Dialogue of Trust and Development between Kazakhstan and Slovenia 25.12.2025
Ljubljana, 23 December 2025 - The Ambassador of the Republic of Kazakhstan to Slovenia Altaу Abibullayev met with the State Secretary (First Deputy Minister) of the Ministry of Foreign and European Affairs of Slovenia Dr. Melita Gabrič.During the meeting, the parties reviewed the political and diplomatic outcomes of 2025, discussed current issues of bilateral cooperation, aligned their positions on key areas of cooperation, and reaffirmed agreements previously reached at the highest and senior levels. Kazakhstan and the Institute of Information Sciences (IZUM) expand cooperation in digital spheres 25.12.2025
Maribor, December 24, 2025 – As part of a regional visit Ambassador of the Republic of Kazakhstan to Slovenia Altai Abibullayev, met with the leadership of the Institute of Information Sciences (IZUM - Institut informacijskih znanosti, Maribor) and discussed in detail the prospects for strategic and innovative cooperation, the development of digital technologies, artificial intelligence and high-performance computing.The Director of the Institute, Ales Bošnjak, noted that the Slovenian supercomputer and AI infrastructure is based on the integration of research information and library information systems. The Institute serves as UNESCO's regional center for library information systems. A special role in this is played by the cooperative bibliographic information system COBISS (Cooperative Bibliographic Information System), which unites 8 European countries. The system is based on the principle of a single catalog and metadata, used by all participating libraries, which ensures high data quality, cost reduction and full compatibility. An agreement in principle has been reached on establishing cooperation between COBISS and the National Library of Kazakhstan.The Ambassador got acquainted in detail with the functionality of the Slovenian VEGA supercomputer, which was launched as part of the HPC RIVR (Research Infrastructure of the Eastern Region) initiative. VEGA with a capacity of 6.9 petaflops is designed for high-load computing in the fields of seismology, climate, weather forecasting, high-energy physics and space, medicine and pharmacy (drug search, disease modeling), engineering and industrial modeling, artificial intelligence and machine learning. Slovenia was able to successfully integrate the national supercomputing ecosystem into the unified national SLING supercomputing network.Currently, a new large-scale VEGA-2 project, the Slovenian Artificial Intelligence Factory, is being implemented in Slovenia on an area of 3,000 square meters. meters with a total budget of about 150 million euros, which consists of two interrelated parts: the acquisition of a new AI-oriented supercomputer, as well as the creation of AI services, research and industrial implementation. The project is being implemented in coordination with EuroHPC Joint Undertaking and is part of the pan-European AI supercomputer ecosystem (resources are distributed according to the principle: 50% of computing power are European projects, 50% are projects where Slovenia is the leader). AI Factory's focus verticals include green transition, smart cities, industrial AI, agro- and food-tech (one of Slovenia's strongest competencies).Following the meeting, an agreement was reached in principle on further deepening bilateral scientific and technical cooperation and the development of joint innovative projects that strengthen the technological potential of both countries, in particular, the joint holding of the «Digital Bridge» IT Forum in Slovenia and the establishment of business cooperation between Astana Hub and IZUM.  New opportunities for pension asset management:result-oriented investmentsStarting from January 1, 2026, an assessment system based on Ki composite indices will be introduced to ensure an objective assessment of the effectiveness of investment portfolio managers (IPMS), depending on the level of profitability and risk.The composite index is a type of benchmark that includes indices of national and global stock markets, which provides an objective assessment of the results of the IPM, taking into account global economic trends, as well as capital market situations. Comparing the dynamics of these indices with the profitability of the portfolio of pension assets (PA) held in trust by the UIP will provide an opportunity to assess how much the management company follows market conditions - ahead or behind. A benchmark is a benchmark or benchmark that is used to compare the effectiveness and evaluate the performance of private managers.To date, the UAPF has concluded PA trust management agreements with five UIPS. It should be noted that within the framework of the current approach, the UIP adheres to established standards, legal requirements and ensures profitability indicators not lower than the minimum level calculated on the basis of the average