On September 20th of this year, the annual traditional autumn agricultural fair, "Auyl Bereke - 2025," opened at the Global City shopping and entertainment center in Karaganda. The fair became a key event of the season, immediately attracting locals with its wide range of products and affordable prices.Meat, particularly beef, attracted particular attention, with over 50 tons of products delivered. Products are sold at prices 10-15% lower than the average market price, which is especially relevant for city residents given the current economic situation. In addition to beef, other meats, dairy and fish products, vegetables, eggs, and grains are also on offer.More than 90 agricultural producers from seven rural districts of the region, as well as processing plants from cities in the region, are participating in the fair. Over 120 tons of agricultural products were delivered during the event. These included 52.2 tons of meat, 25 tons of potatoes, 7 tons of vegetables, 16 tons of dairy products, 4 tons of fish and fish products, 175,000 chicken eggs, and 10 tons of other food products.The fair, organized with the support of local authorities, aims to ensure food availability for the population and support local producers. How have prices for beef and other socially important goods changed? 14.10.2025
 Since the beginning of August, Kazakhstan has seen a noticeable slowdown in food price growth. While the difference between food inflation and inflation for non-food goods and services was 4.6 percentage points in the second quarter, this gap has now narrowed to 2.9 points. In July and August alone, food prices increased by 1.2 percentage points, while in August, food inflation was only 0.5%—half that of non-food goods and three times lower than that of services.Particular attention is being paid to socially important food products. The food basket includes 160 items, of which only 19 are subject to state regulation. The price index for socially important food products (SIFP) has been 8% since the beginning of the year, but remained unchanged in August and increased by only 0.2% during the first three weeks of September.The positive trend is particularly noticeable in the vegetable category. Since the beginning of August, we have managed to reduce the rate of price growth by an average of 2.5 times. For example, potatoes, which cost 300 tenge per kilogram in July, are now selling for 184 tenge—even lower than last year's level. Carrots have fallen in price from 295 to 193 tenge, and onions from 222 to 137 tenge. Other key products have also demonstrated stability. Dairy prices have increased by only 5.3% since the beginning of the year, which is considered moderate. Buckwheat has increased in price by 8.9%, but its share of the basket is insignificant, so its impact on the overall index is minimal. Moreover, products such as horns, flour, and rice are currently cheaper than last year.At the same time, beef continues to have the greatest impact on price dynamics among socially significant products. This product traditionally occupies a significant share of the consumer basket, and price fluctuations for it have a significant impact on the household budget. It's especially important to note that this refers to shoulder-brisket beef, which is included in the list of socially significant goods and enjoys stable consumer demand. It ranks first in terms of impact on overall consumer inflation among food products, contributing approximately 2 percentage points. The overall meat price index since the beginning of the year has been approximately 25%, and for shoulder-brisket beef, which is included in the list of socially significant goods, it has been 23.6%.Comparative analysis: beef prices in Kazakhstan and neighboring countriesIn December 2023, shoulder-brisket beef cost an average of 2,506 tenge per kilogram, in September 2024 2,549 tenge, and in December of that year 2,572 tenge. Thus, the price remained virtually stable throughout the year, despite the increase in production costs associated with higher fuel and electricity tariffs. In some periods, the product was even sold below its actual cost, demonstrating the measures being taken to contain prices for important food categories.To understand affordability compared to other countries in the region, we provide comparable data. Currently, the average price of shoulder-brisket beef in Kazakhstan is 4,715 tenge per kilogram. For comparison, it is 10,180 tenge in Russia, 5,227 tenge in Uzbekistan, 5,112 tenge in Armenia, 6,070 tenge in Tajikistan, and 4,480 tenge in Belarus. Thus, compared to most countries in the region, Kazakhstan's prices remain the most affordable.What measures are being taken to contain prices?To curb prices, a ban on the export of live cattle was introduced on May 15. This has helped slow price growth: while in February-April, growth was 3% per month, in May-July it was 1.4%. However, the attractiveness of Kazakh meat prices for neighboring countries, particularly Uzbekistan, and the opportunity to export processed meat have led to a significant increase in export volumes. To date, beef