Astana, 29th of May 2026 – Within the framework of the Enhanced Partnership and Cooperation Agreement the 23rd meeting of the Cooperation Committee in Political Configuration was held under the chairmanship of Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Arman Issetov and from the European side Deputy Managing Director for Eastern Europe and Central Asia of the European External Action Service Аudrone Perkauskiene.The parties held detailed exchange of views on the dynamics of political reforms in Kazakhstan, as well as dialogue in the areas of effective public administration, judicial reform and the rule of law.Special attention was paid to trade and economic cooperation, including the implementation of the Global Gateway initiative. Kazakhstan and the European Union identified strategic priorities for further strengthening partnership in such areas as enhancing transport and logistics connectivity, green energy, environmental protection, supplies of critical raw materials, and expanding the export potential of Kazakhstan.The importance of strengthening academic mobility and cooperation between research institutions under the Erasmus+ and Horizon Europe programmes was also highlighted.“The EU remains Kazakhstan’s largest trading and investment partner. Kazakhstan and Poland Expand Air Connectivity: New Direct Flight to Almaty Presented in Warsaw 30.06.2026
An official presentation of the new direct flight on the Warsaw - Almaty - Warsaw route to be operated by LOT Polish Airlines was held at Warsaw Chopin Frederic International Airport.The event brought together representatives of the Embassy of the Republic of Kazakhstan in Warsaw, government bodies, the business cricles, and the tourism sector, as well as the management of LOT Polish Airlines.Speaking at the ceremony, a representative of the Embassy of Kazakhstan in Poland emphasized that the launch of the new route would be an important step toward further strengthening Kazakh–Polish cooperation. Direct air connection will create additional opportunities for expanding trade, economic, cultural, humanitarian and tourism ties, as well as enhancing people-to-people contacts the two countries.It was noted that since 2017, LOT Polish Airlines has been successfully operating direct flights between Astana and Warsaw, ensuring air connectivity between Kazakhstan and Poland. The launch of the flight to Almaty – the largest financial, cultural, and tourism center of Kazakhstan – marks a new stage in the development of transport connectivity between Central Asia and Europe. New communication stations have been commissioned in Kostanay region 30.06.2026
Work continues in the Kostanay region to develop digital infrastructure and provide residents with quality communication services. At the beginning of the year, a memorandum of cooperation was signed between the regional administration and the telecommunications operator Tele2/Altel – Mobile Telecom-Service LLP, aimed at improving the quality of mobile internet and communication in the region.As part of the agreement, it is planned to install more than 60 new base stations by the end of the current year. The project covers single-industry towns, district centers, and remote settlements in the region.The first facilities have already been commissioned in the cities of Lisakovsk and Rudny. The new base stations will improve the quality of mobile communication and increase internet access speeds.In Lisakovsk, the installation of six more base stations is planned to strengthen the existing network. Two stations have already been launched in the first phase. This will improve communication quality both within the city limits and in the territory of cottage communities.Simultaneously, the city is modernizing its telecommunications infrastructure, developing fiber-optic networks, expanding the video surveillance system, and implementing modern digital solutions.The development of the communication network is also continuing in Rudny. It is planned to add 14 more facilities to the existing 37 base stations. The first of these has already been commissioned. The implementation of the project will provide quality communication to new residential neighborhoods, industrial zones, and areas with insufficient signal levels.The memorandum provides for the phased introduction of 4G and 5G technologies in the cities and settlements of the region. An Industrial Park to be Constructed in the Pavlodar Region 30.06.2026
Chairman of the Investment Committee of the Ministry of Foreign Affairs of Kazakhstan Gabidulla Ospankulov held a meeting with Deputy Chairman of the Board of Xinfa Group Zhao Tingyun.During the meeting, the parties discussed the implementation of a project to build an industrial park in the Pavlodar region. The planned investment volume is estimated at $15 billion, while the project is expected to create 10,000 jobs.During the talks, Gabidulla Ospankulov presented information on government support measures, tax incentives, and the advantages of the country's investment climate.Xinfa Group representatives noted that the industrial park will specialize in bauxite processing, aluminum production, electrolytic copper, soda ash, carbon materials, fluorochemicals, and environmentally friendly building materials. Under the chairmanship of the region's akim, Kumar Aksakalov, a meeting of the regional akimat was held, dedicated to the results of the socio-economic development of the region for January–April 2026 and