Since the beginning of the current year, a number of changes have been introduced in the field of bankruptcy of individuals and legal entities.On January 16, 2026, amendments were adopted to the Laws of the Republic of Kazakhstan “On Restoring the Solvency and Bankruptcy of Citizens of the Republic of Kazakhstan” and “On Rehabilitation and Bankruptcy.”It should be noted that the legal framework governing the bankruptcy of legal entities has not undergone significant changes in recent years. At the same time, the evolving nature of legal relations in this area has demonstrated the need for further measures aimed at improving the effectiveness of bankruptcy and rehabilitation procedures. To facilitate implementation and ensure convenience for participants, the amendments are being introduced in stages.Accordingly, amendments entering into force on March 19, 2026, provide for:granting bankruptcy administrators additional powers, including with respect to the calculation of additional remuneration and filing applications with the court to invalidate the re-registration of a legal entity;introducing a mechanism for the removal of a temporary administrator;expanding the methods of notifying creditors about meetings of the creditors’ assembly and creditors’ committee;establishing a waiting period before a debtor may reapply for bankruptcy following a previous refusal by the court;preventing the application of rehabilitation procedures where there are no creditors other than those with claims for taxes and other mandatory payments;determining the quorum requirements and decision-making authority of creditors’ meetings in cases involving the direct sale of a bankrupt debtor’s property.These amendments are expected to reduce attempts to misuse rehabilitation and bankruptcy procedures and to increase their transparency and effectiveness.At the same time, legislative work in this area continues. Recently, cases of intentional bankruptcy have become increasingly common, where companies, unable to meet their obligations or deliberately seeking to evade them, are declared bankrupt through court proceedings. However, such actions no longer go unpunished.The concept of intentional bankruptcy is established by the Law of the Republic of Kazakhstan “On Rehabilitation and Bankruptcy,” according to which it refers to deliberate actions of a founder, official, or individual entrepreneur aimed at evading obligations to creditors through the disposal or concealment of property.Indicators of intentional bankruptcy may include entering into knowingly disadvantageous or fictitious transactions, withdrawal of assets, refusal to collect receivables, concealment or transfer of property, artificial increase of liabilities, deliberate destruction of management and accounting systems, and other unlawful actions.The legislation of the Republic of Kazakhstan, including the above-mentioned Law, the Code of Administrative Offenses, and the Criminal Code, provides for personal liability of founders and company officials.Where bankruptcy is determined to have been intentional, the controlling person may be held subsidiarily liable by court order. In such cases, the company’s debts may be recovered from the personal assets of the responsible individual.Moreover, subsidiary liability may be imposed even after the completion of bankruptcy proceedings if the responsible person is found guilty as a result of administrative or criminal investigations.During 2024–2025, following analyses of all debtors undergoing bankruptcy proceedings, 120 administrative cases and more than 44 criminal cases were initiated based on indications of intentional bankruptcy.The state revenue authorities plan to further enhance the detection of intentional bankruptcy through the use of automated analytical tools capable of identifying suspicious transactions, links between companies, and debtor behavior patterns. To this end, active work has begun on the automation of rehabilitation and bankruptcy procedures.For example, in 2024, a former director of a company in the Zhambyl Region was convicted by a court of intentional bankruptcy. In 2025, the court ordered the individual to compensate creditors more than KZT 45 million for assets withdrawn from the company’s bank accounts prior to its declaration of bankruptcy.Such cases are not isolated. In 2025 alone, courts issued more than 12 similar decisions against responsible individuals. With the introduction of automated mechanisms for detecting unlawful debtor activities, the state revenue authorities expect to improve the effectiveness of materials referred to law enforcement agencies through stronger analytical justification and a more systematic evidentiary framework, which will consequently increase the number of claims filed with the courts.Thus, bankruptcy is no longer a means for unscrupulous entrepreneurs to evade responsibility. Instead, it is becoming an effective mechanism for restoring fairness, aimed at maximizing creditor recovery through holding responsible persons personally liable. Сегодня государство выделяет значительные средства на развитие животноводства – 220 млрд тенге льготного финансирования под 6% годовых. В рамках программы тиражирования опыта Северо-Казахстанской области в текущем году региону выделено 7 млрд тенге льготного финансирования на проекты строительства молочно-товарных ферм. Однако, как отметил вице-премьер, подходы бизнеса должны кардинально меняться.