Athens, May 5, 2026 –Ambassador of Kazakhstan to Greece, Timur Sultangozhin, delivered a lecture at Webster University Athens entitled «Kazakhstan as a Middle Power in a Transforming Global Order». Middle Corridor’s Sustainable Development Discussed in Brussels 06.05.2026
Brussels, April 29, 2026 – Ambassador of the Republic of Kazakhstan to the European Union Roman Vassilenko took part in a roundtable discussion titled “Sustainable Middle Corridor: From Strategic Coordination to Bankable Implementation”. The event was held at the European Institute for Asian Studies with the support of the “Kazakhstan – EU Gateway” Platform and the FERRMED rail transportation association. Across Generations and Borders: Tribute Paid to Fallen Soldiers in Belgium 06.05.2026
Genk, May 5, 2026 — On the eve of Defender of the Fatherland Day of the Republic of Kazakhstan, the staff of the Embassy of Kazakhstan in the Kingdom of Belgium, together with the Office of the Military Attaché and members of the Kazakh diaspora, took part in a wreath-laying ceremony in the city of Genk.The event was dedicated to commemorating soldiers who heroically fell during the Second World War. Flowers were laid at a memorial to the Belgian Resistance, whose ranks also included Soviet soldiers.Approximately 350 Soviet soldiers are buried across Belgium. The largest burial site is located in Genk, Limburg Province, and contains around 70 graves. At the center of the memorial is an inscription reading: “Eternal memory to the Soviet soldiers who fell on Limburg soil, 1941–1944.”Among those laid to rest are natives of Kazakhstan, Togaybay Uvaliev and Nuradim Bissenov, who fell in 1944.Ambassador of Kazakhstan to Belgium Roman Vassilenko noted: “Preserving the memory of our ancestors’ heroism is an integral part of our historical responsibility and a foundation for educating future generations. A meeting of the regional akimat on the development of housing construction and the architectural appearance of settlements in the region was held under the chairmanship of the Akim of the Kostanay Region, Kumar Aksakalov.Housing policy is one of the key strategic directions of the state aimed at improving the quality of life of the population. As the President noted, it is important to pay attention not only to the volume of housing commissioned but also to its affordability and quality.In the region, funding volumes for housing construction have been significantly increased: if 19.1 billion tenge was allocated from the state budget in 2022, then in 2025 it is already 49.3 billion tenge, which is 2.6 times more. The plan for housing commissioning is exceeded annually. As a result, about 1.5 million square meters of housing have been commissioned over the past three years: 251 apartment buildings and 1,809 individual houses have been built. 14,729 families have improved their housing conditions.Modern and high-quality housing is also being built in rural areas. Last year, 517.4 thousand square meters of housing were commissioned, of which 63.7 thousand square meters were in rural settlements. In total, more than 5.4 thousand families have been provided with housing. To increase housing affordability, social housing is being built and preferential mortgage loans are being provided. Over three years, 1.7 thousand social apartments have been commissioned. This work will continue.To provide housing for young people, the "Kostanai Zhastary" program is being implemented in all regions of the oblast. Over three years, about 6 billion tenge has been allocated for its financing, resulting in more than 400 young families acquiring their own housing. An additional 750 million tenge has been allocated this year.This year, it is planned to build 520 thousand square meters of housing in the oblast.According to the results of the first quarter of this year, the plan for housing commissioning exceeded 50% in the Denisovsky district (96% of the annual plan or 2.8 thousand sq. m), the Kostanay district (67.6% or 46.6 thousand sq. m), and the Kamystinsky district (50.1% or 2.1 thousand sq. m)."I gave instructions three years ago to restore vacant houses. This is also one of the opportunities to provide people with housing. Funds from the regional budget were purposefully allocated for these purposes. Over three years, 56 houses have been restored in the oblast, including 30 apartment buildings. For example, in the city of Rudny - 11 houses, in Arkalyk - 3, and 2 houses each in the Denisovsky and Kamystinsky districts," noted the head of the region."The architectural appearance of settlements also requires special attention. Requirements for architecture and landscaping must be observed everywhere - both in cities and in districts. Our task is not just to build buildings, but to create a high-quality and modern environment for residents. The Abay Region branch of the State Corporation "Government for Citizens" reported on the most popular government services in the real estate sector, which residents of the region have actively used since the beginning of this year.State registration of real estate rights led the way in terms of number of requests, with approximately 20,000 services provided in the first quarter.The largest number of requests overall relate to the preparation of technical documentation for real estate, the entry of