The Crime Threat and Public Safety Risk Forecasting Center of the Committee on Legal Statistics and Special Records of the Prosecutor General’s Office warns about the increasing activity of internet fraudsters who involve citizens in financial scams using fake investment platforms, deepfake technologies, and fraudulent services promising to recover previously lost investments.Previously, criminals used phishing websites pretending to be Kazatomprom, but now cybercriminals create fake investment platforms imitating second-tier banks and large construction companies. Using deepfake technologies—such as images, videos, or voices of well-known public figures—they promote fraudulent platforms in order to obtain citizens’ money.In addition, social networks are actively advertising services that supposedly help victims recover money lost to dishonest brokers.In reality, this is another fraudulent scheme targeting people who have already lost money through investments.Stay vigilant!To protect your money, it is recommended to:do not follow suspicious links;do not share personal or banking information with third parties;verify information about investment offers distributed through social networks, messengers, and advertisements, especially when they promise high and guaranteed returns;if fraud is detected, immediately contact law enforcement authorities and inform your bank.Fraudsters exploit trust.     In order to support entrepreneurs and improve the quality of accounting and tax accounting, the Ministry of Finance of the Republic of Kazakhstan is holding an action "People's Accountant."        The promotion started on January 5, 2026 and will last until June 30, 2026.        "People's Accountant" is a free advisory assistance for individual entrepreneurs and small businesses.        Entrepreneurs will be able to get clear and practical explanations on accounting, tax reporting and work in information systems.    In Akmola region, the action is held in the State Department of Internal Affairs in Kokshetau at Kokshetau pr. Nazarbayeva 21A. Work schedule from March 2026 consultation 2 times a week (Tuesday, Thursday) from 10:00 to 13:00..Video consultations and telephone communication between district and city departments during reception hours are also provided.      In addition to face-to-face consultations, entrepreneurs will have access to:          - online consultations through official resources;          - webinars (online and offline);          - thematic consultation sessions during reporting periods.The People's Accountant campaign is the first step towards the transition from a control model to taxpayer service support. Starting from 2026, it is no longer necessary to confirm tax residency within the country: What employers and citizens need to know Starting from January 1, 2026, along with the new Tax Code, changes came into force that directly concern the confirmation of the tax residency status of individuals. The main innovation is that the state service for issuing a certificate of tax residency is now provided exclusively for use outside the Republic of Kazakhstan. Who now determines the status of a resident?From this year, the duty to determine the tax resident status is assigned to the tax agent - the employer or other person paying the income. The basis is Article 222 of the Tax Code. An individual is recognized as a tax resident of Kazakhstan if at least one of the two conditions is met: it is permanently in the country; its center of vital interests is in Kazakhstan.Permanent residence is considered to be staying in the country for at least 183 calendar days in any consecutive 12-month period (including days of entry and exit). The center of vital interests is recognized as being in Kazakhstan if three criteria are met simultaneously: having a citizenship of the Republic of Kazakhstan, a residence permit or a residence authorization; residing in the country of the spouse (spouses) and (or) close relatives; having real estate in Kazakhstan that is available for living.If a person meets the specified conditions, they are recognized as a tax resident, and the tax agent determines this status independently, without requesting a certificate from the authorized authorities. What about tax deductions? The Tax Code retains the right of individuals to apply deductions when determining their taxable income. Starting from January 1, 2026, a basic tax deduction of 30 times the monthly calculation index (MCI) for each calendar month has been introduced, but not exceeding 360 times the MCI per year. It is applied to the income of a tax resident when calculating individual income tax.The procedure for applying deductions by a tax agent is established by Article 343 of the Tax Code. For reference: in 2025, 477 taxpayers applied to the Department of State Revenue for the Kostanay Region to confirm their tax residency. The Ethical Code of Civil Servants of the Republic of Kazakhstan stipulates that public service is an expression of special trust on the part of society and the state. Social stability, regional economic development, and the level of public trust in the government depend on the quality of civil