Исполнение поручений Президента по поддержке малого и среднего бизнеса является одним из приоритетов деятельности Правительства. Благодаря принятым мерам в последние годы в Казахстане наблюдается устойчивый рост вклада МСБ в экономику страны. Редакция сайта Primeminister.kz продолжает серию публикаций о развитии Казахстана в 2025 году.В ежегодном Послании народу Казахстана Глава государства обозначил малое и среднее предпринимательство как один из главных драйверов роста экономики. Данные Бюро Национальной статистики подтверждают, что сегодня каждый пятый казахстанец работает в сфере бизнеса, а доля валовой добавленной стоимости малого и среднего предпринимательства в экономике уже приближается к 40% (39,8%). По итогам 2 квартала 2025 года доля валовой добавленной стоимости среднего предпринимательства в ВВП составила 7,9%, что выше прошлогоднего уровня. Это означает, что сектор среднего бизнеса укрепляется и увеличивает вклад в создание стоимости. На протяжении 2022-2024 гг. ВДС среднего бизнеса сохраняет стабильность на уровне 6,7–6,9%, а число предприятий — на отметке более 3 тысяч, что говорит о зрелости и устойчивости среднего звена.Сегодня 99,9% всех субъектов предпринимательства — это микро- и малые компании. Именно они формируют «живую ткань» экономики и обеспечивают занятость более 4,4 млн человек, что на 3,9% больше, чем год назад. То есть за год в секторе появилось десятки тысяч новых рабочих мест. На долю МСП приходится почти половина всего экономически активного населения страны — 45,5%, что подчеркивает важность сектора для роста благосостояния граждан и стабильности рынка труда.По поручению Президента Правительство последовательно расширяет меры поддержки бизнеса. Создан Реестр, включающий 117 инструментов, которые позволяют предпринимателям развивать производство, совершенствовать технологии, выходить на экспорт и привлекать финансирование. Сервис baqylauda.qoldau.kz стал универсальной точкой доступа к мерам поддержки, которыми уже воспользовались около 222 тысяч человек — это подтверждение востребованности и доступности инструментов.С 2024 года в стране реализуется комплексная политика, направленная на выравнивание условий ведения бизнеса, стимулирование к укрупнению компаний и усиление роли среднего бизнеса. Цель — создание предсказуемой и справедливой среды для предпринимателей.Дополнительно создан Реестр обязательных требований, который оцифровал и упорядочил все требования к бизнесу. Это обеспечивает прозрачность и облегчает предпринимателям выполнение ими обязательных норм. В результате поддержка МСП в Казахстане становится системной и понятной для бизнес-сообщества.В частности:пересматриваются квалификационные требования и оптимизируются разрешительные процедуры, что снижает барьеры для запуска и ведения бизнеса;крупные предприятия обязаны заключать долгосрочные договоры с МСБ, что открывает для малого и среднего бизнеса гарантированные рынки сбыта и создает новые возможности роста;в новом Налоговом кодексе число специальных налоговых режимов сокращено с 7 до 3. Такой подход ограничивает схемы дробления и стимулирует компании развиваться и масштабироваться.В целях усиления и укрупнения среднего бизнеса Министерство национальной экономики совместно с ЕБРР работает над конкретными планами развития предприятий, направленными на увеличение объемов производства в 2–3 раза. Taxation of Income of a Labor Immigrant – Non-Resident 15.12.2025
The income of a labor immigrant who is a non-resident and has concluded an employment contract based on a labor immigrant permit consists of the following components:1) The amount of the minimum taxable income — equal to 40 times the Monthly Calculation Index (MCI) effective on January 1 of the relevant financial year, for each month of performing work or providing services;2) The amount exceeding the minimum taxable income, payable under the employment contract for the same period — if such excess exists.The taxable amount of income of a labor immigrant – non-resident in the form of excess is determined as follows:Income received from performing work or providing services for each month of activity:minusthe minimum taxable income for the same period;minusan amount equal to 14 times the MCI effective on January 1 of the relevant financial year for each month of performing work (or providing services) for the same period. Calculation of Individual Income Tax (IIT) Labor immigrants calculate individual income tax independently:1) On the minimum taxable income — at the rate equal to 4 times the MCI effective on January 1 of the relevant financial year for each month of performing work (or providing services);2) In the income and asset declaration, on the amount of income exceeding the minimum taxable income for the same period — by applying the tax rate established in subparagraph 1) of Article 363 of the Tax Code. Payment of Individual Income Tax IIT calculated by the labor immigrant – non-resident on the minimum taxable income must be paid before obtaining or extending the labor immigrant permit, at the place of residence of the non-resident labor immigrant.IIT calculated on the excess taxable income for the tax period must be paid by the labor immigrant – non-resident no later than ten calendar days after the deadline for submitting the income and asset declaration, at the place of residence. It is important to note that if the amount of IIT paid on the minimum taxable income exceeds the IIT calculated for the reporting tax period, this excess is not considered an overpayment and is not subject to refund or offset.A labor immigrant – non-resident must submit an income and asset declaration if the amount of individual income tax calculated exceeds the amount of IIT paid on the minimum taxable income.The declaration must be submitted to the tax authority at the place of residence no later than July 1 of the year following the reporting tax period.If a labor immigrant – non-resident leaves Kazakhstan during the tax period, the declaration must be submitted before the date of departure from the Republic of Kazakhstan.Source : https://www.gov.kz/memleket/entities/kgd/press/news/details/1125444?lang=kk
