Kazakhstan's national airline launches new direct air service between Almaty and Shanghai 10.04.2026
On April 9, 2026, a ceremony was held in Shanghai to mark the launch of a new direct air service on the Almaty–Shanghai route, organized by Kazakhstan's national airline. The introduction of this flight will provide an additional boost to the development of bilateral cooperation, particularly in the economic sphere between the Republic of Kazakhstan and the People's Republic of China.The event was attended by Nurlan Akkoshkarov, Consul General of the Republic of Kazakhstan in Shanghai. In his remarks, he pointed out that the opening of the direct Almaty–Shanghai flight is a strategically significant move aimed at deepening bilateral interaction, expanding trade, economic, and investment cooperation, and further promoting people-to-people and cultural exchanges between the two countries.Holding the ceremony during the visit of Shanghai Mayor Gong Zheng to Kazakhstan from April 7–10 of this year was a symbolic step in strengthening the sister-city ties between Almaty and Shanghai, which were established in June 2025.The launch of the new route was attended by the management of Air Astana, representatives of the Shanghai Foreign Affairs Office, as well as heads of government agencies and business circles of the metropolis, underscoring the high level of interest among the parties in the further development of regional cooperation.The launch of the new flight by Air Astana meets the growing demand for direct air travel and helps improve Kazakhstan's transport accessibility. Artur Petrosyan, Head of the Consular Department of the Ministry of Foreign Affairs of Armenia, represented the Armenian side. The International Craft Festival will take place in Taraz 10.04.2026

Topics related to the development of transport and logistics cooperation between Kazakhstan and Georgia were discussed 09.04.2026
The Minister of Transport of the Republic of Kazakhstan, Nurlan Sauranbayev, held a meeting with the Minister of Economy and Sustainable Development of Georgia, Mariam Kvrivishvili.During the talks, the parties discussed ways of deepening trade and economic cooperation between Kazakhstan and Georgia.Particular attention was paid to cooperation in the transport and logistics sector. The parties emphasised the importance of coordinating joint efforts to attract additional freight flows and develop transport infrastructure, which will help to strengthen cooperation and enhance the competitiveness of the Middle Corridor.The effective work of the joint venture between the railways of Georgia, Azerbaijan and Kazakhstan, which China joined in 2025, was noted. Вице-премьер – министр национальной экономики Серик Жумангарин сегодня выступил на расширенном заседании Координационного совета по развитию предпринимательства при партии «AMANAT». Заседание в расширенном формате проведено впервые с момента создания Совета в октябре прошлого года, с участием  председателя партии «AMANAT» Ерлана Кошанова.В настоящее время доля малого и среднего бизнеса в ВВП достигла 40,5%, из которых 33% приходится на малое предпринимательство и 7,5% – на среднее.На начало 2026 года в стране действует более 2,3 млн предприятий, численность занятых в бизнесе достигла 4,4 млн человек, что на 3,4% выше уровня 2024 года.Вице-премьер проинформировал участников заседания о мерах по снижению контрольной и административной нагрузки на бизнес. В частности, для автоматического получения и проверки сведений совместно с Министерством ИИ и цифрового развития ведется интеграция информационных систем регулирующих госорганов с государственной базой данных «Е-лицензирование».Ключевым инструментом становится платформа «eGov Business», на базе которой внедряется Цифровая карта бизнеса – единый аналитический и сервисный инструмент сопровождения предпринимателей. Она позволит перейти к сервисной модели взаимодействия государства и бизнеса, повысить адресность мер господдержки, обеспечить прозрачность регулирования и снизить административные барьеры.На сегодняшний день финансовая поддержка МСБ осуществляется по трем основным направлениям: субсидирование процентных ставок, льготное финансирование через программы «Өрлеу» и «Іскер аймақ», а также предоставление гарантий на базе Фонда «Даму».«По итогам 2025 года просубсидировано 3 373 проекта на общую сумму кредитов 365,7 млрд тенге, выплачено субсидий на 268,5 млрд тенге. В текущем году планируется существенное увеличение объемов финансирования: за счет средств республиканского бюджета – на 200 млрд тенге, а также за счет привлечения средств банков – на 244 млрд тенге», —- отметил вице-премьер. В сфере АПК в 2026 году объем финансирования сохранен на уровне 1 трлн тенге. Из них более 300 млрд тенге направлены на лизинг сельскохозяйственной техники. 374 млрд тенге будут выделены на льготное кредитование аграриев в рамках Комплексного плана развития животноводства.