Arman Shakkaliev: 47 unproductive middlemen have been eliminated from the supply chain in Shymkent 14.07.2026
On July 3, Arman Shakkaliyev, Minister of Trade and Integration of the Republic of Kazakhstan, visited Shymkent as part of a working visit, where he inspected the implementation of investment projects, the operation of retail facilities, and modernized markets.During his visit, the minister toured the Alsera.kz greenhouse complex, built with the participation of Turkish investors. The project cost $650 million. The company annually grows over 155,000 tons of tomatoes across six varieties. Its products are sold domestically and exported to Russia and Kyrgyzstan. The minister emphasized that meeting domestic market demand remains the company's priority.The next stop on the working visit was the Aimar-Kus poultry farm, which produces 100 million chicken eggs annually and employs 25 people. As part of the third phase of the project, the company plans to increase production to over 300 million eggs annually. The farm's products are currently available in major retail chains in Shymkent and Astana. The company's management discussed prospects for entering export markets with the minister. Following the expansion of production capacity, the Ministry of Trade and Integration will provide the necessary export support.Arman Shakkaliev also visited the Alash and Ayna markets, which were modernized in 2023–2024 in accordance with the Roadmap for the Modernization of Trade Markets. Approximately 1,800 retail outlets operate at the Alash market, while 626 small businesses operate at the Ayna market.The minister instructed the market management and local executive authorities to ensure the transparency of trade processes and strengthen oversight of compliance with fire safety and sanitary standards."Trade must be open and fair. This particularly applies to compliance with the maximum trade markup on socially important food products. The Ministry of Trade and Integration has strengthened state oversight in this area, as this directly impacts the cost of goods for the population. Furthermore, we are consistently reducing the number of intermediaries in the supply chain and eliminating unproductive participants. "Since the beginning of the year, 150 unproductive intermediaries have been eliminated from supply chains across the country, 47 of which are in Shymkent," noted Arman Shakkaliyev.The minister also noted the positive dynamics of Shymkent's retail sector. Investments in the retail sector totaled almost 30 billion tenge in the first five months of this year.During his visit, the minister toured the new Dala Mall shopping and entertainment center, built with private investment. The 5-hectare complex opened this year and includes not only entertainment facilities but also modern grocery supermarkets."Retail formats change annually. Despite the active development of e-commerce, traditional retail remains significant. Therefore, it is important to adapt retail infrastructure to modern requirements. Convenient retail facilities with parking, comfortable shopping conditions, and modern payment systems will always be in demand. Increasing the share of modern retail formats remains one of the ministry's priorities," the minister emphasized.Shymkent ranks fifth among Kazakhstan's regions in terms of its share of the country's total trade volume. Since the beginning of the year, the city has held 24 meetings of the regional commission. These meetings revealed 164 instances of unproductive intermediaries and exceeding the maximum trade markup on socially important food products. Administrative charges were filed for 117 violations, and 47 unproductive intermediaries were terminated.Shymkent ranks third among Kazakhstan's regions in terms of the number of unproductive intermediaries identified. Today, the 34th session of the regional maslikhat was held with the participation of the regional akim, Murat Ergeshbayev. The session was attended by the chairman of the regional maslikhat, Murat Tleumbetov, heads of law enforcement agencies, deputies, and representatives from relevant sectors. The agenda covered 10 key issues.In his report on the regional budget execution, the regional akim noted the work done to address the most pressing issues, improve the quality of life of the population, and implement large-scale infrastructure projects.He analyzed key macroeconomic indicators and summarized the results of the past five months."Since 2022, approximately 2.4 trillion tenge of investment has been attracted to the region. This year, approximately 790 billion tenge of investment is planned, of which 261 billion tenge has already been spent.To diversify the economy, 48 investment projects worth 1.9 trillion tenge are planned for implementation over the next three years, creating over 10,000 new jobs.Construction of 14 major projects will begin this year, with four currently underway, and groundbreaking for two projects. Work on two greenhouse complexes will begin in the coming days. Over the past three years, more than 3 billion tenge has been allocated for the development of the emergency situations system in the region. 