The web portal of public procurement ensures transparency and efficiency of procedures 12.08.2025
Since January 2025, a new Law "On Public Procurement" has entered into force, aimed at improving the quality of purchased goods, works, and services, simplifying procurement procedures and further automating them.One of the important tools for implementing the provisions of the Law is the web portal of public procurement, which provides a single point of access to electronic public procurement services for all participants in the procurement process.Due to the complete digitalization of procedures (from planning to the fulfillment of contractual obligations, procedures are automated), the web portal has become a guarantee of openness, accountability and accessibility of information for all stakeholders.So, taking into account the new Law in 2025 on the web portal:- the terms of the competition have been shortened (discussion of the tender documentation from 5 to 2 working days; acceptance of applications from 15 to 5 working days; consideration of applications from 10 to 3 working days);- a new procedure for appealing the results of purchases has been implemented. In order to conduct the procurement promptly and avoid delaying the procedure, complaints are considered by the procurement organizers themselves;- work continues on the priority purchase of domestically produced goods on the web portal by establishing exemptions from the national regime in order to support the domestic market;in order to support small and medium-sized businesses, priority procurement of goods, works and services has been established, the cost of which does not exceed 50,000 MCI from this category of entities;- in order to promote competition and protect business, applications from suppliers who are government agencies and quasi-public sector entities are automatically rejected by the web portal if there are at least two applications from suppliers who are private business entities. In addition, a Single procurement platform has been launched on the basis of a Single Operator, through integration with existing procurement sites (goszakup.gov.kz , zakup.sk.kz , mitwork.kz), which provides a single access point for participation in public procurement, procurement of national companies and procurement of the Samruk-Kazyna Fund.Based on the results of the measures taken on the web portal:- the number of registered users amounted to more than 18 thousand customers and 102 thousand suppliers;- the amount of concluded contracts doubled from 3.4 trillion tenge (2024) to 7.2 trillion tenge (2025);- the number of concluded contracts increased by 23% from 870 thousand (2024) to 1,072 thousand (2025);- the number of complaints filed was reduced by 25% from 22 thousand (2024) to 16 thousand (2025);- the amount of contracts concluded with domestic producers increased by 137% from 150.8 billion tenge (2024) to 357.0 billion tenge (2025).Thanks to full digitalization, every step in the procurement process is recorded in the electronic system and automatically saved on the portal. This structure contributes to the formation of a competitive environment where all suppliers have equal conditions for participation. This opens the way for new market participants and stimulates the growth of the quality of public procurement.In addition, anyone can track purchase announcements, bidding results, concluded contracts, and customer actions. Рост ВВП Казахстана за 7 месяцев 2025 года составил 6,3% 12.08.2025
По предварительным данным Бюро национальной статистики, валовой внутренний продукт (ВВП) Казахстана за январь–июль 2025 года вырос на 6,3% по сравнению с аналогичным периодом прошлого года.Производство товаров увеличилось на 8,3%, услуг – на 5,2% (при этом самыми динамичными сегментами являются транспорт и торговля), промышленность – на 6,9%.Наибольший вклад в рост ВВП внесли такие отрасли как транспорт и складирование – рост на 22,5%, строительство – на 18,5%, оптовая и розничная торговля – на 8,6%, горнодобывающая промышленность – на 8,5% и обрабатывающая промышленность – на 6,1%.Объем услуг в сфере транспорта и складирования вырос на 22,5%. Это связано с высоким уровнем грузоперевозок железнодорожным, трубопроводным и автомобильным транспортом.В строительной отрасли объем работ увеличился на 18,5% (против 18,4% в январе-июне 2025 года). Высокие темпы зафиксированы в Туркестанской области (+34,6%) – за счет возведения школ, железнодорожных линий и автодорог, в Актюбинской (+25,6%) – благодаря строительству комфортных школ и реконструкции дорог, в Жамбылской (+13,1%) и Восточно-Казахстанской областях (+5,9%), где реализуются проекты по возведению жилых домов, медицинских объектов и линий электропередач.