The Department of State Revenue in Astana reminds entrepreneurs of the need to comply with the requirements of tax legislation regarding the use of cash registers. In accordance with the requirements of the legislation, business entities are required to apply QMS with the function of recording and (or) transmitting data when making monetary payments for goods, works and services. The use of modern KKM makes it possible to automate the accounting of transactions, ensure consumer protection by issuing a fiscal check, and also increase the transparency of business activities. At the same time, certain categories of persons, including lawyers, private bailiffs, professional mediators, religious associations, second-tier banks, the National Bank of the Republic of Kazakhstan, and users of a special mobile application for settlements, are exempt from the obligation to apply the CMR.Special attention is paid to entrepreneurs working in localities with limited telecommunication infrastructure. For such cases, the use of a KKM without a data transmission function is provided, which allows you to operate even in the absence of a stable connection. The DGA in Astana urges entrepreneurs to comply with the requirements of tax legislation.Receiving a fiscal receipt by the buyer confirms the legality of the transaction, contributes to the formation of a transparent tax culture and is an important tool for countering the shadow economy.Source : https://www.gov.kz/memleket/entities/kgd-astana/press/news/details/1233701?lang=ru

Digital System Now Evaluates the Performance of National Guard Commanders 30.06.2026
The National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan has introduced a new digital system that automatically evaluates the performance of military unit commanders. The platform collects and analyzes key service and combat readiness indicators and generates an objective ranking without manual intervention. From now on, all information related to unit activities is processed within a unified system. This makes it possible to monitor performance in real time, identify areas where high standards are maintained, and detect areas requiring additional attention and management decisions. The platform is integrated into the National Guard’s information portal and includes four main assessment categories: service and combat training, educational and morale-building work, technical and logistical support, and the level of state secrets protection. One of the key benefits of the platform is the reduction of bureaucratic workload. Previously, performance indicators were compiled from various sources and often required manual verification and clarification. Now, all information is centralized within a single digital environment. The platform independently processes data, generates analytical reports, and produces final results in the form of a performance rating. This saves time and allows commanders to focus on managing their units more effectively. Each commander has access to a personal dashboard where they can monitor their unit’s performance across all key areas of activity. At the same time, senior leadership receives an objective overview of the condition and effectiveness of military units, enabling timely decisions to improve their operations. The introduction of the Commander Rating Platform marks another step in the digital transformation of the National Guard. The system enhances transparency, strengthens discipline, and makes troop management more efficient and responsive. It should be noted that digital technologies are becoming an increasingly important tool for improving governance and ensuring public security throughout the country. Kazakhstan and the Czech Republic jointly hold a WTO session on the role of water in international trade 30.06.2026
Geneva, 1 June 2026 – The World Trade Organization (WTO) headquarters in Geneva hosted a joint panel session of the Republic of Kazakhstan and the Czech Republic entitled "Water Across Borders: Trade, Production, and Sustainable Development", organized within the framework of WTO Trade and Environment Week. The main intervention on behalf of Kazakhstan was delivered by H.E. Mr. Kairat Torebayev, Permanent Representative of the Republic of Kazakhstan to the WTO and International Economic Organizations. The practical dimension of Kazakhstan's experience was presented by Ms. Manira Alagudzhaeva, Vice-President of KAZWATER, who joined the session online from Astana.Permanent Representative K. Torebayev emphasized that for Central Asia, water has become a matter of economic resilience and competitiveness. Against this background, Kazakhstan views water efficiency not as a separate environmental agenda, but as a cornerstone of a new trade strategy: the country is consistently moving towards a model of high value-added agricultural exports, underpinned by water-saving technologies, the modernization of irrigation, and the digitalization of the water sector.Turning to the role of the WTO, Permanent Representative K. Torebayev noted that public investments in water conservation and climate-resilient agriculture should be recognized as a contribution to global food security, rather than as a distortion of trade. He further encouraged the international community to take today's climate realities into account when shaping the future of global trade.Vice-President M. Alagudzhaeva presented the technological contour of Kazakhstan's solutions – digital water accounting, satellite-based monitoring, digital twins of water management systems, and traceability mechanisms for agri-food products. As a concrete next step, she put forward the initiative of establishing a regional digital platform for water resources monitoring in Central Asia. The joint organization of the session by Kazakhstan and the Czech Republic underlined that the two states, located in different parts of the world, share common approaches to the management of transboundary water resources and their linkages with international trade.Source : https://www.gov.kz/memleket/entities/mfa-wto/press/news/details/1233074?lang=ru