20 fire trucks, one command and staff vehicle and 26 units of special off-road vehicles were purchased. The building of the regional Department of Emergency Situations, city and district fire stations, as well as the rescue station were repaired. This year, 1.4 billion tenge is provided for the development of this sphere, which is 4.2 times more than in 2022," the head of the region noted.Over the past three years, 8 billion tenge has been allocated to strengthen the material and technical base of forestry institutions. 51 fire trucks were purchased, as well as 86 tractors, 36 small forest fire complexes and 78 units of patrol equipment. Today, Prime Minister Olzhas Bektenov chaired a meeting of the Council for the Transition to a Green Economy under the President of the Republic of Kazakhstan. The agenda included issues of waste management, the implementation of the "Taza Kazakhstan" concept, and improving energy efficiency in industry and construction. Murat Ergeshbayev, Akim of the region, participated in the meeting via videoconference.The region is systematically working to improve energy efficiency and reduce environmental impacts as part of the Green Economy Transition Concept.Last year, modern energy-saving technologies were introduced in 280 km of electrical networks and 87 substations. This year, modernization of 605 km of electrical networks and 190 substations continues. Additionally, 8.7 km of heating networks have been upgraded and covered with special insulating materials. This has significantly reduced losses in the heating system.Developing renewable energy sources is also a priority in the region. A five-day power plant with a total capacity of 148 megawatts is currently operating. The launch of one wind farm and three solar power plants is planned for the future.In the first quarter of this year, 17 waste management facilities collected 67,000 tons of solid municipal waste, of which 23,000 tons were recycled. Nine projects aimed at waste sorting, recycling, and disposal are being implemented with funding from Zhasyl Damu JSC.To attract investment in the industry and implement advanced technologies, two major investment projects are being implemented with the participation of international companies. Specifically, a plant for sorting, recycling, and disposal of 300,000 tons of solid municipal waste per year using South Korean technology is being built, as well as a plant for the production of 240 million glass containers per year using German technology. It was noted that construction work is proceeding according to the approved schedule, with construction and installation work scheduled for completion in the fourth quarter of the current year. The project will result in the creation of a modern health resort complex that meets current standards for quality recreation and wellness.Design documentation is currently being developed for three sites, providing for the construction and modernization of state-of-the-art health resort complexes. If you lift your gaze toward the majestic peaks of the Zailiyskiy Alatau, a remarkable world will unfold before you — a world of snow-capped summits, deep gorges, crystal-clear mountain rivers, and forests where nature has preserved its pristine beauty.It is here, at the foothills of the Northern Tien Shan, that the Ile-Alatau State National Nature Park is located — one of the largest and most valuable specially protected natural areas in Kazakhstan.Ile-Alatau National Park was established on February 22, 1996, by a resolution of the Government of the Republic of Kazakhstan, with the aim of preserving the unique natural complexes of the Zailiyskiy Alatau, its rich flora and fauna, mountain landscapes, forests, and rare species of great scientific, ecological, and cultural significance.Today, the park covers an area of 200,160 hectares. Its territory includes picturesque mountain gorges, forested areas, alpine meadows, glaciers, and high-altitude peaks. Along its perimeter, the park is protected by the Almaty State Complex Nature Reserve, which covers an area of 542,400 hectares.The territory of the park is divided into several functional zones: a strict protection zone, an ecological stabilization zone, a tourism and recreation zone, and a zone of limited economic activity. This zoning makes it possible to combine nature conservation, scientific research, environmental education, and regulated tourism.One of the main natural treasures of Ile-Alatau National Park is its forests. The area of forest-covered land amounts to more than 73,000 hectares. The forest cover of the territory is 36.5 percent. These forests not only adorn the mountain slopes but also play an important role in preserving the region’s water resources, soils, climate, and biological diversity.The flora of Ile-Alatau National Park is exceptionally