On the approval of decision forms of the state revenue authority regarding comparative control of electronic invoice issuance 15.12.2025
As part of the implementation of the Tax Code and the modernization of tax administration, the Committee of State Revenues has developed standard decision forms aimed at enhancing the transparency and predictability of the tax administration system. These forms will be used by state revenue authorities when conducting comparative control of electronic invoice issuance. The forms were approved by Order No. 573 of the Minister of Finance of the Republic of Kazakhstan dated October 6, 2025, "On the approval of decision forms of the state revenue authority regarding comparative control of electronic invoice issuance." The document was registered with the Ministry of Justice on October 8, 2025, under No. 37084 and will enter into force on January 1, 2026. The introduction of unified decision forms helps reduce the risks of dual interpretation and simplifies communication between taxpayers and tax authorities. Young Kazakhstanis used 28.25 million US dollars for housing and education Since February 1, 2024, as of December 1, 2025, 188,242 applications have been executed for a total amount of 28.25 million US dollars, which was transferred to authorized operators for subsequent crediting to applicants' bank accounts. Of these, 116,579 applications in the amount of 17.60 million US dollars were executed in order to improve housing conditions, and 71,663 applications in the amount of 10.65 million US dollars were executed in order to pay for education. It should be recalled that the recipient of targeted savings (TSN) can use the entire amount in full or in part, while the unused balance is stored in the target savings account (TSN). The most popular sub–purposes for using funds to improve housing conditions were: replenishment of a contribution to housing construction savings for further accumulation (113,944 applications in the amount of 17.23 million US dollars were executed), making an initial payment to obtain a housing mortgage loan for the purchase of housing - 899 applications in the amount of 126.70 thousand US dollars, purchase of housing ownership of civil law transactions (final settlement) - 643 applications in the amount of 86.29 thousand US dollars. The most popular sub-purposes within the framework of education payments were: payment for educational services of educational organizations located in the territory of the Republic of Kazakhstan, in shares (for each academic period or academic year) or in full at a time (for the entire period of study) (64,877 applications in the amount of 9.81 million US dollars were executed), replenishment of educational savings contribution under the agreement on educational funded contribution (4,776 applications were executed in the amount of 580.04 thousand rubles . US dollars), payment for educational services of foreign educational organizations in installments (for each academic period or academic year) or in full at a time (for the entire duration of study) (1,633 applications in the amount of 214.72 thousand US dollars were executed). Detailed information on payments of targeted savings for the purpose of improving housing conditions and (or) paying for education in the context of authorized operators and regions can be found on the website enpf.kz . It should be recalled that according to the National Fund for Children program, 50% of the investment income of the National Fund of the Republic of Kazakhstan is distributed once a year among children -citizens of the Republic of Kazakhstan who were born in 2006 and later. In 2023, all recipients of the Central Bank were charged US$ 100.52 each, and in 2024 – US$ 129.38 each. Children who received the first funds from the National Fund in 2023, with the exception of persons born in 2006, have accrued an investment income of $3.04 this year. As a result, the target savings of a child born in 2006 amount to 100.52 US dollars, born in 2007 – 232.94 US dollars. Adult citizens should independently receive information about their personal data centers through their personal account on the Internet resources of the UAPF or e-government, in order to then contact an authorized operator to open a bank account in US dollars and submit an online application for payment of personal data centers to improve housing conditions and (or) pay for education. The target requirements for the reporting year 2025, as well as the investment income, will be credited to the participants of the target requirements no later than February 1, 2026. Target savings of Kazakhstanis born in 2008 and reaching the age of 18 in 2026 will also be credited to their target savings accounts no later than February 1, 2026. Hong Kong, December 12, 2025 – A roundtable was held in Hong Kong to discuss the export potential of the Republic of Kazakhstan. Sarajevo, 11-12 December 2025 – During a visit to Sarajevo, the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan, Daulet Batrashev, held a series of meetings and negotiations with the leadership of Bosnia and Herzegovina, during which current issues and prospects for the development of bilateral relations were discussed.During a meeting with the Prime Minister