Development of tourism and preservation of cultural heritage 18.10.2025
Today, the tourism industry is a fairly promising area of activity that directly affects the development of related sectors of the economy, such as trade, catering and the provision of hotel services.According to the results of the first half of this year, the volume of services provided by accommodation facilities amounted to 2.0 billion tenge, an increase of 33.2% compared to the same level last year.121.9 thousand citizens of Kazakhstan visited the region, which is 27% higher than the same period in 2024.The number of foreign tourists amounted to 6.0 thousand people, an increase of 3% compared to the same period in 2024.In total, there are 2 sanatoriums, 1 rehabilitation center, 94 hotels, 2 motels, 4 hostels, 22 recreation centers and recreation areas in the region.The main tourist sites of interest among tourists are the Sosnovy Bor sanatorium, the Naurzumsky Nature Reserve and the Thermal Park.Sanatorium-resort recreation is an important link in the development of tourism. Today there are 2 sanatoriums in the region.The main facilities of the medical and wellness area are located in the resort area of the Altynsarinsky district: the Sosnovy Bor sanatorium, the Dzhailau health and entertainment complex, the Munich recreation centers and the Village in the Forest. The sanatoriums are located near lakes with mineral water and sulfate-silt mud, pine forests with clean air and provide a wide range of therapeutic, diagnostic and preventive services, water and mud treatment, climate therapy, as well as a variety of entertainment and sports and wellness services.The Therma park Spa Complex is located in the city of Kostanay. This is a unique wellness complex with an area of more than 18,000 square meters, including 24 water-bath complexes, 5 pools, including thermal pools, two of which are open-air, 2 Jacuzzis, 4 outdoor pools. The total capacity of the thermocouple is 1,600 people.It is worth noting that there are other interesting places in the region related to health tourism. The most famous of them are the "Torgai triquetre" and the "Ushtogai square".An equally interesting object for guests and residents of the region are the Kumkeshu dunes located at the entrance to the district.Despite the low popularity of the tourism industry in our region, the tourism sector is gradually developing, new flights are being opened, investment projects are being launched, etc. One of the significant investment projects is the construction of a multifunctional tourist complex in Amangeldy district. There are buildings built in the form of replicas of architectural monuments on its territory: the Taj Mahal in India, the Chichen Itza building in Mexico, the Eiffel Tower, as well as a Wall of National Memory built on its territory, where 200 names of prominent Kazakhstani figures are included. A hotel, a restaurant, sports and playgrounds have been built for the convenience of tourists.To organize recreation away from the daily hustle and bustle, a recreation center "Shanyrak" is being built in the Denisovsky district. The recreation center is located on a section of the Tobol River within the Verkhne-Tobolsk reservoir. Washington, D.C., October 16, 2025 – the Kazakhstan’s delegation led by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin took part in a meeting of the Swiss Subgroup constituency at the World Bank and the International Monetary Fund (IMF).In his remarks, Mr. Zhumangarin emphasized that Kazakhstan’s strategic partnership with the World Bank Group, which has lasted for more than 30 years, has played a crucial role in implementing economic reforms aimed at sustainable growth, poverty reduction, and infrastructure development.Special attention was given to the new Partnership Framework Agreement (PFA), which defines the priority areas of cooperation between Kazakhstan and the World Bank. Ratification of the Agreement will create favorable conditions for quasi-public sector organizations to attract financing fully in line with World Bank standards.On the same day, Mr. Zhumangarin held a meeting with Antonella Bassani, Vice President of the Europe and Central Asia Region at the World Bank. Under Kazakhstan’s Chairmanship, the Fifth Trade Policy Review of Sri Lanka Took Place at the WTO 18.10.2025
Geneva, 17 October 2025 – On 15 and 17 October 2025, under the chairmanship of Kairat Torebayev, Permanent Representative of the Republic of Kazakhstan to the WTO, the Fifth Trade Policy Review of the Democratic Socialist Republic of Sri Lanka was held in Geneva.The delegation of Sri Lanka was led by Hon. Mr. Wasantha Samarasinghe, Minister of Trade, Commerce, Food Security and Cooperative Development. Discussions focused on the country’s economic reforms, macroeconomic stabilization, and measures to strengthen investor confidence.Many delegations commended Sri Lanka’s determination to continue structural reforms, including debt restructuring, improved transparency, and customs digitalization. WTO Members welcomed the introduction of electronic certificates of origin, the development of a national single window, and the ratification of the WTO Agreement on Fisheries Subsidies. Members also recognized the country’s efforts toward export diversification and an improved investment climate.During the discussions, it was noted that Sri Lanka’s economy recorded a GDP growth of 5% in 2024, while industrial output increased by 9.2% compared to the previous year. Merchandise exports reached 12.9% of GDP, and the implementation rate of the Trade Facilitation Agreement stood at 58%, with full implementation targeted by 2027. These figures reflect the gradual recovery of the economy and the effectiveness of the reforms being implemented.In closing, Permanent Representative Kairat Torebayev highlighted the constructive nature of the discussions and thanked the Sri Lankan delegation for its active engagement and commitment to transparency. The financial intelligence services of Kazakhstan and Switzerland have signed a Memorandum of Cooperation 18.10.2025