rich. More than 2,000 species of vascular plants grow here, 37 of which are listed in the Red Book of Kazakhstan. Among them are the Sievers apple, the common apricot, and other rare plants that have survived in the mountain ecosystems of the Zailiyskiy Alatau.The park’s fauna is also diverse. About 270 species of vertebrate animals inhabit its territory, including 48 species of mammals and 198 species of birds. Many of them have special conservation status. In the mountain forests and gorges, one can encounter roe deer, wild boar, foxes, squirrels, and stone martens, while rare predators — true symbols of wild nature — inhabit the remote high-mountain areas.Ile-Alatau State National Nature Park is not merely a protected area. It is a living heritage of mountains, forests, and rivers — a natural laboratory where the unique gene pool of wild fruit plants is preserved. Here, the past meets the future: ancient relict species continue to live, bloom, and bear fruit, reminding humanity of its responsibility toward nature.Ile-Alatau National Park is the heart of the Zailiyskiy Alatau, a symbol of the richness of Kazakhstan’s nature, and a place where the grandeur of the mountains is combined with the fragile beauty of forests. Participants from the Netherlands, the USA, Belgium, Sweden, Uzbekistan and other countries have already joined the initiative, and applications continue to arrive from almost all continents.— We expected an international response, but we did not expect that the geography of the project would be so wide. Akim of Kostanay region Kumar Aksakalov, together with public figures, labor veterans and active youth, got acquainted with the construction of the Marriott hotel complex in the regional center, visited facilities in the Astana microdistrict and took part in the ceremony of the start of construction of the ecopark.The Head of State has repeatedly stressed the importance of creating a favorable investment climate, developing small and medium-sized businesses, as well as modern tourism and service infrastructure."Due to the arrival of new investors and the growth of business activity, the demand for modern hotel infrastructure is increasing. Taking this into account, hotel complexes of world–famous brands Marriott, Novotel and Holiday Inn will be built in Kostanay," the head of the region noted.The construction of the Marriott hotel complex is carried out entirely through private investment. In addition to hotel rooms, the complex will include restaurants, a conference room, meeting rooms, a fitness room, a swimming pool and other service facilities. As a result of the project, 140 new jobs will be created.It is worth noting that the Marriott hotel complex in Kostanay will become the third in Kazakhstan after Astana and Atyrau.It is planned to build 154 multi-family residential buildings in the Astana microdistrict on an area of 200 hectares. To date, 10 houses have been commissioned, and the construction of 23 more houses is ongoing. Of these, 13 are planned to be commissioned this year.In accordance with the instructions of the President of the country on the creation of eco-parks in large cities and regional centers, two new park areas will be opened in the region.The construction of an ecopark with an area of 43.8 hectares has begun in the forest fund near the city of Kostanay. Parking lots, running and cycling paths, sports and children's playgrounds, recreation areas with benches, as well as a car park will be equipped here. The Ministry of Finance of the Republic of Kazakhstan held a bike ride and a team-building event with the participation of employees of the central office, committees and subordinate organizations of the departments.    The event was held on the eve of the entry into force of the new Constitution of the Republic of Kazakhstan and was aimed at popularizing its key values   - the rule of law, state responsibility, protecting the rights of citizens and business, the unity of society and serving the interests of the country.The new Constitution sets a new level of requirements for state institutions. This is of particular importance for the system of the Ministry of Finance, since the trust of citizens, the stability of business, the transparency of budget processes and the investment attractiveness of the country directly depend on the quality of the work of financial, tax, customs, treasury and control bodies. One of the important constitutional guidelines is to strengthen guarantees for the protection of the rights of citizens, entrepreneurs and investors, including the responsibility of state bodies and their officials for illegal decisions, actions or inaction. This forms a more predictable legal environment and increases the requirements for the quality of decisions made by the state.The bike ride has become a symbol of forward movement, unity and common responsibility of the team of the Ministry of Finance for the implementation of the tasks facing the state. The participation of employees of different generations, divisions and organizations of the Ministry of Finance system emphasized continuity, team spirit and willingness to work together for results.    