Green Beam: Eight more families received new apartments 08.10.2025
In Shymkent, the modernization concept for the Koksay microdistrict, known locally as "Green Beam," continues. The history of this district dates back to 1915, when railroad construction began in the city and the first settlers arrived. The area was also known as "Nakhalovka" because a significant portion of the houses were built by residents without proper documentation. For decades, problems with the housing stock and crime persisted. Most of the apartment buildings in the area were built over a century ago and are now in disrepair. Following meetings with residents, Shymkent Mayor Gabit Syzdykbekov decided to modernize the district and begin the practical implementation of a resettlement program and the construction of a new district center. The initial stage of the Green Beam modernization concept is the relocation of residents from dilapidated buildings to modern apartments under the multi-apartment residential building renovation program. Today, Mayor Gabit Syzdykbekov presented keys to new apartments to eight more families who previously lived on Nurlybaev Street. The mayor congratulated the new residents on their new homes, wishing them prosperity, stability, and comfort in their new homes. The apartments, which are fully finished, match the number of rooms in the families' previous homes and are ready for occupancy. To date, 83 families have already received new housing. Following the completion of the resettlement of residents, plans are in place to construct a district administration building, a sports and fitness center, social facilities, new apartment buildings and parks, expand the existing school, and create a multifunctional shopping and logistics center. KOKSAI: 8 FAMILIES GIVEN NEW APARTMENTS 08.10.2025
The implementation of the concept of modernization of the Koksai microdistrict, popularly known as "Zelenaya Balka", continues. The history of Shagyna begins in 1915. When the construction of the railway was started in the city, residents began to settle here. The settlement is also called "Nakhalovka", because a significant part of the houses were built by citizens independently, without documents. Residents have repeatedly raised issues related to crime and housing conditions. Many of the apartment buildings were built more than a century ago and are in a dilapidated condition. The mayor, who specially visited the small district and took into account the residents' suggestions, made an important decision. The first stage of the concept is the program for the renovation of apartment buildings. Relocation of residents from old houses to new ones. To date, 83 families from 9 apartment buildings have received new housing. Today, the mayor of the city Gabit Syzdykbekov handed over the keys to new apartments to eight more families living on Nurlybayev Street. The mayor congratulated the residents on their housewarming and wished them a happy and prosperous life. The number of rooms in the renovated apartments corresponds to the number of rooms in the previous apartments. Kassym-Jomart Tokayev said at the 12th Summit of the Organization of Turkic States that in the current situation, it is necessary to pay special attention to the issue of energy. – This is the pillar of our economy, the basis of our strategic partnership. Today we are implementing joint infrastructure projects. We are considering safe and convenient ways of energy transportation. The green energy corridor between Kazakhstan, Azerbaijan and Uzbekistan is an example of fruitful cooperation in this area. At the same time, we believe that special attention should be paid to renewable energy sources, primarily solar energy. In this regard, we propose to establish a Council of Best Practices on Energy Efficiency within the framework of the Organization of Turkic States. However, the development and effective use of oil and gas, uranium, coal, rare earth minerals remains the basis of Kazakhstan's energy strategy, - said the President. According to the Head of State, water scarcity, which has now become a serious problem in the world, may soon become the most pressing challenge in Central Asia. – Given that rivers and waters are a common good, we believe that new approaches are needed for their effective use. Today's summit should supplement this plan with concrete measures. Each member state of the organization has its own advantages and achievements. Nevertheless, specific mechanisms for implementing large-scale projects in the trade and economic sphere are proposed within the framework of the Organization. One of them is the Turkic Investment Fund. We should make the most of the opportunities of this financial organization. This year, the ministers of economy and trade of our countries will meet in Turkestan. At that time, it would be advisable to draw up a list of projects to be financed by the Fund. Integration in the industrial sphere plays an important role in diversifying the economies of our countries. In this regard, we believe that the potential of the Turkic Chamber of Commerce and Industry is great. Next year, Kazakhstan will chair this chamber. In this regard, we will propose adopting an Industrial Cooperation Program that will prioritize specific projects, - said Kassym-Jomart Tokayev. The President considers raising cooperation in the transport and logistics sector to a new level to be one of his main tasks. – Our countries are located at the crossroads of nine routes connecting East and West, South and North – Eurasia. Currently, 5 international railway corridors pass through the territory of Kazakhstan. We recently launched the second line of the Dostyk-Moyinty railway. This step will contribute to the rapid development of the Trans-Kazakhstan railway corridor. The new route will allow to increase the volume of freight transportation by 5 times. In addition, two more important railways are being built. It is clear that these projects will give a new impetus to the diversification of regional logistics. The Trans-Caspian international transport route has become a strategic part of the road network in Eurasia. Over the past 5 years, the volume of cargo transported through the Middle Corridor has increased by 6 times. Recently, the Ministers of Transport of the Organization's member states met in Almaty. At the meeting, the parties reached a number of agreements regarding this route. At the same time, we invite the Turkic states to actively participate in the modernization of the infrastructure of air hubs, railway stations and seaports along the Middle Corridor. Work is currently underway to digitize the transport and transit sector. In this regard, the use of Artificial Intelligence technology will undoubtedly be effective. ISSUES OF INCREASING BUDGET OWN REVENUES WERE DISCUSSED IN SHYMKENT 04.10.2025
In accordance with the instructions of the Head of State to increase the regions' own revenues, a special meeting was held today at the State Revenue Department of Shymkent with the participation of the city's mayor Gabit Syzdykbekov, state bodies and relevant structural divisions. The meeting discussed issues of expanding the revenue base of the local budget and identifying additional sources of income. The city mayor noted the strategic importance of forming a stable and balanced revenue base. Because it is with these funds that the city's infrastructure and socially important projects are implemented. Over the past two years, significant results have been achieved in this direction and positive dynamics are observed. In particular, the volume of the city budget increased by 239 billion tenge and amounted to 895 billion tenge. Of which 496 billion tenge are own revenues. The level of budget autonomy increased from 46% to 56%. This indicates a decrease in dependence on republican transfers and an increase in the city's financial stability. During the meeting, a comprehensive action plan for 2026–2027 was discussed. The document includes measures to ensure planned revenues, strengthen tax administration, identify additional sources of revenue, and increase the transparency and efficiency of the budget process. Following the meeting, the city akim instructed responsible persons to intensify work to ensure full receipt of revenues and to conduct explanatory work with entrepreneurs. In particular, the need to re-register small and medium-sized businesses as taxpayers in Shymkent at the specific place of business will be explained. Learn how Shymkent revolutionized traffic flows with more than 200 smartmicro sensors and the city's Intelligent Transportation System. In 2024, the city of Shymkent, Kazakhstan, took a major step toward smart urban mobility by implementing an Intelligent Transportation System (ITS) using smartmicro sensor technology. Problem: Rapid city growth and increasing traffic volumes have led to congestion and inefficient traffic management at key intersections. Solution: In partnership with smartmicro, Shymkent implemented a scalable ITS, including: more than 200 UMRR-11 Type 132 radar sensors for stop line monitoring, queue length assessment and vehicle counting; integration with traffic light controllers for adaptive signal control; Real-time traffic monitoring and rapid response to incidents.
