Newcastle disease (pseudofowl plague or Asiatic fowl plague) is a highly contagious viral disease of birds—primarily chickens—characterized by pneumonia, encephalitis, and multiple pinpoint hemorrhagic lesions of internal organs.Human contact with infected birds can cause mild conjunctivitis and flu-like symptoms, but the Newcastle virus poses no health risk to humans.SYMPTOMS: fever, loss of appetite, depression, inactivity, conjunctivitis. Respiratory system involvement—coughing, sneezing, croaking, breathing with the beak slightly open or completely open. Disruption of the central nervous system – unsteady gait, tendency to move in circles, paralysis of body parts. In some cases, diarrhea may be observed, including with an admixture of blood.Recommendations for the prevention of Newcastle disease in prosperous areas.1. Prevent contact between poultry and synanthropic birds (sparrows, crows, pigeons) and wild migratory birds;2. Keep poultry from private households indoors;3. Ensure isolated storage of feed in a closed area to prevent contamination with excreta from wild and synanthropic birds;4. Purchase young poultry and hatching eggs from reputable sources, refraining from purchasing live poultry at markets and unauthorized trading locations;5. Keep areas and buildings for keeping animals and poultry clean; Disinfect all premises and grounds periodically (2-3 times a week), thoroughly treating equipment (scoops, brooms, buckets) with disinfectants beforehand.6. Legacy of the Great Steppe Presented in the Heart of Tbilisi 06.04.2026
Tbilisi, April 3 – The Georgian National Museum hosted the official opening of the exhibition “The Kipchaks in Georgia,” dedicated to the historical heritage of the Kipchak people and their contribution to the formation of Georgian statehood.The exhibition was organized in cooperation with the Embassy of the Republic of Kazakhstan in Georgia and features unique artifacts illustrating the presence of the Kipchaks in Georgia.The opening ceremony was attended by the Ambassador of the Republic of Kazakhstan to Georgia, Malik Murzalin, who noted that the Kipchaks inhabited vast territories of Eurasia and formed a powerful state entity. Their significant role in the development of a number of countries, including India, China, Egypt, Byzantium, Rus, Khorezm and others, was also highlighted.Particular attention was paid to the historical ties between the Kipchaks and Georgia. In Samarkand, the Kazakh delegation took part in the interparliamentary forum «Central Asia – European Union» 05.04.2026
On March 31, 2026, the first inter-parliamentary forum «Central Asia - European Union» was held in Samarkand with the participation of parliamentarians from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, members of the European Parliament, as well as representatives of international organizations and the diplomatic corps.Kazakhstan was represented by the Chairperson of the Committee on International Affairs, Defense and Security of the Mazhilis of the Parliament of the Republic of Kazakhstan, Aigul Kuspan, and the Consul General of the Republic of Kazakhstan in Samarkand, Talgat Sharipov.The forum has become a significant dialogue platform for the systematic development of parliamentary diplomacy and the expansion of practical cooperation between the countries of Central Asia and the European Union.The discussion focused on developing political dialogue, strengthening the role of parliamentary diplomacy, and implementing the agreements reached at the «Central Asia - European Union» Summit in Samarkand in April 2025.The Forum also featured a meaningful exchange of views on issues of economic connectivity, sustainable growth, and «green» transformation, including the expansion of transport and logistics routes, the development of a «green» economy, and the intensification of investment cooperation.Particular attention was paid to issues of the rule of law, digital transformation and inclusive governance, including ensuring human rights, strengthening security in the digital space and legal regulation of modern technologies.Following the Forum, a Joint Statement was adopted, reflecting the parties' shared commitment to strengthening interregional cooperation. Investment and Industrial Development Discussed in Ulytau Region 05.04.2026