Для системной поддержки и стимулирования промышленных предприятий в 2026 году через институты развития НИХ «Байтерек» предусмотрено 329 млрд тенге.В ходе заседания предприниматели озвучили ряд проблемных вопросов. Представитель Союза торговых сетей Эльбеги Абдиев отметил, что расширение перечня социально значимых продовольственных товаров с 19 до 31 наименования, сохранение предельной наценки на уровне 15% при фактических расходах бизнеса в 20–23%, а также повышение НДС до 16% формируют убыточные условия для торговых сетей. Вице-премьер подчеркнул, что расширение перечня СЗПТ носит временный характер и по мере стабилизации инфляции перечень будет возвращен к первоначальному.Член Казахстанской ассоциации налоговых консультантов Айжан Балакешова подняла вопросы, связанные с применением норм Налогового кодекса. Председатель Ассоциации инвесторов Казахстана Рустам Журсунов обратил внимание на необходимость стимулирования роста частных инвестиций, а также на сложность подзаконных актов и сохраняющиеся бюрократические процедуры. Kazakhstan and Armenia Aim to Expand Interstate Cooperation 09.04.2026

The General Prosecutor's Office, chaired by Berik Asylov, has launched an investment protection forum with the participation of representatives of domestic and foreign investors. 09.04.2026
The forum is attended by representatives of the Presidential Administration, the Government, the Mazhilis of Parliament, the National Chamber of Entrepreneurs "Atameken", the UN, the OSCE, the Association of investors of Kazakhstan, the Ambassador of the European Union. In addition, akims and prosecutors of the regions, as well as business representatives, participate in the forum via videoconference. From the welcome speech of the Prosecutor General Berik Asylov: This event clearly confirms that investment protection in Kazakhstan is the most important state priority. Head of State Kassym-Jomart Kemelyevich has clearly outlined his position: an investor should feel real protection and be confident in transparency and stability. This is what the modern investment policy of our country is based on. Kazakhstan has signed 48 intergovernmental agreements on the promotion and mutual protection of investments, which creates a reliable legal foundation for a positive investment climate. According to the Constitution, prosecutors are entrusted with the function of supreme supervision of the rule of law, within which we also protect the rights of people and businesses. To date, we have already helped two thousand investors and ensured the launch of more than 250 projects for 30 thousand jobs. The Prosecutor's Office of Kazakhstan is directly subordinate to the Head of State, is independent from other government agencies and is able to respond quickly to any violations. In order to further strengthen the investor protection mechanism, the Head of State, by his Decree, assigned the functions of the Investment Ombudsman to the Prosecutor General (December 2025). A Committee for the Protection of Investors' Rights has been established on the basis of the Prosecutor General's Office. I have appointed investment prosecutors locally at the level of deputy prosecutors of the regions. Every significant investment project in Kazakhstan will be under the supervision of the prosecutor. Each investor is assigned a specific prosecutor. The Law now provides for a so-called "prosecutorial filter" for all government agencies. They have no right to inspect an investor, suspend its activities, revoke licenses, or impose other restrictions without the consent of the prosecutor. This is the implementation of our oversight function. If the decision or action of a government agency is illegal, we will cancel it, and the guilty officials will be punished. If there are obstacles in the legislation, they will also be eliminated. I have instructed the Committee to conduct an audit of the by-laws of government agencies for obvious or hidden barriers. They should not reduce the guarantees that are established for citizens and businesses in the Constitution. The Prosecutor General's Office will ensure that investors' rights are respected in strict accordance with the concept of "Law and Order" outlined by the Head of State. The Prosecutor General also noted the key role of the Government's Investment Headquarters in promptly addressing business issues. The headquarters has become a real defense tool: - Over 200 investment projects have been reviewed in 2 years. - The total amount of projects is more than $100 billion. - The volume of investment agreements has increased 15 times. "This is an indicator of investor confidence and the result of effective coordination," the Head of the Department stressed. Welcoming remarks were made by First Deputy Prime Minister of the Republic of Kazakhstan Roman Sklyar, Deputy Speaker of the Mazhilis of the Parliament Dania Espayeva, Chairman of the Presidium of the NCE "Atameken" Kanat Sharlapayev. Roman Sklyar: Today, Kazakhstan's economy is