servants' work. Therefore, protecting their rights and legitimate interests is one of the most important conditions for the development of a professional and sustainable government apparatus.In 2025, following analyses and audits, the Department reinstated the rights of 350 civil servants, including:- 82 individuals received reimbursement for travel expenses totaling over 1 million tenge;- 5 individuals underwent a performance assessment, which allowed them to subsequently receive fair bonuses;- 10 individuals received payments totaling approximately 300,000 tenge upon assignment of other government positions;- 13 individuals had their seniority, which qualifies them for salary adjustments, recalculated;- 218 individuals were granted time off for being unjustifiably called upon to work overtime, etc.These figures are not just statistics, but a principled position aimed at protecting every civil servant.The measures taken have enabled the restoration of civil servants' rights at the local level. The Transition Period for Selecting a Taxation Regime Has Concluded 04.03.2026
March 1, 2026, marked the end of the transition period during which taxpayers selected their preferred taxation regime. Following this transition, the majority of business entities either retained or opted for special tax regimes (STR) tailored toward simplified business operations.More than 1.2 million entrepreneurs chose the Special Tax Regime based on a Simplified Declaration. The simplified declaration remains the most sought-after regime among small and medium-sized enterprises (SMEs), as it has been both preserved and modernized to meet their needs.The regime is available to taxpayers with an annual income of up to 600,000 MCI (approximately 2.6 billion KZT).Key Advantages of the Regime:No limits on the number of employees, which facilitates the legalization of employment;A flat CIT/IIT rate of 4%, with local representative bodies (Maslikhats) authorized to decrease or increase the rate by up to 50%;Exemption from VAT;Bi-annual obligations: Tax filing and payments are required only twice a year.These conditions make conducting business simpler, more transparent, and more predictable. Special Tax Regime for the Self-EmployedThe special tax regime for the self-employed is currently utilized by 346,000 individuals, including 265,000 new users. Consequently, the tax reform has successfully brought 265,000 individuals out of "shadow" employment, allowing them to operate officially.This regime is designed for citizens with modest incomes—up to 300 MCI per month (approximately 1.3 million KZT)—as well as for individuals engaged in occasional work without employees, including those working via digital platforms. It is important to note that the self-employed regime is available to citizens of the Republic of Kazakhstan and Kandasy (ethnic returnees) who:Previously utilized patent-based STRs or the special mobile application;Are not registered as Individual Entrepreneurs (IE);Do not hire employees;Engage in authorized types of activity (40 approved categories).Primary Benefits for the Self-Employed:The fulfillment of tax obligations for the self-employed has been simplified to the maximum extent:No registration as an Individual Entrepreneur is required;Exemption from Individual Income Tax (IIT);Single obligation: A social payment of 4% of income, which includes pension, social, and medical insurance contributions.The self-employed regime enables citizens to work legally, accumulate pension savings, and gain access to social protection. Conclusion: The conclusion of the transition period has established an up-to-date and transparent taxpayer structure based on the applied taxation regimes.  Source : https://www.gov.kz/memleket/entities/kgd-zhetysu/press/news/details/1174772?lang=kk

Value Added Tax: Basic Provisions and Rates 04.03.2026
In accordance with the tax legislation of the Republic of Kazakhstan, Value Added Tax (VAT) payers include registered legal entities and individuals importing goods into the territory of the Republic of Kazakhstan. Additionally, persons whose taxable turnover exceeds the established threshold are required to register for VAT.The VAT registration threshold is 10,000 times the Monthly Calculation Index (MCI) as effective on January 1st of the relevant financial year. If this limit is exceeded, the taxpayer must mandatorily register as a VAT payer.Value Added Tax is calculated based on taxable turnover and taxable imports. This means that VAT is applied during the sale of goods, works, and services within Kazakhstan, as well as during the importation of goods.The standard VAT rate is 16%. This rate applies to both taxable turnover and taxable imports.Furthermore, reduced rates are provided for specific goods and services. In particular, the VAT rate for medical services, medicines, and medical devices will be 5% starting from January 1, 2026, and 10% from January 1, 2027. For the sale of domestic periodicals, the VAT rate is set at 10%.Medical services and medicines provided within the guaranteed volume of free medical care and the compulsory social health insurance system are exempt from VAT.The tax period for Value Added Tax is a calendar quarter.
