Министерством утвержден Реестр субъектов социального предпринимательства по состоянию на 31 декабря 2025 года. В него включен 1431 субъект социального предпринимательства, тогда как по итогам 2024 года в реестре числилось 835 предприятий.Согласно Реестру, наибольшее число социальных предпринимателей сосредоточено в городах Астана и Алматы, а также в Западно-Казахстанской, Алматинской областях и области Абай.По видам деятельности около 60% социальных предпринимателей работают в сфере образования, 20% - в сфере оказания социальных услуг, еще 10% - в сфере здравоохранения, 10% - прочие.Формирование и ведение Реестра осуществляется на основании сведений, представляемых местными исполнительными органами областей, городов республиканского значения и столицы. Предварительно заявки рассматриваются специальной комиссией.Основной задачей комиссии является выработка рекомендаций по включению в Реестр индивидуальных предпринимателей и юридических лиц (за исключением субъектов крупного предпринимательства), осуществляющих деятельность в сфере социального предпринимательства.В соответствии с действующим законодательством Реестр утверждается Министерством ежегодно до 1 марта текущего года по состоянию на 31 декабря предыдущего календарного года.Напомним, законодательная основа для функционирования социального предпринимательства в Казахстане была сформирована в 2021 году. More than 97% of enterprises are small businesses.The development of light industry is planned through deepening the processing of cotton and hides, expanding the production of synthetic fibers and increasing the output of high-value-added products.In 2025, the country harvested a record amount of cotton – 466 thousand tons. 116.1 thousand tons of cotton fiber, 500 tons of yarn, 5.2 million m2 of fabric and 28.6 million units of finished textiles were produced.As an example, Olzhas Saparbekov, Vice Minister of Industry and Construction, noted that processing one ton of cotton fiber makes it possible to produce up to 1,650 units of finished textile products. With full processing of raw materials, the potential added value can reach $1.67 billion, as well as contribute to the creation of up to 5,000 jobs.The industry is already implementing projects that form the foundation for the medium term, including the production of KazFeltec insulation materials, the production of Talshyktex woven polypropylene geopoloten and the production of Turkestan Textile cotton yarn.However, despite the positive dynamics, the meeting participants identified a number of systemic issues that require comprehensive solutions. They relate to the development of the raw material base, modernization of production facilities, improvement of regulated procurement mechanisms and expansion of financial support measures.The industry's enterprises have confirmed their readiness to expand production and create new jobs while creating predictable development conditions.Taking into account these tasks, it was decided to develop a comprehensive program for the development of light industry with the participation of the business community and industry associations. The need for a system document is due to both the positive dynamics of the industry and the significant potential for its further growth."Light industry is very important for us in terms of providing employment for the population. For example, the Turkestan region, the most densely populated region of the country, has the largest number of light industry enterprises. With their further development, it is possible to provide jobs and decent wages to the local population. The Ministry of Industry and Construction needs to start developing a program for the development of light industry together with business. The document should identify the basic enterprises, their current indicators and targets.
