A set of measures is being consistently implemented in the region to develop industrial potential and form a modern full-cycle engineering cluster. The key priority is to attract investments, launch high-tech industries and create new jobs.In 2024, one of the most significant projects in the field of mechanical engineering was launched in the region — the KamLitKZ iron foundry LLP. The volume of investments amounted to 78.2 billion tenge. The production capacity of the enterprise reaches up to 45 thousand tons of castings per year, 500 permanent jobs have been created. The launch of this plant was an important step in the development of the local component base and the strengthening of industrial cooperation.Major projects in 2025This year, 5 investment projects totaling 312.1 billion tenge are being implemented in the region. One of the most significant is the KIA plant with an investment volume of 131.5 billion tenge and a design capacity of up to 70 thousand cars per year.On October 21, during a teleconference, the President of the Republic of Kazakhstan officially launched the production of cars. The plant's production facilities allow it to produce up to 13 KIA brand car models. At the first stage, it is planned to produce three models: Sorento (MQ4), Sportage (NQ5) and Cerato. The project has created 1,500 jobs.The launch of the automobile plant will increase the volume of the manufacturing industry in the region by 46.5%, which will have a significant impact on the economic development of the region.Development of the component baseThis year, KamLitKZ LLP is implementing two more large-scale projects. Preparations are being completed for the launch of factories for the production of truck drive axles, as well as for the localization of beam production. The total investment volume for these projects is 160.5 billion tenge, 650 jobs will be created.In addition, it is planned to put into operation a plant of automotive components for passenger cars by the end of the year. Investments will amount to 17.8 billion tenge, the design capacity is 60 thousand components per year, the number of jobs created is 800.Transport and logistics infrastructureThe construction of a transport and logistics complex with an investment volume of 63.8 billion tenge is in full swing. The design capacity of the complex will be 400 thousand containers per year or more than 11 million tons of cargo.Taking into account the introduction of large industrial and agro-industrial projects, the importance of the transport and logistics complex cannot be overestimated. It will become a key element in ensuring uninterrupted supplies of raw materials and finished products, as well as allow for the development of transit transportation. Transshipment of transit cargoes from one mode of transport to another is envisaged, including unloading, temporary storage and preparation for further transportation. With the opening of this international complex, the volume of cargo transportation will increase by 20%.Staffing of industrial projectsThe implementation of all industrial projects requires the availability of qualified engineering and technical personnel. In this regard, universities and colleges in the region are already expanding their curricula and training specialists in modern engineering areas.Today, from 55 to 70% of workers in new industries are young people, graduates of domestic colleges and universities. В рамках исполнения Общенационального плана мероприятий по реализации Послания Главы государства народу «Казахстан в эпоху искусственного интеллекта: актуальные задачи и их решения через цифровую трансформацию» Правительство совместно с ЕБРР проводят глубокую диагностику компаний, оценивают их инвестиционный потенциал и разрабатывают индивидуальные планы роста. Уже начата работа с 20 предприятиями, а до 2030 года число участников программы достигнет не менее 70 — это формирует сильный слой компаний, готовых к росту.В стране идет перезагрузка регулирования бизнеса. По принципу «регулирования с чистого листа» пересматриваются требования, убираются устаревшие нормы и обновляется система госконтроля. В результате в Казахстане значительно упрощаются условия для ведения бизнеса.