Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Svetlana Zhakupova at a Government meeting spoke about the measures taken aimed at social protection and improving the quality of life of persons with disabilities (hereinafter – LSI).At the beginning of her speech, the head of the Ministry of Health said that today 732 thousand people live in the country. LSI, which is 3.6% of the total population. Of these, 57% are of working age, 27% are of retirement age, and 15% are children.The structure of nosological forms of diseases among people over the age of 18 is dominated by mental disorders (18%), diseases of the circulatory system (17.2%), injuries of all localizations (13%). Among children with disabilities – diseases of the nervous system (26.6%), congenital malformations (25.1%), mental disorders (22.4%). At the same time, in recent years, there has been an increase in child disability by 11.4 percentage points."Social security expenses for persons with disabilities are carried out at the basic and mandatory levels. Every year, expenditures from the republican budget increase by about 22%. This year, they amounted to 748.5 billion tenge. Social payments from the State Social Insurance Fund amounted to 46 billion tenge," Svetlana Zhakupova said.The Minister added that state support for people with disabilities is provided in a proactive format. Services are provided through the Social Services Portal, where 794 providers of rehabilitation equipment, 760 providers of sign language services, 122 sanatorium organizations are registered.This year, they have implemented 770.7 thousand technical rehabilitation equipment, provided 26.6 thousand individual assistant services, provided 80 thousand sanatorium treatment services and 8.6 thousand sign language services."To date, 43,312 objects have been registered in the Interactive Accessibility Map, 19,421 objects or 45% have been fully adapted. Protocols of social rehabilitation by types of nosologies have been developed.Since August this year, a pilot project for the rehabilitation of children with musculoskeletal disorders at home using innovative rehabilitation tools has been implemented in 4 regions (Abai, Kyzylorda and Pavlodar regions, Shymkent) together with the Kazakhstan Khalkyna Foundation.Another successful example is the activity of the Ak Zhol-M children's rehabilitation center in Talgar, Almaty region. With the support of the Kazakstan Khalkyna Foundation, this center is equipped with modern innovative equipment.In general, in the republic for 9 months of this year, according to the results of the rehabilitation measures carried out, due to the improvement in health, the number of fully rehabilitated persons amounted to 8,9 thousand people, about 8,2 thousand people were transferred to a lighter disability group," Svetlana Zhakupova said.Taking into account new trends in the development of society, the requirements for the level of professional training of social workers, their skills and competencies are increasing. As of November 1 of this year, 148 thousand people or 39% of the able-bodied (381 thousand) LSI are provided with employment.In terms of employment sectors, scientific activity (28%), public administration (12%), education and trade (9% each), and healthcare (7%) are leading.By profession, 21% of people with disabilities are employed as professional specialists, 19% are unskilled workers, 13% are technical specialists, 11% each are managers and civil servants, service and sales workers."I would like to focus separately on the institute of freelance disability advisers, their role is increasing. Advisers to ministers and mayors at all levels are involved in the implementation of policies to protect the rights of LSI in all aspects of life.We observe a successful example of the adviser's work with the support of the Mayor of Almaty. The Mayor's advisor is included in the Project Office and has a small staff that ensures the achievement of the goals and needs of people with disabilities. Omarova Kasiet raises problematic issues and finds constructive solutions together with government agencies and civil society. Adaptation and integration services have been provided to almost 11 thousand Kandas and displaced persons 16.11.2024
Since the beginning of the year, 10.9 thousand Kandases and displaced persons who voluntarily moved to permanent residence in the resettlement regions determined by the Government of the Republic of Kazakhstan have been covered by 25 types of adaptation and integration services.Information, legal, social, medical and educational services are provided to displaced persons and Candace, which contribute to their adaptation and integration in the regions of settlement and consolidation in a new place of residence. As of November 1, 8,719 Candace and 2,161 displaced persons were covered by these services.Adaptation and integration services are provided from the moment those wishing to participate in state voluntary resettlement measures apply to a career center at their place of residence. An employee of the career center provides initial advice on the conditions of resettlement in the regions of settlement and a list of necessary documents.Before determining the region of settlement, the migrant or candace is provided with all the necessary information: about inclusion in the regional quota, about the services of temporary accommodation centers, adaptation and integration services and other support measures.Documents are accepted in electronic format through automated information systems "Candas" or "Labor Market". Together with the displaced person and/or Candace, an individual adaptation and integration plan is being formed, according to which the relocation and settling in a new place of residence takes place.This plan necessarily