The development of pedestrian infrastructure continues in Bostandyk district 17.04.2026
As part of systematic efforts to develop pedestrian infrastructure and enhance the safety of residents, projects for the construction of pedestrian crossings over the Big Almaty River continue to be implemented in Bostandyk district.Thus, in January 2026, following the instruction of the Mayor of Almaty, a pedestrian bridge was constructed over the Big Almaty River in the area of the “Svezhest” gardening cooperative. This has improved accessibility of the territory and created safer conditions for residents’ movement.Currently, taking into account numerous appeals from residents and in order to further improve pedestrian safety, the construction of two new pedestrian bridges and the reconstruction of one existing structure are underway in the district. These measures aim to reduce injury risks, ensure convenient routes for residents, and improve the overall connectivity of urban infrastructure.Completion of all construction and restoration works is scheduled by the end of April this year. On April 16, 2026, an educational tour on the topic: "How Artificial Intelligence and Modern Technologies Work. The Ministry of Trade and Integration of the Republic of Kazakhstan, in line with the Prime Minister's instructions, has intensified efforts to reduce unproductive intermediation in the country's markets. The focus is on building transparent supply chains and eliminating factors contributing to unjustified price increases.On April 16, the Chairman of the Trade Committee of the MTI RK, Yernur Zhautikbayev, held an on-site cluster meeting in the city of Turkestan with the participation of market owners and administrations of trade facilities from the Turkestan, Kyzylorda, Zhambyl regions, and the city of Shymkent.As part of improving the Rules of Internal Trade at the legislative level, a distinction has been made between retail sellers and wholesale suppliers. This has streamlined the composition of participants in the procurement process and limited the involvement of unproductive intermediaries — entities that do not create added value in the supply chain but affect the final price for the consumer.The Chairman of the Committee drew special attention of market owners to the need for strict compliance with legal requirements. A key element is the mandatory conduct of activities using information systems, which must record all contracts with sellers, rental payments, and trading conditions. It is precisely the lack of transparent digital accounting that creates preconditions for distorting real turnovers, informal settlements, and the emergence of unproductive intermediaries. In this regard, control measures are primarily focused on entities ignoring work in information systems.According to Yernur Zhautikbayev, comprehensive work has already begun in markets across the country, primarily in the wholesale segment. The work involves state revenue authorities, internal affairs bodies, the antimonopoly authority, and local executive bodies, with coordination by the MTI. The application of tax administration tools is being strengthened, including the timing of trading activities, which allows for an objective comparison of actual turnovers with declared ones and the identification of signs of shadow turnover.Following control measures, territorial departments of trade and consumer rights protection issue orders to eliminate violations. Regarding non-compliance with requirements for mandatory use of information systems, administrative liability in the form of fines is provided, as well as the application of stricter response measures as established by law, up to consideration of the issue in court."The market is not a territory for opaque schemes. Every participant must operate within the legal framework. Any trading activity must be transparent and digitalized. Working outside of information systems is a direct risk zone for the shadow economy and price distortions. If market participants are not ready to work according to established rules, the state will consistently apply the entire range of response tools provided for by legislation," emphasized Yernur Zhautikbayev.In each region, regional commissions chaired by deputy akims (governors) of the regions are functioning, responsible for analyzing supply chains. At their platforms, specific supply schemes are considered, unproductive intermediaries are identified, and decisions are made to exclude them. At the same time, it was noted that in a number of regions, the work of the commissions is formal and does not yield the desired effect.Since the beginning of the year, approximately 316 meetings of regional commissions have been held across the country, resulting in the exclusion of 73 intermediary links from trade chains. The Trade Committee instructed the akimats (local administrations) to ensure the practical effectiveness of this work and strengthen control over the formation of transparent and efficient supply chains.The implementation of these measures is aimed at reducing the share of the shadow economy, forming a fair competitive environment, and ensuring fair prices for the population.Concluding his working visit to the Turkestan region, Yernur Zhautikbayev visited the stabilization fund, social stores, and a number of markets in the region. Do individual entrepreneurs submit Form 493-O "services"?The procedure for providing information about the services provided to third parties in accordance with the tax legislation of the Republic of Kazakhstan has been clarified.In accordance with paragraph 6 of Article 56 of the Tax Code, organizations providing services in the field of water supply, sanitation, gas, electricity and heat supply, waste collection, elevator maintenance, and transportation are required to provide information about the services provided to third parties to the tax authorities at their location.This information is provided electronically no later than the 10th day of the month following the reporting