Therefore, the first priority of the programs “Development of Almaty-2020” and “Comfortable city” in the area of “Clean environment” is current repair of 18.2 km of irrigation ditches in the amount of more than 495 million KZT, and to develop design estimates for the construction of 194 km and reconstruction of 72 km of the irrigation ditches in the amount of 95,4 million KZT mainly in the newly added areas of the city that would exclude further possible flooding during heavy rainfall and would create comfortable conditions for our citizens”, - the Head of Department of economy and budget planning Maksat Kikimov noted in his report.The Mayor stressed that the development of the irrigation ditch network in Almaty is a priority, especially in the new territories.“Heavy rains have revealed a number of problems. A lot of work has been done on inventory of the existing ditch network and identification of the most problematic areas; they are the priority now. In addition to the current renovation, we need to develop design estimate documentation for construction and reconstruction of the irrigation ditch network in the newly added areas in the Alatau and Nauryzbay districts, where there has been no such infrastructure before, so we need a systematic response to this issue”, - the Mayor Bauyrzhan Baybek said.In order to improve the attendance of parks and gardens and to create the conditions for people's recreation, it is is planned to allocate 303.4 million KZT for maintenance of 38 parks and gardens. 37.4 million KZT were allocated for construction of a new cemetery on a marked land area of 92 hectares in the district of “Duman”, as well as 29.8 million KZT for planting 3 045 shrubs along the Eastern by-pass road.In addition, the installation of benches, bins and equipment for children's playgrounds, as well as the maintenance of 290 yard areas in six districts of the city are planned; 2 030 million KZT have been allocated for these purposes. Also, in the framework of this direction, 1.2 billion KZT are planned for allocation with the purpose of modernization and construction of new street lighting network.In the framework of the priority “Socially-oriented City”, 3 billion 788 million KZT have been allocated for the development of the social sphere. It is also planned to allocate 1.6 billion KZT for health care: in particular, for the supply of medication for special categories of people and cancer patients.721.2 million KZT are allocated for the development of education, in particular: the implementation of the improved way of education supporting, the increase of the state educational order for the personnel training, the support of additional groups in nursery gardens.139.6 million KZT are allocated for social services of individual assistance, current repair of building ventilation systems in the House of veterans and payment for the “Invataxi” services.In addition, suppliers have increased gas prices, which consequently would lead to increase of tariffs for heating in 8.3% in the city. Hence, there is the need to support poor families in the form of targeted assistance funds from the local budget.977.8 million KZT are allocated for strengthening the seismic stability of 2 schools, city polyclinic No.9 and the Mental Health Center with the construction of an extension to it. In the direction of “Reliable infrastructure, housing and communal services” in the field of energy and utilities it is planned to allocate more than 2.4 billion KZT, including: 1.3 billion KZT for the development of water supply and wastewater systems; the money will be spent on development of design estimate documentation of 2 objects and the construction of the discharge channel of the Kargaly River, as well as the construction and reconstruction of 6 sections. Development of design estimate documentation of 2 objects, construction and reconstruction of 6 sections, reconstruction of electric networks of the B. Sholak Palace of Sports and Culture, and heating for 43 houses in the Turksib district will need to allocate 220.7 million KZT. The completion of the construction of infrastructure of the Special Economic Zone “PIT” will need 242.2 million KZT. 542.5 million KZT are allocated for gasification of settlements. Currently, 95% of the population have access to gas supply networks. The allocation of these funds will allow constructing gas networks of the length of 39 km and connecting 794 households to these networks.