regulates the following activities:- relocation and accommodation in the settlement region (date of arrival, type of transportation, number of arriving family members);- registration of financial assistance, including a certificate of economic mobility;- employment at a permanent place of work, as well as, if necessary, vocational training, retraining and advanced training;- search and selection of housing for a family with payment through a certificate of economic mobility;- adaptation and integration of family members.The provision of adaptation and integration services is monitored through a Digital Family Card and the FSM Social mobile application for five years.The following regions have been identified for the settlement of the Kandases: Akmola, Abai, Kostanay, Pavlodar, East and North Kazakhstan regions.For the resettlement of migrants: Ulytau region, Abai, Kostanay, Pavlodar, Karaganda, East and North Kazakhstan regions.The following state support measures are provided to displaced persons and Candace who voluntarily moved to labor-deficient regions within the established quota:- relocation subsidy – at a time in the amount of 70 MCI per head and each family member (258,440 tenge);- monthly subsidies for housing and utility bills, for 12 months in the amount of 15 to 30 MCI, depending on the number of family members and the locality (from 55,380 tenge to 110,760 tenge);- referral for short-term professional training;- assistance in employment or in the development of an entrepreneurial initiative;- issuance of certificates of economic mobility.In addition, employers providing assistance in interregional resettlement are provided with a one-time employment subsidy in the amount of 400 MCI for each employee provided with housing and accepted for permanent employment for a period of at least 2 years.Recall that the mechanism for providing adaptation and integration services to families of displaced persons and Kandases who voluntarily moved to permanent residence in the resettlement regions determined by the Government of the Republic of Kazakhstan in 2023 was tested in a pilot mode in East Kazakhstan and Pavlodar regions.Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/877096

More than 77 thousand applications for disability were considered in absentia 16.11.2024
Since the beginning of 2024, more than 77.2 thousand applications from all regions of Kazakhstan have been considered as part of the implementation of a pilot project on the correspondence format of medical and social expertise to determine the disability group. To date, the examination in absentia is carried out in 30 nosological forms.In 2023, more than 76.4 thousand applications were considered in absentia, which is 30.4% of the total number of people with disabilities who have been certified.Earlier it was reported that at the VI meeting of the National Council of public trust, the head of state instructed to create the most comfortable conditions for people with special needs, their movement through instances and paperwork, as well as to exclude contact of service providers with service recipients.In order to accomplish this task, the Ministry of Labor and social protection of the population of the Republic of Kazakhstan, together with the ministries of Health and digital development, innovation and aerospace industry, is implementing a project on the correspondence format of medical and social expertise (hereinafter referred to as ITU) in a pilot mode in all 20 regions of Kazakhstan.To obtain a service for establishing a disability group, the applicant needs to contact the Polyclinic at the place of residence and undergo the necessary examination, the rest of the processes take place without his participation due to the integration of Information Systems.Transition to absentee certification:- removes administrative and bureaucratic barriers;- Ensures transparency of ITU expert decisions;- allows you to receive services for establishing disability and determining social protection measures for persons with disabilities without leaving your home;- eliminates direct contact of the service recipient with the service provider, thereby reducing corruption risks.Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/876255

В Алматинской области планируется строительство многопрофильной больницы, основанной на южнокорейских технологиях и опыте. Андрей Шин, известный бизнесмен в Казахстане, чья фамилия ассоциируется с производством мороженого, инициировал партнерство с главой южнокорейской больницы Hyundae Hospital, доктором Кимом Бу Сопом. Это сотрудничество стало основой для реализации проекта «Шин-Лайн Хёндэ», который находится на этапе подготовки.Своими намерениями партнёры поделились с акимом Алматинской области Маратом Султангазиевым, который оказал поддержку проекту, подписав меморандум о взаимопонимании. Новый медицинский центр будет расположен в селе Байсерке на площади около 15 тысяч квадратных метров и будет включать 200 коек. Проект, стоимость которого составляет 72 миллиона долларов, должен быть завершён к 2027 году и станет ключевым звеном в лечении тяжёлых заболеваний, включая кардиологию и нейрохирургию.Доктор Ким отметил, что его связь с Казахстаном началась в 2018 году, когда он впервые посетил Талдыкорган с целью оказания бесплатной медицинской помощи. С тех пор было проведено множество операций и консультаций, а более 150 медицинских специалистов прошли стажировку в Южной Корее. Доктор Ким подтвердил готовность продолжать это сотрудничество, ориентированное на повышение качества медицинских услуг в Казахстане.Андрей Шин подчеркнул, что проект ориентирован не только на коммерческую выгоду, но и на решение социальных задач. Он выразил надежду, что больница станет центром обмена знаниями и опытом между Казахстаном и Южной Кореей.