showing resilience and potential for further growth. Last year, the country's gross domestic product increased by 6.5%, which is significantly higher than the global average. Foreign direct investment increased by 14.4% and amounted to $ 20.5 billion, while investments in fixed assets increased by 13% and reached the historical mark of 22.7 trillion tenge. According to UNESCAP, Kazakhstan attracted $19 billion last year. Foreign investments in greenfield projects account for about 89% of all intraregional investments in Central Asia. Last year alone, 330 projects worth more than $10 billion were put into operation, including KIA Qazaqstan and Astana Motors automobile plants, EkibastuzFerroAlloys ferrosilicon production plant, Altai-May oilseed production and others. The Government has updated the Concept of Investment Policy until 2030 and is implementing a proactive investment policy, where a separate role is assigned to Baiterek Holding, which was transformed into a national investment holding with the creation of the Investment Board. Special attention is paid to strengthening the protection of investors' rights at all stages of work as a foundation of trust in the state.  On April 8, 2026, at the Chamber of Entrepreneurs of the Zhambyl Region, the Department of State Revenue, together with the Department of State Revenue of Taraz, held an explanatory seminar for business entities on the topic "Product Labeling and Control".🔹 During the seminar, the Head of the Department's Department, E. Nurmahanbetov, focused on the main innovations in the "Product Labeling" system. Yerevan, April 8, 2026 – During his official visit to Yerevan, Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev held talks with the Minister of Foreign Affairs of the Republic of Armenia Ararat Mirzoyan.The parties thoroughly reviewed the current state and prospects for further strengthening the multifaceted mutually beneficial cooperation. During the negotiations special attention was paid to trade and economic cooperation, as well as to the issues of the transit and transport potential. The important role of the Intergovernmental Commission and the Kazakh-Armenian Business Council was emphasized.«An important task for us is to promote both qualitative and quantitative growth in mutual trade turnover. This can be facilitated by the diversification of trade, the creation of opportunities for the mutual promotion of new types of goods in the markets of our countries», Minister Kosherbayev said.The parties highlighted the existence of a solid basis for strengthening trade relations, which is formed by over 100 enterprises with Kazakh capital registered in Armenia and more than 400 Armenian companies operating in Kazakhstan.Minister Kosherbayev informed his counterpart about the diverse package of preferences provided to investors in Kazakhstan. О ситуации с приостановлением расходных операции по уведомлениям камерального контроля 09.04.2026
      Комитет государственных доходов в рамках проводимой цифровизации налогового администрирования реализует мероприятия по полной автоматизации процессов камерального контроля.      Автоматизация охватывает весь цикл работы с уведомлениями камерального контроля, включая их формирование, контроль исполнения и неисполнения, а также применение соответствующих налоговых мер. Данная работа направлена на минимизацию человеческого фактора, исключение коррупционных рисков и недопущение необоснованного применения мер налогового администрирования.      Вместе с тем, при внедрении новой методики автоматизации выявлена ошибка, в результате которой произошло необоснованное приостановление расходных операций по банковским счетам по отдельным уведомлениям камерального контроля.      На сегодняшний день указанная ошибка устранена. Проводятся работы по отзыву ранее сформированных распоряжений о приостановлении расходных операций по банковским счетам, часть из которых уже отозвана. Deputy Commander-in-Chief of the National Guard visits Regional Command “Batys” 09.04.2026
As part of a working trip, Deputy Commander-in-Chief of the National Guard of the Republic of Kazakhstan for logistics, Colonel Yerbol Qumarbekuly, visited Regional Command “Batys,” where he reviewed the activities of military units 6655, 5517, and 5546.The purpose of the visit was to assess the combat capabilities of the units, the condition of their material and technical base, and to hold meetings with personnel.During the trip, Colonel Yerbol Qumarbekuly inspected military infrastructure facilities, evaluated the level of equipment and armament of the units, and paid particular attention to issues of combat training and the professional proficiency of servicemen.In addition, the Deputy Commander-in-Chief reviewed the progress of barracks construction for servicemen in the cities of Uralsk and Atyrau. The XIX Regional Spartakiad among Civil Servants of East Kazakhstan Region has begun: victory of the State Revenue Department team in chess 09.04.2026
