Kazakhstan will continue to function as a presidential republic.Clear Constitutional Rules for Presidential SuccessionPresident Tokayev underscored the importance of unambiguous constitutional regulation of presidential succession.In the event of early termination of a presidential term, presidential elections must be held within two months, ensuring that any head of state comes to power exclusively through elections.He described this principle as fundamental and non-negotiable, reinforcing Kazakhstan’s commitment to electoral legitimacy and political predictability.Transition to a New Constitutional Model and Strengthening Checks and BalancesTokayev stated that the reforms launched in 2022, together with upcoming initiatives to be submitted to a national referendum, mark a transition away from the 1995 constitutional model toward a fundamentally new political system.Public endorsement of these reforms, he said, would lead to a renewal of the political system and strengthen long-term stability.He noted that 26 laws have already been adopted based on proposals from previous National Kurultai sessions, demonstrating the forum’s growing institutional relevance.It is proposed that the appointment of members of the Constitutional Court, Supreme Audit Chamber and Central Election Commission be carried out exclusively with the consent of Parliament.Parliament would also receive the power to elect all judges of the Supreme Court upon nomination by the President, marking a significant step in strengthening checks and balances between branches of power.Reconfiguration of Parliamentary and Advisory InstitutionsThe proposed reforms include a move toward a unicameral parliament (to be called “Kurultai”), designed to streamline legislative processes and governance efficiency.The new Parliament is proposed to consist of 145 deputies, with up to three deputy speakers and no more than eight standing committees, prioritising efficiency and professionalism over numerical expansion.Deputies will be elected exclusively on a proportional basis, strengthening the institutional role and responsibility of political parties. A JUST STATE AND A NEW POLITICAL SYSTEM: CONSTITUTIONAL REFORM IN KAZAKHSTAN 21.01.2026
The fifth session of the National Congress marked the beginning of a new era in the political history of Kazakhstan. The President proposed large-scale constitutional and parliamentary reforms that will directly affect the future of the country. The ultimate goal of these changes is to create a fair, effective and stable state system. The Head of State announced the initiative to create a unicameral Parliament and proposed to name the new legislative body "Kuryltai". This name will be consistent with the historical traditions of our people and will become a symbol of national statehood. The new Parliament, consisting of 145 deputies, will be a compact and professional structure that will allow for prompt legislative support for reforms in the country. One of the important innovations proposed by the President is the creation of the People's Council of Kazakhstan. This body will become a permanent platform for dialogue between society and the state, systematically participating in issues of interethnic harmony, public policy, and strengthening national unity. The granting of the Council the right to initiate legislation will significantly increase its status. In addition, the proposal to introduce the institution of the Vice President is aimed at strengthening the stability of the state administration system. The Vice President, on the instructions of the President, participates in international negotiations and defends the interests of the state before Parliament and society. This step will clarify the hierarchy of power and increase the efficiency of governance. The President proposed updating the Preamble to the Constitution, enshrining national values and the principle of "Just Kazakhstan". He also noted the need to clarify the issue of protecting citizens' personal digital data at the level of the Constitution. This is an important step towards the formation of a modern legal state. A Constitutional Commission will be established to implement the proposed reforms, and all changes will be put to a national referendum. This is a historic decision made with the direct participation of the people. The President's initiatives are aimed at fundamentally modernizing Kazakhstan's political system and increasing the efficiency of state institutions. These reforms will strengthen the country's unity and lay a solid foundation for the long-term development of independent Kazakhstan.