«Мы гордимся тем, что занимаемся животноводством уже тысячу лет. Но сегодня наступила эпоха цифровизации. Времена, когда можно было просто выпустить скот на пастбище и ждать, пока он сам наберет вес, прошли, это неэффективно. Нужно внедрять передовые технологии выращивания скота, австралийский, канадский опыт», — отметил вице-премьер.Вице-министр сельского хозяйства Амангалий Бердалин сообщил, что в рамках программы раннего финансирования весенне-полевых работ льготные кредиты в области Абай получили 176 фермеров на сумму 13,2 млрд тенге. Это позволило обеспечить финансированием 125 тыс. гектаров посевных площадей.Для снижения стоимости заемных средств для аграриев продолжится предоставление гарантий через фонд «Даму» в размере до 85% от суммы займа, что позволит удерживать ставку кредитования на уровне 5% годовых для конечных заемщиков.Также аграриям представлены новые кредитные продукты «Игілік» и «Береке» для приобретения племенного поголовья сельскохозяйственных животных со ставкой не более 6% годовых. Для поддержки отгонного животноводства будет запущен единый кредитный продукт «Жайлау», предусматривающий финансирование развития пастбищной инфраструктуры.Для расширения доступа к льготному финансированию к системе кредитования подключены региональные социально-предпринимательские корпорации. Реализация этих мер позволит обеспечить полноценное выполнение Комплексного плана развития животноводства и создать основу для ускоренного роста отрасли.Также на встрече обсудили налоговые нововведения. Запуск предприятия запланирован уже в текущем году.Комплекс расположен в 18 километрах от Семея и представляет собой вертикально интегрированное предприятие полного цикла — от приема скота до выпуска колбасных изделий, полуфабрикатов, мясных консервов и деликатесной продукции. Производственная мощность составит до 100 голов крупного рогатого скота и лошадей, а также до 1 тыс. голов мелкого рогатого скота за смену. На предприятии будет создано 250 новых рабочих мест.По словам руководства компании, после выхода на проектную мощность предприятие станет крупнейшим мясоперерабатывающим комплексом страны. Для обеспечения его стабильной загрузки вокруг завода формируется полноценный мясной кластер, включающий фермерские хозяйства, откормочные площадки, орошаемые земли для выращивания кормов и другие смежные производства.Запуск нового предприятия призван возродить гастрономическую славу Семея как одного из исторических центров мясопереработки Казахстана.Особой гордостью проекта станет возрождение знаменитой семейской тушенки, хорошо известной еще со времен Советского Союза. Today, Regional Akim Murat Ergeshbayev visited several sites in the city. A two-lane pedestrian and bicycle path, 2,756 meters long, with an asphalt concrete surface will be built. Additionally, the slope of the protective dam, 2,928 meters long, will be reinforced. This will protect the riverbank from flooding and erosion. Министерство национальной экономики РК разработало поправки, которые расширят перечень импортируемого сырья для нужд отечественных предприятий, по которой предоставляется отсрочка при уплате НДС на импорт. Изменения призваны поддержать перерабатывающую и химическую промышленность страны.Проект приказа предусматривает включение в списке дополнительных позиций сырья и компонентов, необходимых для выпуска казахстанской продукции, в том числе пестицидов. Параллельно МНЭ актуализирует список налогоплательщиков, имеющих право на данную меру.При этом из действующих перечней планируется исключить товары, производство которых уже полностью налажено внутри страны. The Kostanay region is confidently solidifying its status as one of the key industrial regions of the country. Today, the foundation of the economy is the manufacturing industry, which accounts for over 70% of the region's total industrial production. Based on the results of 2025, the region ranked fourth in Kazakhstan in terms of output volume of the manufacturing sector.The main drivers of growth are mechanical engineering and metallurgy. The mechanical engineering sector alone forms almost half of the region's entire manufacturing industry. The Kostanay region is rightfully considered the automotive capital of the country: over half of all cars in Kazakhstan are produced here. Last year, enterprises in the region produced nearly 95 thousand vehicles, and this year it is planned to increase this figure to more than 116 thousand units.The development of the automotive industry is linked to the operations of the sector's largest enterprises — the "SaryarkaAvtoProm" and "KIA Qazaqstan" plants. Simultaneously, the region is strengthening its position in agricultural machinery manufacturing. Kostanay-based facilities produce equipment from global brands LOVOL, Deutz-Fahr, AMAZONE, as well as "Kirovets" and "Belarus" tractors. An important milestone was the signing of an agreement on the industrial assembly of John Deere equipment at the localization center in Kostanay.The metallurgical industry also makes a significant contribution to the region's economy. Last year, the production volume of metallurgical products exceeded 416 billion tenge. The steady growth of industry contributes to increasing export potential, creating new jobs, and strengthening the region's competitiveness.One of the most significant investment projects in recent years was the launch of the KIA Qazaqstan automobile plant in Kostanay. The project was implemented with the participation of the