exports have reached 27,000 tons, 3.2 times higher than last year.In this regard, the government has supported measures to saturate the domestic market. A decision was made to establish beef export quotas until the end of the year, with exports permitted only for meat processing plants. An initiative to establish a zero customs duty on imported beef from three countries is also being developed; the Russian Federation has also proposed a similar measure. This will help maintain a balance between domestic needs and the industry's export potential.To improve the availability of products in the regions, agricultural fairs continue to be held. Since the beginning of the year alone, more than 3,700 have been held, with farmers provided free trading space. This helps avoid unnecessary intermediaries and keep prices at an acceptable level. In addition, prices are monitored daily in retail chains and markets. The latest inspection at the Anvar, Small, and Magnum chains found that trade markups were within the normal range of 5 to 14%, with no excesses detected. The price per kilogram of beef ranges from 2,650 to 3,890 tenge, depending on the purchase price. Moreover, for other meat cuts not included in the SZPT list, prices range from 500 tenge for a soup set to 5,500 tenge for an entrecote. These items are not subject to government regulation.An important part of this work is combating unjustified markups and unnecessary middlemen. Since the beginning of the year, regional commissions across the country have held 747 meetings, resulting in the elimination of 345 unproductive middlemen. More than 2,000 administrative orders have been issued. In monitoring trade markups, the Ministry's regional departments have issued over 2,600 orders, 1,500 of which were fines totaling 56.5 million tenge, and another 1,200 were warnings. 2,200 decisions were issued for exceeding the maximum trade markup on socially important products alone, 1,000 of which were fines totaling 39.6 million tenge and 1,200 were warnings.In addition, active analytical work is being conducted. Since the beginning of 2025, approximately 9,000 price chains have been analyzed, identifying more than 823 potential violations.Thus, despite isolated challenges, overall food inflation is slowing, and prices for key social products are being maintained at a stable level. From September 20th to 21st, Astana is hosting the latest regional agricultural fair, featuring producers from the Abay and Atyrau regions.At the fair, farmers from the Abay and Atyrau regions will sell a variety of products, including meat, fish, dairy, grocery items, as well as fruits and vegetables, directly from farmers, thereby increasing food availability and supporting domestic producers.Specifically, regional producers offered approximately 400 tons of produce, including 140 tons of meat and meat products, 80 tons of fruits and vegetables, 70 tons of honey, 50 tons of melons, 25 tons of fish, 15 tons of dairy products, and approximately 20 tons of other food products.Furthermore, residents and visitors to the capital will be able to not only purchase produce directly from farmers but also enjoy a concert featuring regional performance groups. Access for the urban population is 77.1%, for the rural population 31.3%. A seminar on explaining the norms of the new Tax Code of the Republic of Kazakhstan was held in Almaty today, organized by the Ministry of Finance of the Republic of Kazakhstan and the State Revenue Committee, together with the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken". The event brought together more than 800 participants – representatives of business, government agencies and NCE "Atameken".Vice Minister of Finance Yerzhan Birzhanov and Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan Zhanybek Nurzhanov presented the main amendments to the new Tax Code aimed at simplifying tax administration and creating favorable conditions for entrepreneurs, including reducing the volume of tax reporting by 30%, transferring desk inspections to a preventive format, eliminating automatic account blocking, simplifying procedures for granting deferrals and installments on tax obligations, reducing the number of special tax regimes to three, etc.Special attention was paid at the meeting to the taxation of the self-employed and small businesses. Zhanybek Nurzhanov said that flexible and understandable special tax regimes will be introduced for businesses and the self-employed from January 1, 2026. 150 tons of waste collected in Atyrau region as part of World Clean Up Day 14.10.2025
A large-scale environmental cleanup event was held in Atyrau region in honor of World Clean Up Day, the Regional Communications Service reports.Regional executive bodies, businesses, volunteers, youth organizations, environmental activists, and local residents participated in the event. More than 10,000 people participated, including from districts and rural areas.The cleanup covered the area from the Samal to Saryozek microdistricts in Atyrau city, the area near the ring bridge in the Atyrau microdistrict, and all districts of the region. Approximately 150 tons of waste were collected and transported to specialized landfills.World Clean Up Day is an international environmental movement that takes place annually in more than 180 countries. Over 18 million volunteers participate in the event, clearing natural areas of waste. In a children's store in East Kazakhstan, price tags were found in a different currency 14.10.2025