quarter.In accordance with civil law, third parties are persons who are not parties to the obligation. In the field of transportation, a third party is considered to be a person who directly receives a service under a transportation or forwarding contract.According to the Rules approved by the Order of the Minister of Finance of the Republic of Kazakhstan dated September 30, 2025 No. 554, the obligation to provide "information on services rendered to third parties" (Form 493-O "services") is assigned to organizations engaged in relevant activities.In addition, in accordance with the Civil Code of the Republic of Kazakhstan, organizations include legal entities. Constitutional reforms in Kazakhstan have become one of the key topics of meetings between Deputy Prime Minister and Minister of National Economy Serik Zhumangarin and representatives of the big three rating agencies S&P, Moody's and Fitch in Washington.Annual consultations with international rating agencies are traditionally held to assess the current macroeconomic situation and discuss factors affecting the country's credit rating. During the spring session, the main focus was on constitutional reforms, inflation, income dynamics and sources of economic growth in the face of external instability.As Serik Zhumangarin noted, the sustainable development of the modern economy requires not only resources, but above all effective institutions, predictability and trust. These principles are enshrined in the new Constitution of the country. Among the priorities is the development of education, science, innovation and human capital as a strategic area of government activity. In fact, the new basic law of the country lays the foundation for the knowledge economy, where competitiveness is formed through intelligence, technology and professionalism.  It also ensures equal protection of all forms of ownership, which is of key importance for the investment climate and business development.Real GDP growth remains at a high level. By the end of 2025, the economy grew by 6.5%. Growth is expected to reach 5-5.5% this year. In the first quarter, growth was 3%, excluding temporary factors related to oil production.The structural transformation of the economy continues. The share of the oil sector in GDP decreased from 16.5% in 2010 to 8.1% in 2024. At the same time, the manufacturing industry has been growing for the second year in a row and reached 12.7% of GDP, exceeding the share of the extractive sector.The priorities of Kazakhstan's new economic policy are focused on diversification and digitalization. The task is to ensure not only the growth rate, but also its sustainability, with an increase in real incomes and employment. In this regard, the emphasis is on actively attracting investments. Key industries have been identified: oil and gas, chemistry, agro-industrial complex, pharmaceuticals, artificial intelligence and metallurgy. Coordination between the Government, the National Bank, and the Agency for Financial Market Regulation and Development has been strengthened to balance the goals of economic growth and curb inflation. In November 2025, the joint action program for 2026-2028 was approved. It provides for annual GDP growth of at least 5% and real income growth of 2-3% above inflation.Special attention is paid to budget consolidation. As Serik Zhumangarin noted, in recent years, transfers from the National Fund, exceeding 5 trillion tenge annually, have made a significant contribution to inflation. In 2026, for the first time in recent years, the Government refused a targeted transfer (in 2025 – 3.25 trillion tenge). Budget expenditures are being optimized in parallel.One of the limitations remains the insufficient development of consumer goods production. As incentive measures, programs are being implemented in the agro–industrial complex and processing - over 200 projects, including dairy and meat farming, poultry farming and the fishing industry. The development of the non-resource sector is also intensifying to reduce import dependence.Inflation is showing a slowdown: from 12.3% by the end of 2025 to 11% by the end of the first quarter. By the end of the year, the level is projected to be below 10% with economic growth of 5-5.5%.Representatives of the rating agencies noted that in conditions of active economic growth, achieving a balance between inflation and growth is a difficult task. At the same time, real incomes remain the key indicator for the population.Given the significant role of agriculture in the economy of Kazakhstan, the issue of providing agriculture with mineral fertilizers and dependence on their imports was discussed separately. The Deputy Prime Minister noted that there are 27 manufacturers operating in Kazakhstan, including large enterprises – KazAzot JSC and Kazphosphate LLP. Domestic production covers about 56% of the demand for mineral fertilizers. The main imports come from Russia, with which our country is in the Single Economic Union."We have significantly increased the volume of fertilizers used: three years ago we used only 600,000 tons, and this was clearly not enough for intensive agricultural development, but last year it was already 1.8 million tons. The import of goods under the customs transit procedure is regulated by the EEU Customs Code and the national legislation of the Republic of Kazakhstan. Customs transit allows foreign goods to be moved under customs control from a point of entry (departure) to a point of destination without the payment of customs duties or taxes.The process involves issuing a transit declaration at the border, setting a specific goods delivery deadline, as well as the use of seals and stamps. Foreign goods retain their status throughout the transit period. The main element of the procedure is submitting a transit declaration, containing information on the goods, the route of transportation, the sender, recipient and vehicle data.Transport documents (waybills, CMR), shipping documents (invoice, payment bill), as well as security for