The Akim of the Kostanay region, Kumar Aksakalov, familiarized himself with the operation of a rehabilitation center with 60 places, intended for children with disabilities.This complex was opened last year in accordance with the instruction of the Head of State.The Public Foundation "Kazakhstan Khalqyna" allocated 1 billion tenge for equipping the center with modern rehabilitation equipment.The rehabilitation center provides a full range of special social services aimed at improving children's health and their social adaptation."Previously, in the regional center, the only rehabilitation institution with 20 beds could provide a rehabilitation course to about 400 children annually. A roundtable discussion on the topic "Economic Development of the Region: Inter-Sectoral Dialogue" was held in Kostanay.The event was attended by heads of sectoral departments, entrepreneurs, representatives of financial organizations, and deputies of the regional maslikhat. На заседании Межведомственной комиссии по вопросам внешней торговли и участия в международных экономических организациях (МВК), прошедшем в Правительстве под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина, рассмотрен ряд ключевых вопросов, влияющих на продовольственную и экономическую безопасность страны.Запрет на экспорт картофеля вводить не будут С учетом значительной стабилизации цен на внутреннем рынке и наличия достаточных запасов принято решение о нецелесообразности введения временных ограничений на экспорт картофеля.Требования к экспортерам говядины для получения квоты будут смягченыДействующий механизм распределения квот предусматривает ряд требований, включая наличие собственной откормочной площадки не менее чем на 5 тыс. голов и собственного мясокомбината. При принятии решения участники МВК также приняли во внимание Комплексный план развития животноводства, утвержденный Правительством. Документ предусматривает увеличение поголовья крупного рогатого скота с 7,9 млн до 12 млн голов, а также расширение экспортного потенциала и открытие новых рынков сбыта казахстанской говядины. Министерство сельского хозяйства внесет соответствующие изменения в действующие правила распределения квот.В то же время, в целях сохранения маточного поголовья и обеспечения отечественных перерабатывающих предприятий сырьем, принято решение о продлении запрета на вывоз из Казахстана маточного поголовья крупного и мелкого рогатого скота, а также бычков КРС, в том числе в государства – члены ЕАЭС.На шесть месяцев будет введен запрет на импорт куриных яиц, в том числе из стран ЕАЭСВ настоящее время в Казахстане действует 70 птицефабрик, из них 34 – яичного направления, 29 – мясного и 7 – племенной репродукции. По итогам 2025 года производство куриных пищевых яиц увеличилось на 2,4% и составило 4 568,5 млн штук. Обеспеченность внутреннего рынка за счет собственного производства достигает 98%. Соответствующий приказ будет принят Министерством сельского хозяйства.Также рассмотрен вопрос о целесообразности введения запрета на импорт из третьих стран комплектующих для железнодорожного подвижного состава и элементов железнодорожного полотна. В ходе обсуждения были заслушаны позиции отечественных производителей комплектующих, производителей локомотивов и потребителей, в том числе АО «КТЖ».По итогам обсуждения принято решение о нецелесообразности введения ограничений на импорт. В 2025 году в Казахстане более одного миллиона женщин возглавили малый и средний бизнес, что составляет 48,1% от общего числа субъектов малого и среднего предпринимательства. Женщины уверенно развивают торговлю, услуги, бьюти-индустрию, общественное питание, образовательные проекты, а также экологичные и социальные инициативы. Они все чаще создают устойчивые, технологичные и ориентированные на сообщество предприятия, укрепляя экономику регионов и поддерживая современные тренды развития.При поддержке Министерства национальной экономики РК в стране функционируют 20 Центров обслуживания предпринимателей и 164региональных центров в малых городах и селах. Они предоставляют услуги бесплатно и охватывают начинающих и действующих предпринимателей.Сегодня для поддержки женского предпринимательства действует четыре основных инструмента.Первый - информационно-консультационная помощь. Женщины получают ответы на ключевые вопросы: как зарегистрировать бизнес, выбрать ОКЭД, оформить документы, воспользоваться господдержкой и участвовать в тендерах.  На 1 января 2026 года оказано 60 249 услуг для 16 326 женщин.Второй - сервисная поддержка действующего бизнеса. Это бухгалтерия, налоги, отчётность, «1С», разработка бизнес-планов и стратегий продвижения. Всего предоставлено 7 106 услуг для 6 410 женщин.Третий инструмент - «Деловые связи». Предпринимательницы налаживают контакты с зарубежными партнёрами и проходят стажировки за рубежом. Программу прошли 36 предпринимателей, включая 10 женщин.