Customs authorities of the Republic of Kazakhstan, one of the key tasks of which is the protection of national and economic security, life and health of citizens, inform about an important change in the legislation.New Law: Ban on import, production and sale of vape devicesOn April 19, 2024 the Head of State signed the Law of the Republic of Kazakhstan “On introducing amendments and additions to some legislative acts of the Republic of Kazakhstan on health issues”, which came into force on June 20, 2024.This Law introduces significant amendments to the Code of the RK “On the Health of the People and the Health Care System”. In particular, Article 110 now expressly prohibits the import, manufacture, sale and distribution of:- Non-cigarette tobacco products.- Electronic consumption systems (vapes).- Flavorings and liquids for vapes.In addition, the ban applies to smoking tobacco products, products with heated tobacco, hookah tobacco, hookah mixtures and systems for heating tobacco that exceed the maximum permissible levels of nicotine and resinous substances, as well as those for which no sanitary and epidemiological requirements have been established.Increased criminal liabilityAlong with these changes, a new Article 301-1 has been introduced into the Criminal Code of the Republic of Kazakhstan, establishing liability for violating this prohibition.Consequences for sale and distribution:- The sale and distribution of smokeless tobacco products, vapes, flavors and liquids for them is punishable by:- A fine of up to 200 MRP.- Or correctional labor in the same amount.- Or community service for up to 200 hours.- Or arrest for up to 50 days.Stricter measures for importation and production:- For those who attempt to import or manufacture prohibited products in the territory of the RK, there are significantly more severe penalties:- A fine of up to 2,000 MRP.- Or imprisonment for up to two years with confiscation of property.Increased liability in case of repeated violations or in a group of persons:- If the above acts are committed by a group of persons or repeatedly, the punishment can reach up to five years of imprisonment.Customs authorities urge citizens and business entities to strictly comply with the new legal requirements in order to avoid legal liability.Source : https://www.gov.kz/memleket/entities/kgd-zhetysu/press/news/details/1033233?lang=kk

There were no complaints about the quality of public services provided through the State Corporation and the e-Government portal. In accordance with the results for 6 months of 2025, the Pension and Social Security Department conducted 7 explanatory events to improve the quality of public services, including: • on television — 2, • Media publications (newspapers) — 4, • live broadcasts on the social network Instagram — 2, • training methodological events jointly with specialists of the NAO "Government for Citizens State Corporation" — 7. The number of citizens covered by explanatory measures to improve the quality of public services amounted to 93 people. During the control measures, there were no violations of the procedure and deadlines for the provision of public services, as well as complaints from citizens. In order to comply with the Committee's instructions, the arrears of the recipients of overpayments as of 2023 amounted to KZT 211,706,614, currently — KZT 86,687,447, which means that 59% of the funds have been returned to the budget. In addition, in accordance with the risk assessment criteria of the Committee for Regulation and Control in the Field of Social Protection of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, in the first half of 2025, a preventive inspection of the branch of JSC "State Social Insurance Fund" in Atyrau region was conducted. No violations were detected by the branch. In the first half of 2025, 262 documents of recipients of pension payments with the same work experience were checked, no matches were found. 463 requests were received in the first half of this year for citizens who worked in Kazakhstan during the Soviet Union and moved to the CIS countries in order to confirm their work experience when assigning pensions, including: • 176 sent to the archive, • 169 — confirmed work experience and submitted documents. In the first half of 2025, Kazakhstanis accessed more than 26 million public services through the eGov.kz portal and the eGov Mobile app. Notably, 12 million of these services, about 45 percent, were provided through the eGov Mobile app, reflecting a significant increase in trust in mobile services.Currently, more than 90 percent of government services are available online, and the citizens of Kazakhstan are actively utilizing this opportunity. The number of registered users on the eGov.kz e-government portal continues to rise, now exceeding 14.8 million, with 270,000 new users registered this year alone.Particular attention should be paid to the growing popularity of the eGov Mobile application - its audience has increased by 1.1 million users since the beginning of the year and reached 11 million. One of the app's most utilized features is the «Digital Documents» section, which has been accessed more than 41 million times. The app currently offers 38 different digital documents, including ID cards, driving licenses, student ID cards, and other important credentials.The popularity of the application is also confirmed by the stable user activity: more than 5.8 million people use the eGov Mobile application every month.Overall, since the launch of the e-government initiative, citizens have received a total of 573 million services: 489 million through the eGov.kz portal and 84 million via the eGov Mobile app.In addition to the usual certificates and basic services, Kazakhstanis are increasingly adopting new digital tools. International organizations highlight the income replacement ratio (IRR) as one of the important indicators of pension adequacy. It reflects the ratio between pension benefits and the employee's wages before retirement, i.e. how much his pension income replaces his labor income.It should be noted that the IRR is a target benchmark, its value is individual for each employee and depends on his labor income and length