The regional Chamber of Entrepreneurs "Atameken" hosted a seminar-meeting on the use of cash registers and the issuance of fiscal checks with the participation of employees of the Department of State Revenue in Pavlodar region and business representatives. – Monetary settlements in the territory of the Republic of Kazakhstan are carried out with the mandatory use of cash registers. Monetary settlements are defined as settlements carried out for the purchase of goods, performance of works, provision of services through cash and (or) settlements using payment cards and (or) mobile payments. When applying the CCM, a CCM receipt or a sales receipt is issued for the amount paid for the product, work, or service. In addition, the KKM check is the primary accounting document of the KKM, confirming the fact that a monetary settlement has been made between the seller (supplier of goods, work, services) and the buyer (client), issued in paper form or electronically. Administrative liability is provided for the non–application of KKM, the use of KKM that is defective or not registered with the state revenue authority at the place of use: a warning, in case of repeated violation - a fine in the amount of 20 to 40 MCI (Article 284 of the Code of Administrative Offenses of the Republic of Kazakhstan). Administrative liability is also provided for non–issuance of a KKM check or a commodity receipt, or the issuance of a KKM check or commodity receipt for an amount greater or less than the amount paid for a product or service (Article 284 of the Code of Administrative Offenses of the Republic of Kazakhstan)," said Yerbulat Gabbasov, head of the Department of Non-production payments. A memorable mini-football tournament was held in DUIS in the Abai region. The solemn event began with a minute of silence. Six teams took part in the tournament: the USSO of the city of Zhezkazgan of the Ministry of Internal Affairs of the Republic of Kazakhstan with a deployment in the East Kazakhstan region of the Shemonaykhinsky district, the Department of the Military Educational Institution for East Kazakhstan region, the Department of the Military Educational Institution for the Abai region, military unit 5511 of the National Guard of the Republic of Kazakhstan, veterans of the Military educational Institution and employees of institution No. 20. There were ten players in each team. His sister and twelve–year-old son, Mansur Akhmetkali, were invited to the event as guests of honor. Captain of Justice Shalkar Sarsekanov was born on October 9, 1987 in the village of Zharbulak, Makanchinsky district, Semipalatinsk region. After graduating from high school, he entered the Academy of the Committee of the Penal Correction System, from which he graduated in 2010. From 2010 to 2016, he worked at the institution OV-156/6 of the city of Shemonaiha DUIS in East Kazakhstan region. In 2016, Shalkar Sarsekanov died in an accident. "He was a strong athlete, actively participated in district and regional sports events, was engaged in community service and training at the children's sports school in the city of Shemonaiha," his colleague shared. Holding such tournaments contributes not only to perpetuate the memory of employees who died in the line of duty, but also to the moral support of their families, as well as the patriotic education of the younger generation. The victory in the mini-football tournament was won by the USSO team. The second is the DUIS for East Kazakhstan region, the third is the DUIS for the Abai region. – We are very glad and grateful that despite the change of the department's leadership, my deceased brother is remembered. Today's tournament was very interesting," said Shalkara Sarsekanova's sister. Nurmukhanov, as well as leading lawyers, judges and representatives of state bodies of the region.In his speech Bakyt Nurmukhanov emphasized that the Constitution of the country has undergone a significant evolution, including four major reforms reflecting the development of the state. He noted that the 2022 reform initiated by the President of the country, which established the Constitutional Court, a key body to ensure the supremacy of the Constitution. As a result of this reform, citizens have been able to actively exercise their right to check the current legislation for compliance with the Basic Law. About the customs information system “Keden” 28.05.2025
