Permanent Representative of Kazakhstan Presented Credentials to the WTO Director-General 18.04.2025
Geneva, 17 April 2025 – The Permanent Representative of the Republic of Kazakhstan to the World Trade Organization (WTO) and international economic organizations, Kairat Torebayev, presented his credentials to the WTO Director-General, Ngozi Okonjo-Iweala.During the meeting, both sides reaffirmed their mutual interest in further deepening cooperation within the framework of the WTO. Kairat Torebayev expressed appreciation for the continued support and personal engagement of the Director-General in Kazakhstan’s Trade Policy Review process, noting the importance of maintaining constructive dialogue amid global trade turbulence.In the context of recent trade measures adopted by a number of WTO members, including the United States,  Permanent Representative Torebayev emphasized the need to preserve the WTO’s role as the principal international platform for resolving such disputes. He expressed support for the efforts of the Director-General and the Chair of the WTO General Council in organizing relevant consultations, highlighting the importance of dialogue among members and inclusive participation in multilateral processes.Special attention during the discussion was given to WTO reform. Kazakhstan’s Permanent Representative noted that the modernization of the Organization’s rules and the strengthening of its institutional effectiveness are key to restoring confidence in the multilateral trading system. He reaffirmed Kazakhstan’s readiness to contribute constructively to the reform process and support pragmatic and inclusive solutions to the pressing issues on the WTO agenda.The parties also discussed key institutional and functional challenges facing the Organization, including the budget shortfall, the crisis in the dispute settlement mechanism, and the need for enhanced transparency in the decision-making process. Seven Kazakhstani teams will travel to Houston, USA, for the World Robotics FIRST Championship, the most prestigious competition in the field of school engineering. The Akim of the region visited the site of the Korme Zaly center, where construction work continues. Then the head of the region got acquainted with the construction of a complex for the production of bakery, confectionery and pasta. As part of the state support, the facility was provided with 5 hectares of land, and funds were allocated for the installation of utilities. The first stage of the project will be implemented this year; 80% of the work has been completed to date. More than 30 workers and over 10 units of equipment are involved in the construction. The construction of a new stadium continues on the left bank of the city. The installation of metal structures of the stands is underway, external stained-glass windows are being erected. Work is underway to install heating and water supply systems, electrical and ventilation networks. In parallel, the adjacent territory is being improved. The construction of a physics and mathematics boarding school is nearing completion. Research at the lab will focus on neural network architectures, deep learning, cognitive modeling, human-machine interaction, and intelligent interfaces.The ACAI Lab brings together researchers, faculty members, and students, forming a dynamic platform for training the next generation of scientists and developers. It is envisioned as a hub for talented youth interested in high technology and a foundation for integrating IITU into the AI research community. Digital Circuitry Lab – Bridging Theory and PracticeThe Digital Circuitry Laboratory serves as a vital link between the theoretical training of students and the practical implementation of engineering solutions. This educational and research laboratory is equipped with state-of-the-art workstations, including personal computers, oscilloscopes, signal generators, microcontrollers, and programmable logic integrated circuits (FPGAs). Within the framework of the lab’s activities, students gain not only fundamental knowledge but also hands-on experience in developing digital systems using hardware description languages (such as Verilog) and simulation tools.The lab’s research themes span a wide range of areas – from logic circuits and data transmission interfaces to analog-to-digital and digital-to-analog conversion, as well as the synthesis and design of digital devices. Заместитель Премьер-министра – министр национальной экономики Серик Жумангарин встретился с Чрезвычайным и Полномочным Послом КНР в Республике Казахстан Хань Чуньлинем.Серик Жумангарин тепло приветствовал дипломата, поздравив с началом работы в Казахстане. Участники обсудили возникающие барьеры при перевозках зерна, длительные процедуры включения казахстанских предприятий в реестр экспортеров КНР и согласования ветеринарных и фитосанитарных требований, аккредитации казахстанских элеваторов в реестре Главного таможенного управления (ГТУ) Китая.  В целях увеличения объемов экспорта мясной продукции вице-премьер предложил рассмотреть возможность признания принципа регионализации в ветеринарии для снятия действующих ограничений на экспорт. «Большинство экспортеров говядины и свинины находятся на территории северо-западных и центральных областей Казахстана, где все еще действуют ограничения по ящуру. Хотя с момента ликвидации болезни прошло уже более двух лет. По итогам проведенных ГТУ инспекций животноводческих предприятий и аудита ветеринарной службы Казахстана мы просим снять действующие ограничения, в рамках принятого казахстанской стороной принципа регионализации болезней животных. Это позволит вводить ограничения со стороны Китая лишь в отношении конкретного региона Казахстана, где зафиксирована вспышка ящура, а не всей территории страны», — подчеркнул Серик Жумангарин.По итогам встречи Хан Чуньлинь, отметил высокий уровень двустороннего партнерства, достигнутого к началу нового этапа – золотого тридцатилетия взаимоотношений Китая и Казахстана. A meeting was held under the chairmanship of regional akim Nurlybek Nalibayev to discuss the results of the heating season, preparations for the upcoming heating period, and issues related to providing the population with drinking water.It was attended by akims of cities, districts, and heads of relevant industries. The head of the region emphasized that administrators of budget programs and heads of thermal power facilities must establish headquarters to prepare for the upcoming heating season and approve an action plan by May 1, 2025. They should develop design and estimate documentation for converting social facilities to gas by July 1 and begin creating necessary coal reserves from July. They must also work on the supply of liquid and solid fuel and monitor the prices specified in contracts with suppliers. The second stage of providing multi-apartment residential buildings in Kyzylorda with hot water must be carried out efficiently and completed before the start of the heating season. The Head of State has instructed that 100% of the population should have access to drinking water by the end of 2025. The region has allocated the necessary funds to support settlements not connected to the centralized water supply system. The akims of the Aral and Kazaly districts must complete drinking water supply projects in a timely and high-quality manner.