return on pension assets. There is a steady increase in the volume of pension funds transferred to the management of the UIP. As of December 1, 2025, the total amount of pension assets transferred to the management of the UIP amounted to about 107.3 billion tenge. At the same time, most of the assets of the IP are invested in bonds and government securities, which corresponds to a conservative investment strategy. The current approach leads to the fact that the UIP with the largest amount of pension assets under their management has the most significant impact on the formation of weighted average returns, and, as a result, to a certain extent limits the investment opportunities of managers. The introduction of a management approach based on a recognized benchmark, which does not depend on the profitability of other IPMS and reflects the situation on global and local markets, will allow IPMS to rely on objective benchmarks and strive for the best results of investing pension assets.New rules for forming investment strategies and expanding investment opportunitiesStarting from January 1, 2026, UIPS will select a portfolio for investment strategies based on composite indices. The reference portfolio consists of a set of financial instruments reflecting the strategic interests of the investor. The profitability of the reference portfolio serves as a measure for evaluating the effectiveness of pension asset management. The composite benchmark includes indexes developed and tracked by the world's leading financial companies, as well as indexes of Kazakhstan Stock Exchange JSC in certain proportions, depending on the investment strategy.Each IP, as before, will manage assets within the framework of a single investment strategy - there is no provision for IP to choose between several strategy options. However, IP investment strategies will vary in terms of the level of risk, expected return, and duration of investment. Based on this, the UIP will be able to offer depositors one of three investment portfolios in the implementation of trust management of pension assets.:1. Portfolio Ki (12) for investors, regardless of the period before retirement. The minimum yield is determined based on the results of 12 months and must be at least 95% of the nominal yield of the corresponding composite index. The reference portfolio for the investment portfolio Ki (12) is the following indices: 10% - KASE index ;60% - KZGB_DPs index 10% - MSCI ACWI Index 20% - Bloomberg Global Index- Aggregate Total Return Index Value Hedged USD .2. Portfolio Ki (36) for investors retiring no earlier than in 3 years. The minimum yield is determined based on the results of 60 months and should not be lower than 85% of the nominal yield of the composite index.The reference portfolio for the Ki (60) investment portfolio is the following indices: 20% - KASE Index10% - KZGB_DPs Index60% - MSCI ACWI Index10% - Bloomberg Global Index- Aggregate Total Return Index Value Hedged USD.In addition, from January 1, 2026, the list of financial instruments allowed to be acquired at the expense of the PA will be expanded and new risk standards will be established. Thus, depending on the chosen IP benchmark, the structure of the investment portfolio will differ by type of instruments and each IP will determine its investment goals depending on the ratio of risk and return. Depositors will choose the strategy offered by a certain IPO, taking into account the acceptable level of risk for them and the established time limits for approaching retirement age. The transfer of part of the savings to the trust management of the UIP in accordance with the chosen strategy is a good opportunity to gain investment experience and analyze its results.The mechanism of compensation of the negative differenceIf the return on pension assets falls below the established minimum (composite benchmark), the IP must reimburse the amount of the negative difference from its own capital. The refund is made on the basis of a reconciliation report between the management company, the custodian bank and the UAPF.Innovations in legislation also suggest the possibility of termination of contracts between the UAPF and the UIP on the basis of the following conditions:• the PA trust management agreement may be terminated upon the expiration of one full calendar year from the date of conclusion of this agreement at the initiative of the IPU.;• The IPM is obliged to notify the authorized body, the UAPF and the custodian bank responsible for accounting and custody of the PA, no later than one year before the date of termination of the agreement, as well as to place an appropriate announcement on the corporate website;• within 5 business days after fulfilling its obligations, the UIP returns the PA to the UAPF custodial account with the National Bank of the Republic of Kazakhstan on the basis of the acceptance and transfer certificate.These rules ensure transparency and safety of depositors' funds when changing trust managers.Thus, the adopted innovations will allow:• to increase the long-term profitability and safety of the PA;• to develop a competitive environment among UIPS;• Empower depositors and strengthen their trust in the funded pension system.We remind you that an application for the transfer of a part of pension savings to the trust management of the UIP can be submitted in your personal account on the website www.enpf .kz either in the UAPF mobile application, as well as by contacting the UAPF office in person.Source : https://www.gov.kz/memleket/entities/social-abay/press/news/details/1140215?lang=kk

