A public defender was caught attempting to pass a prohibited item to her detained son. 02.08.2025
The mother of a man accused of raping a resident of Astana, who is acting as his public defender, arrived at the pre-trial detention center to visit her son. During the meeting, she attempted to pass him a mobile phone, which had been concealed in the sole of a shoe. The violation was recorded by surveillance cameras. An administrative report was filed against the woman, and the case materials have been submitted to the court.Despite repeated warnings from the officers of the penal enforcement system, citizens continue to attempt to smuggle prohibited items into secure facilities. For example, at the pre-trial detention center in the city of Pavlodar, officers thwarted an attempt to deliver a mobile phone, charger, and earphones. During the inspection of a package intended for a 39-year-old detainee, the devices were discovered hidden inside a cake. An administrative offense report was filed against the Pavlodar resident who brought the package, under Article 481 of the Code of Administrative Offenses of the Republic of Kazakhstan. The case materials have been forwarded to the court.A similar incident occurred in Kyzylorda, where officers found a mobile phone hidden inside a bar of soap during a parcel inspection.“All citizens coming for visits are informed about the legal consequences of attempting to bring prohibited items. Facilities are equipped with X-ray scanners that allow quick detection of mobile phones, narcotics, and psychotropic substances. Everyone is subject to inspection,” explained Berik Baykenov, head of the Department for Regime, Supervision, and Security of the Penal Enforcement Committee.Since the beginning of this year, penal enforcement officers have prevented 346 attempts to smuggle mobile phones, seized more than 58 liters of alcoholic beverages, and over 10 kilograms of narcotic substances. A total of 128 civilians, including public defenders and lawyers, have been held administratively liable. More than 20 other cases are currently under judicial reviewSource : https://www.gov.kz/memleket/entities/ps/press/news/details/1044768?lang=kk

The total volume of pension assets as of July 1, 2025 under the management of the NBRK and IPM amounted to KZT24,001.78 billion. Therefore, it is advisable to analyze the amount of investment income for a period of at least one year. In certain periods, a decrease in yield may be observed due to the volatility of foreign exchange rates, changes in the market value of financial instruments, as well as the impact of inflation. Diversification of the investment portfolio, when the income on some instruments covers temporary losses on others, ensures the safety and stable profitability of pension savings in the long term. Thus, investment income in dynamics over the past 3 years shows stable growth, the return on pension assets exceeds the inflation rate.A detailed structure of the investment portfolio of financial instruments managed by the NBRK with an indication of issuers and an overview of investment activities are posted on the official website of the UAPF. From January 1, 2026, pension benefits from UAPF will be exempt from IIT 01.08.2025
On July 18, 2025, the head of state signed a new Tax Code, which provides for the exemption from January 1, 2026 of income in the form of pension payments, lump sum pension benefit payments for housing/treatment (LSPBP) from UAPF from individual income tax (IIT), with the exception of pension benefits from UAPF made to non-residents of the Republic of Kazakhstan. How is it now?According to the current Tax Code, pension payments, LSPBP from UAPF are considered income subject to IIT at a rate of 10% at source. That is, pension contributions are transferred to individual pension savings accounts before taxation. IIT is withheld upon payments. IIT is withheld collectively for all types of pension benefits formed from compulsory pension contributions (CPC), compulsory occupational pension contributions (COPC), voluntary pension contributions (VPC). In this case, the amounts of adjustments and tax deductions are taken into account. When using lump-sum pension benefit payments for housing/medical treatment, IIT is also withheld. In this case, there are two ways to withhold it at the beneficiary's choice: immediately upon receipt of LSPBP or with a delay until retirement.Until January 1, 2026, the calculation, withholding and payment of IIT from pension payments and LSPBP from UAPF will be carried out in the current mode. What will happen from January 1, 2026?IIT will not be withheld from all types of pension benefits, except in cases where the beneficiary is a non-resident of the Republic of Kazakhstan, and will not be withheld from the LSPBP.The changes also include the cancellation of accrued obligations to pay IIT from the LSPBP for housing/medical treatment deferred until retirement from January 1, 2026, but do not imply a refund of taxes previously paid to the budget. What else will change? The changes include the abolition of tax deductions on voluntary pension contributions made in one's own favor, from January 1, 2026, applied in the amounts established by the Tax Code to income subject to taxation at the source of payment. At the same time, the rule will remain that voluntary pension contributions transferred by a tax agent to the UAPF in favor of an employee are not an individual's income (and therefore are not subject to IIT), and for the employer, such expenses are deductible when calculating corporate income tax. That is, in this case, both the employee and the employer receive tax benefits. UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan.
