chamber began a deep transformation of its information system."We have integrated new intelligent tools to increase the efficiency of auditors and improve the quality of analysis. Our main priority is to achieve the maximum possible automation of audit processes," he said. Thus, an analytical module was implemented that allows auditors to analyze procurement of state bodies and national companies in real time, see tax receipts and other payments to the budget, and compare data on various regions and sectors of the economy.Another IT initiative is the launch of the digital Cabinet of the state audit entity, the testing of which will be completed by the end of this year. This service will make it possible to reduce field audits and transfer the document flow within the state audit to an electronic format as much as possible."We will be able to automatically create a profile of each audited entity, depending on the amount of allocated budget funds. These data will be automatically integrated into the risk management system, which will identify entities with a high risk level," Rassul Rakhimov said.He also informed colleagues about the legislative strengthening of the state audit system in Kazakhstan after the signing of the new Budget Code by the Head of State."Now, when the Government submits performance report on annual budget to Parliament, it will also have to report on the implementation of the SAC recommendations, given to the Government's report on the implementation of the republican budget for the previous fiscal year. This is a significant step towards ensuring financial transparency in the allocation and use of funds from the republican budget," said the member of the SAC of the Republic of Kazakhstan. At the end of his speech, he noted that the expert assessments provided by foreign colleagues as part of the peer review of the SAC would be fully taken into account in the work on further improving the state audit system in Kazakhstan."Based on the preliminary results of this audit, the Supreme Audit Chamber is actively working on those areas that require improvement," Rassul Rakhimov concluded.Source : https://www.gov.kz/memleket/entities/esep/press/news/details/962935?lang=kk
