Attempt to Smuggle Prohibited Items into Institution No. 57 of the Criminal Executive System Department in Almaty Region and Zhetysu Region PreventedStaff of Institution No. 57 of the Criminal Executive System Department in Almaty Region and Zhetysu Region prevented an attempt to smuggle prohibited items into the secured area.Operational-search measures were carried out based on received information about possible channels for smuggling prohibited items. During the operation, a citizen born in 2006 was detained while attempting to throw items over the main fence of the secured area. His illegal actions were promptly stopped by the institution’s staff.Upon inspection of the seized package, wrapped in adhesive tape, the following were found: a Redmi mobile phone, a charger, and 9 packs of nasvay.The seized items belong to the category prohibited for possession and use by inmates in correctional facilities.Materials related to this incident have been forwarded to the authorized authorities for procedural action. Kazakhstan and South Korea Expand Cooperation in Transport, Logistics and Infrastructure 25.02.2026
On 20 February 2026, the Ambassador of Kazakhstan to the Republic of Korea, Nurgali Arystanov, held a meeting with the Minister of Land, Infrastructure and Transport of the Republic of  Korea, Kim Yun-duk.During the meeting, the parties discussed prospects for further expanding cooperation in the fields of transport, logistics and infrastructure.Particular attention was paid to the Alatau Smart City project as one of the priority areas of mutual interest. In an interview with the American publication The National Interest, President of Kazakhstan Kassym-Jomart Tokayev emphasized that amid global instability, predictability, responsibility, and respect for state sovereignty are becoming key values in world politics. He stressed that Kazakhstan reaffirms its readiness to act as a reliable and honest partner for the international community.At the same time, he noted that the current international environment demonstrates a growing demand for pragmatism and realism. In the East Kazakhstan Region, Changes to Tax Debt Collection Procedures and New Special Tax Regimes Were Explained 25.02.2026
On February 19, 2026, a meeting was held at the site of the NCE RK “Atameken” (East Kazakhstan Regional Branch) in both offline and online formats as part of the “Business and Taxes” project, dedicated to amendments to tax legislation effective from 2026.The event was attended by representatives of the Department of State Revenue for the East Kazakhstan Region — Azamat Zhakiya nov, Head of the Debt Management Department, and Gulmira Sabralimova, Head of the Explanatory Work and Contact Center Department.During the seminar, the Head of the Debt Management Department elaborated on the new rules for the collection of tax arrears предусмотренных by the Tax Code and explained the procedure for applying the “clean slate” mechanism for writing off penalties and fines.Azamat Zhakiya nov reported that the new Tax Code introduces a minimum threshold for tax debt — no less than 20 times the Monthly Calculation Index (MCI) (previously 6 MCI) — for the application of enforcement measures, eliminating the link to the taxpayer’s risk level. Before applying enforcement measures, tax authorities will send notices and notifications.Collection measures will now be applied in stages:up to 20 MCI — issuance of a notice and accrual of penalties;over 20 MCI — issuance of a notification, accrual of penalties, freezing of bank accounts, and issuance of collection orders;over 45 MCI — all enforcement measures, including seizure of property and accounts receivable;over 27,000 MCI — travel ban (if the debt remains unpaid for more than three months by court decision).The speaker also addressed the issues of deferral and installment payments. From 2026, it will be possible to obtain installment plans without collateral or a bank guarantee for taxpayers who meet the established criteria, as well as for participants in horizontal monitoring. In addition, installment plans without collateral will be available in cases of temporary financial difficulties for taxpayers with debts up to 1,500 MCI. The installment period may be up to 36 months, and the deferral period up to 6 months.Gulmira Sabralimova, Head of the Explanatory Work and Contact Center Department, explained the innovations in tax legislation, special tax regimes, and transitional provisions. Changes to Special Tax Regimes 25.02.2026
