Environmental development of the region: nature conservation and implementation of modern solutions for a sustainable future 13.10.2025
Ecology in Kostanay region is designated as one of the strategic priorities.Urban development and increased municipal waste generation require careful attention to the environment. In this regard, separate collection, sorting, disposal and recycling of waste is being introduced in the field of municipal waste management.Thus, separate waste collection (plastic, glass, paper, bulky, mercury-containing waste, waste from electronic and electrical equipment) has been introduced in 61 settlements, where more than 2,100 special containers have been installed.Waste sorting is carried out in 29 settlements. The sorting process is carried out by manual sorting and on 7 waste sorting lines. In the region, 14 private companies process recyclables and produce 17 types of finished products (geogrid, geotextile, geocomposite, geocapes, polyethylene gas and water pipes, cable pipe, polymer-sanded paving stones, manholes, rubber chips, egg trays, cinder blocks, pyrolysis fuel, PVC panels, inert material, plastic boxes, gas tanks made of plastic).If a few years ago the volume of waste recycling was insignificant, today there is significant progress: the share of solid household waste recycling increased from 1.8% in 2017 to 21.1% in 2024. Thus, the indicator has increased almost 12 times, which is a significant step towards ensuring the environmental safety of the region.At the same time, in order to develop the sphere of municipal waste management by private enterprises, 3 projects totaling 0.5 billion tenge were implemented in 2024-2025 through preferential loans from Damu Entrepreneurship Development Fund JSC and Industry Development Fund JSC. By the end of this year, the implementation of 2 projects totaling 0.8 billion tenge will be completed. Communiqué of the 11th Meeting of the High Level Working Group on the Caspian Sea Issues 13.10.2025
Ashgabat, September 15-17, 2025 – The 11th Meeting of the High Level Working Group on the Caspian Sea Issues (HLWG) was held in Ashgabat.The delegations of the Republic of Azerbaijan (led by Samir Sharifov), the Islamic Republic of Iran (led by Kazem Gharib Abadi), the Republic of Kazakhstan (led by Zulfiya Amanzholova), the Russian Federation (led by Nikolay Udovichenko) and Turkmenistan (led by Myrat Atajanov) took part in the meeting. The meeting was chaired by the head of the Turkmen delegation Myrat Atajanov.The parties continued the discussion on the methodology for establishing straight baselines in the Caspian Sea. Astana, September 17, 2025 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Arman Issetov held a meeting with Christophe Kamp, the OSCE High Commissioner for National Minorities, who has arrived to Kazakhstan on a visit to participate at the VIII Congress of Leaders of World and Traditional Religions.During the meeting, the parties discussed the development of multilingual education, the expansion of the participation of national minorities in the socio-economic life of the country, as well as their involvement in public administration processes.Deputy Minister Issetov informed the OSCE representatives about the ongoing political reforms, economic and social transformations in the country aimed at improving the well-being of the citizens, including national minorities.In his turn, Christophe Kamp particularly noted Kazakhstan’s unique experience in strengthening interethnic harmony and upholding the linguistic and cultural rights of national minorities. Abu Dhabi, September 17, 2025 – The Ambassador of the Republic of Kazakhstan to the United Arab Emirates, Rauan Zhumabek, presented his credentials to the Director-General of International Renewable Energy Agency (IRENA), Francesco La Camera.During the meeting, the parties discussed prospective areas of cooperation, including joint efforts to combat climate change and the development of renewable energy as a key factor in ensuring a sustainable future for humanity.The Kazakh diplomat emphasized the important role of IRENA as an authoritative international platform that unites countries in promoting renewable energy sources, and reaffirmed Kazakhstan’s readiness to actively participate in the Agency’s work, as well as to expand bilateral and multilateral partnerships.For his part, F. Implementation of Investment Project in Pharmaceutical Sector was Considered at Kazakhstan’s Foreign Ministry 13.10.2025
Astana, September 17, 2025 – Chairman of the Investment Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan Gabidulla Ospankulov held a meeting with Chairman of the Board of the Chinese company “Cheng Tian Run Kang Medical Limited,” Li Shu-he.The investor expressed an intention to implement a project in Kazakhstan on the cultivation and processing of industrial hemp with a permissible tetrahydrocannabinol content (not exceeding 0.3%), which complies with international standards and excludes psychoactive properties of the plant. The resulting raw materials are planned to be used for the production of pharmaceuticals, dietary supplements, as well as textile industry products. In addition, the investor showed interest in implementing a project in the field of meat processing.Chairman Ospankulov noted that the development of projects in pharmaceuticals and deep processing of agricultural raw materials corresponds to the priorities of Kazakhstan’s investment policy. He emphasized that the state is ready to provide the necessary support, including facilitation measures and coordination with relevant government agencies.For his part, Li Shu-he stressed that Kazakhstan offers favorable conditions for the implementation of projects in the processing of agricultural raw materials. Astana, September 15, 2025 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Arman Issetov held a meeting with Martin Roger, Undersecretary for Political Affairs of the Ministry of Foreign Affairs of the Republic of Estonia.During the meeting, they discussed a wide range of issues, including the deepening of bilateral cooperation in the political, trade and economic, investment, and cultural-humanitarian areas.Deputy Minister Issetov emphasized that Estonia is an important and reliable partner of Kazakhstan in the Baltic Sea region. In particular, both parties noted their interest in further developing the traditionally friendly relations between the two countries.The diplomats agreed to consider new practical steps to expand trade, economic ties and implement investment projects. How is the tourist infrastructure of Kostanay region developing 13.09.2025
