Kazakhstan Develops Financial Cooperation with China 14.08.2025
As part of a working visit to Beijing on August 13, 2025, Mr. Dauren Kengbeil, Vice Minister of Finance of Kazakhstan, held bilateral meetings with representatives of the Ministry of Finance of China, the People's Bank of China (PBoC), the National Association of Financial Market Institutional Investors of China (NAFMII), as well as the Export-Import Bank of China (Eximbank).During the meeting with Mr. Liao Min, Vice Minister of Finance, the parties discussed the development of trade and economic cooperation and the expansion of bilateral financial relations.«China is an important strategic and investment partner for Kazakhstan. The Government of Kazakhstan continues active work to strengthen cooperation with China's financial institutions. Such business contacts allow us to elevate our relations to a new level», - noted Mr. Dauren Kengbeil.In turn, Mr. Liao Min highly praised the level of economic relations and the prospects for bilateral cooperation. New version of the eGov Mobile application is now available to citizens of Kazakhstan 14.08.2025
The eGov Mobile application has undergone its most significant update in recent years: featuring a redesigned interface, improved navigation, intelligent search capabilities, and quick access to digital documents. The update responds to growing demand – over the past five years, the number of eGov Mobile application users has increased sixfold, surpassing 11 million.Intelligent search and virtual assistantOne of the key innovations is the intelligent search feature. Now, when you enter a query, all relevant results are displayed, including services, real-life situations. An AI-powered eGov virtual assistant has been introduced next to the search bar.The eGov AI is integrated into the app and assists users in quickly finding the information they need about public services. It operates in a chat format – simply ask a question, and the assistant will explain in plain language what steps to take, and if needed, direct you straight to the relevant section or service. This approach saves time and makes navigation easier. Simply click the eGov AI icon next to the search bar to start a chat with the assistant and receive an answer within seconds. Enhanced securityDuring the eGov Mobile update, special attention was given to information security. Personal data protection has been enhanced, and several technical improvements have been implemented to strengthen the system’s resilience against external threats.User-friendly navigation The homepage now includes icons for the most popular services, including quick access to public services. The icon featuring the eGov logo is prominently displayed and leads directly to the catalog, where all the services are conveniently organized by category. For easier navigation, services are divided into two sections: the e-Government portal and the e-Licensing portal. Below, banners with brief information about new features are displayed, along with lists of top, popular, and recommended services.Updated "Services" sectionFor user convenience, the complete list of digital services is now accessible through the "Services" icon in the app’s bottom menu. In addition to the popular services featured on the homepage, all available tools are presented here, organized by sections.The section’s interface has become more intuitive: each service is accompanied by a pushpin icon. When clicked, the service is automatically added to the list of popular services. Banners with brief descriptions of key features are also displayed on the page, helping users navigate the app’s capabilities more quickly.Instant access to digital documents Major updates have been implemented in the Digital Documents section. ID cards, passports, birth certificates, and other important documents are now displayed directly on the homepage – eliminating the need to navigate to a separate section. This enables you to instantly present the required document or QR code for authenticity verification.Catalog of real-life situations For user convenience, a dedicated catalog for real-life situations has been introduced. It provides step-by-step instructions for various processes, such as registering with a clinic, restoring documents, or obtaining a driver’s license. When selecting a specific situation, structured information is displayed detailing what to do, where to apply, which services to use, and the applicable regulatory documents.Each real-life situation is accompanied by an interactive survey. The user is provided with a personalized script based on their responses. If the proposed solution doesn’t work, you can retake the survey – the system will then suggest an alternative option.Improved eGov QR capability An explanation of the service’s purpose is now displayed on the screen, and if needed, the screen automatically adjusts its brightness for comfortable use at night.Modernization of the "Messages" section Notifications about service statuses, survey results, and important updates are now grouped by topic, making it easier to locate the information you need.Extended personal profile informationIt now displays personal data, along with information about family, health, employment, fines, property, and other areas. On August 12–13, 2025, Almaty hosted the third regional training under the Women ICT Frontier Initiative – Digital Transformation (WIFI DX) programme, organized by the Asian and Pacific Training Centre for ICT for Development (APCICT/ESCAP) in cooperation with the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan.For the first time in the programme’s history, the training was conducted in Russian, making it more accessible to women entrepreneurs from Kazakhstan and Central Asian countries. This localization was made possible thanks to the support of Bank CenterCredit and partnerships with leading women’s communities in technology and entrepreneurship: Women in Tech Kazakhstan, She Business Community, and Women in Business.The event gathered trainers and women entrepreneurs from Kazakhstan, Uzbekistan, Kyrgyzstan, and Tajikistan, marking the official launch of the WIFI DX programme in Central Asia. New Tax Code: business support and benefits for farmers 13.08.2025
