Borovoe, Akmola Region, 14 March 2025 - During the fourth meeting of the National Kurultai, President Kassym-Jomart Tokayev reviewed the socio-political reforms initiated following his March 2022 Address, highlighting the significant contribution of Kurultai members to the country’s modernisation efforts.The President opened his remarks by addressing the tax reform, which has sparked active public debate.“The tax system forms the foundation of the state. Without adequate budgetary resources, the government cannot fully perform its functions, including meeting its social obligations. The Government has proposed new approaches to tax reform, which are, on the whole, sound and take into account key economic and social factors.There is a growing understanding, both within expert circles and among the public, of the need to raise the rate of value-added tax. While some criticism has been voiced—particularly in relation to VAT—such opinions often overlook the realities we face.Many countries, for various reasons, refrain from undertaking large-scale social obligations. In contrast, in Kazakhstan, social spending accounts for over half of the national budget. Ours is a social state, and we will continue to invest in education and healthcare—this is our constitutional responsibility,” the President stated.President Tokayev further addressed a wide range of issues raised by National Kurultai members, offering his views on public ethics regulation, countering harmful ideologies and fraudulent schemes, the ideological direction of domestic cinema and animation, improvements in women’s correctional facilities, and revising penal legislation relating to pregnant women and mothers of young children. He also underscored the importance of developing the vocational education system.Drawing attention to gaps in areas such as onomastics, the system of state and departmental awards, the eradication of social ills, and the strengthening of civil society, the Head of State called for the preparation of a comprehensive policy document to streamline ideological efforts in domestic affairs.The President emphasised the pivotal role of culture in reinforcing national identity and noted the growing public interest in theatre in Kazakhstan. He urged greater focus on developing regional theatres and encouraged business involvement in this cultural revival.Ahead of the 180th anniversary of Abai Kunanbayuly’s birth, President Tokayev instructed the Ministry of Foreign Affairs and the Otandastar Foundation, in cooperation with the Ministry of Culture and Information, to continue efforts to establish Abai Institutes abroad. He proposed that these should evolve into a global network of cultural and educational centres, akin to the Confucius, Goethe, and Cervantes Institutes.In addition, the President set forth objectives to support the initiatives of the Kazakh Tili International Society, promote the inclusion of the nation’s documentary heritage in UNESCO’s Memory of the World Register, integrate the national digital archive into artificial intelligence systems, and intensify historical research activities.The meeting also addressed key aspects of major investment and infrastructure project implementation. President Tokayev stressed that the state’s primary objective is to support initiatives that drive regional economic growth and address disparities in regional development. Isaac Balykbai was born on November 5, 1924 in the village of Zhalagash, Kegeni district, Almaty region.In 1943, he became a soldier in the 115th Infantry Division. The veteran's military service was transferred to the 61st Army. Isaac Balykbai took part in battles in the territories of Belarus, Latvia, Romania and Hungary, as well as in the liberation of Poland. One of the most vivid memories of the veteran was the event that celebrated Victory Day in the Austrian mountains. This day remained in his memory forever. After the war, the unit in which Isaac Balykbai served was transferred to the Far East. He returned to Kazakhstan only in 1947. For his courage and bravery in battle, he was awarded the Order of Glory, III degree, medals "For Victory over Germany" and "For Military Merit." After studying at the police school in Tashkent, Isaac Balykbai served in the internal affairs bodies of his native land, made a significant contribution to strengthening law and order and military-patriotic education of young people. Samarkand, Uzbekistan – 4 April 2025At the outset of his address at the Central Asia–European Union Summit, President Kassym-Jomart Tokayev expressed his gratitude to the President of Uzbekistan, Shavkat Mirziyoyev, for the warm hospitality and excellent organisation of the event. He also extended his appreciation to President of the European Council António Costa, President of the European Commission Ursula von der Leyen, and the Heads of State of Central Asia for their ongoing commitment to strengthening comprehensive cooperation.The President of Kazakhstan emphasised that, amid rapid geopolitical shifts and global challenges, the expansion of interregional partnerships has become increasingly relevant and strategically vital.President Tokayev presented his vision for a long-term agenda aimed at deepening cooperation between Central Asia and the European Union.He underscored the importance of enhancing trade and economic relations, noting that Kazakhstan is prepared to increase exports to the EU across 175 commodity items worth over $2 billion. To support the financing of such projects, he encouraged European businesses to make greater use of the Astana International Financial Centre.Energy cooperation featured prominently in the President’s remarks.