Following the bike ride, Madi Takiyev Finance Minister presented the winners with diplomas and memorable prizes, wishing the participants further success, good health and new achievements in their professional activities.Among the women, prizes were taken by:    1st place - Aigerim Sadybek, State Treasury Committee;    2nd place - Aliya Dauletbaeva, Digital Silk Road Company LLP;    3rd place - Aigul Sarsembenova, State Treasury Committee.Among the men, the winners were:1st place - Ali Kyzaybay, Center for Electronic Finance JSC;2nd place - Aibek Rymtai, State Revenue Committee;    3rd place - Kairat Sultanbekov, Information and Accounting Center JSC.    The Ministry of Finance notes that the development of corporate culture, strengthening the health of employees and the formation of a single team are an important part of an effective public service. Priority areas of youth policy were discussed at a free-format meeting 13.07.2026
Today, regional akim Murat Ergeshbayev held a free-format meeting with regional youth at the Syr Zhuldyzdary Creative and Innovative Academy. The event focused on developing youth policy, improving the education system, supporting entrepreneurship, youth public initiatives, and the role of the next generation in the region's socioeconomic development.The regional governor noted the importance of political reforms in the country and noted that the adoption of the new Constitution marks the beginning of a new era."This is a historic decision aimed at building a just society and strengthening trust in the future. As Head of State Kassym-Jomart Kemelevich noted, educated, patriotic youth play a special role in building a just Kazakhstan. Therefore, the state provides systematic support to young people in obtaining a quality education, finding employment, and fostering and comprehensive development. This year, 2 billion tenge has been allocated from the local budget for the implementation of youth policy."Youth engagement and social responsibility are particularly important in implementing the "Zan men tartіp", "Adal azamat" and "Taza Kazakhstan" initiatives defined by the Head of State",- said Murat Nalkhozhaevich.During the free exchange of opinions, young people voiced their suggestions. Systematic work is being carried out within the framework of the "Concept of State Youth Policy for 2023-2029."The Information and Analysis Center conducts a study of the situation among young people in the region twice a year, and makes recommendations based on the results to relevant agencies. Suggestions include improving housing affordability, effectively organizing youth leisure activities, and career guidance.The number of work brigades created for vocational training of young people has exceeded 30, with over 800 people enrolled. Young people from low-income families (NEET) are involved in the workforce.The regional youth resource center has six clubs and groups. The Schoolchildren's Palace, Tennis Center, the Creative and Innovative Academy "Syr Zhuldyzdary," "Anaga Tagzym," "Otbasy Ortalygy," and "Rukhaniyat Ortalyktary" have created conditions for effective youth leisure in all districts.To provide the region's youth with affordable housing and support young families, the "Syr Zhastary" subsidized mortgage lending program was adopted at the initiative of Nurlybek Mashbekovich. Under the program, young people under 35 with permanent registration in the Kyzylorda region can obtain housing at a 6% annual interest rate with a 10% down payment. Favorable opportunities are provided to employees of public organizations, workers in culture and sports, agriculture, emergency situations, housing and utilities, higher education institutions and research institutes, national holdings and national companies, branches of second-tier banks, as well as journalists and entrepreneurs. As a reminder, in 2024, out of 471 people who applied and received referrals, 100 confirmed their solvency and became owners of three-room apartments. Last year, 691 people applied, 453 of whom were accepted, and 300 children received referrals from Otbasy Bank JSC. Young people who successfully confirmed their solvency received apartments in a multi-story residential building on the left bank.At the initiative of the Head of State, the UN General Assembly declared 2026 the "International Year of Volunteers for Sustainable Development." In accordance with this initiative, two large-scale events will be held at the international and national levels.The national volunteer gathering in August will be dedicated to the exchange of experiences between young people and volunteers, the discussion of new initiatives, and the development of projects for the benefit of society. A national forum of young professionals on the theme "My Specialty - My Achievements" is also planned.