The practical issues of applying the new Tax Code are important for the effective work of entrepreneurs. Knowledge of changes in tax reporting, the procedure for inspections and support measures helps businesses avoid mistakes and sanctions, as well as maximize the opportunities provided by law. To this end, the Ministry of Finance of the Republic of Kazakhstan is conducting an information campaign in all regions of the country, explaining the main provisions of the code and answering relevant questions from business representatives. This type of work enhances tax literacy, builds trust, and promotes a transparent, predictable business environment.The next seminar was held in Petropavlovsk. The North Kazakhstan region is one of the leading agricultural regions of the country, with more than 42,000 small and medium-sized businesses. Zhanybek Nurzhanov, Deputy Chairman of the State Revenue Committee, spoke about the changes in legislation.He said that the new Tax Code provides agribusiness with significant fiscal advantages. Among them: a preferential corporate income tax rate of 3% for agricultural producers, a special tax regime for small and medium-sized peasant or farm enterprises has been preserved, the additional VAT offset has not only been preserved, but also its size has been increased from 70% to 80%. Among the innovations in the vehicle tax, an additional benefit per pickup truck is provided for those applying a special tax regime for peasant or farm farms.These conditions create a stable and profitable business environment for farmers, reducing the tax burden and stimulating investment in the industry.In addition, simplified tax mechanisms are provided: the single land tax is abolished, the number of special regimes is reduced to three, and the introduction of digital services, including mobile applications for the self-employed, allows taxpayers to verify declarations and pay taxes online. This reduces the bureaucratic burden and increases the transparency of administration."The benefits provided by the new Tax Code for farmers can become a serious incentive for the development of agriculture. На пресс-конференции на площадке пресс-центра Правительства заместитель Премьер-министра – министр национальной экономики Серик Жумангарин рассказал о ситуации с финансированием экономики.Он сообщил, что на 31 июля 2025 года холдинг «Байтерек» оказал поддержку предпринимателям на 3,5 трлн тенге, из них 1,75 трлн тенге – МСБ, включая 657,5 млрд для АПК. Крупный бизнес поддержан на 1,38 трлн тенге, экспортеры – на 394 млрд тенге. В рамках перехода от субсидий к гарантиям на базе фонда «Даму» созданы гарантийные фонды для проектов МСБ до 7 млрд тенге и крупных проектов – свыше 7 млрд тенге. Для привлечения банковской ликвидности создан проектный офис с участием холдинга «Байтерек», Минэкономики, Нацбанка, АФК и АРРФР. Одобрены 19 проектов на 9,1 трлн тенге с применением синдицированного финансирования.«В целях повышения информированности бизнеса реализуется проект «Цифровая карта бизнеса». Утвержден Реестр с более 100 мерами поддержки. Обучение прошли около 9 тыс. предпринимателей. В 2025 г. на поддержку МСБ направят 271,1 млрд тенге.«Запущена программа льготного кредитования «Өрлеу» со ставкой 12,6%. Общий объем поддержки – 750 млрд тенге. По итогам 2024 года в этом направлении был достигнут целевой показатель.«Работа в этом направлении продолжается, в частности, за счет стимулирования инвестиций, повышения производительности и расширения несырьевого сектора экономики. По итогам января-июля текущего года экономический рост достиг 6,3%. Рост в реальном секторе составил 8,3%. Производство услуг выросло на 5,2%», — сообщил Серик Жумангарин.Основными драйверами являются транспорт (+22,5%), строительство (+18,5%) и торговля (+8,6%). The decade-long celebration of Youth Day has ended in Kostanay Region 12.08.2025
Today, August 12, Kostanay region, together with the whole country, celebrates International Youth Day. A large-scale decade of events from August 3 to 12 was timed to coincide with this important day in the region, which united sports, cultural and social initiatives for young people of all interests and ages.From the very beginning of the celebration, Kostanay residents plunged into an atmosphere of activity: a sports and leisure evening with fun competitions, contests and prizes was held on the Central Square. Interest in the tournament was so high that the spectator stands of the sports complexes were completely filled.The football tournament was the largest! 32 teams competed at the Zatobolets stadium in Tobyl. Among the participants were schoolchildren, students, young professionals and football fans. The tournament was held in two stages: group and playoff, which made the fight for the million-dollar prize especially intense.The eSports competitions were no less spectacular, where more than 30 teams from gaming communities and clubs competed.30 participants demonstrated their FIFA 2025 skills brilliantly - virtual stadiums thundered with emotions, another 20 players in UFC 4 showed real cyber fights with unpredictable endings. The total prize fund for cyber sports was 525,000 tenge, which became a powerful incentive for the participants.The decade ended on August 12 on the stage of the Uly Dala Park with a concert program "Open Air". The web portal of public procurement ensures transparency and efficiency of procedures 12.08.2025