DIGITAL CIVILIZATION AND POWERFUL INFRASTRUCTURE: KAZAKHSTAN'S NEW ECONOMIC DIRECTIONS 21.01.2026
At the fifth session of the National Congress, the Head of State announced strategic initiatives that will determine the future direction of Kazakhstan's development. In his speech, the President focused on digitalization, artificial intelligence, and energy security, and outlined concrete ways to raise the country's economy to a new qualitative level. As the President noted, the 21st century is the era of digital technologies. Kazakhstan has not been left out of this process, and has begun to introduce digitalization and artificial intelligence into all areas of public administration, the economy, and the social sphere. This is not a fashionable slogan, but a strategic decision aimed at real results. Artificial intelligence will become a key tool that will increase management efficiency, reduce decision-making time, and increase labor productivity. The Head of State has set a priority to improve the quality of human capital through significant investments in education, science, and high technology. This step will strengthen Kazakhstan's global competitiveness and allow the full potential of the new generation to be fully realized. A reliable energy base is necessary for the sustainable development of the economy. In this regard, the President raised the issue of using coal using modern, environmentally friendly technologies and instructed to grant coal power the status of a National Project. Kazakhstan has about 33 billion tons of coal reserves, which is a strategic advantage of the country. In addition, systematic work will be carried out to develop new gas fields, effectively use the potential of hydropower, and develop nuclear power. Emphasis was also placed on infrastructure supporting the digital economy. The initiative to create a “Data Processing Center Valley” using the energy potential of the Ekibastuz Basin is an important step towards transforming Kazakhstan into a regional digital hub. Such data centers will strengthen the country’s IT infrastructure and open the way to attracting international investment. These initiatives of the President are aimed at shaping a new economic model for Kazakhstan, creating a high-tech, energy-efficient and competitive state. QazETA is a state digital platform designed to provide foreign nationals with convenient, transparent, and secure access to key migration and related services under the “one-stop shop” principle (a unified digital window for foreigners).The project aimed to create a modern, user-friendly platform for foreigners interacting with the government authorities of the Republic of Kazakhstan, as well as to improve the efficiency and quality of public service delivery.The QazETA platform is focused on:- simplifying procedures for entry into and stay of foreign nationals in the Republic of Kazakhstan;- creating a single digital entry point that ensures consistent interaction of foreign nationals with government services, from entry into the country to everyday services;- increasing transparency of processes, reducing application processing times, and improving service quality;- the digitalization of core migration procedures and their integration into mobile service;The platform is currently operating in pilot mode and the implementation of the platform will be carried out in phases. Currently, the following services are available:- issuance of electronic visas (e-Visa);- issuance of an Electronic Travel Authorization (ETA);- obtaining the status of an electronic resident of the Republic of Kazakhstan (e-Residency);- issuance of certificates confirming the crossing of the state border of the Republic of Kazakhstan by foreign nationals (including for the purpose of IMEI verification of mobile devices). Key services of the platform: Electronic visa (e-Visa)An electronic visa is a digital form of a state service for issuing visas to foreign nationals and stateless persons.Citizens of 104 countries may apply for a single-entry electronic visa under the following categories: "А3" (service), "А5" (investor), "В1","В2","В3", (business trip), "В9-1" (Digital Nomad Visa), "В10" (private travel), "В12" (tourist), "С12" (medical treatment). An electronic visa is issued on the basis of an electronically issued invitation (the invitation is issued by the territorial police authorities of the Ministry of Internal Affairs of the Republic of Kazakhstan) and is valid only for the visa holder and does not apply to accompanying persons. In case of passport replacement, a new electronic visa must be obtained.Foreign nationals and stateless persons are permitted to enter and exit the territory of the Republic of Kazakhstan using a valid electronic visa only through border crossing points of the international airports of the Republic of Kazakhstan. Electronic Travel Authorization (ETA) The ETA is intended for citizens of countries that are exempt from visa requirements of the Republic of Kazakhstan. The authorization is issued in electronic form.Foreign nationals planning to travel to Kazakhstan must submit an ETA application through the mobile application no later than 72 hours prior to travel. The validity period of the ETA is 180 days.The actual duration of stay of foreign nationals in Kazakhstan is regulated in accordance with the applicable migration legislation.At the same time, the issuance of an ETA does not guarantee entry into the territory of the Republic of Kazakhstan. The final decision on admission is made by the authorized state body of the Republic of Kazakhstan during border control procedures.The following categories are exempt from the requirement to obtain an ETA:- holders of diplomatic and service (official) passports;- members of official delegations;- representatives of the diplomatic corps accredited in the Republic of Kazakhstan.During the pilot period, obtaining an ETA is recommended but not mandatory for citizens of countries exempt from the Republic of Kazakhstan’s visa requirements. After the pilot period, the ETA will be gradually introduced as a mandatory requirement for these categories of citizens.  