Kazakhstan Commemorates International Day Against Nuclear Tests in Geneva 30.08.2025
Geneva, August 29, 2025 – The Permanent Mission of Kazakhstan to the United Nations Office in Geneva, in collaboration with Parliamentarians for Nuclear Non-Proliferation and Disarmament (PNND) and supported by the Permanent Mission of the Republic of the Marshall Islands, Basel Peace Office, World Future Council, and Youth Fusion, hosted a commemoration event for the International Day Against Nuclear Tests at the Palais des Nations.The event convened diplomats, parliamentarians, and civil society representatives, to discuss the devastating effects of nuclear tests, the inhumane nature of nuclear weapons, and the need for global disarmament. Speakers addressed commitments under international treaties, such as the Nuclear Non-Proliferation Treaty (NPT), Comprehensive Nuclear-Test-Ban Treaty (CTBT), and Treaty on the Prohibition of Nuclear Weapons (TPNW).H.E. Mr. Yerlan Alimbayev, Permanent Representative of Kazakhstan to the United Nations Office in Geneva, addressed the gathering, noting that August 29 serves as a powerful reminder of the humanitarian consequences of nuclear testing on public health, the environment, and cultural heritage. He highlighted the closure of the Semipalatinsk test site, driven by the “Nevada-Semipalatinsk” anti-nuclear movement and the will of the Kazakh people, as a milestone that contributed to the adoption of the CTBT in 1996. Ambassador Alimbayev emphasized Kazakhstan’s continued leadership in nuclear disarmament, echoing President Kassym-Jomart Tokayev’s call for global cooperation to ensure such tragedies are never repeated.The event featured contributions from H.E. Today, a solemn festive event dedicated to Constitution Day was held in Shymkent. The event, titled "My Constitution is My Glory," was held at the Kyzgaldak Palace and was attended by the city's mayor, Gabit Syzdykbekov, maslikhat deputies, public figures, representatives of culture and art, and city residents. This year marks the 30th anniversary of the adoption of the Constitution, the main document of our country. A NEW STAGE OF KAZAKH-FINNISH COOPERATION IN THE NUCLEAR ENERGY SECTOR 29.08.2025
Helsinki, August 29, 2025 – The delegation of the Agency of the Republic of Kazakhstan for Atomic Energy paid a working visit to Finland.As part of the program, the Agency’s representatives visited the «Olkiluoto» Nuclear Power Plant, where they got acquainted with the operating experience of reactors, modern safety technologies and the practice of handling spent nuclear fuel. Special attention was paid to the reliability of reactors and radiation protection systems.A meeting was also held with Director General of the Radiation and Nuclear Safety Authority of Finland (STUK) Petteri Tiippana. International Day Against Nuclear Tests Commemorated at Kazakhstan’s Foreign Ministry 29.08.2025
Astana, August 29, 2025 – On the occasion of the International Day against Nuclear Tests, a meeting devoted to the global prohibition of nuclear testing, nuclear disarmament and security assurances for nuclear-weapon-free states was held at the Ministry of Foreign Affairs of the Republic of Kazakhstan in Astana.The event was conducted in teleconference format with participation by representatives of states that are secretariats of nuclear-weapon-free zones, international organizations and ambassadors of states party to nuclear-weapon-free zones. Observers from the “nuclear five” (P5) states – UK, China, Russia, US, and France also took part in the meeting.Participants heard video messages from the United Nations Under-Secretary-General, Izumi Nakamitsu, and the Secretary-General of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL), Flavio Bonzanini.In his address, First Deputy Foreign Minister of Kazakhstan, Akan Rakhmetullin, emphasized the importance of promptly completing the procedures for entry into force of protocols on negative security assurances to the nuclear-weapon-free zones, including the Semipalatinsk Treaty, which have not been fully ratified by all nuclear-weapon states.Participants exchanged views on strengthening the status of nuclear-weapon-free zones as an important condition for achieving a nuclear-weapon-free world and global security.The International Day against Nuclear Tests is observed annually on 29 August (the date of the closure of the Semipalatinsk test site) pursuant to the United Nations General Assembly resolution. On December 2, 2009, at the 64th session of the United Nations General Assembly, Resolution 64/35 was unanimously adopted, declaring August 29 as the International Day against Nuclear Tests.The resolution calls for more active education and public awareness “about the effects of the explosive testing of nuclear weapons and any other nuclear explosions, and the necessity of their cessation as one of the means of