of service, regularity and completeness of pension contributions to his funded pension account.The concept of further modernization of the pension system of the Republic of Kazakhstan until 2030 provides for maintaining the IRR with total pension benefits at a level of at least 40% of lost earnings (International Labor Organization standard) with at least 35 years of participation in the pension system and a regularity of contributions of 12 times a year.The replacement rate for UAPF contributors who reached retirement age in 2024 and began to receive pension benefits (solidary and basic pension from the state, as well as funded pension from UAPF), in total for all types of pensions amounted to more than 41% of the average salary level.In the future, as is happening in developed countries, the funded pension will make up an increasing part of the total pension. The Kazakhstan funded pension system has not yet completed its full cycle, which is about 40 years - the full period of a person's working life. Therefore, those who retire do not yet have sufficient savings experience. In addition, as is known, in the first years of the implementation of the funded system, low incomes, irregularity and incompleteness of contributions were characterized. Therefore, a higher share of solidarity pension is still maintained, but gradually decreases. In the future, according to actuarial estimates, the replacement rate due to the funded pension for contributors who began their working career in 2024 (at the age of 22) and will retire in 2065 will be 35% or more of their earnings. At the same time, the funded pension will be formed at the expense of compulsory pension contributions of employees (CPC) and employers (ECPC). In addition, citizens will receive a basic pension, the amount of which also depends on the length of service of CPC contributions to the UAPF. Such workers will no longer have the right to a solidarity pension.Currently, the calculation of the average monthly income replacement rate for each contributor is carried out by the UAPF based on information from state information systems, within the limits provided by law. How is IRR calculated for the purposes of using lump sum pension benefit payments (LSPBP) for improving housing conditions and/or medical treatment? It should be noted that persons with pension savings in the UAPF are entitled to lump sum pension benefit payments (LSPBP) if one of the following conditions is met:Pension savings exceed the minimum sufficiency thresholdFuture pension (joint and basic) is not less than 40% of current incomeA pension annuity agreement has been concluded with an insurance company.The legislation defines the algorithm for calculating the IRR as follows:The monthly pension (basic + solidarity on the date of assignment) is divided by the average monthly income of the beneficiary (AMI) for the last 5 years (before retirement). The amount of AMI is calculated based on data on his actual compulsory pension contributions (CPC) for 5 years, adjusted for inflation, and is limited to the average monthly income in the republic.For beneficiaries of long-service pension benefits who are assigned pension benefits in accordance with the Social Code, and retired judges who are paid a monthly lifetime allowance, the replacement rate of the AMI is taken to be 40%.Please note that only the basic and solidarity pensions are taken into account to calculate the IRR, which should provide the pensioner with a lifetime income of at least 40%. Upon reaching this IRR level, the pensioner can use up to 50% of their savings for housing or treatment. If a person has entered into a pension annuity agreement, that is, receives a lifetime pension benefit from an insurance company of at least 70% of the subsistence minimum established for the current financial year, they can use all savings in their pension account in the UAPF for housing or medical treatment. Understanding the meaning of the replacement rate helps citizens plan their financial stability through pension benefits. Every year, the role of funded pensions is becoming increasingly important. It is important that public policy and the pension system develop in the direction of providing adequate pensions for all citizens.  UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. In the first half of 2025, servicemen of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan made a significant contribution to public safety and the fight against crime.Key achievements from January to June include:173 units of cold and firearms and ammunition seized from illegal circulation.828 grams of narcotic substances confiscated.73 lost children safely found and reunited with their families.24 fire incidents responded to, with civilians rescued thanks to quick actions by guardsmen.54 lost items and 113 smartphones returned to their rightful owners.Additionally, medical assistance was provided to 32 individuals, including those suffering from heart attacks, asthma attacks, injuries from traffic accidents, or suicide attempts.Guardsmen also thwarted 77 attempts to smuggle contraband items into correctional institutions, detaining 55 individuals in the process.In total, 9,919 citizens who violated public order were detained and handed over to law enforcement authorities. About 30,000 people use the platform daily, which confirms the steady demand for digital tools in the field of licensing and permitting activities.The information system State database e-License was created within the framework of the programme of formation and development of e-government of the Republic of Kazakhstan. It automates the processes of obtaining licences and permits, ensuring efficient, transparent interaction between government agencies and business representatives.To date, more than 4 million users are registered in the system. In Shymkent, 193 criminal cases were registered in the investigation bodies last week, 13 of which were sent to court. The most frequently registered crimes include fraud - 38 cases, theft - 27 cases, illegal drug trafficking - 12 cases, robbery - 10 cases, and 11 cases related to traffic accidents. The majority of fraud crimes are related to Internet fraud (28 cases).
