Kazakhstan expands agricultural exports to 14.5 million tons to deepen cooperation with Uzbekistan 14.11.2025
On November 13, 2025, the first meeting of the Council of Ministers of Trade and Investment of Central Asian States and Azerbaijan was held in Tashkent. Arman Shakkaliyev, Minister of Trade and Integration of the Republic of Kazakhstan, represented the Republic of Kazakhstan at the event.In his speech, the minister emphasized that Kazakhstan and Uzbekistan remain the main drivers of economic growth in Central Asia. The two countries account for approximately 80% of all mutual regional trade. In the first nine months of this year, bilateral trade turnover reached $3.4 billion, representing an increase of more than 18%. According to Shakkaliyev, these figures confirm the sustainability of the dynamics and the effectiveness of the systematic work of the governments and business communities of the two countries.The minister outlined the strategic objective of increasing mutual trade between Kazakhstan and Uzbekistan to $10 billion. He stated that achieving this goal requires a shift from traditional commodity trade to the development of joint ventures, deeper industrial cooperation, and the creation of export-oriented value chains. Currently, over 2,400 enterprises with Uzbek capital operate in Kazakhstan, including nearly 500 joint ventures. The bilateral cooperation portfolio comprises 78 projects worth over $1.7 billion, of which 13 projects worth $220.9 million have already been successfully implemented.Particular attention was paid to the development of the agro-industrial complex. Kazakhstan proposed the development of complete production chains, including feedlots, meat and milk processing, the development of the oil and fat industry, and the creation of cross-border agro-clusters. Kazakhstan also expressed its readiness to expand its export basket of agricultural products to approximately 14.5 million tons, including grains, legumes, oilseeds, flour, and vegetable oil. The implementation of such initiatives will strengthen food security and expand joint production to markets in China, the Middle East, and South Asia.Transport and logistics projects were identified as an important area of ​​cooperation. Kazakhstan and Uzbekistan view the development of transit corridors as a strategic factor in growing regional trade. Last year, the volume of cargo transported along the Trans-Caspian International Transport Route through Kazakhstan amounted to approximately 2.8 million tons, a 35% increase compared to the previous year. Kazakhstan proposed strengthening tariff policy coordination, accelerating the digitalization of logistics processes, modernizing infrastructure, and implementing paperless trade mechanisms to reduce business costs and increase corridor capacity.Special emphasis was placed on digital transformation. Kazakhstan is a leader in the region in terms of IT industry development: IT services exports increased from $50 million in 2020 to $600 million in 2024. The international startup tech park, Astana Hub, which unites over 1,300 IT companies from 30 countries, makes a significant contribution to the development of the tech ecosystem. An accompanying bill of lading for goods (hereinafter referred to as a Bill of lading) is a shipping document that, among other things, confirms the shipment of goods to the taxpayer, and is a primary accounting document.The SNT is issued in electronic form in the electronic invoice information system (hereinafter referred to as the ECF Information system), except in cases of technical errors confirmed on the Internet resource of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, then the SNT is issued on paper and must be entered into the ECF information system within 3 working days from the date of elimination of the technical error..  Registration is carried out by the supplier (upon import — by the recipient) using the "Virtual Warehouse" module (a special electronic module in the IS ESF system, which is designed for automated control and tracking of the movement of goods).The SNT must comply with the requirements of tax legislation, the Law "On Electronic Document and Electronic Digital Signature" and the Rules of December 26, 2019 No. 1424 "On approval of the List of goods subject to the obligation to issue accompanying invoices for goods, as well as the Rules of registration and their document management".Deadlines for registration of a farming co-op:When moving, selling or shipping in the Republic of Kazakhstan: no later than the beginning of the movement, sale and (or) shipment of goods;When imported from non-EAEU countries: no later than the start of movement or sale after customs clearance;When imported from the EAEU countries: before crossing the state border;When exported to countries outside the EAEU: no later than the start of movement, sale or shipment;When exported to the EAEU countries: no later than the start of movement, sale or shipment;During transit