achieving the goal of a nuclear-weapon-free world.”The initiative to adopt this resolution, which had a large number of authors and co-sponsors, was put forward by the Republic of Kazakhstan in order to commemorate the closure of the Semipalatinsk nuclear test site on August 29, 1991.The International Day against Nuclear Tests was first observed in 2010. Since then, this day has been annually marked by coordinated worldwide activities, including symposia, conferences, exhibitions, contests, publications, lectures, media broadcasts, and other events.President of Kazakhstan Kassym-Jomart Tokayev, on the International Day against Nuclear Tests, reminded the world about the tragedy of the Kazakh people and called for strengthening peace for the sake of future generations: “Today is the International Day against Nuclear Tests. This commemorative date was established by the UN General Assembly on the initiative of Kazakhstan. Our people became victims of the gravest consequences of nuclear weapons testing. This tragedy must not be repeated. For the sake of future generations, we must strengthen peace, develop international cooperation, and take steps towards nuclear disarmament and a complete ban on nuclear tests. Peace and security are the highest values uniting all humanity.”Kazakhstan was one of the first countries in the world to voluntarily renounce nuclear weapons — 1,410 nuclear warheads, the world’s fourth-largest arsenal at the time, inherited from the Soviet Union.The closure of the Semipalatinsk nuclear test site in 1991 was a historic step and a symbol of Kazakhstan’s commitment to the ideals of peace and security. Thanks to this initiative, Kazakhstan has actively advocated for nuclear disarmament and the strengthening of global stability.Today, Kazakhstan continues to remain one of the world’s leaders in promoting the idea of renunciation of nuclear weapons. Kazakhstan’s initiatives are supported internationally, and the UN-established International Day against Nuclear Tests serves as a reminder of the importance of a peaceful future.On September 8, 2006, the Semipalatinsk Treaty was signed, creating a Central Asian Nuclear-Weapon-Free Zone. This was a significant step in Kazakhstan’s initiatives. The treaty entered into force on March 21, 2009, marking the nuclear-weapon-free status of Central Asia.In 2014, all participants of the Central Asian Nuclear-Weapon-Free Zone — Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan — received security assurances from the five nuclear-weapon states (the United Kingdom, China, Russia, the United States, and France). The guarantor states pledged to respect the nuclear-weapon-free status of Central Asia, not to use nuclear weapons against the countries of the region, and not to threaten them with nuclear force.Kazakhstan, as a consistent advocate of peace, will continue to promote initiatives in the field of nuclear disarmament and global security.Background: The Semipalatinsk nuclear test site was established by the Soviet Union in November 1946 in Kazakhstan. It was the first and largest nuclear testing ground in the USSR. Its closure initiated the process of complete nuclear disarmament. Over 40 years, about 456 nuclear tests were conducted at the site, including atmospheric, ground, and underground tests. The total yield of nuclear devices tested between 1949 and 1963 exceeded the power of the atomic bomb dropped on Hiroshima by 2,500 times.Nuclear weapons testing conducted over four decades at the Semipalatinsk test site caused irreparable harm to human health and the environment. The region is rich in phosphorites, uranium and construction raw materials.The event was attended by Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan Zhanybek Nurzhanov and Committee experts in charge of tax administration, as well as representatives of the Atameken Chamber of Entrepreneurs in Zhambyl region and representatives of business entities of the region.During the seminar, key innovations aimed at simplifying tax administration and creating favorable conditions for entrepreneurs were presented, including reducing the volume of tax reporting by 30%, transferring desk inspections to a preventive format, eliminating automatic account blocking, and simplifying procedures for granting deferrals and installments on tax obligations.Among the important changes announced were the preservation and expansion of tax benefits for agricultural producers, including reduced rates and additional deductions, and the transition to a simple and understandable system of special tax regimes — now there are only three of them, with minimal reporting."Special attention is paid to strengthening the targeting of tax benefits. Now they will not be provided to everyone, but taking into account priority industries and projects that really contribute to the development of the economy and job creation.
