The XVII session of the regional maslikhat took place yesterday, featuring the involvement of regional akim Nurlybek Nalibaev.Opening the work of session, the akim of the region presented the results of the past year. It was noted that the region ranks first in the republic in all key macroeconomic indicators. According to the results of 11 months of 2024, the growth of industrial production volumes was 0.8%, manufacturing industry 20.6%, agriculture 3%, housing construction 15.3%, construction 57.5%, and transport 3.3%. Investments totaling KZT 559 billion were attracted to fixed assets, marking an increase of 20.6%. The head of the region particularly highlighted efforts to attract foreign investment and advanced technologies. For this purpose, the regional akim recently traveled to Italy, Spain, and Turkey with representatives of business structures. With the support of the Ministry of Foreign Affairs and the embassies of Kazakhstan, the Kyzylorda delegation held important meetings in these countries, during which they exchanged experiences and signed cooperation agreements with leading companies. As the head of the region stated, efforts to attract investment will continue in the future.This year, a good harvest of rice was collected - about half a million tonnes, with an average yield of 58 cents. In total, different types of crops were grown on an area exceeding 189,000 hectares. Projects aimed at improving people's quality of life are being actively implemented, including those related to road infrastructure, clean drinking water supply, gas supply and housing.On the instructions of the Head of State, large-scale projects have been planned to be implemented in the region to reduce electricity deficits in the southern parts of the country.The heating season is proceeding normally this year. KZT 1.2 billion were allocated from different sources of funding to reconstruct heat supply facilities and networks. At the session, N. Nalibaev focused on regional budgets for 2025-2027, and changes of Kyzylorda development plan for 2021-2035.The regional budget for this year was approved at KZT 605 trillion. By the end of this year, it will reach KZT 750 trillion as the regional akim assured. The budget for next year is expected to be no less.To increase socio-economic development and improve the well-being of the population, 27 indicators will be included in the Regional Development Plan.The chairman of the local maslikhat, Murat Tleubetov, reported on the progress made. The work plan for the regional maslihat for 2025 has been approved. A total of 15 items were submitted to this session of the maslikhat. At a Government meeting chaired by Prime Minister Olzhas Bektenov, issues related to the development of the construction industry and cross-border hubs were discussed. Akim of the region Nurlybek Nalibayev took part in his work in a selector mode.After the Government meeting, the head of the region held a meeting on the issues discussed. N. Nalibayev noted that in the first 10 months of this year, the volume of construction work amounted to 193.9 billion tenge, which allowed the region to take the first place in the republic. 128.5 billion tenge has been allocated from the state budget for the development of this industry, and 197 facilities are under construction.– Now we have to complete the work that has begun and put the facilities into operation on time, – said the akim of the region. – It is necessary to take strict control over compliance with the draft design and the quality of construction work. Special attention should also be paid to providing residential buildings with engineering infrastructure.As part of the "Concept for the development of housing and communal infrastructure for 2023-2029", 701.6 thousand square meters of housing were planned to be commissioned this year from all sources of financing. In accordance with the action plan to ensure economic growth, it is planned to build 863.9 thousand square meters of housing. Since the beginning of the year, 772.6 thousand square meters (109.9 percent) have been commissioned.As of today, one school has been commissioned, three schools are scheduled to be completed by the end of the year, and six more are planned to be built next year. Within the framework of the national project "Modernization of rural healthcare", 5.2 billion tenge was allocated from the budget for the construction of 15 medical facilities.According to the Auyl – el Besigi project, 1.5 billion tenge was allocated for the construction of an outpatient clinic, eight sports complexes, four rural clubs and eight engineering networks. 