The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan continues phased implementation of the information system “Keden”, aimed at digitalization and optimization of customs procedures. The system is designed to replace the existing platforms “ASTANA-1” and “Single Window on Export-Import Operations”, realizing the concept of “transparent and managed customs”.Digital interaction and integration Keden provides fully digital interaction between customs authorities and participants in foreign economic activity, minimizing administrative barriers, increasing the transparency of procedures and strengthening control over the movement of goods. Astana, May 20, 2025 – The Kazakh-German cooperation in the dual education sphere and implementation of advanced technologies in water sector was discussed on Tuesday in Astana at the 43rd meeting of the Berlin Eurasian Club.In his welcoming remarks, Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Roman Vassilenko noted that the topics brought up for discussion were important and relevant for Kazakhstan.Participants of the first panel session titled “The Year of Working Professions in Kazakhstan: Bilateral Cooperation in Dual Education Sphere” reviewed opportunities for Germany’s participation in methodological support of the process of improving this education model.The Kazakh Deputy Minister highlighted practical results of cooperation with German partners, including the International Dual Education Centre that is being established together with the Erfurt Education Centre on the basis of the Allur automobile plant in Kostanai.“It is precisely this effect that we aim for in our joint work with international partners,” stressed Roman Vassilenko.According to Vice Minister of Education of Kazakhstan Edil Ospan, the dual education has been implemented so far in 552 colleges in Kazakhstan with the participation of over 18,000 enterprises, covering over 108,000 people.Representative of the Federal Ministry of Education and Research of Germany Alexander Hochradel expressed the Ministry’s readiness to support Kazakhstan in developing dual education and brining colleges and enterprises closer together.The second panel session was devoted to the theme of “Effective Management of Water Resources: Experience and Prospects from Germany and Kazakhstan”.Against the backdrop of the global climate change, this objective has gained critical importance for security and sustainable development of Central Asia.German companies and experts have advanced technologies and unique experience in water sector and can make a significant contribution to the modernization of water infrastructure and implementation of engineering projects in Kazakhstan.For instance, cooperation is being promoted with the German Water Partnership that is the biggest German sectoral association, uniting over 300 companies from various waterworks sectors.More than 100 representatives of government bodies, industry associations, heads of colleges, businessmen and experts participated in the meeting of the Berlin Eurasia Club.Since 2012, the Berlin Eurasian Club meets annually three times a year in Astana (May), Brussels (October) and Berlin (December). Агентство Республики Казахстан по регулированию и развитию финансового рынка (далее – Агентство) на постоянной основе принимает меры по защите граждан от мошенничества.Так, законодательно усилена защита прав граждан, на которых оформлены фиктивные кредиты:– с 20 августа 2024 года введена обязанность кредиторов приостановить начисление вознаграждения и претензионно-исковую работу на весь период проведения следственных мероприятий по мошенническим кредитам;– требования к клиенту по фиктивным кредитам прекращаются по вступившему в законную силу решению суда, в котором установлен факт оформления займа мошенническим способом без участия клиента;– с 1 сентября 2024 года введена обязанность кредиторов списать долг по кредитам граждан, незаконно оформленным в период установления добровольного отказа от получения кредита (услуга «Стоп-кредит»).В то же время распространяемая в социальных сетях информация о списании кредитов, оформленных мошенническим способом, не соответствует действительности. Агентство рекомендует доверять официальным источникам информации.В настоящее время в целях усиления защиты прав потребителей финансовых услуг депутатским корпусом инициированы дополнительные законодательные изменения, направленные на снижение случаев финансового мошенничества.Поправки включают введение «периода охлаждения» в 24 часа при выдаче онлайн-займов, запрет для банков и МФО на заключение договоров займа с гражданами, впервые получающими кредиты, без их личного присутствия в отделении кредитора.Рассматривается введение требования по заключению договора потребительского займа с отдельными категориями граждан только после получения их согласия на заключение такого договора.Для усиления деятельности Антифрод-центра Национального Банка к нему будут подключены операторы сотовой связи, правоохранительные и специальные государственные органы с целью оперативного обмена сведениями и блокирования мошеннических номеров, транзакций.В отношении лиц, включенных в «черный» список Антифрод-центра, ограничивается доступ к финансовым услугам.В сфере сотовой связи вводятся ограничения на количество SIM-карт, обязательная биометрическая идентификация абонентов и ужесточение контроля за SIM-боксами.