Repair of the Kostanay – Rudny road: safer, faster, more comfortable 14.06.2025
The step–by–step modernization of the KAZ19 Kostanay–Rudny –Denisovka-Komsomolskoye-Karabutak highway continues in Kostanay region. All work is carried out as part of the execution of the order of the President of the Republic of Kazakhstan on the development of the country's transport infrastructure.One of the most striking examples of the implementation of this task was the 5.1 km long reconstruction project completed in 2021. The work was carried out by Kostanay Zholdary LLP, the total investment amounted to 4.5 billion tenge. Thanks to this segment, the highway was transferred from the III to the I-B technical category, which significantly increased safety and comfort for motorists.This year, active work continues: the average repair of the section from the Rudny overpass to the intersection with Abai Avenue in Kostanay has begun. The length of the site is 31.5 km, and the contractor is ABZ Plus LLP. The project cost is 6.7 billion tenge. As part of the renovation, two layers of new asphalt concrete pavement are being laid. To date, the laying of the lower layer has already been completed on the right side for 28.2 km (90%) and on the left side for 10.2 km (32%). All work is scheduled to be completed in October 2025.Special attention is paid to street lighting in the direction of Kostanay – Rudny. In 2024, one kilometer of lighting line will be installed in the area of the Kunai residential area. In 2025, as part of the renovation, another 3.8 km of street lighting will be built from Kostanay to Kunai railway station.In addition, lighting is currently being designed for a 25 km section from the Kunai railway station to the city of Rudny. Construction and installation work is scheduled to begin in August and be completed by the end of December 2025.All this is part of a systematic effort aimed at improving the quality of roads and developing the region's infrastructure. A Regular Meeting of the Consultative and Advisory Body “Dialogue Platform on the Human Dimension” Held at the Ministry of Foreign Affairs of Kazakhstan 13.06.2025
Astana, June 12, 2025 – The Ministry of Foreign Affairs of the Republic of Kazakhstan hosted a regular meeting of the subgroup of the Consultative and Advisory Body “Dialogue Platform on the Human Dimension”. The event was attended by the Deputy Chairperson of the Human Rights Commission under the President of the Republic of Kazakhstan, deputies of the Mazhilis of Parliament, representatives of the National Center for Human Rights, relevant ministries, Kazakh human rights NGOs, as well as guests of the platform – representatives of the United Nations Development Programme.The meeting was held in the lead-up to the review of Kazakhstan’s National Report on the implementation of the International Covenant on Civil and Political Rights at the 144th session of the UN Human Rights Committee, scheduled for June 24-25, 2025. Participants discussed a wide range of human rights issues, including the right to freedom of thought, conscience, and religion, censorship, freedom of peaceful assembly and association, freedom of expression, women’s rights, as well as the rights of underage girls and adolescents.The meeting was co-chaired by Alua Nadirkulova, Ambassador at Large of the Ministry of Foreign Affairs of Kazakhstan, and Botagoz Zhakselekova, Vice-Minister of Justice of Kazakhstan.Over the past five years, Kazakhstan has implemented large-scale political reforms in the field of human rights and is currently continuing its consistent efforts to strengthen relevant mechanisms. In this context, participants discussed the draft law on amendments and additions to certain legislative acts of the Republic of Kazakhstan aimed at optimizing the Criminal, Criminal Procedure, and Penal Enforcement Codes. Given that this draft law is the most comprehensive initiative of the current parliamentary session, it was emphasized that its key provisions are aimed at strengthening the protection of the rights of citizens and entrepreneurs, expanding the role of defense attorneys in criminal proceedings, streamlining criminal justice procedures, and introducing criminal liability for stalking (harassment and intimidation), illegal issuance of bank cards and accounts, as well as forced marriage.In her remarks, Vice Minister Zhakselekova emphasized Kazakhstan’s commitment to open dialogue on pressing issues in society and the importance of the views of NGOs. She also noted that the previous review of the National Report of the Republic of Kazakhstan took place in June 2016, and the upcoming presentation of the report in June 2025 will cover an eight-year period and a broad range of issues.Overall, the agenda topics were discussed in an open and constructive manner. Over 70% of the student youth of Kostanay region participate in the activities of creative, intellectual and sports clubs, which has a positive impact on the formation of sustainable anti-drug attitudes and values.According to Acting head of the Regional Health Department Zhanna Kozybayeva, health officials have developed a plan for drug addiction prevention, treatment, rehabilitation and social support for 2025. В ЗКО задержан вор-гастролер, подозреваемый в совершении кражи на сумму 1,6 млн тенге.