The Department of Trade and Consumer Protection of the Ministry of Trade and Integration of the Republic of Kazakhstan for the East Kazakhstan Region received complaints about price tags in rubles at a children's store.Based on the complaints, the Department conducted an unscheduled inspection of the business. During the inspection, the information was confirmed; some products did indeed still have labels indicating prices in foreign currencies. Store management attributed the situation to a lack of knowledge of legal regulations and a shortage of staff.According to Part 4 of Article 193 of the Code of the Republic of Kazakhstan "On Administrative Offenses" (hereinafter referred to as the Code of Administrative Offenses), the sale of goods in the Republic of Kazakhstan, marked with a price tag and displayed in internal and/or external storefronts without indicating a price in tenge, or the indication of a price in a currency other than tenge during sale, shall entail a fine of six monthly calculation indices for small businesses, ten monthly calculation indices for medium-sized businesses, and thirty monthly calculation indices for large businesses.In accordance with Part 5 of Article 193 of the Code of Administrative Offenses, the action specified in Part 4 of this article, if repeated within one year of the imposition of an administrative penalty, shall entail a fine of sixty-five monthly calculation indices for small businesses, one hundred twenty monthly calculation indices for medium-sized businesses, and two hundred monthly calculation indices for large businesses.Following an unscheduled inspection, a repeat offense was identified. A report on the administrative offense was drawn up for violating the legislation of the Republic of Kazakhstan on the regulation of trade activities, imposing an administrative penalty in the form of a fine of 200 MCI under Part 5 of Article 193 of the Code of the Republic of Kazakhstan "On Administrative Offenses." Results of the EU-UN Joint Programme Supporting Children Returned from Conflict Zones was Reviewed in Turkestan 14.10.2025
Turkestan, 19 September 2025 – Turkestan hosted the final meeting of the Coordinating Working Group for phase two of the European Union (EU) and United Nations (UN) Joint Programme to support the states of Central Asia in reintegrating citizens who have returned from conflict zones. The meeting brought together representatives of the Ministry of Foreign Affairs of the Republic of Kazakhstan, relevant government bodies, the United Nations Children’s Fund (UNICEF), the EU Delegation to Kazakhstan, international organizations, and regional akimats (regional administrations). The participants approved priorities for further cooperation and for integrating successful practices into national child-protection policies and programmes.Speaking at the meeting, Ambassador-at-Large of the Ministry of Foreign Affairs of Kazakhstan, Stanislav Vassilenko, noted that the successful completion of the second phase confirmed the effectiveness of Kazakhstan’s partnership with UNICEF and the European Union. He emphasized the steady strengthening of the national child-rights protection system and Kazakhstan’s readiness to expand the exchange of best practices domestically and with international partners. The Ambassador recalled that Kazakhstan had returned more than 700 citizens, including 526 children, from conflict zones and provided them with comprehensive support for sustainable reintegration. Today, progress is clearly visible in the children’s own achievements: in Almaty Region, a teenager won 3rd place in the “Akbota” intellectual marathon; in Zhetysu Region, a school student took 1st place in the international “Pony” competition; and in Karaganda Region, a student won 2nd place at the international English Olympiad “English Vocabulary.” These stories attest to the effectiveness of inter-agency support and rehabilitation.Deputy Head of the EU Delegation to Kazakhstan, Aaro Ylitalo, underlined that cooperation with UNICEF and the Government of Kazakhstan is aimed at creating a safe and enabling environment for children who have experienced trauma. According to him, tangible positive changes in their lives are already visible, confirming the significance of joint efforts to protect human rights and ensure children’s well-being.UNICEF Representative in Kazakhstan, Dr. Rashed Mustafa Sarwar, emphasized that Kazakhstan is building a sustainable, child-sensitive system: “Our shared task is to ensure that every child, regardless of past experience, receives continuous, quality support and the opportunity to realize his or her potential.”Key results presented in Turkestan:Monitoring and Quality Assurance System (MQAS). The