“Now we support the allocation of funds. We have a new “Yermensay” substation, which is loaded only in 17%, and we have a large project of transferring networks there. This is 30% of the city, which may be left without electricity. This is a very important and serious project, which will ensure the energy safety of our city”, - the Mayor of Almaty B. The Almaty Mayor BauyrzhanBaybek took part in the opening ceremony of the kindergarten and the hotel of the global brand.The total area of the kindergarten, built under a State and Private Partnership on the territory of the Auezov district of the city,is 1.6 thousand sq. m. The Mayor stressed the importance and social significance of the event. This preschool institution, located in a densely populated area, will allow taking 180 children with the possibility of taking more in proximate future. Moreover, the opening of the institution allowed creating 45 jobs, 25 of them were teachers who teach in three languages - Kazakh, Russian, and English.The monthly payment for the kindergarten will cost less than usual for half of the parents – this is thanks to the state program “Balapan”:part of the expenses for the child will be taken over by the state.On the same day, the Mayor visited a 4-star hotel of the global brand “Shera Park Inn”of about 15 thousand square meters, with a capacity of 190 rooms.The object of hotel business is located on the territory of the Medeu district. The Mayor noted the urgency and importance of the event. The opening of the hotel helped create 80 permanent jobs. September 24 this year. Alan Woolf, Deputy Director General of the World Trade Organization (WTO), visited Almaty, where he delivered a lecture at the University of International Business (UIB). The main theme of the lecture was the role of the WTO in the rapidly changing modern world. The WTO is an important platform for discussing such topical issues as the growth of protectionist measures restricting trade, financial crisis, electronic commerce, environmental protection. WTO member countries come to understand that modern realities require the Organization to provide flexible and timely solutions. In this regard, more and more WTO member countries, as never before, show the political will to institutional change in the above issues.In his speech, Alan Wolf stressed the active participation of Kazakhstan in the work of the WTO. Despite the fact that the country is a young member of the WTO, Kazakhstan makes a significant contribution to the work of the WTO, in particular, to the work of the Organization for Technical Cooperation.This year, Kazakhstan led the negotiating group on the further reform of the WTO rules on trade in services. The service market has tremendous potential for growth in trade, therefore, liberalization of trade in this area can give an impetus to the economic growth of all WTO members.The Deputy Director General on behalf of the WTO thanked UIB for a fruitful partnership in the implementation of the WTO Regional Trade Policy Course for the countries of Central Asia, the Caucasus and Eastern Europe. Today the Almaty Mayor’s Administration and the Almaty City Court have signed a Memorandum on a mutual cooperation in the field of development and active implementation of the institutes of pre-trial and extrajudicial settlement of conflicts.The Memorandum on cooperation has been signed by the Mayor of Almaty Bauyrzhan Baybek and the Head of the Almaty City Court Akzhan Yeshtay.During the arrangement, the Mayor of Almaty emphasized that signing this Memorandum on cooperation has the only goal - ensuring harmony and stability in society."One of the ways of extrajudicial settlement of disputes is mediation. For our people, the institution of mediation is close to its historical roots: all conflicts had been solved by biys and aqsaqals. Now we can see that our citizens, unfortunately, do not often find a consensus and go to the court or appeal to the mayor, etc. So, as the Head of state said, "the fundamental of a successful state is a trinity. It is the government, the business, and the civil society - and they must work together", - B. The traditional yearly festival of school-leavers “Zhas Tulek” took place in Almaty.The Mayor of Almaty Bauyrzhan Baybek awarded 254 school-leavers with the badge “Altyn belgi”. In total, 6,810 Almaty school-leavers received their certificates this year.The Head of the megalopolis greeted those who came there with the end of their studies at schools and marked the achievements of the Almaty schoolchildren by results of the UNT. Almaty has been called the city with the best secondary education in Kazakhstan for the fifth time. The average UNT point rate in Almaty is 96.2, whereas it is 81.2 all over the rest of the Republic.“I would like to make special mention of the fact that this year 254 out of 297 Almaty school-leavers, or 85.5% of those who aspired to receiving the badge “Altyn belgi”, approved their excellent knowledge. Moreover, 6 school-leavers hit the record by obtaining the highest result of 125 points. There are 19 school-leavers all over the Republic who managed to achieve such maximal result, and one third of them is the Almaty pupils. By the UNT results, our schoolchildren have gained the first places in the Republic for the fifth year running. You have been going towards this day for 11 laborious years.