В торговле зафиксировано увеличение на 8,6% (в январе-июне 2025 года – 8,4%). За отчетный период оптовая торговля выросла на 9,5% и обеспечила более 66% общего роста, розничная — на 6,6%. Наиболее заметная динамика отмечена в Костанайской области (+17,6%), Северо-Казахстанской (+12%) и Астане (+9,2%), где активно растут показатели по продажам зерна, агрохимии, продуктов питания, топлива, фармацевтической продукции и техники.В промышленном производстве показатель составил 6,9%. Рост отмечен во всех регионах страны, но лидирующие позиции в динамике заняли Жамбылская область (+18,2%), Северо-Казахстанская (+14,9%), города Шымкент (+15,8%) и Алматы (+13,5%), а также Туркестанская область (+12,3%). В обрабатывающей промышленности рост (6,1%) обеспечили машиностроение (+14%), производство продуктов питания (+9,2%), нефтепродуктов (+8,6%), продукции химической промышленности (+6%) и металлургии (+1,3%).Объем производства в сельском, лесном и рыбном хозяйстве сохранился на уровне 3,7%. From feedback to action: addresing operational challenges at Kazakhstan’s border and port facilities 11.08.2025
The International Trade Centre (ITC), in partnership with the Ministry of Trade and Integration of Kazakhstan and QazTrade JSC, conducted a field mission to key border and seaport facilities from 28 July to 1 August 2025. The objective was to diagnose operational bottlenecks at critical border crossing points. This border assessment was carried out under the EU-funded "Ready4Trade Central Asia: Fostering Prosperity through the Trans-Caspian Transport Corridor" project, implemented by ITC.The mission team visited major border checkpoints with Uzbekistan and the seaport of Aktau. As part of ITC’s structured, multi-step diagnostic process, which combines expert analysis, field-level assessments, and the development of an evidence-based position paper, the on-site visit enabled experts to observe clearance procedures in real time, conduct structured interviews with customs and other border regulatory agencies, and hold in-depth consultations with freight forwarders, customs brokers, transport operators, and traders.Initial findings reveal recurring challenges in risk management workflows and the electronic queuing system, highlighting the need for improved coordination, system interoperability, and enhanced data-sharing protocols. The insights gathered will inform actionable recommendations to streamline procedures and align operational practice with Kazakhstan’s ongoing digitalization and harmonization reforms.The mission also emphasized the need for more predictable border crossing times and stronger interagency collaboration. These issues reflect broader structural and procedural gaps in digital integration, infrastructure, and traffic management that require targeted reform measures."The effectiveness of cross-border trade starts with a clear understanding of the situation on the ground," said Madina Kazhimova, Deputy Director of the Foreign Trade Activities Department at the Ministry of Trade and Integration of Kazakhstan. "The field audit helps identify not only technical but also institutional barriers that hinder the smooth movement of goods. It is an important step toward turning strategic priorities into tangible improvements for businesses.""Ground-level engagement is essential to ensure that policy reforms translate into tangible improvements for traders and transport operators," said Nurlan Kulbatyrov, Managing Director of QazTrade JSC. "This mission has enabled us to triangulate feedback from public sector agencies and private sector stakeholders, providing a rich evidence base for enhancing border efficiency. The insights and recommendations gathered will also contribute to the preparation of Kazakhstan’s Second National Report on Trade Facilitation, which is expected to be unveiled later this year."Building on the mission’s findings, ITC will develop a concise position paper outlining the main operational challenges, gaps between policy and practice, and short- to medium-term recommendations for procedural enhancements. The eastern sector is equipped with weightlifting, boxing, gymnastics and acrobatics, wrestling halls, as well as a warm-up area.In addition, there are sanitary zones, food and recreation areas for fans, a cafeteria, VIP zones and VIP offices.This year, within the framework of the Concept for the Development of Housing and Public Utilities Infrastructure for 2023-2029, it is planned to