In accordance with the Address of the Head of State to the People of Kazakhstan dated September 1, 2023 "The Economic Course of Fair Kazakhstan", the Ministry of Trade and Integration has begun implementing measures to protect the domestic market and support domestic producers. As part of this assignment, the Sapaly Onim social project was launched, aimed at protecting consumers' rights from low-quality products through the implementation of a public control tool. In order to implement this instruction, as well as taking into account the results of the analysis and monitoring of received appeals from citizens, responses and suggestions from public institutions and negative indicators of sociological research, the Ministry has developed draft laws aimed at building an effective and comprehensive system of consumer protection. On September 4, the draft laws were approved by the deputies of the Mazhilis of Parliament in the first reading. First, it is suggested that the consumer be given a choice on how to protect their rights. Settle the dispute in a pre-trial order, or directly file a lawsuit in court, or contact a government agency to bring an unscrupulous business entity to justice.Secondly, the draft law proposes to enhance the role of public institutions for consumer protection, including through the introduction of an Ombudsman in this area. Construction and launch of the second stage of the 10th Anniversary of Independence of Kazakhstan mine 24.12.2024
Construction of the mine began in 1978 on the basis of the Almaz-Zhemchuzhina, Millionnoye, Pervomayskoye and No. 21 deposits. Previously, the mine was called "Central". In 1999, the first stage of the mine's first start-up complex with a capacity of 100,000 tons of ore per year was commissioned. In 2001, the full capacity of the first stage was commissioned for 2 million tons of ore per year. In connection with the anniversary of the Republic of Kazakhstan, it was renamed the 10th Anniversary of Independence of Kazakhstan mine.The construction of the second stage is currently being completed. The unique facility includes two deposits, as well as six underground horizons, one of which, minus 480, is considered one of the deepest in the world. There is also the deepest mine shaft in Kazakhstan – more than a kilometer underground. The design capacity of modern production exceeds 7 million tons of ore per year. New, high-performance mining systems using the most advanced self-propelled machinery will be used for ore mining. High technical equipment will significantly reduce manual labor and increase the productivity of each miner, and an intelligent underground positioning system for determining the location of personnel and equipment will ensure their safety.The launch of a new mine is strategically important not only for the stable operation of ferroalloy plants, but also for the single-industry town of Khromtau, where DGOC is a city-forming enterprise. 1,000 jobs will be created. The company is engaged in tire recycling and is also one of the largest suppliers of tire products. This year, the project "Phased construction of a complex for the processing of waste generated during the operation of motor transport with the release of finished products" is being implemented. The planned capacity is 5.7 thousand tons of used tires. The project cost is 2.3 billion tenge, and 100 new jobs will also be created.The Minister visited Semipalatinsk Shoe Factory LLP. The plant is engaged in the production of paper and cardboard products. Kazpoligraf is one of the largest manufacturers of a wide range of packaging materials in Central Asia.Kazpoligraf carries out a full cycle of packaging production from design to product delivery to the customer. According to the results of 11 months, positive dynamics was observed in the main sectors of the manufacturing industry, with an increase of 5.3%. This was announced during a Government meeting by Vice Minister of Industry and Construction of the Republic of Kazakhstan Olzhas Saparbekov. In the sectors supervised by the Ministry, the volume of production increased by 6.1%.The growth was achieved due to an increase in the metallurgical industry by 7.2%, mechanical engineering by 6.9%, chemistry by 8.4%, finished metal products by 29.5%, furniture by 12.8%.For the first time since 2016, the metallurgical industry showed an increase of 7.2%, which was achieved by increasing the production volumes of a number of large enterprises, such as Kazchrome, Evrazkaspianstal, and Kazferstal. In particular, it is necessary to note the ongoing work to restore the full functioning of the Qarm.Also, the indicators of the ferrous metallurgy industry, where the growth was 10.8%, were positively influenced by the measures taken to load domestic producers with the necessary volume of scrap. The output of cast iron increased by 14.4%, steel by 6.3%, and flat rolled products by 20.4%.Non-ferrous metallurgy showed an increase of 104.8% due to an increase in copper production by 13.3%, zinc by 0.8% and aluminum by 1.5%.Mechanical engineering shows growth at the level of 6.9% due to an increase in the output of agricultural machinery by 15.4%, railway transport by 1.6 times, electrical equipment by 8.1%, electronic and optical equipment and computers by 1.7 times.The production of household appliances increased 4.4 times due to the launch of new production facilities, in 2023 it was 52 thousand, in 11 months of 2024 – 231.1 thousand units.In the chemical industry, production increased by 8.4%, due to an increase in the production of sulfuric acid by 20%, yellow phosphorus by 13.2%, as well as a planned increase in the design capacity of polypropylene production by 49%.Also, positive dynamics is observed in the production of finished metal products by 29.5%, furniture by 12.8% and paper by 10.2%.The combined growth of these industries covers the decline in the production of building materials, rubber and plastic products, and light industry.In general, in order to maintain and increase the growth dynamics of the manufacturing industry, the Ministry continues to work on providing affordable raw materials to domestic enterprises through the conclusion of agreements with producers of raw materials. To date, 25 agreements have been concluded in non-ferrous metallurgy.The list of goods, works and services subject to exemption from the national regime is expanded as necessary. As of December 1, 2024, the number of recipients of social benefits in case of job loss from the State Social Insurance Fund (hereinafter referred to as the State Social Insurance Fund) amounted to 275.7 thousand people, while 235.6 thousand citizens were paid this year. The total amount of payments amounted to 79.3 billion tenge.In accordance with current legislation, dismissed employees receive social benefits for job loss from 1 to 6 months, depending on the length of service in the compulsory social insurance system and income for the last 24 months. На заседании Правительства рассмотрены итоги социально-экономического развития Казахстана за январь-ноябрь текущего года.Заместитель Премьер-Министра – министр национальной экономики Нурлан Байбазаров доложил, что за отчетный период рост экономики составил 4,4%. Положительная динамика в реальном секторе составила 5%, в сфере услуг – 4,5%.Среди отраслей наибольший рост демонстрируют сельское хозяйство и строительство. Торговля выросла на 8,2%, услуги транспорта – на 8,1%, обрабатывающая промышленность – на 5,3%.Инвестиции в основной капитал выросли на 3,1%. Объем инвестиций вырос в образовании в 2,2 раза, научной и технической деятельности – на 42,1%, транспорте – на 27,2%, обрабатывающей промышленности – на 18%.В январе-октябре внешнеторговый товарооборот республики составил $116,9 млрд. Экспорт достиг $68,5 млрд, в том числе обработанных товаров – $23,3 млрд, импорт – $48,4 млрд. В целом положительный торговый баланс РК равен $20,1 млрд.Обрабатывающая промышленность сохраняет положительные темпы роста. Объем производства ускорился до 5,3%.За январь-ноябрь текущего года введено 16,3 млн кв. метров жилья, что на 8,3% больше показателя соответствующего периода прошлого года.Валовый выпуск продукции сельского хозяйства увеличился на 13,4%. Благодаря завершению основного сбора урожая рост в растениеводстве составил 19,9%.По словам Н.Байбазарова, для обеспечения экономического роста центральным и местным исполнительным органам необходимо сделать акцент на следующих мерах:1. Усилить контроль за освоением бюджетных средств в строительстве, завершить строительство арендного жилья и дорог;2. Обеспечить завершение и ввод до конца этого года запланированных инвестиционных проектов в обрабатывающей промышленности;3. Усилить контроль и освоение средств, выделенных на строительство жилья и поддержку машиностроения;4. Администраторам бюджетных программ обеспечить полное освоение средств;5.