“Kazakhstan remains a reliable supplier of hydrocarbons to Europe, currently accounting for around 13% of the European Union’s total oil imports—most of which is transported via the Caspian Pipeline Consortium (CPC).We greatly value the EU’s support in ensuring the stable and long-term operation of this consortium, while simultaneously advancing alternative transport routes for raw materials.Kazakhstan is actively developing projects in renewable energy and sustainable fuels, increasing capacity in wind and solar power, and collaborating with long-standing partners—such as Total, Eni, Svevind, and other European companies—on the production of green hydrogen. In partnership with Uzbekistan and Azerbaijan, we have also launched a large-scale initiative to construct a green energy transmission corridor across the Caspian Sea, with the goal of supplying clean energy to European markets,” the President stated.He also identified cooperation on rare earth materials as a strategically significant area. Kazakhstan currently produces 19 of the 34 raw materials considered critical for the EU economy, including uranium, titanium, copper, lithium, cobalt, and tungsten. The country, in collaboration with the EBRD, is engaged in projects focused on geological exploration and the adoption of advanced, sustainable mining practices.In this context, President Tokayev proposed establishing a Regional Centre for Rare Earth Metals Research in Astana. This centre would serve as a key resource for enterprises and investors, providing up-to-date information on deposits, technologies, and development strategies.The President further argued that, with appropriate infrastructure and coordinated regional action, Central Asia could become a flourishing transit hub facilitating efficient supply chains between East and West. Last year, container traffic along the Trans-Caspian International Transport Route rose by 62%, reaching 4.5 million tonnes. The target is to increase this volume to 10 million tonnes by 2027. In this regard, President Tokayev expressed support for the EU’s Global Gateway strategy, which aims to enhance sustainable transport connectivity in the region.Kazakhstan is also advancing major decarbonisation initiatives. The President noted that the country plays a crucial role in global clean energy supply, providing approximately 40% of the world’s nuclear fuel. He highlighted the establishment of a Regional Project Office on Climate Change and Green Energy in Kazakhstan last year.Turning to digital technology and artificial intelligence, President Tokayev highlighted Kazakhstan’s substantial investments in these fields.“Earlier this year, we established the International Advisory Council on Artificial Intelligence under the President. Kazakhstan is implementing a programme to train 100,000 IT specialists and is building a high-tech innovation centre in Astana, Alem.AI, to promote innovation, start-ups, and research.We have also launched a dedicated Venture Fund to accelerate AI development. Through the Team Europe initiative, the EU has supported regional collaboration in digital technology. Kazakhstan is open to deeper cooperation and knowledge exchange. In this regard, I propose establishing a Central Asia–EU Innovation Campus based at the Astana Hub,” he said.The President noted that the EU has long been a key partner for Kazakhstan in science and education.“Our countries work closely through Erasmus+, Horizon Europe, and other joint initiatives. The opening of more than 30 branches of foreign universities in Kazakhstan has enhanced access to world-class academic knowledge.We are eager to expand grant and scholarship programmes—many of which are already being implemented in partnership with EU member states. We propose further development of Erasmus+ for Central Asia, with a focus on training specialists in high-priority areas such as artificial intelligence, water resource management, biotechnology, and more,” the President added.In his concluding remarks, President Tokayev emphasised the importance of international peace and security as a cornerstone of sustainable development. He reiterated Kazakhstan’s commitment to a balanced foreign policy and its readiness to deepen cooperation with all interested states and international organisations, including the European Union.Acknowledging increasing global instability, he stressed