В текущем году запущена программа льготного финансирования «Өрлеу». Более 1 700 проектов профинансировано на сумму 482 млрд тенге, что подтверждает высокий спрос и эффективность данного инструмента. На базе Фонда «Даму» созданы два гарантийных фонда, которые расширяют доступ предпринимателей к финансированию:Гарантийный фонд - 1 выдает гарантии портфельным методом, кредитование производится через банки второго уровня по проектам с суммой финансирования до 7 млрд тенге. На текущий момент фонд поддержал 2 384 проекта на сумму 417,7 млрд тенге, предоставив гарантий на 229,9 млрд тенге;Гарантийный фонд - 2 ориентирован на крупные инвестиционные и инфраструктурные проекты. По ГФ-2 уже реализован первый крупный проект стоимостью 7,1 млрд тенге, обеспечив гарантией на 2,8 млрд тенге. Еще один проект на стадии подписания.В дальнейшем планируется переход к более адресной и точечной поддержке с учетом отраслевых и региональных особенностей, что позволит эффективнее раскрывать потенциал разных сегментов бизнеса.Таким образом, поддержка предпринимательства развивается непрерывно и охватывает все стадии — от появления идеи до масштабирования. Программа «Өрлеу» и другие меры формируют прочную основу для роста объемов производства. Исполнение поручений Президента по поддержке малого и среднего бизнеса является одним из приоритетов деятельности Правительства. Благодаря принятым мерам в последние годы в Казахстане наблюдается устойчивый рост вклада МСБ в экономику страны. Данные Бюро Национальной статистики подтверждают, что сегодня каждый пятый казахстанец работает в сфере бизнеса, а доля валовой добавленной стоимости малого и среднего предпринимательства в экономике уже приближается к 40% (39,8%). По итогам 2 квартала 2025 года доля валовой добавленной стоимости среднего предпринимательства в ВВП составила 7,9%, что выше прошлогоднего уровня. Это означает, что сектор среднего бизнеса укрепляется и увеличивает вклад в создание стоимости. На протяжении 2022-2024 гг. ВДС среднего бизнеса сохраняет стабильность на уровне 6,7–6,9%, а число предприятий — на отметке более 3 тысяч, что говорит о зрелости и устойчивости среднего звена.Сегодня 99,9% всех субъектов предпринимательства — это микро- и малые компании. Именно они формируют «живую ткань» экономики и обеспечивают занятость более 4,4 млн человек, что на 3,9% больше, чем год назад. То есть за год в секторе появилось десятки тысяч новых рабочих мест. На долю МСП приходится почти половина всего экономически активного населения страны — 45,5%, что подчеркивает важность сектора для роста благосостояния граждан и стабильности рынка труда.По поручению Президента Правительство последовательно расширяет меры поддержки бизнеса. Создан Реестр, включающий 117 инструментов, которые позволяют предпринимателям развивать производство, совершенствовать технологии, выходить на экспорт и привлекать финансирование. Сервис baqylauda.qoldau.kz стал универсальной точкой доступа к мерам поддержки, которыми уже воспользовались около 222 тысяч человек — это подтверждение востребованности и доступности инструментов.С 2024 года в стране реализуется комплексная политика, направленная на выравнивание условий ведения бизнеса, стимулирование к укрупнению компаний и усиление роли среднего бизнеса. Цель — создание предсказуемой и справедливой среды для предпринимателей.Дополнительно создан Реестр обязательных требований, который оцифровал и упорядочил все требования к бизнесу. Это обеспечивает прозрачность и облегчает предпринимателям выполнение ими обязательных норм. В результате поддержка МСП в Казахстане становится системной и понятной для бизнес-сообщества.В частности:пересматриваются квалификационные требования и оптимизируются разрешительные процедуры, что снижает барьеры для запуска и ведения бизнеса;крупные предприятия обязаны заключать долгосрочные договоры с МСБ, что открывает для малого и среднего бизнеса гарантированные рынки сбыта и создает новые возможности роста;в новом Налоговом кодексе число специальных налоговых режимов сокращено с 7 до 3. Такой подход ограничивает схемы дробления и стимулирует компании развиваться и масштабироваться.В целях усиления и укрупнения среднего бизнеса Министерство национальной экономики совместно с ЕБРР работает над конкретными планами развития предприятий, направленными на увеличение объемов производства в 2–3 раза. Systematic work on the development of the social sphere continues in the region. Special attention is paid to the modernization of the educational infrastructure and the creation of modern, comfortable learning conditions. The new comfortable schools are equipped in accordance with global trends. Сегодня в Астане первый вице-министр национальной экономики Азамат Амрин выступил на XV Форуме «1С», который собрал более 650 представителей бизнеса, бухгалтерского сообщества и государственных органов. Он подчеркнул, что форум стал ключевой площадкой для профессионального диалога и подготовки к переходу на новый Налоговый кодекс.