Electronic Residency (e-Residency)e-Residency is an innovative instrument that provides foreign nationals and stateless persons located outside the Republic of Kazakhstan with access to digital government and commercial services within the jurisdiction of the Astana International Financial Centre (AIFC).The e-Residency program is implemented within jurisdiction of the AIFC and provides for:- remote issuance of an Individual Identification Number (IIN);- opening of bank accounts and payment cards;- issuance of eSIMs;- remote company registration and business operationswithin jurisdiction of the AIFC. Further expansion of the platform’s functionality is planned, including the issuance of health insurance, the possibility of expedited border control for ETA holders (Fast Track), payment of service fees, and other digital services.The QazETA mobile application is available for download on Google Play and the App Store.As part of the project, a technical support service is in operation. Chairman of Kostanay city Maslikhat Omargali Baigabylov held a personal reception for citizens at the Kostanay regional branch of the AMANAT party. During the reception, residents asked questions related to the social sphere, housing and communal services, infrastructure development, land relations and other topical issues of local importance.Detailed explanations were given for each appeal within the framework of the current legislation, suggestions and comments from citizens were considered. Kazakhstan’s Political Reforms Receive European Recognition 21.01.2026
Strasbourg, January 19, 2026 – The Parliamentary Assembly of the Council of Europe (PACE) has adopted a written declaration entitled «Support for Kazakhstan’s Democratic Reforms and Regional Leadership».The document was authored by the British parliamentarian Michael German, a member of the Alliance of Liberals and Democrats for Europe. The declaration was signed by 21 parliamentarians, representing various political groups within PACE. The Academy of the Prosecutor General's Office became the head of the Association of Military and Special Educational Institutions 21.01.2026
On January 16, 2026, the Academy of Law Enforcement Agencies under the Prosecutor General's Office of the Republic of Kazakhstan was elected Chairman of the Association of Military and Special Educational Institutions of the Republic of Kazakhstan. The decision was made at the next meeting of the Association.The Association of Military and Special Educational Institutions of the Republic of Kazakhstan has been operating since 2023 and is an interdepartmental platform for cooperation between specialized educational organizations. Since 2024, the organization has been managed by the Academy of the National Security Committee of the Republic of Kazakhstan.The meeting of the Association was attended by representatives of the Presidential Administration and the Ministry of Science and Higher Education, as well as 14 educational institutions of the National Security Committee, the Ministry of Internal Affairs, and the Ministry of Defense of the Republic of Kazakhstan.The election of the Academy as the chairman of the Association was a confirmation of the high level of trust and recognition of its status as the leading scientific, educational and methodological center of the law enforcement system of the Republic of Kazakhstan.Speaking at the meeting, the Rector of the Academy, N.M. National Guard Servicemen of the Astana Garrison Win Medals at the Astana Sambo Championship 21.01.2026
The Astana City Sambo Championship was held in the capital of Kazakhstan. The Department of State Revenue for the Mangystau region informs that cases of deliberate bankruptcy have recently become more frequent, when companies, failing to meet their obligations or intentionally evading their fulfillment, are declared bankrupt through the courts. However, such actions do not go unpunished today.The concept of intentional bankruptcy is enshrined in the Law of the Republic of Kazakhstan "On Rehabilitation and Bankruptcy", according to which it refers to intentional actions by the founder or an official, as well as an individual entrepreneur, aimed at evading obligations to creditors, committed by alienation or concealment of property.Signs of deliberate bankruptcy may include the conclusion of deliberately unprofitable or fictitious transactions, withdrawal of assets, refusal to collect debts, concealment and transfer of property, fictitious increase in debt, deliberate destruction of the management and accounting system, and other illegal actions.The legislation of the Republic of Kazakhstan, namely the above-mentioned Law, the Code of Administrative Offences and the Criminal Code of the Republic of Kazakhstan provide for the personal responsibility of founders and officials.If it is established that the bankruptcy was intentional, then the controlling person may be brought to subsidiary responsibility in court, that is, the company's debts will have to be paid out of its own funds.In addition, subsidiary liability is possible even after the bankruptcy procedure is completed, if the guilty person is found guilty as a result of an administrative or criminal investigation.According to the information of the State Revenue Committee for 2024-2025, 120 administrative proceedings and more than 44 criminal cases on grounds of deliberate bankruptcy of companies were initiated based on the results of an analysis of the country's activities of all debtors in bankruptcy proceedings.Now the state revenue authorities plan to use automated tools to identify signs of deliberate bankruptcy, analyze transactions, relationships between companies and the behavior of debtors, for which active work has begun on automating rehabilitation and bankruptcy procedures.For example, the former director of a company in the Zhambyl region was found guilty of deliberate bankruptcy in 2024 by a court verdict, and in 2025 the court recovered more than 45 million tenge from this person in favor of creditors for withdrawn assets in the form of funds from bank accounts before declaring the company bankrupt.These cases are not isolated, in 2025 alone, more than 12 such court decisions were made against guilty persons in the country, and taking into account the introduction of automated processes for detecting illegal actions of debtors, state revenue authorities expect an increase in the effectiveness of materials sent to law enforcement agencies due to analytical validity and a systematic evidence base, respectively, an increase in the number of lawsuits sent to court..Thus, the bankruptcy procedure ceases to be a way of evading responsibility for unscrupulous entrepreneurs and becomes an effective tool for restoring justice — a mechanism aimed at maximizing satisfaction of creditors' claims by bringing perpetrators to personal responsibility.
