The President's Address for 2024: How the digital ecosystem is taking shape in our country 04.09.2025
In his Address “A Fair Kazakhstan: Law and Order, Economic Growth, Public Optimism,” Head of State Kassym-Jomart Tokayev instructed the Government and akims to pay special attention to the development of digitalization and artificial intelligence. The President noted the need to build on the achievements made in this area and fully implement artificial intelligence technology into the “Electronic Government” platform. In this regard, the Government is intensifying work on introducing digital solutions and AI technologies into all sectors, considering them as the main mechanism for accelerating the country's economic growth. Digital transformation of industries in our country is yielding significant results. As part of the large-scale digital transformation underway since 2021, a set of digital solutions has been introduced in the ministries of the Republic of Kazakhstan aimed at increasing the efficiency of public administration, reducing administrative and corruption barriers, and improving the quality of services provided to citizens and businesses. This allowed to withdraw more than 28 billion tenge from the shadow economy and save more than 13 billion tenge in budget funds. The total effectiveness of the implemented solutions amounted to 51.3 billion tenge. The term for providing public services was reduced by 20 times. Corruption and administrative barriers were reduced. A platform model of public administration is being introduced, based on the principles of client-oriented transparency, efficiency, and maximum automation. Proactive service delivery mechanisms have been launched that minimize citizen participation in the service delivery process. A Digital Government Support Center has been established, and a business process reengineering practice has been introduced in conjunction with the Digital Government Office. This will allow for the analysis, redesign, and scaling of effective solutions. "Kazakhstan ranks 24th out of 193 countries in the world in terms of digitalization. And it is among the top ten countries in the online services index. Now 92% of public services can be obtained online," said Zhaslan Madiev, Minister of Digital Development, Innovation and Aerospace Industry. Digital services for citizens: convenient, fast and transparent As part of the implementation of the tasks set out in the Address of the Head of State, digital services in the G2C (government to citizens) format are being actively introduced in our country. This is accelerating the provision of government services, making them more open and accessible. The complete digitalization of electronic medical certificates and temporary disability certificates allowed reducing the shadow economy by 7.5 billion tenge and ensuring the transparency of the system. 450 million tenge were saved from budget funds. The telemedicine service, which includes 1.5 million types of services, allowed for remote consultation and diagnostics. This saved the population more than 13 billion tenge. Kindergarten and school enrollment has been converted to a digital format. The relative improvement in the process was 46%. It used to take five days for a student to transfer from one school to another, but now it can be done in one day, which has increased efficiency by 66%. Teacher training is now faster. Automated selection and digital distribution have reduced the time frame from two to three months to two weeks. The savings amounted to 119 million tenge. College admissions have also been simplified: online applications and automatic verification of preferential status have reduced the processing time for documents from five days to thirty minutes. Admission to universities and placement in dormitories is carried out online, a single service allows you to submit documents, register for a clinic, register for military service, and get a place in a dormitory. The introduction of the UNT electronic certificate has saved the budget by 83 million tenge and allowed citizens to save more than 300 million tenge. A Euro-protocol procedure for traffic accidents has been introduced: a mobile service allows for the registration of accidents without the involvement of the police. Insurance payments are paid in 5 days instead of 40, with an economic efficiency of 516 million tenge. Enforcement proceedings have been automated: cases are initiated automatically, notifications are sent via SMS, and the participation of private bailiffs has been eliminated. This provides savings of 2 billion tenge annually. A digital notarized power of attorney can be obtained via video conference, which has significantly increased the number of documents processed and simplified the process for citizens. To increase the targeting of support, the "Social Wallet" project was introduced. The first block - free and discounted meals were introduced in 2,369 schools, and the "Business Wallet" is operating in 3,950 schools to account for hot meals. "We are introducing digital solutions in the social sphere. The "Social Wallet" project allows you to monitor the provision of free meals, eliminate registration, and effectively spend budget funds. Today, this tool is being introduced and expanded in all schools in the country," added Zhaslan Madiev.

According to the plan, the modernization will be completed by the end of the year. In the market, consisting of 300 trading places, the rows of containers will be removed, and a modern building will be erected in their place. At the Magash market, located in the 23rd microdistrict, and the universal market "City-Center", the modernization is 90% complete. Interior finishing work is currently underway. Modern markets are planned to be put into operation by the end of September. There is a risk of lagging behind the deadlines set out in the Roadmap for the RID-SK and RusKaz markets. Now this figure is 41%. Modernization of markets is a key step to increase the share of modern trade.
