On December 18, the Akim of the Mangystau Region, Nurdaulet Kilybay, met with the Ambassador Extraordinary and Plenipotentiary of France to Kazakhstan, Sylvain Guigue.During the meeting, the parties discussed issues related to the development of cooperation between the Mangystau Region and the French side within the framework of the strategic partnership between Kazakhstan and France. Since 2026, the budget classification code 105316 has been changed to 401101. Since 01.01.2026, amendments to the Unified Budget Classification, Order No. 151 of the Minister of Finance of the Republic of Kazakhstan dated April 4, 2025, have been put into effect. According to Appendix 1 of the Order classification of budget revenues, "Payment for negative Environmental impact", the budget classification code has been changed from 105316 to KBK 401101. Bangkok, 23 December 2025 - As part of efforts to establish and expand cooperation with regions of Thailand, the Ambassador of the Republic of Kazakhstan to the Kingdom of Thailand, Mr. Margulan Baimukhan, held meetings with the Governor of Chonburi Province, Mr. Narit Niramaiwong, as well as with the Mayor of Pattaya, Mr. Poramase Ngampiches. Information on the Procedure for Terminating Activities (Jan 1 – Feb 28, 2026) for Taxpayers Applying Specific Special Tax Regimes 24.12.2025
Starting January 1, 2026, a new Tax Code comes into effect, providing for three types of Special Tax Regimes (STR): For the self-employed; Based on a simplified declaration; For peasant or farm enterprises. Accordingly, the previous Special Tax Regimes based on simplified declaration, fixed deduction, and retail tax are abolished effective January 1, 2026. If taxpayers who applied the simplified declaration, fixed deduction, or retail tax regimes in 2025 decide to terminate their activities (liquidation/closure) in January or February 2026, they must account for the fact that these regimes no longer exist as of January 1, 2026. Consequently, the corresponding Tax Reporting Forms (TRF) for these abolished regimes will be unavailable. In this regard, taxpayers deciding to terminate activities between January 1 and February 28, 2026, should perform the following actions:Submit Tax Reporting File a tax declaration marked as "Regular" for the 4th quarter of 2025 or the 2nd half of 2025 (depending on the specific regime used).Submit a Notification of the Applied Tax Regime Fill out the notification, specifically marking Section 2 as follows: Regarding the transition: * "A. to the STR based on simplified declaration" OR "C. to the general tax regime"; Regarding the reason: * "A. Implementation of Currency Control by Customs Authorities 24.12.2025
On 18–19 December 2025 a seminar “Implementation of Currency Control by Customs Authorities” was held with the support of the OSCE Programme Office in Astana. The event was aimed at enhancing the professional qualifications of customs officials, as well as addressing current issues related to the practical application of currency legislation in the activities of customs authorities. The seminar brought together officials from the State Revenue Committee, as well as from territorial state revenue bodies. The seminar was opened with welcoming remarks by:Dzhumagulov Kairat, Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan;Assel Karataeva, Head of the Military-Political Dimension Department of the OSCE Programme Office in Astana. The organization of this seminar was driven by the growing role of currency control in ensuring the economic security of the state, maintaining the stability of foreign trade operations, and preventing violations of currency legislation. The seminar lecturer was Ivanushchenko Alevtina, an international expert, Candidate of Economic Sciences, and Associate Professor of the Department of Customs Revenues and Tariff Regulation at the Russian Customs Academy. Within the framework of the programme, key aspects of the implementation of currency control, liability for violations of currency legislation, as well as best international practices and approaches to the organization of currency control were examined. Particular attention was paid to liability for breaches of currency legislation, as well as to global and Russian experience in monitoring suspicious currency transactions and combating money laundering. During the two-day seminar, participants analyzed real-life examples of law enforcement practice, discussed mechanisms of interagency cooperation, and reviewed prospects for the development of currency regulation in the countries of the Eurasian Economic Union. The seminar contributed to enhancing the professional competence of specialists and strengthening the capacity of state revenue authorities in the field of currency control.