Head of State and became an important stage in the development of the domestic automotive industry. The total investment amounted to 131.5 billion tenge, of which 90% are direct foreign investments. The plant's production capacity reaches 70 thousand vehicles per year, and the number of jobs created will be 1,500.Today, a full-fledged automotive components cluster is forming around the plant. Within the framework of the TEHNOPARK KZ project worth 17.8 billion tenge, the creation of 800 jobs is planned. Components for KIA vehicles will be produced here, including bumpers, interior elements, seats, wiring, and other parts. Additionally, nearly 50 billion tenge in investments are expected to be directed towards the development of technological equipment.Projects by the company KamLit KZ make a notable contribution to the development of the region's industrial potential. The enterprises specialize in the production of main rear axle drives and the localization of production of rear axle beams for commercial vehicles.Overall, in 2025, seven major industrial projects with a total value of 322 billion tenge were implemented in the Kostanay region, creating approximately 3.3 thousand new jobs. This year, the launch of another 13 projects with a total investment volume of about 100 billion tenge is planned.Parallel to the industrial sector, the agro-industrial complex is actively developing. Among the promising projects are the construction of a trout farm and a fish processing plant in the Kostanay district. The implementation of the project will meet up to 30% of the regional demand for fish products. The construction of a modern vegetable storage facility with a capacity of over 5 thousand tons is also planned.Special attention is paid to the development of the processing industry. Projects under consideration in the region include the construction of a sugar plant in Rudny, an oil extraction plant in Lisakovsk, and a complex for processing grains and oilseeds. The implementation of these projects will increase the added value of agricultural products and strengthen food security.Another strategic facility will be the "Tobyl" transport and logistics complex in Kostanay. Investments in the project will amount to 63.8 billion tenge. The complex will ensure the creation of 500 new jobs, and its capacity will reach 400 thousand containers per year. Consultations on international legal issues between the Ministries of Foreign Affairs of the Republic of Kazakhstan and the Republic of Türkiye were held in Ankara.The Kazakh side was represented by Dastan Suleimenov, Director of the International Law Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan, while the Turkish side was represented by Firat Sunel, Director General of the Department of International Law and Treaties of the Ministry of Foreign Affairs of the Republic of Türkiye.The current state and prospects for further improvement of the treaty and legal framework of bilateral relations were discussed.In addition, the sides discussed legal aspects of cooperation within the framework of international and regional organizations and exchanged views on current issues of international law.The consultations were held in a constructive atmosphere and confirmed the mutual interest in strengthening cooperation between the legal services of the foreign ministries of the two countries.By agreement of the sides, the next round of consultations will be held in the Republic of Kazakhstan. Source : https://www.gov.kz/memleket/entities/mfa/press/news/details/1242264?lang=ru

Arman Issetov, Deputy Minister of Foreign Affairs of the Republic of Kazakhstan, and Diego Martínez, State Secretary for Foreign and Global Affairs of the Ministry of Foreign Affairs, European Union and Cooperation of the Kingdom of Spain took part in the first  Kazakhstan-Spain Forum was held today in Astana.Deputy Minister noted the active economic cooperation between the two countries. It was highlighted that many leading Spanish companies have successfully established themselves in the country's market, including Airbus, Maxam, Talgo, Técnicas Reunidas, Glovo, Roca, and Inditex.Arman Issetov stressed on promising areas of cooperation – from transport and logistics to renewable energy, digital technologies, water resource management, advanced manufacturing, and agribusiness. "Kazakhstan acts as a strategic bridge between Europe and Asia, and Spain brings internationally recognized experience in infrastructure, innovation, sustainable development, tourism, and industrial modernization," the Deputy Minister added.The event included three panel sessions on the topics "The European Union's Strategy for Central Asia: The Role of Kazakhstan and Spain," "Sustainable Urban Infrastructure, Logistics, and Business Cooperation between Kazakhstan and Spain," and "Tourism and Sports: Best Practices and Current Challenges in Kazakhstan and Spain." The Kazakh side was represented by representatives of Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan, Maqsut Narikbayev University, Kazakhstan Center for Modernization and Development of Housing and Public Utilities, Kazakhstan Football Federation, Kazakh Tourism.The forum focused on prospects for cooperation in tourism, sports, and education. Following the event, agreements were reached to continue active dialogue to develop the bilateral partnership.Last year, trade turnover between Kazakhstan and Spain amounted to $1.93 billion.