customs payments are submitted in addition to the declaration. We would like to inform you about the current procedure for the temporary import of international transportation vehicles in order to ensure favorable conditions for international transportation and the development of the transit potential of the Republic of Kazakhstan.Temporary import of vehicles of international transportation is carried out according to the Customs Code of the Eurasian Economic Union and the legislation of the Republic of Kazakhstan. The specified customs procedure provides for the possibility of importing vehicles registered outside the Eurasian Economic Union without paying customs duties and taxes, provided they are used only for international transportation.Vehicles of international transportation include trucks, buses, trailers and semi-trailers, railway rolling stock, as well as ships and aircraft.Please note that when applying the temporary importation procedure, the following conditions must be strictly observed:the use of vehicles only for international transportation of goods and passengers;prohibition on the transfer of vehicles into the possession or use of third parties in the territory of the Republic of Kazakhstan;mandatory export of vehicles outside the customs territory after completing transportation within the established time limits.Vehicles are subject to customs control upon entry into the territory of the Republic of Kazakhstan. Brussels, April 16, 2026 – Ambassador of Kazakhstan to Belgium Roman Vassilenko held a meeting with Ms. Pascale Delcomminette, CEO of the Wallonia Export and Investment Agency (AWEX) and Wallonia-Brussels International (WBI).Vassilenko informed his counterpart about the ongoing political and institutional reforms in Kazakhstan aimed at modernizing the system of public administration and strengthening the rule of law. It was noted that, following a nationwide referendum, a new Constitution of the Republic of Kazakhstan has been adopted, preserving the fundamental principles of statehood while enhancing democratic institutions and guarantees of citizens’ rights.The parties discussed prospects for expanding trade, economic and investment cooperation between Kazakhstan and the two Belgian regions, with particular focus on priority areas such as critical minerals and metallurgy, petrochemicals, agriculture and agri-tech, logistics and the development of the Trans-Caspian International Transport Route (Middle Corridor), digitalization and artificial intelligence, green energy, as well as science, education and innovation.The Ambassador noted that Kazakhstan remains a reliable partner of the European Union and Belgium, consistently implementing economic reforms aimed at diversifying the economy and attracting investment. It was emphasized that Kazakhstan plays an important role in ensuring global resource security, being the world’s largest producer and exporter of uranium and a key supplier of critical raw materials.Special attention was given to the development of industrial cooperation and the creation of value-added chains. Kazakhstan is interested in attracting Walloon companies possessing advanced technologies and expertise in metallurgy, chemical industry, pharmaceuticals and engineering solutions. The interlocutors also discussed issues of digital transformation, development of artificial intelligence and the green transition, including projects in the field of renewable energy.As noted by Ms. Delcomminette, trade between Kazakhstan and Wallonia is experiencing dynamic growth; however, it still holds significant potential for further expansion and qualitative development.At the conclusion of the meeting, the parties emphasized the importance of strengthening direct contacts between business communities, including through the organization of business missions, sectoral forums and B2B meetings with the participation of Walloon companies, highlighting the key role of AWEX in promoting cooperation.Wallonia is the second-largest economy in Belgium after Flanders and plays an important role in the country’s industrial and export structure. The region’s GDP amounted to €150 billion in 2024. Key sectors include pharmaceuticals, mining, rubber and plastics manufacturing, electrical equipment production, as well as metallurgy and metal products. During a working visit to the United States, Deputy Foreign Minister of the Republic of Kazakhstan Alibek Kuantyrov met with U.S. Under Secretary of State for Economic Growth, Energy, and the Environment Jacob Helberg.The two sides held a substantive discussion on the current state and prospects for expanding trade, economic, and investment cooperation. Washington, D.C., April 15, 2026 – Deputy Prime Minister – Minister of National Economy Serik Zhumangarin held meetings with World Bank Vice President for the Europe and Central Asia Region Antonella Bassani and representatives of the World Bank Group.The discussions highlighted Kazakhstan’s strong appreciation for its strategic partnership with the World Bank, built on trust and a shared commitment to sustainable development. Over the past three decades, the partnership has delivered more than 50 projects worth over $8 billion across transport, education, environmental protection, green technologies, and digital development.A key event during the World Bank–IMF Spring Meetings was the roundtable “Kazakhstan on the Way of Reforms,” organized by the Agency for Strategic Planning and Reforms as a dedicated dialogue platform on the sidelines of the meetings.During the roundtable, Deputy Prime Minister proposed holding a joint conference on sustainable economic growth. He noted that Kazakhstan continues to advance reforms across key sectors, creating the foundations for resilient and high-quality economic growth.Presidential Adviser and Chairman of the Agency for Strategic Planning and Reforms Asset Irgaliyev outlined the country’s development priorities, emphasizing that ongoing reforms aim to ensure a coherent and sustainable economic trajectory.
