Kazakhstan Presented Approaches to the Use of Satellite Data in Climate Reporting at an International Conference in Tokyo 09.02.2026
The Kazakh delegation took part in the international conference Hybrid Approaches to Standards for BTR Development: Trust and Transparency in National GHG Inventories, held in Tokyo, Japan. The event was dedicated to the development of hybrid approaches to preparing Biennial Transparency Reports (BTRs) under the Paris Agreement. During the conference, Kazakhstan presented its approaches to integrating satellite data into the national greenhouse gas (GHG) inventory in order to enhance the accuracy, transparency, and comparability of climate reporting.Within the framework of the conference, Kazakhstan outlined its national position on the use of satellite data and “top-down” approaches as a complementary tool to traditional inventory methods applied under the UN Framework Convention on Climate Change (UNFCCC). It was emphasized that the foundation of the national inventory remains ground-based monitoring data and official statistics produced by relevant government authorities in full compliance with IPCC methodologies.JSC “Zhasyl Damu”, acting as the national operator in the field of climate reporting and carbon regulation, actively contributes to the development and strengthening of the methodological and institutional framework of the national GHG inventory system, including the enhancement of quality assurance and quality control (QA/QC) procedures and the introduction of modern analytical tools.According to the latest national GHG inventory:the “Agriculture” sector ranks second in the structure of national GHG emissions;the “Land Use, Land-Use Change and Forestry” (LULUCF) sector is currently a net source of emissions;data for this sector cover vast areas of pastures, agricultural and forest lands and are of key importance for the implementation of the country’s climate policy.Special attention was given to Kazakhstan’s high natural and climatic heterogeneity. The country’s territory includes arid and semi-arid zones, steppes, mountainous regions, and extensive agricultural lands. This significantly affects the spatial distribution of GHG emissions and removals and increases uncertainty in estimates, particularly in the LULUCF sector.The use of satellite observations is especially relevant for the regular updating of land-use maps, tracking transitions between land-use categories, assessing the impacts of wildfires and ecosystem recovery, as well as analyzing methane emission trends in agriculture and identifying anomalous changes related to livestock dynamics and crop residue burning practices.Discussions also highlighted methodological and institutional challenges, including discrepancies between atmospheric fluxes and inventory source categories. In this context, Kazakhstan adheres to a gradual and balanced approach, which предусматривает improving and harmonizing land-use data, implementing pilot projects in the Agriculture and LULUCF sectors, and progressively integrating satellite data into the national QA/QC system.The approach presented at the conference reflects Kazakhstan’s commitment to building a scientifically robust, sustainable, and transparent climate reporting system, as well as to strengthening international cooperation in climate policy. These efforts form part of the preparations for the Regional Environmental Summit 2026, which will be held in Kazakhstan and will serve as an important platform for discussing regional climate initiatives and solutions.Background: The Regional Environmental Summit (RES 2026) is an international event aimed at bringing together Central Asian countries and other states to address pressing environmental challenges, including climate change, water resources degradation, sustainable natural resource management, and others. Kazakhstan pavilion at OTM-2026 in Mumbai receives international recognition 09.02.2026
Mumbai, 5-7 February 2026 - Kazakh delegation took part in one of Asia's largest international tourism exhibitions, Outbound Travel Market (OTM) 2026.According to the organizers, this year's exhibition was the largest in its history, with over 2,200 representatives from more than 60 countries, as well as 30 Indian states and union territories. During a working trip to the Auliekol district, the akim (governor) of the Kostanay region, Kumar Aksakalov, participated in a ceremony to hand over keys to new apartments to residents of the village of Auliekol from among socially vulnerable categories of citizens.In Auliekol, for the first time in many years, not counting housing built after a fire, a new multi-apartment residential building has been constructed.The housing was provided from the municipal housing stock as part of the implementation of state housing policy. A total of 24 apartments were handed over to the new residents. The project was implemented using budgetary funds, with a total cost of 356.3 million tenge. The housing supplier was "Yelorda Invest Stroy" LLP.The regional akim noted that the development of housing construction is one of the priorities of state policy. He also noted that housing construction is actively developing not only in cities but also in district centers and villages, which increases their attractiveness for living and working."The Head of State pays special attention to the housing construction sector. In the Kostanay region, this work is carried out systematically, and the volume of housing commissioned is growing annually. By the end of 2025, 517.4 thousand square meters of housing were commissioned in the region, of which 63.7 thousand were in rural areas. The new three-story building includes 9 one-room and 15 two-room apartments ranging in area from 37 to 64 square meters. Any unused balance remains in the targeted savings account (TSA).The most popular sub-purposes for using funds to improve housing conditions were: replenishing a deposit in housing construction savings for further accumulation (136,490 applications completed for a total of $21.61 million), making a down payment to obtain a mortgage loan for the purchase of housing - 1,108 applications for a total of $164.71 thousand, and acquiring housing through civil law transactions (final settlement) - 819 applications for a total of $119.36 thousand.The most popular sub-goals in terms of paying for education were: payment for educational services of educational organizations located in the Republic of Kazakhstan, in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (76,643 applications were completed for a total of approximately 12.15 million US dollars), replenishment of an educational savings deposit under an agreement on an educational savings deposit (5,134 applications were completed for a total of over 645.10 thousand US dollars), payment for educational services of foreign educational organizations in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (1,827 