Today during his working trip to Uralsk Minister of labor and social protection of population of Kazakhstan Tamara Duissenova held a seminar-meeting on issues of realization of the program of development of productive employment and mass entrepreneurship, the forthcoming increase in pensions and benefits and the introduction of targeted social assistance (hereinafter - TSA) in a new format.The event was attended by akims of cities and districts, representatives of government agencies, branches of the State social insurance Fund, the Single pension Fund, heads of employment centers and services, TSA etc.At the beginning of his speech the head of the MLSP RK reminded that from 1 January 2017 in Kazakhstan, the program on the development of productive employment and mass entrepreneurship (hereinafter - the program), which provides: mass training and skills in occupations in demand and the basics of entrepreneurship, creation of conditions for mass entrepreneurship through credit, the development of the labor market through promotion of employment and support labor mobility."Within the first direction of the program will be organized free vocational training on the basis of the colleges with a training period to 2.5 years, especially for young people who after finishing school are not enrolled in educational institutions. This year it is planned to extend technical and vocational education more than 21 thousand young people of Kazakhstan. The state will fully cover the cost of tuition, pay a stipend to reimburse expenses for travel and accommodation and will also provide disposable hot meals for students in institutions of technical and vocational education," - said Tamara Duisenova.In addition, the colleges, training centers of the NCE "Atameken" and the training centers of the enterprises will be conducted short-term vocational training courses (1 to 6 months).To ensure availability of training to citizens living in remote rural areas, will be organized mobile training centers: in the form of mobile systems with special classes in Akmola, Aktobe, East Kazakhstan, Mangistau and Kostanay regions; on the basis of small schools in remote rural localities; on the basis of employers.Tamara Duissenova noted that the loans for the program participants in the cities will be issued by the Fund "Damu", and in the villages and small cities Fund support for agriculture and Agrarian credit Corporation. TSA will be granted in replacement of existing: special state allowances (further - SSA) families with many children; state child allowances till 18 years for low-income families; targeted social assistance to low-income households," said the Minister.The new TSA will be classified into 2 types: unconditional and conditional cash assistance.Unconditional cash assistance will be provided to those families in which no able-bodied members (e.g., families of disabled or elderly pensioners), or families of able-bodied members of which for objective reasons are unable to participate in measures promoting employment (for example, a single mother with children of preschool age). For these families, mandatory participation in employment measures for benefits is not required.Conditional cash assistance will be given to families, having in its composition at least one able-bodied member, subject to the conclusion of the social contract and mandatory participation of all able-bodied family members in employment promotion measures.In 2014, new approaches to social assistance have been approved in Akmola, East Kazakhstan and Zhambyl regions where it was implemented the pilot project "Orleu", providing conditional cash assistance to persons who have signed the social contract. From 1 July 2015 similar regional pilot projects additionally launched in 38 districts and cities at the expense of local budgets. So, in 2015, the project "Orleu" participated 20,2 thousand persons.In 2016, the project "Orleu" was attended by 38.8 thousand people. The project implementation contributed to the increase of per capita income of its participants by more than 2 times; the involvement of the order of 90.5% of the working participants in measures to promote employment; to reduce the recipients of targeted social assistance in pilot regions by 24.7%.For further implementation of the project in 2017, the national budget provided 7.1 billion. About that today at the briefing in the Ministry, is devoted to new approaches in the provision of social assistance, Deputy MLSP RK of population of Kazakhstan Svetlana Zhakupova.At the beginning of her speech, she recalled that in the framework of the 84 step of the Plan - 100 concrete steps on implementation of five institutional reforms were developed by the Law of Kazakhstan "On amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of social protection of the population", which was signed by the President on 29 October 2015.  The law provides for the introduction from 1 January 2018 the new order of rendering of targeted social assistance (hereinafter - TSA) to families with incomes below 50% of the subsistence minimum (currently 40%) on each member of the family, with the condition of mandatory participation of able-bodied family members in active measures to promote employment, which will be granted in replacement of existing:- special state allowances (hereinafter - SSA) large families;- state child allowances till 18 years for low-income families;- targeted social assistance to low-income households.The new TSA will be classified into 2 types: unconditional and conditional cash assistance.Unconditional cash assistance will be provided to those families in which no able-bodied members (e.g., families of disabled or elderly pensioners), or families of able-bodied members of which for objective reasons are unable to participate in measures promoting employment (for example, a single mother with children of preschool age). For these families, mandatory participation in employment measures for benefits is not required.Conditional cash assistance will be given to families, having in its composition at least one able-bodied member, subject to the conclusion the social contract and mandatory participation of all able-bodied family members in employment promotion measures.By signing the social contract, the parties undertake mutual obligations: social services are taking measures to promote the employment and pay benefits, and able-bodied family members participate in good faith in the employment measures.A person is not just provided by financial assistance, helping him to find a job, sent on various