through the territory of the Republic of Kazakhstan (for the EAEU countries): at a road checkpoint. The data provided in the CTA must match the information in other documents, such as electronic invoices. Thessaloniki, 14 November 2025 – The Ambassador of Kazakhstan to the Hellenic Republic, Timur Sultangozhin, paid a working visit to Thessaloniki, the country’s second-largest city and its informal “northern capital.” Thessaloniki, the administrative center of the Central Macedonia region, is one of the leading economic and transport-logistics hubs in the Balkans, with significant industrial, innovation and academic potential. During the visit, the Ambassador held meetings with the municipal authorities, business representatives and the academic community to advance practical cooperation.In his meeting with the Mayor of Thessaloniki, Stelios Angeloudis, discussions focused on strengthening partnerships between the regions of the two countries, including cooperation in urban infrastructure, transport and logistics solutions, digital municipal governance, tourism and cultural initiatives. On November 11, 2025, the KTMR held a hearing of the annual report of the KazStandard RSE on the implementation of Budget Program No. 061 "Services in Technical Regulation and Metrology," the activities "Creation and Maintenance of State Standards of Units of Measurement of the Republic of Kazakhstan" and "Conducting an Expertise Review of Draft Standardization and Metrological Expertise Documents" for the period January–November 2025.The Institute's management presented detailed reports on the implementation of key objectives to ensure the uniformity of measurements. Following the hearing, the Committee noted the high level of achievement of planned indicators, as well as significant successes in international cooperation.Key Achievements and IndicatorsAchievement of KPIs for International Recognition (Exceeding the Plan): One of the main successes noted by the KTMR was the fulfillment of the key indicator of the MTI RK Development Plan for 2023–2027, concerning internationally recognized measurement capabilities (IRMC). The growth rate of internationally recognized measurement standards in Kazakhstan was recorded at 4.3% compared to the 2023 figure, demonstrating Kazakhstan's strengthening position in the global metrology community. Kazakhstan ranks 45th out of 112 countries participating in the CIPM MRA Agreement on the Mutual Recognition of National Measurement Standards and Calibration and Measurement Certificates.Strengthening regional leadership: Kazakhstan has achieved significant success within the Interstate Council for Standardization, Metrology and Certification (ISC) of the CIS. Following the 67th ISC meeting, the Republic of Kazakhstan was elected as a co-chair of the Council for 2026–2027, underscoring its growing role and contribution to CIS integration processes.To meet the needs of domestic industry:The uninterrupted operation of five standards maintenance centers (Astana and four branches) has been ensured;2,738 metrological procedures were performed (1,438 calibrations and 1,300 verifications of measuring instruments);2,270 units of various standard samples (SRMs) were produced, including verification gas mixtures and metal SRMs.International activity: KazStandard actively participated in international comparisons, including successfully conducting measurements on four topics within COOMET and EURAMET. The Institute also confirmed its participation in three new comparisons for 2025–2026, including its role as coordinator for COOMET pilot comparison 898/KZ/24 "Calibration of Industrial Resistance Thermometers in Thermostats." A cooperation agreement was signed with the Slovak Institute of Metrology. 5. As part of the "Review of Draft Standardization Documents and Metrological Review" activity, KazStandard conducted a metrological review of 13 Lists of Measurements Relevant to State Regulation, 8 draft regulatory legal acts, 1 draft standard for EAEU TR 034, and 11 draft standardization documents developed in accordance with the 2025 Standardization Plan.The work included:Analysis of approved lists of measurements for each regulated industry;Assessment of their compliance with current national needs and international requirements, including OIML, BIPM, and COOMET recommendations;Comparison of national lists with similar documents from other countries;Determination of key measured parameters affecting safety and identification of measuring instruments that monitor them;Comparison of measuring instruments registered in the State Measurement Inspection Register of the Republic of Kazakhstan with those actually used in industries.The results of the review will form the basis for updating the measurement lists to identify key measuring instruments and improve the regulatory framework.The meeting discussed current issues related to the need to continually update the reference base and ensure compliance with international requirements.
