The regional Akim Murat Ergeshbayev met with the Deputy Chairman of the Board of JSC "Industrial Development Fund" Zhanar Ibrasheva. How funds were used under the National Fund for Children program as of May 1, 2026 30.06.2026
From February 1, 2024, to May 1, 2026, 297,895 applications totaling over $53.09 million were processed. Funds were transferred to authorized operators for subsequent crediting to applicants' bank accounts.Of the total number of completed applications, 187,597 applications, totaling approximately $33.39 million, were for housing improvements, and 110,298 applications, totaling $19.70 million, were for education expenses.As a reminder, recipients of targeted savings (TS) may use the entire amount or a portion of it. Unused funds remain in the targeted savings account (TSA).The most popular method for improving housing conditions was replenishing housing construction savings for further accumulation (183,436 applications completed, totaling approximately $32.72 million). Funds were also used as down payments for mortgage loans to purchase housing (1,425 applications, totaling $232,770), and for the purpose of acquiring housing through civil law transactions (final settlement), totaling 989 applications, totaling $156,590.The largest amount of funds under the TS for education was allocated to pay for educational services at educational institutions located in the Republic of Kazakhstan, either in installments (for each academic period or academic year) or in full (for the entire term of study) (101,899 applications, totaling $18.51 million, were completed). Protection of the Rights and Legitimate Interests of Children in the Decisions of the Constitutional Court of the Republic of Kazakhstan 30.06.2026

When considering cases involving family relations, child support obligations, adoption, issues related to determining a child's nationality, and other matters, the Constitutional Court consistently relies on the constitutional principle of ensuring the best interests of the child.The legal positions formulated in the Constitutional Court’s normative resolutions and final decisions contribute to the improvement of legislation and law-enforcement practice, the elimination of legal uncertainty, and the strengthening of guarantees for the protection of children's rights. Despite the diversity of the legal relationships under consideration, they are united by a common approach: in regulating matters affecting the rights and legitimate interests of children, priority must be given to ensuring the well-being of the child and safeguarding his or her interests.✅ In its Normative Resolution No. 18-NP dated June 1, 2023, the Constitutional Court found unlawful the requirement to undergo molecular genetic testing prior to applying to a court. The requirement was deemed inconsistent with the State’s obligation to ensure the best interests of the child and was subsequently abolished.✅ In its Final Decision No. 46-NP dated June 28, 2024, the Constitutional Court identified legal uncertainty in the calculation of child support payments for individual entrepreneurs. The Court emphasized the need to take into account the payer’s actual income, since errors in determining the amount of child support directly affect the interests of the child. Following the decision, a mechanism for calculating child support based on both the income and expenses of an entrepreneur was established.✅ In its Final Decision No. 49-NP dated July 23, 2024, the Constitutional Court declared unconstitutional a provision of the Code on Marriage (Matrimony) and Family concerning adoption. The Court noted that legislative mechanisms must be aimed at creating the most favorable conditions for a child’s upbringing and development within a family environment that meets the child’s interests and needs. The relevant legal provisions were subsequently brought into conformity with the Constitution.✅ In its Final Decision No. 58-NP dated December 24, 2024, the Constitutional Court highlighted the need for more comprehensive regulation of child support recovery under multiple judicial acts. Subsequently, the Supreme Court introduced corresponding amendments to its normative resolution, thereby strengthening guarantees for the protection of the property interests of children.✅ In its Normative Resolution No. 70-NP dated April 16, 2025, the Constitutional Court declared unconstitutional a provision of the Code on Marriage (Matrimony) and Family due to the absence of alternative mechanisms for determining and changing a child’s nationality in cases where the parents are unknown or their nationality cannot be established. The Court emphasized the need to take into account real-life situations affecting the rights and legitimate interests of children.✅ In its Final Decision No. 80-NP dated May 18, 2026, the Constitutional Court stated that differences in the application of administrative detention to parents are determined not by gender, but by the degree of a parent’s actual involvement in ensuring continuous care for a child, and therefore do not constitute discrimination. The Court emphasized that the legislative category of “a child under fourteen years of age” reflects a child’s increased dependence on continuous care, upbringing, and attention.The practice of the Constitutional Court of the Republic of Kazakhstan consistently confirms that the protection of the rights and legitimate interests of children is one of the priority areas of constitutional review. The representatives of Kazakhstan achieved a historic success at the world championship.The adult national team won two gold medals among the brown belts thanks to the victories of Alinur Kuatuly and Seilkhan Bolat. Batyr Tenizbai became the bronze medalist of the championship.We are particularly proud of the achievement of the young Karaganda athlete Asanali Abayev, who wrote his name in the history of national sports, becoming one of the first IBJJF champions from Kazakhstan.Asanali competed in the Juvenile 1 division in the 53.5 kg weight category among the blue belts. As part of the implementation of the provisions of the new Tax Code, the Order of the Acting Minister of Finance of the Republic of Kazakhstan dated October 31, 2025, No. 654 "On certain issues of fulfilling tax obligations during liquidation, reorganization, and termination of activities by taxpayers" was officially adopted.First of all, it should be noted that the liquidation procedure for specific categories of taxpayers remains generally unchanged.The simplified procedure for fulfilling a tax obligation upon the termination of activities (hereinafter - the Procedure) was developed in accordance with paragraph 6 of Article 74 of the Tax Code. It defines the mechanism for fulfilling tax obligations upon the termination of activities by individual entrepreneurs (hereinafter - the IEs) who simultaneously meet the following criteria: they are not registered as VAT payers; they do not operate as a joint venture; they do not engage in restricted types of business activities; they have no tax arrears or social security payment debts; they have fully calculated and paid all taxes, budget payments, and social contributions for the tax period preceding the liquidation reporting period; they have no outstanding notifications, including those issued based on desk audit results; and they do not hold open bank accounts.The termination of an IE's activities under this simplified framework is conducted electronically. The taxpayer must submit a tax application for the termination of activities via the Taxpayer's office, alongside the liquidation tax returns and a tax application for the de-registration of their cash register machine (CRM), if applicable.The timeline for the termination procedure, from the date of filing the application to the final de-registration of the individual entrepreneur, is 13 to 15 days. Please note that employees of the state revenue authorities are not manually involved in this automated liquidation process.Consequently, when the provisions of the New Tax Code are applied for the termination of operations within the Integrated Tax Administration System (ITAS), the system generates the status "at the stage of liquidation" within the taxpayer's profile. Following this, within 10 calendar days, the system automatically checks for compliance with the IE termination criteria (verifying the absence of debt, the submission of liquidation TRFs, the tax risk level, outstanding notifications, etc.).If all conditions are met after 10 days, the system automatically updates the tax application status to "processed," and the expiration date of the "at the liquidation stage" status is recorded in the entrepreneur's profile data. Following this, the IE is automatically removed from the registration system within 3 working days.Please be advised that all taxes, budget payments, and social contributions declared in the liquidation tax returns must be settled no later than 10 (ten) calendar days from the date the liquidation tax return is submitted to the SRO. In practice, taxpayers frequently receive rejections for termination due to outstanding arrears for CSHI (resulting from a lack of payment for the specific reporting month in which the termination application was filed).In this regard, to avoid a denial of termination, taxpayers are advised to re-check their personal accounts for any outstanding arrears 10 calendar days after submission. If any debts are found, they should be paid within three days. This window allows the system to successfully record the payment of the outstanding balance, ensuring the application is processed successfully and the IP is automatically de-registered.