39.1 billion tenge was provided for housing construction, as well as the purchase of ready-made apartments from private developers, and by the end of the year it is planned to hand over the keys to almost 2,500 apartments to residents.Six seven-storey mortgage houses have been built on the left bank of the regional center. It was planned to purchase 1,954 ready–made apartments from private developers, 317 apartments have been purchased in Kyzylorda today, and 538 in the districts. Next year, it is planned to commission 10 five-storey residential buildings, and the construction of 10 seven-storey buildings will begin. Within the framework of the national project, 21 residential buildings with 1,154 apartments are being built. Funds have been allocated for the purchase of housing for 1,819 families from the socially vulnerable category and 135 families whose housing is recognized as emergency. To date, 1,114 apartments have been purchased for these categories. The volume of housing construction in the region has increased by 126%. If 683 thousand square meters of housing were commissioned in 2022, then by the end of this year the volume will increase to 864 thousand.- Effective work to provide housing to the population is carried out in the Karmakshy district, noted the akim of the region. In 2023, the district budget was more than KZT 13.3 billion, this year it reached more than KZT 17.8 billion and increased by 25%. This year, KZT 2.1 billion were allocated for the repair of roads. A public procurement competition was announced for the construction of a bridge over the railway in the village of Zhosaly. Ermek Marzhikpayev, adviser to the prime minister, visited the region during a working trip. He got acquainted with the work on road and transport infrastructure development, new social facilities, visited the construction sites of the regional center. As of now, all the necessary equipment has been delivered and installation will begin next February. The project is being implemented by Aksa Energy, a Turkish company that has invested KZT 127 billion in the facility. These enormous funds are used to solve the most pressing issues in the area, improve the quality of life for residents, and implement large-scale infrastructure projects.The electricity supply projects for the population amount to 38. This will reduce the number of outdated power lines from 66% to 62%. On gasification, 20 projects worth KZT 30 billion 500 million are being implemented. By the end of this year, the gasification rate in the region will be 78%. KZT 5 billion 300 million will be spent on projects aimed at providing centralized drinking water supply to the population. Also, KZT 43 billion 300 million was spent on repairing more than 300 km of roads. The participants stressed the importance of developing such projects for rural communities.As part of a charity project implemented by the Kazakhstan Khalqyna Foundation, the Akimat of the West Kazakhstan region and the TANA Foundation, it is planned to upgrade 25 libraries in the region - turning them into community centers while maintaining the library function - out of 356 operating in the region. The total population coverage of the project will be more than 130,000 people.As part of the project, the library of each community center will be replenished with more than 800 new books for a total amount of over 68 million tenge. Among them are outstanding works by Kazakhstani and foreign authors.The Akimat of the region carried out repairs in the centers: the total area of the renovated premises was 680 square meters. m. 43,345,000 tenge was allocated for the construction of two community centers in Darinsk and Bayterek. The community centers are also equipped with modern musical instruments, board games, sewing and needlework equipment. Residents are provided with access to modern technologies, as well as venues for educational and cultural events.The centers have already become a place of attraction for the local population. New clubs have been created: the local history club "Zhamylgan kok zhelegin zhumak meken", "Abaytanu", the women's club "Syrgalym" and the club "Kunshuak" for people with special needs.It is worth noting that the West Kazakhstan region was the first in the country to transform outdated libraries into modern community centers. Akim of the West Kazakhstan region Nariman Turegaliyev noted that the modernization of libraries is an important impetus for the development and improvement of youth creativity."The Head of State pays special attention to youth support and cultural development. These apartments are intended for doctors who have moved to Irgiz.In 2023, Akim of the region Askhat Shakharov visited a residential facility under construction during a trip to the Irgiz district and instructed contractors to complete the work on time and efficiently.The ceremony of handing over the keys to the new houses was attended by villagers, labor veterans, deputies of the district maslikhat, heads of institutions.The newcomers were congratulated by Deputy akim of the district Serik Konakbayev, veteran of labor, honorary citizen of the Irgiz district Kuanyshbai Kenzhebayev and a resident of the village Moldir Tasekenova.Then the veterans handed the keys to the new homeowners.