On April 7, 2026, the XIX Regional Spartakiad among civil servants of cities and districts, regional departments, and territorial divisions officially started in the East Kazakhstan Region.The organizers of this sporting event are the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the East Kazakhstan Region and the Department of Physical Culture and Sports of the region.The main goal of the Spartakiad is to engage civil servants in regular physical activity and sports, promote a healthy lifestyle, and strengthen the positive image of public service.As part of the Spartakiad, competitions are being held in the following sports: volleyball, mini-football, table tennis, swimming, togyzkumalak, chess, tug of war, archery, basketball, and Kazakh wrestling.On the opening day, April 7, chess competitions took place. Kazakhstan and Singapore discussed cooperation in the field of digitalization and artificial intelligence 09.04.2026
Singapore, 8 April 2026 – Ambassador of Kazakhstan to Singapore Askar Kuttykadam held a meeting with Director of the International Affairs Division of the Ministry of Digital Development and Information of Singapore Choy Yong Cong to discuss prospects for bilateral cooperation in digitalization, artificial intelligence (AI), cybersecurity and GovTech.The Kazakh diplomat emphasized that digitalization and AI are becoming the foundation of a new economic model of the country. In this regard, President Kassym-Jomart Tokayev declared 2026 the Year of Digitalization and Artificial Intelligence, setting an ambitious task for the Government to transform Kazakhstan into a fully-fledged digital nation within the next 3 years.The Singaporean side was informed that Kazakhstan has established a legal and institutional framework for the large-scale implementation of AI technologies across all sectors of the economy, including the adoption of the Law «On the Development of Artificial Intelligence» and the Digital Code. The Ambassador particularly stressed that the new Constitution of Kazakhstan for the first time enshrines digital rights of citizens, which is especially important in the context of rapid digitalization and growing cybercrime.The Ministry of Artificial Intelligence and Digital Development, the International AI Center Alem.ai, and the Council for AI Development under the President of Kazakhstan are functioning effectively.Regarding the GovTech sector, it was noted that Kazakhstan ranks 24th out of 193 countries in the United Nations E-Government Development Index. In addition, the country is among the world’s top ten in terms of the quality of online public services.From the perspective of digital infrastructure development, information was provided on the launch of the Alem.Cloud and AL Farabium supercomputing clusters, the establishment of a sovereign computing hub in partnership with NVIDIA, and the implementation of the comprehensive «Data Center Valley» project.In the context of human capital development, it was noted that, by instruction of the Head of State Kassym-Jomart Tokayev, an AI University will be established in Kazakhstan in 2026.Choy Yong Cong positively assessed Kazakhstan’s progress and, for his part, informed about certain aspects of Singapore’s advanced experience in this field. In particular, he highlighted the work of the National AI Council, the new AI park in the «One-North» research and high-tech cluster, the development of professional competencies and AI literacy, and measures to support the adoption of AI technologies at the level of small and medium-sized enterprises.In light of the evident achievements of both countries in digitalization and AI, the parties shared the view that there are strong prospects for joint cooperation. As positive steps in this direction, they noted the meeting of the delegation of the «Singapore Cooperation Enterprise» development cooperation agency with representatives of the Ministry of Digital Development of Kazakhstan in March 2026, as well as the opening of the Kazakhstan-Singapore Center for Quantum Technologies at Al-Farabi Kazakh National University.A.Kuttykadam and Choy Yong Cong exchanged views on the possibility of participation of official representatives and companies of both countries in профильных international forums and exhibitions in Kazakhstan and Singapore throughout 2026, including the «AI&Digital Bridge» forum in Astana in October 2026 and «Asia Tech x Singapore» in Singapore in May 2026.Through the prism of international cooperation, the Ambassador of Kazakhstan addressed the Singaporean side with a request to act as a co-sponsor of the resolution on the establishment of the Asia-Pacific Center for Digital Solutions for Sustainable Development within ESCAP, as well as to support Kazakhstan’s candidacy for membership in the Council of the International Telecommunication Union (ITU) for the period 2027-2030.At the conclusion of the meeting, A.