courses of retraining and improvement of qualification. Thus, promoting the capacity of families to exit poverty.The Vice-Minister also noted that in 2014 new approaches to social assistance have been approved in Akmola, East Kazakhstan and Zhambyl regions where it was implemented the pilot project "Orleu", providing conditional cash assistance to persons who have signed the social contract. From 1 July 2015 similar regional pilot projects additionally launched in 38 districts and cities at the expense of local budgets. So, in 2015, the project "Orleu" participated 20,2 thousand persons."In 2016, the project "Orleu" was attended by 38.8 thousand people. The project implementation contributed to the increase of per capita income of its participants by more than 2 times; the involvement of the order of 90.5% of the working participants in measures to promote employment; to reduce the recipients of targeted social assistance in pilot regions of 24.7%," said Svetlana Zhakupova.For further implementation of the project in 2017, the national budget provided 7.1 billion. Об этом сегодня на брифинге в МТСЗН РК на тему «Об итогах реализации программы «Дорожная карта занятости 2020» и о новой Программе развития продуктивной занятости и массового предпринимательства» сообщил вице-министр труда и социальной защиты населения РК Биржан Нурымбетов.В начале своего выступления он отметил, что новой Программой развития продуктивной занятости и массового предпринимательства (далее - программа) предусмотрено: массовое обучение и привитие навыков по востребованным профессиям и основам предпринимательства, создание условий для массового предпринимательства, развитие рынка труда через содействие в трудоустройстве и поддержку трудовой мобильности. «В рамках первого направления программы будет организовано бесплатное профтехобразование на базе колледжей со сроком обучения до 2,5 лет, прежде всего для молодежи, которая после окончания школы не поступила в учебные заведения. В этом году планируется охватить техническим и профессиональным образованием более 21 тыс. молодых казахстанцев. Кроме этого, на базе колледжей, учебных центров НПП «Атамекен» и учебных центров предприятий будут проводиться краткосрочные курсы профессионального обучения (от 1 до 6 месяцев). Таким обучением в этом году будет охвачено 26 тыс. человек», - сообщил вице-министр.По второму направлению программы будут созданы условия для стимулирования и развития массового предпринимательства как на селе, так и в городах.«Кредиты будут предоставляться в размере до 18 млн. тенге, со сроком погашения до 7-и лет и сохранением годовой ставки за кредит на уровне 6%. Еще одной новой мерой, направленной на расширение доступности кредитов, является введение механизма гарантирования кредитов: до 85% для начинающих предпринимателей и до 50% для действующих. Микрокредитование на селе и в малых городах будет осуществляться через Фонд финансовой поддержки сельского хозяйства с привлечением микрофинансовых организаций. Микрокредитование в городах будет осуществляться через банки второго уровня и микрофинансовые организации, на тех же условиях что и на селе. В этом году планируется выдать микрокредиты более 10 тыс. человек», - пояснил Биржан Нурымбетов.Обучение основам предпринимательства будет проводиться через НПП «Бастау - Бизнес», с привлечением специальных тренеров и состоявшихся успешных бизнесменов и практиков. В этом году обучением планируется охватить 15 тыс. человек.Третье направление предусматривает усиление адресной поддержки в трудоустройстве отдельных категорий граждан, повышение мобильности трудовых ресурсов и развитие инфраструктуры рынка труда.В частности, такие инструменты, как молодежная практика, социальные рабочие места и общественные работы востребованы среди молодежи, женщин и лиц с ограниченными возможностями. На социальные рабочие места в этом году планируется трудоустроить более 11,3 тыс. человек, на молодежную практику более 12,7 тыс. человек.Для повышения мобильности трудовых ресурсов предусматривается оказание мер государственной поддержки лицам, добровольно переселяемым в регионы, определяемые Правительством РК. Ежегодно определяется квота внутреннего переселения с учетом потребности в трудовых ресурсах регионов и работодателей. Для стимулирования переселения будет продолжено использование действующего социального пакета, включающего средства на первичную адаптацию и на возмещение расходов на проезд и провоз багажа. During his working trip Akim of Kostanay region Arkhimed Mukhambetov was reported on the development of the southern districts. The head of the region voiced his vision of the development of Arkalyk in the future. “The primary task for the region is to create new jobs. We need to create new businesses. Literally in one and a half months we are starting the meat-processing plant. But it is necessary to create 4-5such enterprises for the region. We are ready to help with development medium - sized businesses,” Mukhambetov said. As it turned out, the founder of the meat - processing plant under construction in Arkalyk, Alyuminstroy LLP, is not limited to the launch of the meat-processing plant, but intends to build a feeding station that requires another 800 million tenge.This issue, as explained by Mukhambetov, has already been announced to the Minister of Agriculture and will be settled in the near future. “Besides there is going to start a broiler factory that requires 50 million tenge; we shall find the money, too. But these are all small amounts. We need to get more capacity since Agro Inter Ptitsa is an egg-oriented poultry farm, and we need a meat-oriented one,” the head of the region explained the decision to open a second poultry farm in Arkalyk. Herewith not less important issue is the repair of the road in order to further constant supply of food from Arkalyk to Astana. This is more than 100 kilometers of the road, the overhaul of 1 kilometer of which will cost 150-200 million tenge. “I had a meeting with the management of Kazavtozhol and we shall take this issue to the government. It is all due to the importance of this road repair because we will sell all these meat products to the capital in the future,” - said the akim. - There is a food belt around Astana – those are Akmola and Karaganda regions. But we need Arkalyk to be the second tier, spare food zone. After all, the number of the capital's population is growing, and we shall provide Astana with all kinds of food.”Besides, the head of the region proposed to relocate all the problematic production projects implemented in the region to Arkalyk and launch them here.