information about newly constructed buildings into the legal cadastre, and the restoration of lost documents.Second place goes to the issuance of technical passports for real estate and the conclusion on the establishment of discrepancies between identification and technical information based on the state technical inspection of a newly constructed property. Since the beginning of the year, over 1,600 such services have been provided to residents of the Abay Region.Third place went to the service for entering identification and technical information about buildings, structures, and/or their components into the legal cadastre information system for newly constructed real estate. Approximately 260 services were provided in this area.The high demand for these services is due to the active registration of new real estate properties, property rights registration, purchase and sale transactions, inheritances, and the need to restore technical documentation."Technical inspection services for real estate remain among the most popular services for the population. Work continues in the city to restore and renovate flood-affected areas 05.05.2026
The progress of demolition and disposal of facilities on the territory of Kolesnye Ryady and on the site of the former Narimanovsky market was checked. As a result of the flood of 2024, more than 170 residential buildings were damaged. To date, 134 facilities have been disposed of, 96 of them are located in the "Wheel Rows" area. At the same time, it was decided to save three houses and use them as educational facilities.At the second stage, after additional funding is allocated, it is planned to dispose of another 35 houses located above Krasny Kuznets Street in the flood risk area.It is planned to build a park on the liberated territory, which will be combined with the Shagala embankment, a triathlon park and a new multifunctional stadium. This will create a modern unified recreation area for residents and visitors of the city.Also this year, work has begun on the purchase of land plots on the territory of the former Narimanovsky market. Development and Operation of Information Systems1) Name of Corruption RiskJustification and completeness of requested documents during a tax audit.Detailed Description of the Process Containing the Corruption RiskIn order to ensure transparency of tax control procedures and minimize corruption risks, it is proposed to enhance the functionality of the information system “Integrated Tax Administration System” (hereinafter – ITAS) in terms of fulfilling requests for document submission.Currently, the information system provides the function of sending requests for documents to the taxpayer’s personal account.Recommendations for Risk MitigationIn this regard, it is proposed to introduce a mandatory feature allowing taxpayers to upload the full set of requested documents directly in response to the request, with automatic recording of the date and time of submission.2) Name of Corruption RiskProcess of executing notifications related to issued electronic invoices.Detailed Description of the Process Containing the Corruption RiskThe return of an electronic invoice (hereinafter – e-invoice) involves actions by the supplier to cancel a previously issued invoice or to issue a corrected or additional e-invoice for goods, works, or services. At the same time, in accordance with Article 142 of the Tax Code of the Republic of Kazakhstan, if there is no actual performance of work or provision of services, a notification confirming the absence of turnover must be sent (hereinafter – notification).If the taxpayer disagrees with the fact of turnover indicated in the notification, they may return such e-invoices with appropriate explanations. However, in practice, returning e-invoices via the “Electronic Invoices Information System” (hereinafter – EIS) is difficult. On the eve of the 81st anniversary of Victory Day, a ceremonial flower-laying ceremony was held at the monument to three heroes of the Great Patriotic War in the village of Podgornoye in the Samara region.Natives of this village—Nikolai Yakovlevich Fonov, Sergei Yegorovich Sednev, and Ivan Mikhailovich Yarotsky—displayed courage and heroism on the war fronts, forever etching their names in history.Nikolai Yakovlevich Fonov was a gun commander in the 59th Artillery Regiment of the 30th Rifle Division of the 47th Army of the Voronezh Front. From 1942, he participated in the Great Patriotic War, fighting on the Bryansk, North Caucasus, Voronezh, and 1st Ukrainian Fronts. For exemplary performance of combat missions, courage, and heroism, he was awarded the title Hero of the Soviet Union in 1943, along with the Order of Lenin and the Gold Star medal.Sergey Yegorovich Sednev was a motor mechanic in the 23rd Motorized Pontoon-Bridge Battalion of the 47th Army of the Voronezh Front. From 1941, he fought on the Bryansk, Voronezh, and 1st Ukrainian Fronts. For his courage and heroism during the crossing of the Dnieper, he was awarded the title Hero of the Soviet Union in 1944, along with the Order of Lenin and the Gold Star medal.Ivan Mikhailovich Yarotsky was a machine gun company commander in the 390th Marine Battalion of the 13th Brigade of the Pacific Fleet. In 1940, as a junior lieutenant, he arrived in the Pacific Fleet and fought in the war against Japan. For exemplary performance of combat missions, valor, and courage, he was awarded the title Hero of the Soviet Union in 1945, along with the Order of Lenin and the Gold Star medal."By laying flowers, we express our sincere gratitude to the heroes for a peaceful sky, the opportunity to live and build a future. National Guard gives concert for elderly residents in Astana 05.05.2026
