The Minister of labor and social protection of population Tamara Duissenova held a meeting on topical issues of social security and employment with the Deputy akims of oblasts and cities of Astana and Almaty.Also participating in the meeting were Director of the territorial Department of the Committee of labor, social protection and migration, heads of managements of coordination of employment and social programs of local Executive bodies and other interested parties. In particular, during the meeting discussed issues of implementation of targeted social assistance (hereinafter – TSA) new format, changing the methods of assignment of the basic pension and the formalization of activities of self-employed.According to the new TSA format, the Minister pointed to the need for strengthening the work of employment centers, including to provide logistical equipment and training. "If today the TSA is provided as monetary assistance to a person or families whose income is below 40% of the subsistence minimum, starting next year, TSA will be available to families with incomes below 50% of the subsistence minimum for each family member. However, TSA will be paid as a Uniform allowance instead of the current three types of social payments – TSA, child allowances, special state allowances. In this case, the size of the new TSA will be more than the total amount of the above three payments. Thus, TSA is not only cash, but a comprehensive measure of the way out of poverty. To ensure availability and optimization of business processes, and includes provision of Single window concept. This Single window will be the employment Center", - said Tamara Duissenova.The Minister elaborated on the forthcoming next year, amending the mechanism for the basic pension appointment. From 1 January 2018, in accordance with the instructions of the Head of the country, jointly or as they call themselves pensioners retirement pension will be increased by 8%. Basic pension, and other benefits will be increased by 6%. Thus, the minimum pension with the basic pension will be in the next year 49 019 tenge and the average pension 71 333 tenge. "At present the basic pension is assigned to persons who have reached retirement age are in the same size without regard to seniority and to participate in formation of pension savings. Next year the basic pension will be assigned depending on the length of participation in the pension system. This will take into account not only the period of earnings pension contributions to accumulative pension system since 1998, but also work experience prior to 1998," - said Tamara Duissenova. This approach restores justice in respect of persons receiving today, low pensions, having 30-40 years of work experience. For those with experience of more than 33 years, both before 1998 and after 1998, the basic pension will be increased twice compared to the current. If today is 14 thousand tenge, from 1 July 2018, this group of retirees will receive 28 thousand tenge. For each year worked over 10 years, the basic pension will increase by 2%. For example, the experience of 20 years – the basic pension will amount to 74% of the subsistence minimum (hereinafter, SM), if the person worked 30 years of age – basic pension – 94% of SM. In Astana held a briefing with participation of Deputy Minister of labor and social protection Svetlana Zhakupova and Vice-Chairman of the Committee of labor, social protection and migration Anarkhan Dyusenova.According to Svetlana Zhakupova: "the Ministry is systematically working on quality of rendering special social services to improve the level of qualifications of social workers, development of infrastructure of social services.For the period 2009-2017, the Ministry of labor and social protection of population of Kazakhstan was developed and introduced standards for the provision of special social services to disabled children with psychoneurological diseases, in 2010 - for individuals with these types of diseases over the age of 18, in 2011 - for children with disorders of the musculoskeletal system and the elderly, in 2012 - for persons without a certain residence, in 2016 for victims of trafficking, 2017 for victims of domestic violence.Back in 2008, houses boarding schools for children with psychoneurological diseases were about 2.5 million children and 2 million children were waiting for admission to these homes.Currently, the database 110 stationary functioning of orphanages opened more than 50 day care centers, whose services are covered more than 5 thousand children and persons over 18 years. More than half increased the number of departments of social assistance at home. They serve today, about 43.7 per thousand elderly persons and persons with disabilities, and more than 13 thousand children with disabilities. About 3 thousand children with disabilities receive services in terms of equipment and at home in non-governmental organizations that have received a social order on providing special social services. Remuneration will depend on the assessment of skills of specialists, the level of professional competence and quality of performance of official duties.With the aim of digitalizing the planned creation of a Unified information system social and labor sphere within the sixth area, which will consist of 6 subsystems. In the System will contain full information on the service receiver, indicating the need and amount of assistance, the service providers, specifying requirements, evaluation of their work and their contracts, information about social workers, specifying the work experience and qualifications and costs of a social service organization with the main results.Unified information system of social services will be integrated with information systems that support the reference base, and also with the information systems of Central and local government bodies.The concept of further modernization of the system of social services we plan to discuss at the first Kazakhstan Forum of social workers, which will be held on September 22 in Astana.The purpose of the Forum is to summarize the experience in the field of social protection of the population and identify the key benchmarks of the industry, strengthening and recognition of the role and contribution of social workers in modern society.The Forum will gather around 600 participants, including international experts from the UK, Serbia, Croatia, Czech Republic, Russia, Georgia and other countries. In the competition for the best social project until the end of June selection in the regions among non-governmental organizations (NGO), public associations, organizations of persons with disabilities, individuals, other institutions, whose activities are aimed at development of the system of social protection of the population.As of 20 June 2017 to participate in the contest accepted more than 120 applications. Criteria of selecting the best social projects are identified in six areas.