the tasks for the remainder of the year.According to the results of the first four months of 2026, positive results have been achieved in all basic sectors of the region's economy."The volume of freight and passenger transportation increased by 11.1%, trade volume — by 8.5%, construction works — by 4.8%, industrial production — by 2.5%, agriculture — by 2.4%, investments — by 1.2%. In particular, the volume of private investments increased by 10.6%. The commissioning of housing has been maintained at last year's level," noted the region's akim, Kumar Aksakalov.Manufacturing enterprises are operating stably. The production volume in this sector increased by 7.9% compared to the same period in 2025.Within the framework of preferential lending for spring field work, 173 billion tenge will be allocated to the region, which is 1.4 times more than last year's figure.Agricultural producers in the region received preferential loans under the "Ken Dala 2" program amounting to 86.5 billion tenge. Compared to last year, the volume of financing has increased by 1.5 times.Under the forward purchase program of the Food Corporation, 16 billion tenge has been allocated, which is three times the level of last year."Representatives of the agricultural sector are especially pleased with the abundant precipitation that fell last week. In the territory of LLP 'Frunzenskoye' in Denisovsky district, 60 mm of precipitation fell; in LLP 'Grand' in Fedorovsky district — 44 mm; in LLP 'Olzha Ryazhskoye' in Uzunkolsky district — 20 mm; and in LLP 'PKF 'Kairat' in Kamystinsky district — 15 mm. It is expected that the moisture reserves will be sufficient for the next few weeks," emphasized the head of the region.The work of veterinary services has been strengthened. This year, 5.6 billion tenge has been allocated from the state budget for these purposes. With these funds, 122 veterinary points and 78 animal burial grounds will be built.Furthermore, this year, 1034 apartments will be purchased in 16 cities and districts of the region to provide to citizens from socially vulnerable categories who are on the housing waiting list. Over 18 billion tenge has been allocated for these purposes.For comparison, last year 548 apartments were provided at a cost of 10.4 billion tenge. DAIRY TOUR: 4 out of 13 dairy farms in the region are sold in Altynsara district 30.06.2026
During a working trip to Altynsarin district, Akim of Kostanay Region Kumar Aksakalov reviewed the progress of implementing major investment projects in the agro-industrial complex.During the visit, the head of the region inspected the facilities of investment projects in the dairy farming sector, reviewed the progress of spring field work, and met with agricultural producers of the district.«The Head of State has set a task to increase the share of processed products in the agro-industrial complex to 70 percent within three years. To ensure food security, we must increase our own production», – noted the regional akim.For this purpose, last year, 7 modern dairy farms with a total capacity of 46 thousand tons were commissioned. Currently, the construction of another 6 similar farms with a total capacity of 34 thousand tons is ongoing, 5 of which will be launched this year.The total investment in the projects amounted to 49.3 billion tenge. This has created more than 220 new jobs, with another 210 jobs planned to be opened in the near future.It should be noted that 4 out of the 13 dairy farms being implemented in the region are located precisely in Altynsarin district.To date, the farms of peasant farms «Tapayev T.B.» and «Akhmetov T.B.» have been commissioned. The dairy farms of the peasant farm «Kuanyshbayev K.M.» and LLP «Dukas» are under construction.The first site visited was the under-construction dairy farm of LLP «Dukas 2020» in the village of Obagan. The total project cost is 3 billion 270 million tenge. Of this, 300 million tenge are the enterprise's own funds, and 2 billion 970 million tenge are borrowed funds from JSC «SPK «Tobol». The project involves keeping 400 head of Simmental cattle. After commissioning, it is planned to produce 3,200 tons of milk annually and create 25 new jobs.The next site was the dairy farm of the peasant farm «Akhmetov T.B.», located near the village of Bolshaya Churakovka. The total project cost exceeds 3.6 billion tenge. Of this, 386 million tenge are the farm's own funds, 3 billion tenge are borrowed funds from JSC «SPK «Tobol», and another 232.8 million tenge were attracted through second-tier banks. The project involves creating a farm for 400 head of dairy herd with the purchase of Holstein-Friesian cattle. The planned production volume is 2,500 tons of milk per year. The enterprise will create 26 new jobs.Another major project is the construction of the dairy farm of the peasant farm «Kuanyshbayev K.M.» in the village of Novoalekseyevka. The total project cost exceeds 3.1 billion tenge. Of this, 311 million tenge are the farm's own funds, and 2.8 billion tenge are borrowed funds from JSC «SPK „Tobol“». The farm is designed for 400 head of Simmental cattle. The design capacity will allow producing up to 2,800 tons of milk per year. Additionally, 26 new jobs will be created. According to the head of the peasant farm, Gulnara Kuanyshbaeyeva, the completion of construction work is scheduled for early 2027.