В тот же день в штаб-квартире Организации Объединенных Наций в Нью-Йорке мировые лидеры приняли повестку дня в области устойчивого развития до 2030 года. Повестка дня в области устойчивого развития ориентирована на масштабные и долгосрочные изменения. Она объединяет 17 направлений Целей устойчивого развития, охватывающие основные аспекты социального, экономического и экологического развития. Об этом на пресс-конференции в СЦК напомнил вице-министр национальной экономики РК Асан Дарбаев.В Казахстане сформирована институциональная основа, направленная на реализацию Целей устойчивого развития Организации Объединенных Наций. Сегодня в Казахстане свою деятельность осуществляет Парламентская комиссия по мониторингу реализации национальных целей и задач в области устойчивого развития в Республике Казахстан. «Заседания Комиссии проводятся на постоянной основе с участием руководства Правительства, министерства национальной экономики и заинтересованных министерств и ведомств. Проведено 11 заседаний. Таким образом, вопросы реализации Целей устойчивого развития находятся на постоянном контроле депутатов Парламента, что обеспечивает дополнительный мониторинг и механизм общественной ответственности. Адаптация стратегических Целей устойчивого развития осуществляется через документы системы государственного планирования. В Казахстане действует обновленная система государственного планирования, в рамках которой национальные индикаторы Целей устойчивого развития внедряются в документы программного и стратегического планирования, в том числе путем их локализации в региональных документах. Об этом сообщил вице-министр национальной экономики РК Асан Дарбаев на площадке СЦК.По данным Министерства национальной экономики РК, порядка 94,2% национальных индикаторов включены в планы развития государственных органов, а в планах развития областей уровень охвата ключевых индикаторов для регионов достигает 100%.«За последние 10 лет с момента принятия Целей устойчивого развития наблюдается положительная динамика по многим направлениям. Так, если охват дошкольным образованием в 2015 году составлял 53,8%, то в 2024 году показатель достиг 95,9%. Вместе с тем дальнейшее улучшение показателей достижения Целей устойчивого развития требует обеспечения тесной взаимосвязи стратегического и бюджетного планирования», – отметил спикер.Таким образом, национальные индикаторы Целей устойчивого развития, включенные в стратегические документы, напрямую увязаны с бюджетными программами. Kazakhstan's international authority is consistently strengthening. Special attention is paid to discussing the implementation of the Sustainable Development Goals and the search for optimal solutions at various venues. Every three years, Kazakhstan presents its Voluntary National Reviews at the High-level Political Forum on Sustainable Development. This was announced by Vice Minister of National Economy of the Republic of Kazakhstan Asan Darbayev at a press conference in the CCS. The presentation of a Voluntary national Review on such an international platform for Kazakhstan is not only an opportunity to demonstrate its achievements and identify existing challenges, but also a way to obtain international expert assessment, access to international best practices and participate in open discussions, which ultimately contributes to strengthening national capacities in the field of sustainable development.To date, Kazakhstan has submitted 3 national reviews."This year, within the framework of the High-level Political Forum held at the United Nations Headquarters, Kazakhstan participated among 144 States and was among 37 countries that submitted their third Voluntary National Survey. In this review, special attention was paid to localization issues - the transfer of global goals to the level of regions and local communities. The review preparation process was based on an inclusive approach: 25 government agencies and all local executive bodies were involved in its development," the speaker said.A key feature of the 2025 review was the broad participation of civil society, scientific and expert communities.In preparation for the review, a series of regional seminars were held to discuss the draft document and its localization issues.The global sustainable development agenda requires consolidation of efforts and development of regional cooperation.