unified framework for monitoring the availability and quality of services for child returnees and their families has been updated and is being rolled out; data are collected through ethically safe tools with access for the competent authority. This enables evidence-based decision-making.Minimum Package of Services (MPS) of the child-protection system. A foundation for national standardization has been established: mandatory services at the local level, delineation of agency roles, unified quality standards, inter-agency protocols, and referral pathways. A system-maturity assessment indicates movement toward integration and stronger coordination.Workforce development and scaling of practices. In 20 regions, a pool of trainers on the trauma-informed approach has been formed; specialists of the Centers for Psychological Support (CPS) and Centers for Parental Pedagogical Support (CPPS) have been trained; supervisions and online consultations have been conducted; the capacities of guardianship and trusteeship bodies have been strengthened (over 500 staff trained). The case-management approach has been adopted at the national level for CPS.Innovative approaches to reintegration. The new Tax Code of the Republic of Kazakhstan cancels the withholding of individual income tax from pension payments from the UAPF for residents of the Republic of Kazakhstan Current questions about the UAPF 14.10.2025
1. What portion of a pension is currently taxed in Kazakhstan and what portion is not?In Kazakhstan, pension benefits from the state budget are tax-exempt, while benefits from the Unified Accumulative Pension Fund (UAPF) are taxable. According to the current Tax Code, pension benefits from the UAPF are considered income subject to individual income tax (IIT) at a rate of 10% at source. This means that pension contributions are transferred to individual pension savings accounts before tax. IIT is withheld upon payment. IIT is withheld collectively from all types of pension benefits, including compulsory pension contributions (CPC), compulsory occupational pension contributions (COPC), and voluntary pension contributions (VPC). Adjustments and tax deductions are also taken into account.However, this situation will only last until the end of 2025. As a reminder, the new Tax Code will come into effect on January 1, 2026, and, according to it, IIT will not be withheld from pension benefit payments from the UAPF. 2. What changes have been made to the new Tax Code of the Republic of Kazakhstan regarding individual income tax (IIT) on pension benefits?              According to the new Tax Code of the Republic of Kazakhstan, from 01.01.2026, individual income tax (IIT) will not be withheld from all types of pension payments, as well as from lump-sum pension benefit payments (LSPBP) for housing and/or medical treatment, except for cases when the recipient is not a resident of the Republic of Kazakhstan. The changes also include the cancellation from January 1, 2026 of accrued obligations to pay IIT from LSPBP for housing/treatment, deferred until pension payments are received according to the schedule.3. Will the IIT withheld before January 1, 2026 be refunded? The provisions of the new Tax Code do not provide for the return of previously withheld IIT.Let us clarify that according to the current Tax Code, when using lump-sum pension benefit payments for housing/treatment, IIT is withheld. At the same time, there are two ways to withhold it at the recipient's choice: immediately upon receipt of the LSPBP or with a deferment until retirement. In connection with the introduction of the new Tax Code from 01.01.2026, if the contributor pays IIT earlier, it will not be returned, and the obligations for the deferred IIT will be written off.Let us note that until December 31, 2025 inclusive, the calculation, withholding and payment of IIT from pension payments and EPO from UAPF will be carried out in the current mode4. If the beneficiary has reached retirement age and is paying IIT, will the IIT deduction continue from 1 January 2026?The provisions of the new Tax Code provide for the exemption from January 1, 2026, of income in the form of pension payments, lump sum pension benefit payments from UAPF from individual income tax, with the exception of pension benefit payments from UAPF made to non-residents of the Republic of Kazakhstan. 5. How will the rules on tax deductions for voluntary pension contributions change?The changes include the abolition of tax deductions on voluntary pension contributions made in one's own favor from January 1, 2026. However, like other types of payments from the UAPF, pension benefits from the VPC will be exempt from IIT.At the same time, the rule will remain that voluntary pension contributions transferred by a tax agent to the UAPF in favor of an employee are not an individual's income (and therefore are not subject to IIT), and for the employer, such expenses are deductible when calculating corporate income tax. That is, in this case, both the employee and the employer receive tax benefits.UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits.