purchase 3,022 finished new apartments from private developers to provide housing for citizens on the waiting list for housing in local executive bodies. Нарастить экспорт казахстанской высококачественной сельскохозяйственной продукции в Сербию предложили на IV заседании казахстанско-сербской Межправительственной комиссии (МПК), прошедшем в Алматы 8 августа. Сопредседателями МПК выступили вице-премьер – министр национальной экономики РК Серик Жумангарин и заместитель председателя Правительства Сербии, министр внутренних дел Ивица Дачич. В приветственном слове Серик Жумангарин подчеркнул, что наиболее перспективными направлениями сотрудничества между странами являются торговля и транспорт, сельское хозяйство, здравоохранение, туризм, наука, биотехнологии, образование и культура.Рост аграрной торговли подтверждает потенциал двух стран: по итогам первого полугодия 2025 г. товарооборот сельскохозяйственной продукции увеличился в 1,5 раза, достигнув $4 млн. Казахстан заинтересован в наращивании экспорта зерна и зернобобовых культур, растительных масел, рыбной, мясной и молочной продукции.«На сегодняшний день Европейская комиссия согласовала требования для экспорта казахстанской рыбной продукции в страны ЕС. В реестр ЕС включены 20 казахстанских предприятий, поставляющих филе судака и рыбную продукцию. В феврале этого года мы получили разрешение на экспорт меда в Европейский Союз. Четыре крупных производителя казахстанского меда готовы начать поставки своей продукции в Европу. Кроме того, ведется работа с Еврокомиссией по получению доступа на рынок стран ЕС для продукции аквакультуры и конины», — сообщил вице-министр сельского хозяйства РК Ермек Кенжеханулы. Казахстанская сторона также предложила реализовать совместные инвестиционные проекты в сфере переработки животноводческой и растениеводческой продукции. Отдельным перспективным направлением сотрудничества выделена научно-исследовательская сфера. Это подготовка специалистов в области селекции и семеноводства, проведение полевых испытаний семян зерновых, масличных и овощных культур в различных регионах Казахстана, создание совместных гибридов и сотрудничество в производстве биопестицидов. В рамках заседания Казахстан выразил готовность построить многофункциональный гостиничный комплекс в Белграде (за счет частных инвестиций). По словам вице-министра туризма и спорта Ержана Еркинбаева, проект даст импульс развитию туристической инфраструктуры, укрепит деловые и культурные связи между странами.Дополнительно вице-министр предложил установить партнерство между Международным университетом туризма и гостеприимства в г. Туркестане и университетом Сингидунум в Белграде. Это будет способствовать развитию программ академической мобильности студентов и преподавателей, реализации совместных научно-исследовательских проектов казахстанских и сербских ученых в сфере туризма. Также пригласил сербские туркомпании принять участие в ежегодной казахстанской международной выставке «Туризм и путешествия», которая состоится в апреле 2026 г. в Алматы. Стороны договорились продолжить изучение перспектив продления Транскаспийского международного транспортного маршрута в сторону Европы, включая Сербию, обсудили детали запуска в этом году прямого авиасообщения между Астаной и Белградом. Прямой рейс будет выполнять авиакомпания SCAT. Сейчас авиакомпании двух стран проводят необходимые процедуры для запуска авиарейса, и в целях повышения привлекательности маршрута договариваются о продлении маршрута из Белграда далее в Марокко, Тунис, Барселону и Ларнаку. На заседании также достигли договоренности по организации в этом году торгово-экономической миссии в Сербию и проведению первого казахстанско-сербского делового совета. Это позволит укрепить торгово-экономические отношения и инвестиционные связи между деловыми кругами двух стран. Детали поднятых на МПК вопросов участники обсудили отдельно на двусторонней встрече. По итогам заседания был подписан протокол, закрепляющий достигнутые договоренности. TSA recipients will be able to buy essential products at reduced prices via a digital voucher 08.08.2025