In Astana, servicemen of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan held a festive concert for residents of the “Sharapat” Social Service Center. The event, timed to the beginning of the May holidays, became a bright cultural occasion for the elderly and the center’s staff.The concert program, prepared by the Song and Dance Ensemble of the National Guard, included around twenty performances across various genres. The audience enjoyed songs, traditional kyui pieces, dance performances, and musical medleys. Particular emotional response was evoked by wartime compositions, which brought back memories of the heroic generation.The audience warmly welcomed the performers, accompanying the acts with prolonged applause and sincere emotions.According to pensioner Khamila Balgazina, the concert was “a real firework,” giving a boost of energy and warmth for the whole month. She noted the high level of preparation and the diversity of the program, which showcased the richness of national art.As noted by Bakytgul Abduova, a specialist responsible for cultural activities at the center, the performance by the guardsmen became a significant event for the institution. According to her, the concert opened a series of праздничные events and created a special atmosphere ahead of Defender of the Fatherland Day and Victory Day.One of the highlights of the program was an energetic sailor’s dance, which drew an enthusiastic reaction from the audience. The concert concluded with a joint performance of a patriotic song involving both artists and spectators, creating a sense of unity.At the end of the event, Deputy Director of the center Saule Kairova expressed gratitude to the servicemen and presented them with letters of appreciation and commemorative gifts. The celebration concluded with a group photo, leaving all participants with warm and lasting impressions.It is worth noting that the guardsmen visit the center annually with concerts, and these meetings have become a good tradition eagerly awaited by its residents. Фонд развития предпринимательства «Даму» (дочерняя организация НИХ «Байтерек») запускает мобильные фронт-офисы, направленные на повышение доступности государственной поддержки для бизнеса в отдалённых городах и районных центрах. Инициатива реализуется при поддержке Правительства в рамках поручения Главы государства по расширению охвата МСБ мерами поддержки.Основная цель проекта - обеспечить предпринимателей актуальной информацией о мерах государственной поддержки, реализуемых Холдингом «Байтерек» путем проведения консультаций, а также приема заявок на местах.В рамках инициативы консультанты Фонда будут выезжать в отдаленные регионы совместно с представителями акиматов, НПП «Атамекен» и БВУ. Мобильные группы охватят моногорода, районные центры и сёла. Это особенно актуально в условиях реализации региональной программы «Іскер аймақ», которая направлена на вовлечение предпринимателей из сёл и малых городов в меры государственной поддержки. Программа помогает превращать потенциал регионов в реальные производственные мощности через развитие локальной переработки сырья.Предпринимателям будут представлены ключевые меры поддержки не только Фонда «Даму», но и других дочерних организаций в рамках единого фронт-офиса Холдинга «Байтерек», включая Банк развития Казахстана, Фонд развития промышленности, Экспортно-кредитное агентство и Qazaqstan Investment Corporation:субсидирование процентных ставок по кредитам;гарантирование займов при недостаточности залога;льготное кредитование в рамках государственных программ;инструменты лизингового финансирования;инструменты микрофинансирования для начинающих предпринимателей;инструменты поддержки экспортных проектов;поддержка обрабатывающей отрасли и лизинга;нефинансовую поддержку - обучение, консультации и сопровождение проектов.Мобильные фронт-офисы будут работать по утвержденному графику, охватывая 17 регионов Казахстана (за исключением городов Астана, Алматы и Шымкент). Выезды планируется проводить еженедельно, с возможностью увеличения частоты в зависимости от спроса и уровня предпринимательской активности. График выездов будет заранее публиковаться на сайте www.damu.kz и социальных сетях Фонда.Реализация проекта позволит повысить доступность, прозрачность и эффективность мер государственной поддержки, стирая географические барьеры между городом и селом. London hosts discussion on the outcomes of the Regional Ecological Summit held in Astana 05.05.2026