«After all 13 dairy farms in the region reach their design capacity, milk production in organized farms will increase almost twofold – from 85 thousand to 165 thousand tons. Furthermore, the load on milk processing enterprises will increase from 75 to 86 percent», – emphasized Kumar Aksakalov.In Altynsarin district, after the launch of all four dairy farms and their reaching design capacity, milk production volume will increase from 6.7 thousand to 19.3 thousand tons per year, or by 2.9 times. This will give an additional impetus to the development of agriculture, ensure stable food supply for the population, and strengthen the region's economy.During the working trip, the head of the region also visited the sown areas of LLP «Olzha Belyaevka», where he reviewed the progress of spring field work. Akim of Altynsarin district Arnur Sartov reported on the current situation in crop production, the provision of agricultural producers with material and technical resources, and the progress of the sowing campaign.Additionally, the regional akim was presented with information on the implementation of the republican environmental program «Taza Kazakhstan».Summing up the trip, Kumar Aksakalov noted that the development of dairy farming remains one of the priority areas of the region's agro-industrial complex. Women's entrepreneurship development issues discussed in Kostanay 30.06.2026
A meeting dedicated to the development of women's entrepreneurship in the region was held at the site of the Chamber of Entrepreneurs of the Kostanay Region. The event was attended by members of the Council of Business Women, representatives of the business community, and public figures.The main goal of the meeting was to discuss measures to support women's entrepreneurship, develop interregional cooperation, opportunities for business scaling, and the exchange of experience among women entrepreneurs.During the meeting, instruments of state support, effective mechanisms for implementing entrepreneurial projects, ways to expand business, and issues of strengthening partnership ties between regions were considered. Dear residents of Kostanay!Dear fellow countrymen!I wholeheartedly congratulate you on June 4th – the Day of the State Symbols of the Republic of Kazakhstan!The State Flag, Emblem, and Anthem are the pillars of our Independence and symbols of the national spirit. There is a Kazakh proverb: "Those with one banner have common roots, those with one path have a shared burden." Representatives of various ethnic groups in our country live in peace and harmony under the blue banner of Kazakhstan. We are united by our blue passport, common goals, and unwavering faith in the constructive power of the reforms being implemented.One of the important historical steps on this path was the adoption of the new Constitution in the nationwide referendum on March 15. The Basic Law is a guarantee of the state's stability and a solid foundation for the unity of the people. The key values enshrined in the Constitution – human rights, law and order, social justice, and the principles of responsible citizenship – have today become the basis of state policy.Head of State Kassym-Jomart Tokayev noted: "Our interests, our path, and our goal are one. This is the construction of a Just, Safe, and Clean Kazakhstan. If through the Constitution we ensure the supremacy of law and order, preserve and strengthen our unity, then we can conquer any heights."In the Kostanay region, large-scale transformations are also being implemented step by step, which is clearly confirmed by the pace of the region's development.The Head of State outlined a strategic task - to ensure annual economic growth of the country at a level of at least 6 percent. Over the past two years, we have consistently been fulfilling this instruction, demonstrating stable positive dynamics.Thus, in 2024, economic growth exceeded the set target of 6% and amounted to 8.3%. In 2025, with a planned target of 6.5%, growth reached 8.2%. The task for the current year is to ensure economic growth of no less than 6 percent and maintain positive momentum.Currently, the Kostanay region is the center of mechanical engineering in Kazakhstan. We produce 25% of the country's mechanical engineering output. And this share will continue to grow.New production facilities are being created. In 2022, there were 4 large mechanical engineering plants operating in the region. These are "SaryarkaAutoProm" LLP, "AgromashHolding KZ" JSC, "Machine-Building Plant MTZ-Kazakhstan" LLP, and "Kostanay Tractor Plant" LLP.Then, over the past three years, five more modern production facilities have appeared. These are a Kia automobile plant, a plant producing drive axles for heavy-duty vehicles, a plant producing engine blocks and cylinder heads for trucks, a plant producing springs for railway transport, and a plant for manufacturing auto components for passenger cars is preparing to launch.More than 3,000 jobs have been created.In the agro-industrial complex, 7 large dairy farms have been built, and another 5 are planned to open this year.Furthermore, the "S-Agro Borovskoe" LLP plant for producing dried mare's milk, the modern milling complex "Aruana-2010" LLP, the "KAIZEN" LLP legume processing factory, and the "MILH" LLP cheese production plant with a capacity of 10,000 tons have been launched.The construction of the "Confectionery Capital" factory is being completed. Thanks to this project, the region will become a major producer of confectionery products in the country.To develop transport logistics, the construction of the international transport