A pilot project is being implemented in Kazakhstan to provide digital food vouchers, which will allow recipients of targeted social assistance (TSA) to purchase socially significant food products (SSFP) at a discount. The main principle of the project is based on the current price stabilization mechanism, the so-called "revolving scheme", within the framework of which retail outlets are provided with preferential repayable loans to replenish working capital. In exchange, stores are obliged to sell SSFP to TSA recipients at alternative prices, up to 15% lower than market prices. The pilot project is starting in the city of Akkol in the Akmola region. In the future, it is planned to expand to the cities of Kokshetau and Pavlodar. The digital voucher is provided through the "Social Wallet" service, integrated into the eGov Mobile mobile application. The TSA recipient only needs to activate the voucher and present the QR code at the store checkout, then the discount is applied automatically. The voucher size is calculated individually: one monthly calculation indicator is provided for each family member, which is equivalent to 3,932 tenge. Thus, a family of four receives a voucher for about 16 thousand tenge, the discount on the SZPT can reach up to 15% of the market price. The project is financed from the stabilization fund: 35% is directed to preferential lending to entrepreneurs, 65% to forward purchases of products from domestic producers and farmers. Thanks to this, a stable supply of stores with socially significant products at reduced prices is ensured, domestic producers are supported and an effective mechanism of social support is created. WHEN THE YARD IS A DREAM: HOW RESIDENTS OF KOSTANAY REGION CHANGE THE SPACE AROUND THEM 08.08.2025
The implementation of the republican environmental campaign "Taza Kazakhstan" continues in Kostanay region, designed to improve the sanitary condition of settlements, enhance environmental culture and unite citizens around common goals - cleanliness, order and care for nature.In a short time, this initiative has shown a real effect: a large-scale complex of events was held in the region, which was attended by almost 370,000 people. More than 4 thousand pieces of equipment were involved in the cleaning work. This speaks not only about the scale, but also about the responsibility shared by both the government and the residents.As a result, more than 70,000 yards have been cleared, of which 2,000 are apartment buildings, and 68,000 are private sector. Almost 88 thousand tons of garbage were removed, 277 parks and squares, 285 historical and cultural monuments were put in order, 90.8 thousand trees and 8 thousand shrubs were planted.Environmental actions have covered not only streets and squares - work continues on cleaning reservoirs, rivers and lakes, because ecology is not a one-time cleaning, but a daily culture of life.Against the background of the success of the Taza Kazakhstan initiative in the region, the Ulgili Auyl competition starts. Its goal is not only to support the environmental movement, but also to encourage the villagers, who create comfort, beauty and coziness around themselves.This competition is not just a competition, but a movement in which every flower bed created by the hands and cares of residents, every painted fence and well-kept yard is important. The main idea is to show how simple but sincere efforts can turn a village into a place where you want to live, raise children and be proud of your yard."When the yard is a dream" is not a one-time action, but a way of life.The competition is held in two stages: a qualifying round in August, and the final in September 2025, where the winners will be awarded. Everyone is concerned about the quality of their work. Whether it is construction, repairs, or supplies of materials, it is important that the contractor has the necessary level of competence and responsibility. That is why the availability of proven experience becomes the main factor in the successful implementation of various projects. Therefore, the Ministry of Finance of the Republic of Kazakhstan, together with relevant government agencies and the National Chamber of Entrepreneurs Atameken, has begun reviewing existing mechanisms for assessing the experience of participants in the public procurement market in the construction industry. New approaches to proof of work experience include:Accounting of experience in off-budget projects only for technically complex facilities where customers are non-governmental legal entities (information is confirmed through the Gosexpertiza State Enterprise system); The limit on the number of objects considered is no more than three objects per year when evaluating experience as a criterion affecting the participant's price offer.; Confirmation of experience in facilities of state institutions and quasi-public sector entities funded only by public investments (indicated in the expert opinion); Additional requirements for quasi-public sector facilities: a notification coupon and an expert opinion are required among the supporting documents.