An event dedicated to reviewing the outcomes of the Regional Ecological Summit (RES-2026), recently held in Astana, took place in London. The discussion brought together representatives of the UK Foreign, Commonwealth & Development Office, business and expert communities, British journalists, as well as participants of the Summit who attended from the United Kingdom. Participants exchanged views on the results achieved in Astana and shared perspectives on future cooperation with Kazakhstan in the areas of green economy, water security, and sustainable development.Opening the event, the Chairman of the British-Kazakh Society, Rupert Goodman, noted: “The Summit was a landmark event, bringing together the leaders of 11 states, international organisations, financial institutions, business, academia, and civil society. One of its key outcomes was the adoption of the Joint Declaration of the Heads of State of Central Asia, ‘Environmental Solidarity of Central Asia’, which reaffirmed a shared commitment to strengthening regional cooperation.”He also highlighted the strong interest in the Summit in the UK: “His Grace the Duke of Richmond addressed a written message to the President of Kazakhstan, Kassym-Jomart Tokayev, and to the participants of the Summit, underlining the importance of the regional environmental agenda and international engagement around it. The message particularly emphasised that water is one of our most precious resources, and its responsible management will be key to ensuring sustainability and prosperity for future generations. In this context, the strong attention given in Astana to the initiative of establishing an International Water Organisation is highly encouraging.”Welcoming the guests, Chargé d’Affaires of the Republic of Kazakhstan to the United Kingdom, Ruslan Karabulov, noted the significant scale and level of engagement at the Summit. Over three days, 58 sessions were held, including 21 high-level panels, with more than 8,000 participants in total. Senior representatives of the UN and leading international organisations took part in the discussions, including the OSCE, the European Union, the Asian Development Bank, the EBRDS, and the World Bank.A substantial package of initiatives and investment agreements was also announced, including more than 30 regional environmental projects with total funding exceeding USD 2 billion, as well as additional agreements worth over USD 2.3 billion in areas such as renewable energy, waste management, and sustainable industrial development.Sharing her impressions of the Summit, Dr. Undala Alam, Regional Climate Adviser at the UK Foreign Office, welcomed Kazakhstan’s initiatives and highlighted key areas for strengthening bilateral cooperation. These include environmental sustainability, biodiversity protection, regenerative agriculture, carbon market development, strengthening regulatory frameworks for environmental security, improvements in public governance, and heating system reforms. She noted that the United Kingdom is interested in deepening dialogue with Kazakhstan across these areas, including knowledge exchange and the deployment of green technologies.Mr. Kristian Carraretto, Head of Energy Transition at the European Bank for Reconstruction and Development, stated that a Memorandum of Understanding was signed during the Summit on the establishment of Kazakhstan’s country investment platform for energy transition, “QaJET”. “By 2035, Kazakhstan plans to commission at least 10 GW of renewable energy capacity, attract around USD 20 billion in investment, and reduce emissions by more than 20 million tonnes annually,” he said.British broadcaster and RES session moderator Charlotte Kann highlighted Kazakhstan’s leadership in climate diplomacy. Books Unite: International Meeting of Students from Kazakhstan and North Macedonia 05.05.2026
Skopje, April 30, 2026 – An international online meeting took place between students of Nova International School (North Macedonia) and the young authors of the book “Harold and Larabelle. The Kingdom of Books” – Arlan and Aslan Aitkaliyev, who study at the Waldorf-oriented School-Gymnasium (Uralsk, Kazakhstan).The event was held with the support of the Embassy of the Republic of Kazakhstan in North Macedonia and formed part of a series of international meetings aimed at fostering cultural dialogue among children from different countries.From the very first minutes, the meeting evolved into a lively and sincere conversation. The children communicated in English, shared jokes, asked questions, and learned about each other with great interest. The atmosphere was light, friendly, and remarkably warm.Of particular interest was the fact that the school in North Macedonia educates children from various countries. This made the conversation truly international – encompassing diverse perspectives, cultures, and backgrounds, yet united by shared values.The participants expressed particular admiration for the fact that the book also has an audio version in all four languages. The students noted that this makes the book accessible to a wide range of children and wholeheartedly supported the idea.The young authors also spoke about their participation in the IX International Book Fair “ASTANA Eurasian Book Fair” (April 22–26, 2026), where their book won first place in the nomination “Best Children’s Book.”The children talked about their love of reading, shared favorite literary works, and discussed why books remain important even in the digital age.During the meeting, it became clear that the students share many common interests: a love of books, a desire to learn, grow, and discover new things. Despite the distance and different countries, they easily found common ground – as if they had known each other for a long time.The meeting left a warm impression of genuine, live communication.