Сотрудниками полиции задержан подозреваемый в совершении кражи в период с 11 мая по 8 июня в Уральске.Установлено, что подозреваемый арендовал одну из комнат в квартире, где проживала потерпевшая. Воспользовавшись доверительной обстановкой и свободным доступом, он тайно похитил денежные средства в размере 500 тысяч тенге, а также ювелирные изделия: четыре золотых кольца и серьги, серебряное кольцо и цепочку ручной работы. Общий ущерб составил 1 млн 600 тысяч тенге.В ходе розыскных мероприятий сотрудники полиции задержали злоумышленника. Им оказался молодой парень 2006 года рождения, уроженец Жамбылской области, который ранее неонакратно был судим за совершение аналогичных преступлении на терр тории Алматы и Актау. Часть похищенного изъята.По данному факту возбуждено уголовное дело. All initiatives are being implemented in accordance with the instructions of the President of the Republic of Kazakhstan and cover key areas: from infrastructure modernization and digitalization to personnel strengthening.New infrastructure — closer to the patientThere are 450 public and 22 private medical institutions in the region. Today, Kostanay region is entering an active phase of transformation of the medical system, focused on practical results.One of the significant projects will be the opening of a new polyclinic No. 6 in the Yubileyny microdistrict of Kostanay. The facility was built at the expense of private investments in the amount of 5 billion tenge and is designed to serve over 30 thousand people. This will significantly relieve the burden on existing institutions and increase the availability of primary health care.Major repairs of the maternity hospital of Arkalyk regional hospital are being completed as part of the national project "Modernization of rural healthcare". The project cost is 1.2 billion tenge. Lifting payments and additional support measures are provided to attract young professionals.Digitalization is a step into the futureMedical institutions are switching to digital solutions: electronic outpatient cards, temporary disability sheets, automated accounting systems, and telemedicine consultations are being introduced. This is especially true in remote areas where face-to-face admission is limited.Special attention is paid to the Social Wallet project in the eGov Mobile application. Through it, patients receive free medicines with electronic prescriptions. Since the beginning of the implementation, over 330 thousand prescriptions have been written, of which about 76% are using a QR code.The patient is at the center of the systemThe reforms are aimed at introducing the principle of patient-centricity: reducing queues, improving communication between doctors and patients, and increasing trust in the system. Citizens' satisfaction surveys are regularly conducted, on the basis of which management decisions are made. Фонд развития предпринимательства «Даму» при поддержке холдинга «Байтерек» и Министерства национальной экономики объявляет о запуске новой программы льготного кредитования «Өрлеу».Данный инструмент направлен на поддержку микро-, малого и среднего бизнеса. Приоритетные сектора экономики для льготного кредитования – обрабатывающая промышленность, транспорт и складирование, туризм, образование, здравоохранение.По новой программе льготного кредитования ставка вознаграждения для конечного заемщика составит не более 12,6% годовых. Общий объем средств по программе составит 750 млрд тенге, из которых 300 млрд тенге будут выделены Фондом, а 450 млрд тенге – привлечены в рамках софинансирования со стороны банков второго уровня.Программа «Өрлеу» предусматривает выдачу льготных займов на инвестиционные цели, пополнение оборотных средств и рефинансирование действующих кредитов, выданных не ранее 1 января 2025 года.Основные условия:максимальная сумма займа - до 7 млрд тенге на инвестиции, до 3,5 млрд тенге на оборотные средства;ставка вознаграждения - не более 12,6% годовых;срок финансирования:- до 10 лет на инвестиционные цели,- на пополнение оборотных средств – не более 3 лет,- на рефинансирование кредитов - не более остатка срока финансируемой задолженности.Программа «Өрлеу» нацелена на стимулирование предпринимательской деятельности через предоставление льготных кредитов в приоритетных секторах экономики. Это:- обрабатывающая промышленность (в том числе производство продуктов питания, текстильных изделий, одежды, продуктов химической промышленности, основных фармацевтических продуктов и фармацевтических препаратов, резиновых и пластмассовых изделий, электрического оборудования, мебели и др.),- транспорт и складирование (грузовые и пассажирские перевозки, услуги складирования и др.), - туризм (предоставление услуг гостиницами, кемпингами и др.), - образование (школьное и дошкольное, имеющие государственные заказы),- здравоохранение (медцентры, многопрофильные клиники).Для участия в программе «Өрлеу» предпринимателям необходимо обращаться непосредственно к кредиторам.
