According to the order “On determining the list of goods subject to labelling”, beer and beer drinks are included in the list of products subject to compulsory labelling in Kazakhstan from 1 February 2026. QazETA is a state digital platform designed to provide foreign nationals with convenient, transparent, and secure access to key migration and related services under the “one-stop shop” principle (a unified digital window for foreigners).The project aimed to create a modern, user-friendly platform for foreigners interacting with the government authorities of the Republic of Kazakhstan, as well as to improve the efficiency and quality of public service delivery.The QazETA platform is focused on:- simplifying procedures for entry into and stay of foreign nationals in the Republic of Kazakhstan;- creating a single digital entry point that ensures consistent interaction of foreign nationals with government services, from entry into the country to everyday services;- increasing transparency of processes, reducing application processing times, and improving service quality;- the digitalization of core migration procedures and their integration into mobile service;The platform is currently operating in pilot mode and the implementation of the platform will be carried out in phases. The Constitutional Commission played a key role in the process of developing a new Constitution in the Republic of Kazakhstan. The main task of the Commission was to develop legally sound proposals in the context of constitutional reform that met the needs of society. The commission consisted of 130 people, including legal scholars, maslikhat chairmen, representatives of the National Kurultai, members of regional public councils, experts, and heads of the scientific community and the media. This composition allowed for a comprehensive and professional discussion of the reform. The Office of the Constitutional Court of the Republic of Kazakhstan was appointed as the working body of the Commission, which provided systematization of proposals and legal expertise. The Commission meetings were held in an open format, and well-known lawyers, human rights defenders, public activists, deputies and political scientists spoke at the meetings. In addition, the work of the commission was broadcast live and widely and in detail reported in the media. This clearly demonstrates that the new draft Constitution was developed in accordance with the principles of openness, transparency, and public oversight.

The process of developing a new draft Constitution in the Republic of Kazakhstan was carried out systematically and in stages. This initiative began with the proposal of the Head of State Kassym-Jomart Tokayev on September 8, 2025, to establish a unicameral Parliament in Kazakhstan. This proposal determined a new direction for political reforms in the country. On October 8, 2025, a decree was signed on the establishment of a special Working Group on parliamentary reform, forming an institutional mechanism for developing legislative amendments. In order to ensure broad participation of civil society in the reform, proposals were accepted through the e-Otinish and eGov platforms, and about two thousand opinions and initiatives were registered. During the discussion of the new draft Constitution, open public hearings were held, the proposed norms were comprehensively analyzed and elaborated in detail. Proposals from citizens, political parties, public organizations, and experts were comprehensively considered. A Constitutional Commission was established on January 21, 2026, including representatives of all regions and social groups, and the process of discussing the reform lasted about six months. This indicates that the new draft Constitution was developed on the basis of public consensus. In general, the process of preparing the new Constitution was conducted based on the principles of transparency, inclusiveness, and professional expertise.

The draft of the new Constitution of the Republic of Kazakhstan envisages qualitative substantive changes in the constitutional development of the country. The new edition proposes to systematize the structure of the Constitution and approve a version consisting of an Introduction, 11 parts and 95 articles. This is aimed at increasing the clarity and effectiveness of legal norms. The main innovation of the project is the first definition of human rights and freedoms in the Preamble as a key priority of the state. This approach clarifies the direction of Kazakhstan as a state based on the rule of law and strengthens the protection of human dignity at the constitutional level. In addition, unity and solidarity, interethnic and interfaith harmony were established as the foundations of Kazakhstan's statehood. Sovereignty and independence, unitary nature and territorial integrity were included in the category of immutable constitutional values. For the first time, the principles of Justice, Law and Order, as well as respect for nature, were enshrined at the Constitutional level, forming the legal basis for the long-term development of the state. These changes are aimed at establishing a new model of responsibility between society and the state.

One of the main innovations in the new draft Constitution is the clear and unambiguous affirmation of the fundamental values of the state. I believe that the clear enshrining of the principle of separation of religion and state at the Constitutional level is an important decision aimed at preserving the solid foundation of a secular state. This is the most reliable way to ensure freedom of conscience for every citizen. At the same time, the establishment of the secular nature of education and upbringing will allow future generations to think critically and create a society based on science and knowledge. This norm is a guarantee of maintaining ideological neutrality and developing high-quality human capital. The constitutional recognition of marriage as a voluntary and equal union between a man and a woman is aimed at protecting traditional family values at the highest legal level. This decision is an important step that, in addition to maintaining stability in society, strengthens the legal equality of men and women. In general, the proposed constitutional norms show that the future of the state is linked to value clarity, legal stability, and social harmony. This is a balanced solution that meets the needs of the times and preserves national identity.

The Constitutional Reform Commission has published a draft of the new Constitution of the Republic of Kazakhstan. The document is aimed at ensuring the long-term development of the country and is developed taking into account public demands and modern requirements. The central idea of the new draft Constitution is the development of education and science, culture, and innovation. These areas are considered the main pillars of the sustainable development of the state and the strengthening of human capital. In addition, the document identifies digitalization as one of the important substantive areas. For the first time, a specific constitutional norm is being approved regarding the protection of citizens' rights in the digital environment. This initiative is aimed at increasing digital security, protecting personal data, and strengthening citizens' legal guarantees when using modern technologies.
