На сегодняшний день Фонд «Даму» реализует такие инструменты финансовой поддержки бизнеса, как субсидирование ставки вознаграждения, гарантирование кредитов и льготное кредитование. За период реализации финансовых программ поддержано 226,3 тысяч проектов на сумму кредитов 14,2 трлн тенге. В том числе по субсидированию ставки – 119 тыс. проектов на сумму кредитов 8,93 трлн тенге, по гарантированию кредитов – 73,2 тыс. проектов на сумму 2,37 трлн тенге, по льготному кредитованию – 32,1 тыс. заемщиков на сумму кредитов 3,3 трлн тенге. Об этом на пресс-конференции на площадке СЦК сообщил заместитель председателя правления АО «Фонд развития предпринимательства «Даму» Талгат Смагулов.«За 2024 год в рамках государственных программ поддержано 29 513 проектов на сумму кредитов 1 трлн 713 млрд тенге. В частности, по субсидированию ставки поддержано 17 623 проектов на сумму 1 трлн 14 млрд тенге, по гарантированию кредитов - 9 173 проектов на сумму 449 млрд тенге, по льготному кредитованию - 2 717 проектов на сумму 554 млрд тенге. В отраслевом разрезе наша главная задача – это развитие обрабатывающей промышленности. Поэтому 622 млрд тенге, или 36% в направлено на проекты в этой отрасли. Кроме того, 246 млрд тенге выделено на транспорт и складирование, более 109 млрд тенге – на туризм, около 109 млрд тенге выделено на сферу образования, 627 млрд тенге – на прочие отрасли», – сказал спикер.За счет реализации проектов все субъекты предпринимательства, получившие государственную поддержку, за 2024 год обеспечили выпуск продукции на 25,4 млрд тенге. Наряду с этим, обеспечены налоговые поступления на 1,7 трлн тенге, создано 9,7 тыс. новых рабочих мест. Согласно динамике 2024 года, по сравнению с позапрошлым 2023 годом количество поддержанных проектов выросло на 24%, а сумма кредитов - на 9%. В пандемийный и постпандемийный период были увеличены объемы поддержки предпринимателей, в результате чего охват превышал среднегодовой уровень в 1,5-2 раза.На сегодняшний день вводятся изменения в условия программ Фонда. В соответствии с поручением Главы государства, озвученным в ходе расширенного заседания Правительства 21 января 2025 года, и в соответствии с постановлением Правительства от 2 апреля 2025 года Фондом создано два гарантийных фонда. Первый фонд охватывает проекты до 7 млрд тенге. Второй фонд охватывает крупные инвестиционные проекты на сумму более 7 млрд тенге. Основные условия предоставления гарантий в рамках первого Гарантийного фонда: сумма финансирования в рамках проекта, по которому осуществляется гарантирование, не превышает 7 млрд тенге; максимальный размер гарантии – до 85% от суммы финансирования включительно, но не более 3,5 млрд тенге; рекомендуемый гарантийный срок – срок, превышающий 5 месяцев срока финансирования; гарантии предоставляются по ускоренной процедуре — в течение двух рабочих дней, без повторной оценки со стороны Фонда «Даму». Monthly pension benefits according to the established schedule from the UAPF in accordance with the Social Code of the Republic of Kazakhstan are paid to persons who have pension savings at the expense of the CPC and (or) the COPC in the UAPF:- who have reached retirement age (men - 63 years old, women - 61 years old);- with disability of group 1 or 2, established indefinitely;- who have reached 55 years old, if the COPC has been paid in their favor in total at least 84 calendar months at the time of applying for a pension benefit, subject to termination of employment in jobs with hazardous working conditions or upon transfer to another job that excludes exposure to harmful factors (hereinafter - persons who have reached 55 years old, for whom the COPC has been paid in total for at least 84 calendar months), in the manner determined by the Government of the Republic of Kazakhstan. How are pension benefits according to the schedule calculated? Pension benefits according to the schedule are calculated as follows: in the first year of receiving benefits, the amount of pension savings is multiplied by the pension benefit rate of 6.5% and divided by 12. In subsequent years, the amount of the monthly pension benefit is increased by the pension benefit indexation rate of 5%. In this case, the monthly pension benefit payment from the UAPF is made in the amount of at least 70% of the subsistence minimum (hereinafter - SM) established for the relevant financial year by the law on the republican budget (in 2025, the SM is 46,228 tenge), with the exception of persons who have reached 55 years of age, for whom COPC has been paid in total for at least 84 calendar months.For beneficiaries of certain categories: persons with disabilities of groups 1 or 2, established indefinitely, as well as persons who have reached retirement age and have pension savings formed through compulsory occupational pension contributions in total for at least sixty months, the Methodology provides for correction factors that increase the amount of the monthly pension benefit. For persons who meet more than one of the above conditions, the correction factor with the highest value is applied.If the amount of pension savings on the date of payment from the UAPF does not exceed twelve times the minimum pension established by the law on the republican budget for the relevant financial year (in 2025, 753,252 tenge = 62,771 x 12), the payment is made in a lump sum.Correction factors do not apply to persons who have reached 55 years of age, for whom COPC has been paid in total for at least 84 calendar months. ANNOUNCEMENPension savings of Kazakhstanis reached KZT22.75 trillion The volume of pension savings of Kazakhstanis as of 01.04.2025, consisting of contributions received into their accounts and investment income, amounted to KZT22.75 trillion, demonstrating growth over the year by KZT3.86 trillion or 20.5%.Pension savings due to compulsory pension contributions (CPC) amounted to KZT21.76 trillion as of April 1, 2025, demonstrating growth over 12 months by 19.3%.The amount of pension savings for compulsory occupational pension contributions (COPC) amounted to KZT653.83 billion, demonstrating growth over 12 months by 9%.The largest increase over the year (39.5%) was shown by savings for voluntary pension contributions (VPC), which as of April 01, 2025 amounted to KZT8.19 billion.As of April 01, 2025, the amount of pension savings due to employer’s compulsory pension contributions (ECPC), received from January 1, 2024 to the pension accounts of contributors (beneficiaries), amounted to KZT329.12 billionReceiptsThe increase in savings is provided by incoming flows in the form of pension contributions and investment income.