and logistics complex "Tobyl" is underway in the regional center.Following the instruction of Head of State Kassym-Jomart Tokayev, construction has begun on the strategically important "Center - West" highway. Additionally, the road from Arkalyk will be fully repaired this year.To develop the southern districts of the region, the construction of an airport in Arkalyk is nearing completion. The facility will be commissioned within the next month and a half. Thus, direct flights will operate from Arkalyk to Kostanay, Astana, and Almaty.The social sphere remains a priority for the region, with special attention paid to rural development.Over the past period, more than 1,000 streets (1,074) in 305 rural settlements have been repaired, access roads to 185 villages have been improved, and 76 km of sidewalks have been laid. Asphalt pavement has been installed for the first time on 293 streets in 293 villages.Housing construction is actively developing. In 2025, 517.4 thousand sq. m of housing was commissioned in the region, providing housing for over 5,000 families.In recent years, new schools, kindergartens, healthcare and sports facilities have been opened in the region, and infrastructure in rural areas has been updated.Since 2022 alone, over 100 social facilities have been commissioned in the region. These include 10 schools for 6,000 students and 15 kindergartens for more than 2,000 children.Two schools for 1,200 students each will be built in Kostanay city in the "Tobol" microdistrict and the "Astana" microdistrict, with an estimated cost of 8.4 billion tenge each.In recent years, 39 healthcare and social facilities have been built, including FAPs (feldsher-midwife stations), outpatient clinics, and medical posts. Just recently, a large polyclinic opened in the Kostanay district.Additionally, 8 cultural facilities, 39 sports facilities, including 18 fitness and wellness centers, 11 hockey rinks, an indoor equestrian therapy arena for children with special needs, and a boarding school for gifted athletes in Arkalyk.Currently under construction are a Table Tennis Center, a new water park, a multifunctional stadium on the Kostanay city embankment, and in the "Astana" microdistrict, construction of a new 3,000-seat Sports Palace will begin. In Arkalyk, the "Samruk-Kazyna" fund is implementing a project for a modern multifunctional sports complex.An agreement has been reached that the "Kazakhstan Khalkyna" fund will finance the construction of a fitness and wellness center for people with disabilities in Kostanay city. This issue had remained unresolved for many years.In turn, our athletes, who worthily glorify the State Flag and Anthem on the international stage, are the pride of all Kostanay residents.This year, athletes from the region have achieved high results. Asian boxing champion Nadezhda Ryabets, bronze medalists of the XXV Summer Deaflympics in team tennis - Bijan Tuleev, Kanat Konkubaev, Daniyar Iskendirov, and Abylai Burkithayev - are shining examples of courage and perseverance.The pride of the region also includes world para powerlifting champion Farkhat Mutanov and silver medalist of the U23 Greco-Roman Wrestling World Championship Yusup Matsiev.The Kostanay region is a sacred land, the birthplace of prominent individuals who dedicated their lives to serving the people. It is a blessed land that gave the world great representatives of the Alash spiritual heritage: Ybyrai Altynsarin, Akhmet Baitursynuly, Mirzhakyp Dulatov, and Beimbet Mailin.Their enlightening ideas, worthy life path, and devoted service to the nation still serve as a spiritual guide for the younger generation.Today, many talented young people continue this glorious path. Our schoolchildren, winning international and republican Olympiads, glorify the region and raise high the State Flag of Kazakhstan.Bronze medalist of the Asian Physics Olympiad Abdykadyr Tazhi, silver medalist of the International Chemistry Olympiad Nargiz Abzhanova, winner of the Asia-Pacific Linguistics Olympiad Alibek Kadralinov are vivid embodiments of the youth of Independent Kazakhstan.In the field of culture, Kostanay artists also worthily represent national art and perform successfully at the international level. Astana, June 4, 2026 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Bakayev held a meeting with Ambassador of the People’s Republic of China to Kazakhstan Han Chunlin.During the meeting, the parties discussed current issues of Kazakhstan-China cooperation across various sectors and exchanged views on prospects for its further development.Particular attention was paid to the implementation of agreements reached following the visits to Kazakhstan in late May and early June by Chairman of the Standing Committee of the National People’s Congress of China Zhao Leji, Secretary of the Political and Legal Affairs Commission of the Central Committee of the Communist Party of China Chen Wenqing, Minister of Public Security of China Wang Xiaohong, and Chief Executive of the Hong Kong Special Administrative Region of China John Lee.The interlocutors also reviewed the schedule of upcoming events at the highest and high levels planned for 2026.At the conclusion of the meeting, the parties agreed to maintain regular contacts between the Ministry of Foreign Affairs of Kazakhstan and the Embassy of China on issues of mutual interest concerning bilateral cooperation.Source : https://www.gov.kz/memleket/entities/mfa/press/news/details/1235172?lang=ru