Since January 2025, a new Law "On Public Procurement" has entered into force, aimed at improving the quality of purchased goods, works, and services, simplifying procurement procedures and further automating them.One of the important tools for implementing the provisions of the Law is the web portal of public procurement, which provides a single point of access to electronic public procurement services for all participants in the procurement process.Due to the complete digitalization of procedures (from planning to the fulfillment of contractual obligations, procedures are automated), the web portal has become a guarantee of openness, accountability and accessibility of information for all stakeholders.So, taking into account the new Law in 2025 on the web portal:- the terms of the competition have been shortened (discussion of the tender documentation from 5 to 2 working days; acceptance of applications from 15 to 5 working days; consideration of applications from 10 to 3 working days);- a new procedure for appealing the results of purchases has been implemented. In order to conduct the procurement promptly and avoid delaying the procedure, complaints are considered by the procurement organizers themselves;- work continues on the priority purchase of domestically produced goods on the web portal by establishing exemptions from the national regime in order to support the domestic market;in order to support small and medium-sized businesses, priority procurement of goods, works and services has been established, the cost of which does not exceed 50,000 MCI from this category of entities;- in order to promote competition and protect business, applications from suppliers who are government agencies and quasi-public sector entities are automatically rejected by the web portal if there are at least two applications from suppliers who are private business entities. In addition, a Single procurement platform has been launched on the basis of a Single Operator, through integration with existing procurement sites (goszakup.gov.kz , zakup.sk.kz , mitwork.kz), which provides a single access point for participation in public procurement, procurement of national companies and procurement of the Samruk-Kazyna Fund.Based on the results of the measures taken on the web portal:- the number of registered users amounted to more than 18 thousand customers and 102 thousand suppliers;- the amount of concluded contracts doubled from 3.4 trillion tenge (2024) to 7.2 trillion tenge (2025);- the number of concluded contracts increased by 23% from 870 thousand (2024) to 1,072 thousand (2025);- the number of complaints filed was reduced by 25% from 22 thousand (2024) to 16 thousand (2025);- the amount of contracts concluded with domestic producers increased by 137% from 150.8 billion tenge (2024) to 357.0 billion tenge (2025).Thanks to full digitalization, every step in the procurement process is recorded in the electronic system and automatically saved on the portal. This structure contributes to the formation of a competitive environment where all suppliers have equal conditions for participation. This opens the way for new market participants and stimulates the growth of the quality of public procurement.In addition, anyone can track purchase announcements, bidding results, concluded contracts, and customer actions. Рост ВВП Казахстана за 7 месяцев 2025 года составил 6,3% 12.08.2025
По предварительным данным Бюро национальной статистики, валовой внутренний продукт (ВВП) Казахстана за январь–июль 2025 года вырос на 6,3% по сравнению с аналогичным периодом прошлого года.Производство товаров увеличилось на 8,3%, услуг – на 5,2% (при этом самыми динамичными сегментами являются транспорт и торговля), промышленность – на 6,9%.Наибольший вклад в рост ВВП внесли такие отрасли как транспорт и складирование – рост на 22,5%, строительство – на 18,5%, оптовая и розничная торговля – на 8,6%, горнодобывающая промышленность – на 8,5% и обрабатывающая промышленность – на 6,1%.Объем услуг в сфере транспорта и складирования вырос на 22,5%. Это связано с высоким уровнем грузоперевозок железнодорожным, трубопроводным и автомобильным транспортом.В строительной отрасли объем работ увеличился на 18,5% (против 18,4% в январе-июне 2025 года). Высокие темпы зафиксированы в Туркестанской области (+34,6%) – за счет возведения школ, железнодорожных линий и автодорог, в Актюбинской (+25,6%) – благодаря строительству комфортных школ и реконструкции дорог, в Жамбылской (+13,1%) и Восточно-Казахстанской областях (+5,9%), где реализуются проекты по возведению жилых домов, медицинских объектов и линий электропередач.В торговле зафиксировано увеличение на 8,6% (в январе-июне 2025 года – 8,4%). За отчетный период оптовая торговля выросла на 9,5% и обеспечила более 66% общего роста, розничная — на 6,6%. Наиболее заметная динамика отмечена в Костанайской области (+17,6%), Северо-Казахстанской (+12%) и Астане (+9,2%), где активно растут показатели по продажам зерна, агрохимии, продуктов питания, топлива, фармацевтической продукции и техники.В промышленном производстве показатель составил 6,9%. Рост отмечен во всех регионах страны, но лидирующие позиции в динамике заняли Жамбылская область (+18,2%), Северо-Казахстанская (+14,9%), города Шымкент (+15,8%) и Алматы (+13,5%), а также Туркестанская область (+12,3%). В обрабатывающей промышленности рост (6,1%) обеспечили машиностроение (+14%), производство продуктов питания (+9,2%), нефтепродуктов (+8,6%), продукции химической промышленности (+6%) и металлургии (+1,3%).Объем производства в сельском, лесном и рыбном хозяйстве сохранился на уровне 3,7%.