Today, the tourism industry is a fairly promising area of activity that directly affects the development of related sectors of the economy such as trade, catering and the provision of hotel services.According to the results of the first half of the current year, the volume of services provided by accommodation facilities amounted to 2.0 billion tenge, an increase of 33.2% compared to the previous year.The number of Kazakh citizens who visited the region amounted to 121.9 thousand people, the number of foreign tourists amounted to 6.0 thousand people, the number of rooms amounted to 6331 beds.In general, 2 sanatoriums, 1 rehabilitation center, 94 hotels, 2 motels, 4 hostels, and 14 recreation centers operate in the region.The main tourist sites of interest among tourists are the Sosnovy Bor sanatorium, the Naurzumsky Nature Reserve and the Thermal Park, which are equipped with the necessary communications and "soft" infrastructure. Transport accessibility of these facilities is provided.Sanatorium-resort recreation is an important link in the development of tourism. Today, there are 2 sanatoriums and 14 recreation centers in the region.Basically, the facilities of the medical and wellness area are located in the resort area of the Altynsarinsky district, these are the Sosnovy Bor sanatorium, the Dzhailau health and entertainment complex, the Munich recreation center, and the Village in the Forest.It is worth noting that there are other interesting and promising places in the region for the development of health tourism.Such an object is the rehabilitation center named after him. Karabayeva in the Mendykara district, which resumed its activities after major repairs.Despite the low popularity of the tourism industry in our region, the tourism sector is gradually developing, new flights are being opened, investment projects are being launched, excursions are being conducted, etc.Thus, investment projects in the field of tourism are being implemented in the region.One of the most significant is the construction of a multifunctional tourist complex in the Amangeldy district. On its territory there are buildings built in the form of replicas of architectural monuments: the Taj Mahal in India, the Chichen Itza building in Mexico, the Eiffel Tower.A Wall of national memory has also been built on its territory, which contains 200 names of outstanding Kazakhstani figures, which have no analogues in the world.Also, for the convenience of tourists, a hotel, a restaurant, a summer amphitheater, sports and playgrounds have been built on its territory. In general, the project cost is 3.5 billion tenge, construction is scheduled to be completed this year.It is safe to say that this tour facility will become a center of attraction for tourists and will allow creating a full-scale tourist product in the Torgai region, which will include not only visits to the hub, but also a number of other facilities of interest to tourists located in the nearest regions.Thus, there are unique structures on the territory of the district - the Torgai geoglyphs (the Torgai swastika is located 22 km away, and the Ushtogai square is 125 km from the village of Amangeldy), which are of great interest to the scientific community and tourists.No less interesting object for guests and residents of the region are the "walking" dunes of "Kumkeshu" located at the entrance to the area.To organize recreation away from the daily hustle and bustle, a recreation center "Shanyrak" is being built in the Denisovsky district.The recreation center is located on a section of the Tobol River within the Verkhne-Tobolsk reservoir. To date, the first stage of the project has been completed: two comfortable beaches with shaded and children's areas, a pier for swimming, catamaran rentals, 6 comfortable houses designed for year-round living in the residential complex "Fishing Village" and 8 barbecue areas with gazebos have been built.It is also planned to build a year–round thermal complex "Baden Baden" in the region, the investor has acquired a franchise, allocated a plot of land, the estimated cost of the project is 3.5 billion tenge, the project is planned to be implemented by 2028.In addition, it is planned to build a hotel complex of the international Marriott hotel chain (Courtyard by Marriott Kostanay) in the city of Tobyl, Kostanay region, the project cost is 9.8 billion tenge. The hotel complex will consist of 9 floors with 141 rooms.Also, in the territory of Kostanay, it is planned to build a hotel complex of the international chain of Holiday Inn hotels ("Holiday Inn"), the project cost is 9.0 billion tenge, the complex will consist of 100 rooms.The reconstruction of the dormitory building for a hotel is underway at the Kostanay airport, the project cost is 600 million tenge.At the same time, in 2024, a project was implemented in Altynsarinsky district to build a recreation center "MUNCHEN" (Munich) in the amount of 700 million tenge.This year, the reconstruction of the former bus station building for a hotel complex was completed in Arkalyk, the project cost amounted to 200 million tenge.Also, by the end of this year, it is planned to complete the construction of the recreation area "Green House", located in Altynsara district, the project cost is 150 million tenge.In addition, in order to organize recreational activities and recreation, a project for the reconstruction of the Octopus water park began in Kostanay this year, the project cost is 11.2 billion tenge, the project capacity is 1,200 people.