Deputy Minister of Foreign Affairs Alibek Kuantyrov took part in a meeting of the Regional Investment Headquarters during his working visit to the Ulytau Region. The meeting was chaired by the Akim of the region, Dastan Ryspekov.The platform brought together representatives of government agencies and the business community to discuss the investment climate and project implementation.Speaking at the meeting, Alibek Kuantyrov highlighted the region’s strong industrial potential and emphasized the need to transition from a resource-based model to the development of processing industries and high-tech production.“The Ulytau Region has large deposits of copper, iron ore, manganese, coal, and rare earth metals, which creates significant potential for industrial processing,” he noted.Participants also discussed government support measures, including tax incentives, investment guarantees, one-stop-shop project support, and the protection of investor rights through the investment ombudsman institution.During the meeting, the parties emphasized the need to develop further downstream mineral processing projects, mining and metallurgical facilities, energy infrastructure, and supporting industrial logistics.In Zhezkazgan, the delegation visited several industrial facilities, including the “Yutaria” garment factory, which is implementing AI technologies, as well as logistics and food infrastructure projects currently under construction.At the end of last year, total investment in fixed capital exceeded 260 billion tenge. Priority areas include the development of the chemical and processing industries, the agro-industrial cluster, and industrial zones. Special attention is given to investor support and protection mechanisms. Серик Жумангарин обсудил с фермерами Акмолинской области развитие животноводства и переработки сельхозпродукции 04.04.2026
Заместитель Премьер-министра – министр национальной экономики Серик Жумангарин встретился с фермерами Акмолинской области в городе Косшы.Акмолинская область является одним из ведущих аграрных регионов страны. Доля сельского хозяйства в валовом региональном продукте региона составляет порядка 15%. В 2025 году здесь собран рекордный урожай зерна — 7,6 млн тонн, что превышает четверть республиканского объема.Регион также демонстрирует динамику в диверсификации посевов. В 2025 году площади масличных культур впервые достигли 500 тыс. га, увеличившись в 2,5 раза. В текущем году планируется расширение до 580 тыс. га. Общая посевная площадь составит 5,6 млн га — на 76 тыс. га больше, чем годом ранее.Ключевыми темами встречи стали новые нормы Налогового кодекса и реализация Комплексного плана развития животноводства. Как отметил вице-министр сельского хозяйства Амангалий Бердалин, план направлен на решение системной проблемы отрасли – дефицита доступного финансирования по всей производственной цепочке. На его реализацию предусмотрено 374 млрд тенге.С начала марта запущены новые кредитные продукты «Игілік» и «Береке» с фиксированной ставкой не более 6% годовых. Они ориентированы на приобретение племенного поголовья:«Игілік» – для хозяйств с объемом от 100 до 500 голов КРС и от 500 до 1000 голов МРС;«Береке» — для более крупных хозяйств с объемом от 500 голов КРС и от 1000 голов МРС.Расширение программ кредитования по другим видам сельхозживотных ожидается в ближайшее время.Серик Жумангарин отметил, что приоритетом остается развитие производства продуктов питания, по которым сохраняется импортозависимость, а также углубление переработки сельхозпродукции. По его словам, государство усиливает инструменты поддержки отрасли, при этом в 2026 году основной акцент сделан на развитие животноводства как конкурентного преимущества страны.В ходе встречи также обсуждались изменения в Налоговом кодексе. Отмечено, что для сельхозтоваропроизводителей сохранены ключевые налоговые льготы: по корпоративному подоходному налогу ставка составляет 3%, по социальному – 1,8%, при этом земельный, имущественный и транспортный налоги снижены на 70%. Кроме того, для сельхозпроизводителей предусмотрено дополнительное уменьшение нагрузки по НДС – с 2026 года до 80%, что фактически снижает налоговую нагрузку на отрасль.В ходе встречи аграрии озвучили ряд предложений. Глава ТОО «Агрофирма «Родина» Иван Сауэр предложил установить четкие целевые показатели эффективности, привязанные к земельным ресурсам, и учитывать их при предоставлении господдержки. Также он подчеркнул необходимость развития круглогодичного пастбищного животноводства, что позволяет сохранять его рентабельность.Также аграрий акцентировал внимание на развитии селекционной работы, в частности, искусственного осеменения, и выравниванию условий субсидирования отечественного и импортного племенного скота. По его словам, отечественный племенной скот уже нисколько не уступает зарубежному и полностью адаптирован к местным условиям. Представители бизнеса затронули практические вопросы. Директор группы «Логос грейн» Арман Кудайбергенов обратился с вопросом по механизму возмещения НДС экспортерам сельхозпродукции и уточнил сроки выплаты транспортных субсидий на поставки зерна на экспорт.Директор ТОО «Agro Milk Projekt» Юрий Швец сообщил, что в 2024 году на льготный кредит через СПК приобрели молочный скот и самостоятельно возвели конструкцию МТФ на 400 голов. В ближайшее время предприятие планирует расширяться, приобрести еще около 300 голов молочного скота.   Поднял вопросы возможности льготного кредитования строительно-монтажных работ.На все вопросы аграрии получили развернутые ответы.