applications were completed for a total of 252.49 thousand US dollars). Detailed information on social security payments for the purpose of improving housing conditions and/or paying for education, broken down by authorized operators and regions, can be found on the website enpf.kz. As a reminder, Kazakhstani children received a further payment of $130.71 per child based on the results of 2025, $129.38 per child in 2024, and $100.52 per child in 2023. Children under 18 receive annual payments from the National Fund as targeted benefits, which are recorded in their accounts opened with the UAPF. According to law, the amounts accrued to young Kazakhstani citizens remain part of the National Fund's assets and continue to be invested. The Amankaragai station building has resumed operations after a major renovationin the Auliekol districtOn the instructions of the President, a large-scale program for the renewal of railway stations is being implemented in the republic. In the Kostanay region, six stations are being reconstructed - in Kostanay, Arkalyk, Tobol, Zhelezorudny, Amankaragai, and Kushmurun.Today, the Amankaragai station building has already resumed operations after a major renovation. The reconstruction of the building was carried out under the order of JSC "NC "Kazakhstan Temir Zholy". The general contractor was "SERVISSTAL" LLP.During a working visit to the village of Amankaragai in the Auliekol district, the Akim (Governor) of the Kostanay region, Kumar Aksakalov, emphasized that the railway station is one of the key transport facilities."The station building has been updated and its area increased from 403 m2 to 435 m2. Engineering networks, waiting halls and ticket zones, sanitary facilities have been modernized, and modern security systems have been implemented. Special attention during the reconstruction was paid to creating a barrier-free environment. Conditions have been provided for people with limited mobility, the elderly, and passengers with children. National Fund for Children: Accruals for 2025 09.02.2026
By order of the Head of State, one of the country's most important social projects, "National Fund for Children," has been implemented since January 1, 2024.The program aims to build initial savings for young Kazakhstanis to support their successful start in adult life. These savings can be used to improve their housing conditions and/or pursue an education, or saved for the future as retirement savings.Every year, minor children receive funds from the National Fund in the form of targeted requirements, as well as investment income, into their UAPF accounts. Upon reaching adulthood, the accumulated requirements are transferred to the UAPF as targeted savings in their targeted savings accounts. Based on the results of 2025, 6,918,656 Kazakhstani children received the next payment of 130.71 US dollars per child. As a reminder, 50% of the National Fund's investment income is distributed equally annually among all children who are citizens of Kazakhstan. Information on children is obtained from the State Database of Individuals (SDB I) as of the end of December 31 of the previous year. In addition, all minor children participating in the program receive additional investment income annually on their previously accumulated claim amounts.For children participating in the program for the third year, the additional investment income over the past two years totaled $9.95. Thanks to continued investment, each child's target requirements amount increases annually through the investment income received. Since the program's inception, the total amount of payments to all children from the National Fund has reached approximately $2.5 billion.In 2026, 356,613 Kazakhstani citizens will turn 18 and will be eligible to use their targeted savings.As a reminder, in the year children reach adulthood, their target requirements become target savings and are automatically credited in US dollars to their target savings accounts in the UAPF at the beginning of the year. From the date they reach their 18th birthday, they have the right to independently use their target savings to improve their housing conditions and/or pursue an education, or to save them for the future as retirement savings. Accuracy and completeness of children's recordsWhen forming a complete list of children participating in the program, the UAPF takes into account the following information obtained from the State Database of Individuals through the integration of digital systems:about children who were citizens of the Republic of Kazakhstan by birth;about children who acquired citizenship of the Republic of Kazakhstan after birth, indicating the date of acquisition of citizenship of the Republic of Kazakhstan;about children who have lost or renounced citizenship of the Republic of Kazakhstan;about deceased children, indicating the date of death or the date of entry into force of the court decision declaring them dead;about updating other information about children contained in the State Database of Individuals.When determining the number of program participants by the end of 2025, children who were previously not included in the list were also taken into account, including those whose data in the State Data Bank of Individuals was incomplete or outdated. They were awarded all amounts for the missed period in full, including investment income.Access to information                 Parents and other legal representatives can check the child's participation in the program for children under 18 using their individual identification number (IIN) on the kids.enpf.kz website, in the eGov mobile app, and in the apps of some second-tier banks.Program participants who have reached adulthood can check the information themselves in their personal accounts on the enpf.kz website, in the ENPF mobile app, or in the eGov mobile app.If they decide to use their savings, they must contact an authorized bank to open a US dollar bank account and submit an online application for payment. Prospects for Cooperation between KazAID and JICA in the Healthcare SectorOn 2 February 2026, a working meeting of medical specialists from Central Asian countries was held in Almaty, including graduates of the JICA training program on endoscopic diagnosis and therapeutics of early-stage gastric cancer. Representatives of the Kazakhstan Agency of International Development “KazAID” took part in the event.During the meeting, participants became acquainted with the activities of the Kazakh Institute of Oncology and Radiology, as well as the training endoscopy center based at the Research Institute of Cardiology and Internal Diseases.The parties discussed preparations for an international seminar for endoscopists planned for 2026, aimed at developing professional competencies and facilitating practical knowledge exchange among specialists from Central Asian countries.