По словам Азамата Амрина, форум позволяет обмениваться опытом, обсуждать практические решения и укреплять прозрачность и эффективность финансово-хозяйственных процессов.Первый вице-министр представил основные положения нового Налогового кодекса, подписанного Главой государства 18 июля 2025 года и вступающего в силу с 1 января 2026 года. Документ предусматривает сокращение налоговой отчётности на 30%, уменьшение количества налогов на 20%, оптимизацию льгот, введение дифференцированных ставок, а также меры по стимулированию инвестиций.Среди ключевых изменений по корпоративному подоходному налогу сохраняется базовая ставка 20%. Для банков и игорного бизнеса она установлена на уровне 25%, за исключением кредитования субъектов МСБ, где будет применяться ставка 20%. Для организаций социальной сферы вводятся ставки 5% в 2026 году и 10% - с 2027 года. Сельхозтоваропроизводители сохраняют ставку 3%.В завершение мероприятия состоялась сессия вопросов и ответов, в ходе которой Азамат Амрин дал исчерпывающие разъяснения по наиболее волновавшим участников темам. Основные вопросы касались налогового администрирования, в частности порядка применения налоговых вычетов. Комментируя этот блок, первый вице-министр отметил, что практические решения будут приниматься после анализа данных в следующем году.«Давайте посмотрим, как система проработает. The AlmaU AI Lab Center for Artificial Intelligence Opens at AlmaUOn December 11, 2025, Almaty Management University (AlmaU) officially opened the AlmaU AI Lab Center for Artificial Intelligence at the School of Digital Technologies and Economics. The new platform is designed to connect education, science, industry, and entrepreneurship.The university aims not merely to introduce technologies, but to shape a new approach in which artificial intelligence serves society, the economy, and the development of cities. At AlmaU, this evolves into the concept of «Tolyq AI», derived from the philosophy of Abai’s «Tolyq Adam» – an artificial intelligence model developed under the guidance of ethics, humanity, and social purpose.«Artificial intelligence is a powerful engine, but not a compass. The direction is still set by humans. We are not afraid that artificial intelligence will replace people. We are afraid of people who work like robots. AlmaU trains creators, not executors», noted AlmaU’s founder and president Assylbek Kozhakhmetov in his opening remarks.The first task of the new Center is to update education and strengthen the university’s research capacity. AI platforms Oqulabs and Delicatest, developed by Professors Timur Bakibayev and Kuan ysh Abeshev, have already been integrated into AlmaU’s academic programs. These platforms automate the assessment of complex assignments, analyze student behavior to detect dishonesty, and provide objective performance analytics.The research foundation of the Center has been formed within targeted and grant-funded projects, including programs on technological diversification and digital transformation of the agricultural sector. Through these projects, AlmaU Labs has been equipped with two mini-supercomputers provided by ASUS and ZERDE Business Solutions.The second key objective is collaboration with the public sector and addressing the needs of the real economy. The first pilot project is being implemented with JSC «Kostanay Minerals». The team developed an AI model for predicting ore moisture levels, which has shown significant economic impact during testing and demonstrated strong potential for production process optimization. AlmaU Labs is also ready to develop solutions for transport, environmental protection, urban safety, and resource management.«This center has tremendous potential for developing practical solutions for Almaty. Next year, together with AlmaU, we plan to create several successful products to improve the urban environment, with a focus on fostering AI-driven startups», stated Olzhas Zhanabek, Head of the Digitalization Department of the city of Almaty.The third area of focus is entrepreneurship development.
