UN Environment Programme chief praises Kazakhstan's initiatives on sustainable development and ecology 28.08.2025

SHYMKENT: "TAZA ALEM" ACTION CONTINUES 27.08.2025
Volunteer youth from Shymkent organized a clean-up campaign in the Mayatas recreation area on the eve of the regional cultural and educational festival "In a Chain of Historical Days" as part of the "Clean Kazakhstan" environmental campaign. This event is one of the large-scale initiatives aimed at promoting ecological culture and nature protection. The main goal of the campaign is to preserve the cleanliness of the natural area and form an ecological culture. Also, an important task of the event is to prepare a favorable and clean environment for the upcoming festival. During the cleanup, young volunteers collected dead branches, cleaned up garbage, and actively participated in the improvement of the recreation area. This event will increase compassion for the environment and make a significant contribution to strengthening the environmental responsibility of society. About 100 young volunteers participated in the action, demonstrating their active civic stance. The organizers and participants of the event jointly carried out various works to improve the environmental situation in the Mayatas recreation area. The care of young people for nature is based on raising their environmental awareness and calling on society to become protectors of nature. Thus, such events encourage young people to be active in nature protection. It is worth noting that previously, the youth of Shymkent organized a large-scale environmental campaign called "Taza Alem". As part of this campaign, large-scale cleaning work was organized at the Badam reservoir near the city, and about 500 young volunteers contributed to nature. Employees of the Shymkent city "Youth Resource Center", members of the volunteer movement, and workers of municipal institutions actively participated in this event, cleaning the banks of the reservoir from plastic, glass, and other household waste. In addition, 7 special vehicles were deployed to support the cleaning work and remove garbage. These environmental campaigns are important, ongoing measures aimed at protecting nature. Shymkent youth will continue to organize such events on a regular basis in the future, contributing to environmental awareness. New platforms for receiving bulky garbage are being built 27.08.2025
As part of the pilot project, construction of specialized sites for receiving large-sized waste has begun. A total of 62 new sites will be created in the northern and southern parts of the settlement.The initiative will systematically solve the problem of spontaneous storage of old furniture and large household appliances in courtyards. It will become more convenient for residents: now all bulky garbage can be left in a specially designated place, from where it will be promptly removed by machinery.At the same time, the existing container sites are being modernized: access roads are being paved, the territory is being improved, old metal tanks are being replaced with modern Euro containers.Last year, 29 sites were renovated, and this year the work will cover 118 more sites. On determining the maximum amount of tax arrears 27.08.2025
Currently, in the presence of tax arrears, methods and measures of compulsory collection are applied in the amount of 1 tenge or more, taking into account the results of the risk management system, with the exception of the suspension of spending operations on bank accounts, where an encumbrance is imposed on accounts with tax arrears in excess of 6 MCI. Prior to the application of methods and measures of compulsory debt collection, a notification of repayment of tax arrears is sent to taxpayers with medium and high risk levels (no later than five working days from the date of formation of tax arrears). Important Conditions for Out-of-Court Bankruptcy: The Path to Debt Relief 27.08.2025
Citizens of the Republic of Kazakhstan, if you are facing financial difficulties and are considering out-of-court bankruptcy as a way to restore your solvency, it is crucial to know and comply with all the necessary conditions. The legislation of the Republic of Kazakhstan clearly regulates this process, and understanding the key requirements will help you to successfully apply.Here are the mandatory conditions that a debtor must fulfill in order to file an application for out-of-court bankruptcy:- The amount of liabilities must not exceed 1,600 times the amount of the monthly calculation index (MCI) established by the national budget law and in effect on the date of filing. This threshold determines whether you are eligible for the simplified procedure.- No property in ownership: The debtor must not have any property in ownership, including property in common ownership.- No repayment of debts within 12 months: There has been no repayment of obligations to the creditors named in the application for twelve consecutive months as of the date of filing the application.At the same time, a payment is considered to be an amount exceeding one times the amount of the MRP. It is important to note that this term is calculated from the date of the last payment under each bank loan or microcredit agreement. If the debt was assigned to a collection agency, the term is also counted from the date of the last payment before the assignment, unless the collection agency confirms a different term.- Conducting debt settlement procedures (with important exceptions!):o General rule: The creditor and debtor were obliged to conduct procedures to settle and/or collect outstanding obligations under the bank loan agreement and/or microcredit agreement. These measures must be carried out within a period not exceeding twelve months from the date of arising of the overdue debt.o Key exceptions: The requirement to carry out such measures does NOT apply to: Obligations to creditors that have been stripped of their licenses, removed from the registers or are in the process of liquidation (as specified in part two of subparagraph 11) of Article 1 of the Law on Restoration of Solvency and Bankruptcy of Citizens of the Republic of Kazakhstan). Bank loan agreements and (or) microcredit agreements concluded BEFORE January 1, 2025. This is a significant change that simplifies the process for citizens with "old" debts, freeing them from the need to confirm settlement attempts.- No previous bankruptcy proceedings: The debtor has not filed an out-of-court or judicial bankruptcy within seven years as of the filing date.Important nuances and exceptions:Even if you do not meet some of the above conditions, you may still be eligible for out-of-court bankruptcy in the following cases:- You have been a recipient of state targeted social assistance for six months preceding the date of filing.- Your period of default is more than five years as of the date of filing.Careful preparation and full compliance with these conditions significantly increase your chances of successfully applying for out-of-court bankruptcy, which may be the first step to your financial freedom!
