Singapore, 8 April 2026 – Ambassador of Kazakhstan to Singapore Askar Kuttykadam held a meeting with Director of the International Affairs Division of the Ministry of Digital Development and Information of Singapore Choy Yong Cong to discuss prospects for bilateral cooperation in digitalization, artificial intelligence (AI), cybersecurity and GovTech.The Kazakh diplomat emphasized that digitalization and AI are becoming the foundation of a new economic model of the country. In this regard, President Kassym-Jomart Tokayev declared 2026 the Year of Digitalization and Artificial Intelligence, setting an ambitious task for the Government to transform Kazakhstan into a fully-fledged digital nation within the next 3 years.The Singaporean side was informed that Kazakhstan has established a legal and institutional framework for the large-scale implementation of AI technologies across all sectors of the economy, including the adoption of the Law «On the Development of Artificial Intelligence» and the Digital Code. The Ambassador particularly stressed that the new Constitution of Kazakhstan for the first time enshrines digital rights of citizens, which is especially important in the context of rapid digitalization and growing cybercrime.The Ministry of Artificial Intelligence and Digital Development, the International AI Center Alem.ai, and the Council for AI Development under the President of Kazakhstan are functioning effectively.Regarding the GovTech sector, it was noted that Kazakhstan ranks 24th out of 193 countries in the United Nations E-Government Development Index. In addition, the country is among the world’s top ten in terms of the quality of online public services.From the perspective of digital infrastructure development, information was provided on the launch of the Alem.Cloud and AL Farabium supercomputing clusters, the establishment of a sovereign computing hub in partnership with NVIDIA, and the implementation of the comprehensive «Data Center Valley» project.In the context of human capital development, it was noted that, by instruction of the Head of State Kassym-Jomart Tokayev, an AI University will be established in Kazakhstan in 2026.Choy Yong Cong positively assessed Kazakhstan’s progress and, for his part, informed about certain aspects of Singapore’s advanced experience in this field. In particular, he highlighted the work of the National AI Council, the new AI park in the «One-North» research and high-tech cluster, the development of professional competencies and AI literacy, and measures to support the adoption of AI technologies at the level of small and medium-sized enterprises.In light of the evident achievements of both countries in digitalization and AI, the parties shared the view that there are strong prospects for joint cooperation. As of March 1, 2026, the total amount of pension assets under the management of the NBRK and the UIP amounted to 26,851.19 billion tenge. As of this date, the pension assets of the UAPF, held in trust by the NBRK, formed from mandatory pension contributions (OPV), mandatory occupational pension contributions (OPV), and voluntary pension contributions (DPV), amounted to about 25,874.71 billion tenge[1]. Investment portfolio of pension assets managed by the NBK The National Bank, as the trustee of the pension Fund's pension assets, pursues a balanced investment policy: it invests in various types of financial instruments, differentiating the portfolio by currencies, countries, sectors and issuers. As of March 1, 2026, the investment directions of the OPVR are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 86.06%, REPO operations – 8.57%, NBRK deposits – 5.36%, funds in investment accounts - 0.01%. About the International Year of Volunteers for Sustainable Development 09.04.2026
At the initiative of the Republic of Kazakhstan, an important historical decision was made at the international level: the United Nations General Assembly adopted a resolution proclaiming 2026 as the International Year of Volunteers for Sustainable Development.A number of projects are being implemented in the region to develop the volunteer movement and support environmental initiatives. One of the main innovations in this direction is the organization of the "Best Environmental Strategies" competition among volunteers. The winner of the competition is awarded a grant of 1 million tenge. The award ceremony will take place at a solemn event summarizing the year's results. Competition participants develop their initiatives in advance and go through stages of selection and project defense.The region currently has about 3 thousand volunteers, of which 2,456 are youth. To support and develop the volunteer movement, 11 projects with a total value of 19,245 thousand tenge are being implemented in the region in 2026. One of them is the "Promotion of Volunteering in the Kostanay Region" project worth 5 million tenge, implemented by the Regional Youth Resource Center.Overall, volunteer activity in the country has shown steady growth in recent years. Annually, more than 60 thousand people are attracted to the National Volunteer Network, and more than 200 people have become laureates of the international "Volunteer of the Year" award.At the regional level, an increase in volunteer activity is also observed. Convicts serving sentences in medium-security institutions learn professions such as electric and gas welders, carpenters, tailors, plumbers, and car repair technicians. The training period is ten months.            - I am 64 years old. I have devoted almost my entire life to school and children — I have been teaching geography for more than thirty years. I was only a few months away from retirement, but fate decreed otherwise — I ended up here and was imprisoned for eight years.             Despite this, I firmly believe that it is never too late to learn. This year I started college and am learning the profession of an electric and gas welder. It gives me hope and a feeling that life hasn't stopped. After my release, I dream of opening my own small welding shop, being useful to society and passing on my knowledge to my children and grandchildren," the convict shared.              - Before my imprisonment, I lived in Almaty and worked as a loader in one of the LLP companies. My spouse and five minor children are waiting for me at home. When I was convicted, my family was left with virtually no means of livelihood — this is the hardest thing for me. Now there is a service station on the territory of the institution, and I got a job there in order to somehow help my loved ones. In order to be in demand as a specialist, I started my college studies as a car repair mechanic. I am sure that this profession will be a ticket to a new life for me — an honest and law-abiding one. I want to return to my children not broken, but as a person who knows how to work and provide for his family," the convict shared.            - Vocational training is a key element of resocialization. We are doing everything possible to ensure that convicts do not just serve their sentences, but are released with real skills and an understanding of their value to society. Getting a job is a chance to start a new, law—abiding life, find a job and provide for your families.          In the Abai region, a touching video meeting of a brother and sister separated by fate and mistakes of the past for a long thirteen years took place at the maximum security institution.           The 43-year-old convict is serving a sentence for distributing narcotic drugs. The only close person who stayed by his side all these years was his 46-year-old sister. In the first five years, she regularly visited him on dates, wrote letters and was morally supportive. However, one day he received a letter that was a real blow to him — it no longer came from his native home, but from places of detention. As it turned out, his sister ended up in a women's colony herself. After being released, she stumbled again and was sent to the maximum security facility in Shymkent.             Upon learning about this, the administration of the institution decided to help the convict and organized a video meeting with his sister for him.             "My sister and I grew up too soon."… After the death of our parents, we were left all alone and learned to live as best we could. I always believed that I should have been a support, an example, and a protection for her. But it turned out the opposite. Today, I realize with pain in my heart that if I had chosen an honest path twenty years ago, if I had not become involved in crime, perhaps her fate would have turned out differently. Maybe now she would be a happy woman, a caring mother, living a normal life. This feeling of guilt doesn't let go of me for a single day. This meeting was the most emotional moment in our lives: for a few minutes of conversation, I simultaneously felt joy at seeing my sister and pain at the fact that our destinies had turned out this way. But at the same time, I had hope that after we were released, we would definitely meet, hug each other and start a new, honest and happy life. I am wholeheartedly grateful to the staff of the institution for giving us the opportunity to see each other and giving us this invaluable moment," the convict shared.              - Maintaining family ties is an essential element of the resocialization of convicts. Such meetings of relatives, especially after many years of separation, help people rethink their lives and strengthen their desire to embark on the path of correction.