Constitutional Reforms in Kazakhstan Discussed by Italian Parliamentarians and Experts 30.06.2026
Rome, 3 June 2026 – A seminar entitled “Constitutional Reforms in Kazakhstan” was held in Rome today, focusing on the political and economic transformations taking place in Kazakhstan. The event, organised by the Italian Institute for Asian Studies, brought together members of the Italian Parliament, representatives of the Italian Ministry of Foreign Affairs, experts, journalists, diplomats and students.Addressing the participants, Kazakhstan’s Ambassador to Italy, Yerbolat Sembayev, outlined the key features of the new Constitution and the measures being undertaken to further modernise the country. The Ambassador noted that Kazakhstan’s new People’s Constitution, adopted through a nationwide referendum, will officially enter into force on 1 July this year, marking the beginning of a qualitatively new stage in the country’s development.“The new Constitution introduces fundamental changes to Kazakhstan’s political system, adapting the country to the challenges of the artificial intelligence era. One of the defining features of the constitutional reform is the transition to a unicameral Parliament. This large-scale transformation of the legislative branch is intended to remove bureaucratic barriers and accelerate decision-making processes,” Ambassador Sembayev emphasised. The Kazakh diplomat also noted that the country’s current stage of development is characterised by a transition from targeted reforms to the systematic modernisation of the economy and public administration. At the heart of this policy are the creation of a predictable business environment, the protection of investors’ rights, the development of non-resource sectors, and the deepening of international economic partnerships. In this context, Italy remains an important partner for Kazakhstan.“Italian businesses possess strong expertise in industry, engineering, logistics, processing technologies and manufacturing solutions. We see significant potential for further expanding Kazakh-Italian cooperation in areas such as petrochemicals, transport corridors, agriculture, industrial cooperation, sustainable supply chains, rare earth metals, as well as modern solutions related to the energy transition,” Ambassador Sembayev added.Other speakers sharing their views on Kazakhstan’s reforms included Italian Senator Antonio Trevisi, Chair of the European Parliament Delegation for Relations with Central Asia Giusi Princi, Coordinator of the Italy–Central Asia Ministerial Meeting at the Italian Ministry of Foreign Affairs and International Cooperation Federico Failla, President of the Italian Institute for Asian Studies Mario Morgoni, President of the CFive-Astana analytical centre Sapargali Shalgimbayev, and others.According to the speakers, Kazakhstan’s reforms have strengthened the relationship between the state and society, increasing public trust in state institutions. In the eyes of international partners, Kazakhstan’s greatest strengths today are predictability, sustainable development and institutional stability. The presence of independent institutions and clear rules makes the country more attractive to foreign investors and international partners. As Senator Trevisi noted, one of the most important aspects of Kazakhstan’s reform agenda is industrial and infrastructure modernisation. In this regard, “Made in Italy” technologies are highly regarded in Kazakhstan. Advanced equipment and innovative solutions can contribute to strengthening Kazakhstan’s industrial base and developing a more efficient logistics infrastructure. For her part, Giusi Princi, Chair of the European Parliament Delegation for Relations with Central Asia, noted that, given the successful partnership between the European Union and Kazakhstan in areas such as trade, investment, critical raw materials, energy security and the green economy, the EU is closely following the reforms being implemented in the country. According to her, Kazakhstan has embarked on a path of comprehensive institutional and constitutional transformation aimed at improving the effectiveness of public administration and modernising the country’s political and economic systems.Federico Failla, Coordinator of the Italy–Central Asia Ministerial Meeting at the Italian Ministry of Foreign Affairs and International Cooperation, stated that Kazakhstan’s constitutional reforms demonstrate the country’s ability to adapt to contemporary challenges and reflect its dynamic development.According to Mario Morgoni, President of the Italian Institute for Asian Studies, Kazakhstan’s experience in implementing large-scale and ambitious reforms is both noteworthy and deserving of respect, particularly as these reforms are taking place in a complex multi-ethnic country that is independently developing its own model of development while gradually strengthening modern democratic institutions.Source : https://www.gov.kz/memleket/entities/mfa-roma/press/news/details/1233881?lang=ru