В рамках рабочей поездки Серик Жумангарин также посетил ряд предприятий. ТОО «Алтын Қазық» осуществляет полный цикл переработки – от выращивания сырья до выпуска готовой продукции. В структуру предприятия входят откормплощадка, убойный цех, ветеринарная лаборатория, овощехранилище, колбасный цех. Общая площадь сельхозугодий составляет 12 тыс. га, из которых 1 тыс. га – орошаемые. Объем переработки достигает 10 тыс. тонн мясной продукции в год. Предприятие экспортирует баранину в Катар и прорабатывает выход на рынок ОАЭ.Также посещен завод ТОО «IL-TOV» (группа Aitas), где налажено производство продукции глубокой переработки курятины, включая замороженные полуфабрикаты. Объем выпуска составляет 3 346 тонн в год. Cairo, March 26, 2026 – The Embassy of Kazakhstan in Egypt, together with theEmbassy of the Republic of Türkiye , celebrated the great day of the Ulus – the holidayof Nauryz – at the residence of the Turkish Ambassador.More than 120 guests took part in the organized festive event. Among them wererepresentatives of the embassies of Azerbaijan, Uzbekistan and other countries, high-ranking officials from the Egyptian side and leading local media outlets.At the opening of the festive evening, Ambassador of Kazakhstan Askar Zhengiscongratulated guests on the Nauryz holiday. As part of the continuation of his official visit to China, the Minister of Trade and Integration of the Republic of Kazakhstan, Arman Shakkaliyev, held a meeting with the Secretary of the Party Committee of the Xinjiang Uygur Autonomous Region (XUAR), Chen Xiaojiang.During the meeting, it was noted that XUAR plays a system-forming role in Kazakhstan-China relations, acting as the main land bridge between the two countries and forming a significant part of mutual trade. As of the end of 2025, the trade turnover between Kazakhstan and XUAR amounted to approximately 18.9 billion US dollars.The Chinese side provided an overview of the current pace of socio-economic development in XUAR, emphasizing the region's sustainable growth, expansion of foreign economic ties, and active infrastructure modernization. It was noted that XUAR continues to strengthen its role as a key center for cross-border cooperation and a transit hub for interaction with Kazakhstan.Special attention was paid to the development of transport and logistics infrastructure. The parties discussed measures to increase the capacity of border checkpoints, modernize railway routes, and synchronize infrastructure projects.The importance of implementing initiatives such as the expansion of the "Dostyk–Moyynty" section, the construction of the "Ayagoz–Tacheng" railway crossing, and the development of the "Khorgos" and "Alashankou" border hubs was noted. The need to further increase capacity and eliminate infrastructure bottlenecks was emphasized.Separate attention was given to the development of the "Khorgos" International Center for Cross-Border Cooperation, including the modernization of its infrastructure and the expansion of opportunities for trade and investment.Logistics, energy, tourism, and the development of cross-border trade were also identified as priority areas.The parties reached an agreement on the active participation of the Kazakh side in the international EXPO "China–Eurasia," where Kazakhstan will participate as a guest of honor. In the Kostanay region, systematic work continues on the development of social infrastructure. A vivid example is the construction of a new polyclinic for 250 visits per shift in the Zarechny settlement of the Kostanay district.Currently, the main construction work has been completed. Yaoundé, 29 March 2026 – The 14th Ministerial Conference of the World Trade Organization (MC14) concluded in the capital of the Republic of Cameroon, bringing together ministers and heads of delegation of WTO Members to discuss key issues related to the development of the multilateral trading system.The Conference resulted in meaningful outcomes reaffirming Members’ commitment to an open, inclusive, and rules-based international trading system.In particular, ministers adopted a number of decisions aimed at strengthening the resilience of global trade and supporting developing and least developed countries. An important outcome was the advancement of work on the Agreement on Fisheries Subsidies, reflecting the collective efforts of WTO Members to ensure the sustainable use of marine resources.Special attention was also given to WTO reform. Ministers reaffirmed their shared commitment to modernizing the Organization, enhancing its effectiveness, and adapting it to the evolving challenges of the global economy. Discussions identified key areas for future work, including improving decision-making processes, strengthening trust among Members, and reinforcing the WTO’s role in ensuring fair trading conditions.Significant progress was made in discussions on digital trade. WTO Members agreed to continue active work under the Work Programme on Electronic Commerce, with particular emphasis on bridging the digital divide and expanding opportunities for developing countries.The Conference also served as a platform for in-depth dialogue on agriculture, food security, and sustainable development.