the need for restraint and responsible action in assessing the complex events shaping the world today. Marking the 80th anniversary of the United Nations, he called on all countries to uphold the UN Charter and the universally recognised principles of international law, while also expressing support for the efforts of Secretary-General António Guterres.President Tokayev reiterated Kazakhstan’s consistent stance in favour of peaceful conflict resolution:“Kazakhstan has always advocated for diplomacy and dialogue. We therefore welcome the commencement of negotiations regarding Ukraine and remain hopeful for a positive outcome, despite the evident complexity of the situation,” he said.He concluded by thanking all participants and European partners for supporting Kazakhstan’s initiative to establish a UN Regional Centre for Sustainable Development Goals for Central Asia and Afghanistan in Almaty. Székesfehérvár – April 17, 2025 - In accordance with the commemorative program established to honor the 80th anniversary of the victory in the Great Patriotic War in 2025 “The Great Victory: A bow to heroism, an example for posterity”, family members and representatives of the Embassy of the Republic of Kazakhstan in Hungary paid tribute to the memory of Seitali Birimkulov, a native of the Taldykorgan region and a private of the Red Army, at the Central Cemetery of Soviet soldiers in the city of Székesfehérvár.Birimkulov was born in 1906 and enlisted in the army in 1942. He hailed from the village of Baschi in the Oktyabrsky district of Taldykorgan region.According to his close relative Berik Abilov, "Despite the fact that our grandfather was considered missing, we did not stop searching. With the assistance of the Embassy of Kazakhstan in Hungary, we managed to find the place where he was buried. We brought the earth from his native village and read prayers. It is our sacred duty to visit the grave and honor his memory. Birimkulov died on March 21, 1945, only a month and a half before the Victory. All descendants of our heroic warriors from Kazakhstan should pay tribute to their immortal spirit and forever honor their memory".It should be noted that as a result of the long, bloody fighting on the territory of Hungary, the Soviet army suffered significant losses. On the International Day for the Protection of Monuments and Historical Sites on April 18, the Ridder Museum of Local Lore hosted a traditional Presentation Festival, this year it is dedicated to the 80th anniversary of the Great Victory.Pupils of 11 schools in the city and students of Ridder College told about Kazakhstani and foreign monuments reflecting the crimes of Nazism and the immortal feat of Soviet soldiers-liberators in the Great Patriotic War. The story of monuments and memorials, such as the 28 Panfilov heroes, Mamayev Kurgan, Khatyn, Buchenwald, and others, left no one indifferent. Before defending the presentation at the museum, the students delivered it at their educational institution during class hours and history lessons. 💠Tax audit is a control measure taken by officials of the state revenue authorities (SRA) to assess compliance with the tax and other legislation of the Republic of Kazakhstan by business entitiesEntrepreneurs have the right to appeal the results of tax audits to an authorized body or to a court according to the provisions of the Tax Code and the Administrative Procedural Code (APC).💠Judicial practice: An analysis of court decisions over the past 4 years shows that the largest number of lawsuits are related to appeals against the procedural actions of the SRA when appointing tax audit in accordance with the provisions of the APC. The Asian Sambo Championship for Masters was held in Tashkent, the capital of Uzbekistan, bringing together the continent’s top athletes — including representatives of the National Guard of the Republic of Kazakhstan.In the weight category up to 64 kg, Private Yerzhan Konurov from military unit 6505 of the National Guard of the Ministry of Internal Affairs of Kazakhstan delivered a brilliant performance. He claimed the gold medal, raising the flag of Kazakhstan to the top of the podium.“I am grateful to the Commander-in-Chief of the National Guard, Major General Ansagan Baltabekov, Head of the Physical Training and Sports Department of the Main Command, Colonel Satzhan Abishev, and everyone who supported me. This victory is the result of teamwork, trust, and the support of our command,” said Yerzhan Konurov following the award ceremony.It is worth noting that Yerzhan was introduced to professional sports by his father, Kaiyrzhan Konuruly, a Master of Sports of the USSR in classical wrestling. Following in his father’s footsteps, Yerzhan has dedicated more than 20 years to sambo and has achieved remarkable results. He became the Champion of Kazakhstan in 2022 among Masters of Sports, took third place in 2023, and in 2024 reclaimed the national title. His international achievements include silver at the 2023 Asian Championship and bronze in 2024.