Поправки включены в проект Закона по вопросам развития финансового рынка и защиты прав потребителей финансовых услуг, который в настоящее время находится на рассмотрении Сената Парламента. According to Vice Minister of Education of Kazakhstan Edil Ospan, the dual education has been implemented so far in 552 colleges in Kazakhstan with the participation of over 18000 enterprises, covering over 108000 people.Representative of the Federal Ministry of Education and Research of Germany Alexander Hochradel expressed the Ministry’s readiness to support Kazakhstan in developing dual education and brining colleges and enterprises closer together.The second panel session was devoted to the theme of “Effective Management of Water Resources: Experience and Prospects from Germany and Kazakhstan”.Against the backdrop of the global climate change, this objective has gained critical importance for security and sustainable development of Central Asia.German companies and experts have advanced technologies and unique experience in water sector and can make a significant contribution to the modernization of water infrastructure and implementation of engineering projects in Kazakhstan.For instance, cooperation is being promoted with the German Water Partnership that is the biggest German sectoral association, uniting over 300 companies from various waterworks sectors.More than 100 representatives of government bodies, industry associations, heads of colleges, businessmen and experts participated in the meeting of the Berlin Eurasia Club.For reference: Since 2012, the Berlin Eurasian Club meets annually three times a year in Astana (May), Brussels (October) and Berlin (December). Kazakhstan Institute for Strategic Studies develops cooperation with the European Union institutions and key think tanks in Brussels 28.05.2025
Brussels, 19-20 May, 2025 – Director of the Kazakhstan Institute for Strategic Studies (KISI) Yerkin Tukumov held meetings with representatives of the European Union institutions and key think tanks in Brussels.Meetings with the Deputy Managing Director of the European External Action Service Luc Devigne, Diplomatic Adviser to the President of the European Council for Central Asia, Ambassador Marilyn Josefson and Director General of the International Partnerships Department of the European Commission, Ambassador Peteris Ustubs focused on issues on the bilateral agenda, including strengthening political dialogue and economic cooperation, as well as preparations for upcoming joint events.The parties discussed priority areas of cooperation, including transport and infrastructure projects, sustainable development, energy partnership and ensuring sustainable supply chains, development of regional cooperation in Central Asia, water issues, regional security and Afghanistan.At the meetings mutual interest was expressed in further deepening cooperation in strategically important and promising areas, such as rare earth metals, green energy and the development of transport corridors, including the Trans-Caspian International Transport Route.During the visit Yerkin Tukumov took part in a round table in the European Parliament on the topic «EU-Kazakhstan: education and culture - sustainable bridges of cooperation». During the panel session dedicated to issues of scientific and educational diplomacy, he noted the importance of promoting the strategic partnership between Kazakhstan and the European Union through the implementation of joint initiatives, and also emphasized the role of analytical centers in shaping the long-term agenda of bilateral cooperation and strengthening humanitarian ties.At meetings with the leadership of the Royal Institute of International Affairs «Egmont» and the Brussels Institute of Geopolitics, the parties exchanged views on the current geopolitical situation in the world, discussed the EU's foreign and domestic policies, bilateral interaction between Kazakhstan and the EU, cooperation in the EU-Central Asia format, as well as other issues of the international agenda.Note: The European Union is the main trade and investment partner of Kazakhstan. The annual congress of municipalities and cities opened in Brazil 28.05.2025
Brasilia, May 20, 2025 - At the invitation of the National Confederation of Municipalities and Cities of Brazil (CNM), Ambassador of Kazakhstan Bolat Nussupov took part in the official opening ceremony of the XXVI Congress of Municipalities of Brazil "MARCHA-2025" with the participation of the President of Brazil Luiz Inacio Lula da Silva, members of the Chamber of Deputies and the Federal Senate of the Parliament, as well as the Cabinet of Ministers of Brazil.The event is organized by CNM and traditionally brings together about a thousand participants, including regional governors, mayors of cities and municipalities of Brazil, secretaries of land governments and municipal managers. The congress will be held from May 19 to 22 this year, where topics such as federalization, parliamentarism, public safety, ecology, healthcare and education will be discussed.