of Bosnia and Herzegovina, Nermin Nikšić, particular attention was paid to expanding trade and economic cooperation, developing cooperation in the energy sector, as well as fostering mutually beneficial partnerships in agriculture and the agro-industrial complex.Opportunities to increase mutual trade and to utilize transit and transport potential, including within the framework of the Trans-Caspian International Transport Route, were also discussed.As part of the talks, the Ambassador invited the Head of Government of Bosnia and Herzegovina to take part in the International Mining and Geological Forum in April 2026 in Astana.During a meeting with the Chairman of the Parliament of Bosnia and Herzegovina, Kemal Ademović, issues related to the development of inter-parliamentary cooperation and the intensification of contacts between the legislative bodies of the two countries were discussed.The parties noted their interest in expanding dialogue along parliamentary lines. The Dombra and Sazsyrnai Join the Collection of the Royal Museum of Musical Instruments of Belgium 14.12.2025
Brussels, 12 December 2025 - a ceremony was held at the Musical Instruments Museum (MIM) in Brussels to mark the donation of two traditional Kazakh musical instruments — the dombra and the sazsyrnai. The instruments were presented by the Embassy of the Republic of Kazakhstan in Belgium in cooperation with the concert organization Alatau Auenleri, representing an important step in strengthening cultural dialogue between Kazakhstan and Belgium.During the ceremony, musicians of the Qulansaz ensemble from the Almaty region performed traditional Kazakh kyui and melodies, allowing guests to experience the live sound of the instruments before they were placed on display. The dombra and sazsyrnai will become part of the museum’s permanent collection and will also be available in digital format through the online catalogue and audio guide, enabling visitors to hear each instrument and learn about its origins and cultural significance.Saskia Willaert, representative of the Musical Instruments Museum of Belgium, highlighted the importance of the donation: “These instruments will enrich our museum and allow visitors to discover another vibrant musical tradition of the world. Days of Kazakh Cinema Held in Brussels 14.12.2025
Brussels, 12 December 2025 — The Embassy of the Republic of Kazakhstan in Belgium, in cooperation with the Kazakhfilm film studio and the French Association of Kazakh Cinema, organized the Days of Kazakh Cinema in Brussels.Belgian audiences were presented with the films “Baqyt Qushağynda” (In the Embrace of Happiness) and “Myn Bala: Warriors of the Steppe”, which reflect important pages of history, spiritual values, and the rich cultural heritage of the Kazakh people.The screenings brought together representatives of Belgian society, students, and members of the Kazakh diaspora, serving as a platform for cultural dialogue and an introduction to contemporary Kazakh cinema.A special place in the programme was given to the film “Baqyt Qushağynda”, directed by Sanat Shapashov and inspired by the works of the outstanding Kazakh composer Shamshi Kaldayakov, whose 95th anniversary is being celebrated this year. Kaldayakov’s musical legacy, imbued with themes of love, human sincerity, and national identity, formed the emotional core of the film, lending it particular depth and lyricism and making its story accessible and resonant for an international audience.A highlight of the event was the participation of the lead actress Alia Anuarbek, who met with the audience, answered questions, and generated lively interest and a warm response from Belgian viewers.The event received high praise from Frank Depayfv, Secretary General of the Belgian Association of Independent Authors, Directors and Producers, who noted the emotional expressiveness of the films presented and their ability to communicate with the audience through the universal language of cinema. More than 60 government agency databases, smart video cameras, and drones are connected to the system, which allows prosecutors to monitor online the performance of their law enforcement functions by authorized bodies.It was reported on the ongoing work with government agencies to integrate emergency utilities into a Single Duty Dispatch Service (EDDS-112) in order to analyze signals from the public and immediately respond to them at the earliest stage.The implemented analytical and digital tools demonstrate tangible practical results. Thus, thanks to the integration of the information system of the Unified Register of Pre-Trial Investigations with the National Bank's Anti-Fraud Center and information on fraud incidents received from mobile operators and banks, the share of registration of criminal cases of cyber fraud increased by 2 times, which made it possible to take faster measures to protect the rights of victims.The intellectual model of the "Digital Assistant" in criminal cases continues to be tested, which assists investigators in planning investigations, converting oral speech and video recordings into text, as well as analyzing testimony. Using this model, 76 indictments, 314 investigation plans were formed, and 67 transcriptions of interrogation protocols were performed. The use of this model has made it possible to reduce complaints from participants in the criminal process about the quality of the investigation in the manned areas by 100%.The Prosecutor General stressed that "the expansion of analytical capabilities and the introduction of artificial intelligence make it possible to improve the quality of management decisions and strengthen the preventive focus of prosecutorial supervision.