Четвёртый инструмент  -  проект «Одно село -один продукт», который помогает раскрывать потенциал местных производителей и усиливает экономическое развитие сельских районов. Сегодня 90% участников - женщины. Консультации получили более 1 тыс. участников, из них 742 женщины, а 38 стали финалистками. Проект дает возможность получить государственный грант до 5 млн тенге и поддержку в обучении, брендинге и продвижении продукции.Отдельное направление  - программа «Женщины в бизнесе» совместно с ЕБРР. С 2015 года проведено 565 консалтинговых и коучинговых проектов, около 10 тыс. предпринимательниц со всего Казахстана приняли участие в пятимодульной онлайн-программе  «Женщины в микробизнесе.Государственные инструменты субсидирования и гарантирования создают для женщин-предпринимательниц равные условия доступа к финансам и развитию бизнеса.Инструмент субсидирование части ставки вознаграждения по кредитам предоставляется по ставке 13,2%, а для социальных предпринимателей - 12,2%. Кредиты предоставляются до 200 млн тенге сроком до 3 лет.Всего поддержано 3 373 проектов на 365,7 млрд тенге, выплачено 268,5 млрд тенге субсидий.Из них 1423 проекта, то есть 42%, - женские, на сумму кредита 119,7 млрд тенге.Для предпринимателей, которым не хватает залога, государство предоставляет гарантии.Инструмент гарантирования в рамках Гарантийных фондов 1 и 2. Этот механизм помогает малому и среднему бизнесу получать более крупные кредиты - до 7 млрд тенге. Министерством утвержден Реестр субъектов социального предпринимательства по состоянию на 31 декабря 2025 года. В него включен 1431 субъект социального предпринимательства, тогда как по итогам 2024 года в реестре числилось 835 предприятий.Согласно Реестру, наибольшее число социальных предпринимателей сосредоточено в городах Астана и Алматы, а также в Западно-Казахстанской, Алматинской областях и области Абай.По видам деятельности около 60% социальных предпринимателей работают в сфере образования, 20% - в сфере оказания социальных услуг, еще 10% - в сфере здравоохранения, 10% - прочие.Формирование и ведение Реестра осуществляется на основании сведений, представляемых местными исполнительными органами областей, городов республиканского значения и столицы. Предварительно заявки рассматриваются специальной комиссией.Основной задачей комиссии является выработка рекомендаций по включению в Реестр индивидуальных предпринимателей и юридических лиц (за исключением субъектов крупного предпринимательства), осуществляющих деятельность в сфере социального предпринимательства.В соответствии с действующим законодательством Реестр утверждается Министерством ежегодно до 1 марта текущего года по состоянию на 31 декабря предыдущего календарного года.Напомним, законодательная основа для функционирования социального предпринимательства в Казахстане была сформирована в 2021 году. An extraordinary session of the Kostanay Regional Maslikhat of the VIII convocation considered a number of issues. Courtyard areas and facades of apartment buildings in Arkalyk have not been renovated for many years. Today, at a meeting of the regional akimat chaired by the head of the region, Kumar Aksakalov, the issue of preparation for spring field work was considered. This year, it is planned to increase the potato planting area to 7.5 thousand hectares, and buckwheat to 17.1 thousand hectares. These indicators must be achieved," noted Kumar Aksakalov.In the region, thanks to the preferential leasing program, 1.3 thousand units of machinery and equipment worth 57 billion tenge were purchased in 2025. Over three years, the agricultural machinery fleet has been replenished by almost 4 thousand units. Currently, there are about 28 thousand units of agricultural machinery in the region. A capital city university hosted an open lecture today focusing on the priority areas of cooperation between Kazakhstan and the United Nations.Ministry of Foreign Affairs of the Republic of Kazakhstan, L.N. Gumilyov Eurasian National University, with the support of the United Nations Country Office, organized the event to mark the 34th anniversary of Kazakhstan’s membership in the United Nations. Students, faculty members, and young professionals attended the meeting.Speakers addressed key aspects of multilateral cooperation between Kazakhstan and the United Nations, the implementation of international initiatives, and the country’s contribution to strengthening peace and security. They also highlighted progress in achieving the Sustainable Development Goals and reviewed the work of UN agencies in Kazakhstan.Director of the Department of Multilateral Cooperation at the Ministry of Foreign Affairs, D.Temenov, outlined Kazakhstan’s leading role in promoting regional interests within the UN framework and presented the country’s priorities within the organization. He also emphasized the important role of the Eurasian National University in training specialists in international relations.K. Savelyev, Senior Expert at the Institute for Foreign Policy Research under the Ministry of Foreign Affairs of the Republic of Kazakhstan; and S.