Bern, 16 October – On 14-16 October, a delegation from the Republic of Kazakhstan, led by the Chairman of the Financial Monitoring Agency, Zhanat Elimanov, took part in an international conference in Bern dedicated to the development of financial intelligence. The event was held under the auspices of ECOFEL (European Network of Financial Intelligence Units) with the assistance of the Swiss Financial Intelligence Service. Key topics discussed included the introduction of artificial intelligence, data protection and the role of financial intelligence in the digital age.Following the conference, the Chairman of the Agency, Zhanat Elimanov, and the Head of the Money Laundering Reporting Office Switzerland, Anton Brönnimann, signed a Memorandum of Cooperation between the Financial Monitoring Agency of Kazakhstan and the Money Laundering Reporting Office Switzerland. The document provides for strengthening cooperation in the exchange of financial intelligence information related to money laundering, terrorist financing and related crimes. International ISO standards will form the foundation for the development of Alatau City 17.10.2025
The new Alatau City will be developed from the outset in accordance with the international ISO 37120 "Sustainable Cities and Communities" standard. This standard measures the quality of the urban environment using objective indicators, ranging from ecology and transportation to digital and social services. Astana was previously certified under this standard, becoming the first city in Central Asia to achieve this status in 2024.These initiatives were the key topic of the meeting between Kazakhstan's Minister of Trade and Integration, Arman Shakkaliyev, and the Secretary-General of the International Organization for Standardization (ISO), Sergio Mujica, who arrived in Kazakhstan on his first official visit. The parties discussed developing cooperation in standardization, implementing international practices, and training personnel to work with modern standards.One area of ​​cooperation will be the creation of a national testing and benchmarking center for artificial intelligence. It will include the "AI Standards Hub" – a laboratory, certification, and testing center that will facilitate the implementation of global ISO standards in AI, blockchain, and digital technologies. Kazakhstan has already approved 18 relevant standards and is ready to become a platform for international cooperation in this area.        From 14 to 16 October 2025, XXXII Meeting of Experts and the Coordination Council of Heads of Tax Services of the CIS Member States (CCHTS CIS) was held in Saint Petersburg.      The event was attended by delegations from the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, and Turkmenistan, as well as representatives of the CIS Executive Committee and the Financial University under the Government of the Russian Federation — the basic organization of the CIS member states for training, retraining, and professional development in the field of taxation.       The delegation from Kazakhstan was headed by the Deputy Chairman of the Committee of State Revenues of the Ministry of Finance of the Republic of Kazakhstan, Seilzhan Akhmetov.      During the meeting, participants discussed a wide range of issues related to improving tax administration, strengthening cooperation, and enhancing information exchange between the tax authorities of the CIS member states.      The key topics of discussion included:the implementation of customer-centric principles in the activities of tax authorities and the analysis of taxation indicators for small businesses and self-employed individuals in the CIS countries (presented by Ms. D. Kushubayeva, Director of the Department of Public Services of the State Revenue Committee of the Republic of Kazakhstan);the development of systems for monitoring the movement of goods as a tool for ensuring transparent trade and combating the shadow economy (report by Mr. S. Sakauov, Deputy Head of the End-to-End Monitoring Department of the State Revenue Committee of the Republic of Kazakhstan);the future of the tax inspector profession and modern approaches to its training ("The Tax Inspector: Today and Tomorrow") — report by Mr. E. Kozhabergenov, Head of the International Cooperation Department of the State Revenue Committee of the Republic of Kazakhstan.      Following the meeting, changes to the composition of the CCHTS CIS were approved, the results of the implementation of the Council's Work Plan for 2024–2025 were reviewed, and the Work Plan for 2025–2026 was adopted.