Starting from January 1, 2026, in accordance with Article 715 of the new Tax Code of the Republic of Kazakhstan, in addition to the general taxation regime, a taxpayer may choose one of the following three special tax regimes:1. Special tax regime (STR) for the self-employed2. STR based on a simplified declaration3. STR for peasant or farming householdsAll other special tax regimes (patent-based regime, fixed deduction regime, retail tax regime, and STR for agricultural producers – legal entities) will be abolished starting from 2026.In accordance with Article 723 of the Tax Code, individual entrepreneurs (IEs) who applied a special tax regime before January 1, 2026, and who intend to apply the STR based on a simplified declaration (subject to compliance with the applicable conditions), must submit a notification on the selected taxation regime by March 1, 2026.Taxpayers (except for peasant farms, agricultural producers, patent-based regime users, and small and micro businesses) who fail to submit a notification on the selected taxation regime by March 1, 2026, shall be deemed to apply the general taxation regime.Thus, in order to prevent the unintended transition of taxpayers to the general taxation regime, we hereby inform you of the need to timely transition to the chosen regime.In accordance with Article 840 of the Tax Code, taxpayers who applied the patent-based STR or the regime using special mobile applications before January 1, 2026, and who fail to submit a notification to apply the STR based on a simplified declaration, shall be automatically deregistered by the tax authorities as individual entrepreneurs on March 1, 2026.The effective date of deregistration of such taxpayers as individual entrepreneurs shall be January 1, 2026.At the same time, some individual entrepreneurs have registered cash register machines and outstanding tax liabilities. Казахстан ввёл временные ограничения на ввоз и транзит скота и продукции животноводства из нескольких регионов России в целях недопущения заноса и распространения особо опасных заболеваний.По информации Комитета ветеринарного контроля и надзора, с 5 февраля ограничения действуют в отношении продукции, ввозимой из Алтайского края и Республики Алтай.С 11 февраля ограничения также распространены на ввоз продукции с территорий Северо-Кавказского федерального округа (Дагестан, Ингушетия, Кабардино-Балкарская Республика, Карачаево-Черкесия, Северная Осетия – Алания, Чеченская Республика, Ставропольский край), а также из Калмыкии, Бурятии, Астраханской и Новосибирской областей.С 13 января к числу субъектов также добавлена Омская область.Ограничения затрагивают ввоз и транзит живых сельскохозяйственных животных, полученный от них генетический материал, мясо, мясную продукцию, молоко и молочную продукцию без термической обработки, сырьё и изделия без термической обработки, бывшее в употреблении оборудование для содержания, убоя и переработки, охотничьи трофеи животных. Освобождение от НДС импорта ГСМ, налогообложение садоводческих кооперативов и взаимодействие с самозанятыми рассмотрели на заседании Проектного офиса 25.02.2026
Очередной блок вопросов по внедрению норм нового Налогового кодекса обсудили на шестом заседании Проектного офиса под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина.Садоводческие общества: нужно ли вставать на учет по НДС?В частности, рассмотрены обращения союзов садоводов. Садоводческие общества регистрируются как некоммерческие организации в форме потребительского кооператива. В связи со снижением порога обязательной регистрации по НДС до 40 млн тенге у них возник вопрос – обязаны ли они становиться плательщиками НДС.Как разъяснил вице-министр финансов Ержан Биржанов, потребительский кооператив – это объединение граждан, которые формируют общий фонд за счет членских взносов для покрытия общих расходов. Такие взносы не являются оплатой за товары или услуги, а значит, не признаются облагаемым оборотом по НДС. Соответственно, при получении членских взносов НДС не возникает, счета-фактуры по таким взносам не выписываются и необходимости вставать на учет по НДС нет.Обязанность по НДС может возникнуть только в том случае, если кооператив ведет дополнительную предпринимательскую деятельность и получает доход от реализации товаров или услуг.Если же деятельность ограничивается сбором взносов и их расходованием на нужды членов кооператива, налогооблагаемого дохода не возникает.Освобождение от НДС при импорте ГСМОбсуждены нормы статьи 479 Налогового кодекса, предусматривающие освобождение от НДС импорта горюче-смазочных материалов, используемых воздушными судами при международных перевозках. Она предусматривает дополнительное подтверждение со стороны дипломатических или консульских учреждений о целевом использовании топлива. Участники заседания признали такие требования избыточными. Во избежание лишней бюрократии данное условие применяться не будет. Счета-фактуры по услугам нерезидентовС 2026 года вводится требование по выписке счетов-фактур при приобретении работ и услуг у нерезидентов. При этом порядок различается для плательщиков и неплательщиков НДС. Комитет государственных доходов в ближайшее время предоставит официальные разъяснения по практическому применению этих норм.Расходы при работе с самозанятыми и подтверждение производства продукции сельхозпроизводителямиВ качестве системных, требующих более длительного рассмотрения и всестороннего анализа, приняты в работу вопросы по возможности ТОО на общеустановленном режиме относить на вычеты по КПН расходы по договорам с физическим лицом, применяющим специальный налоговый режим для самозанятых, если это лицо одновременно является учредителем данного товарищества.В настоящее время Налоговый кодекс не содержит запрета на отнесение таких расходов на вычеты. Дополнительный статус физического лица (в том числе учредителя) сам по себе не является основанием для отказа в вычетах.При этом подчеркнуто, что режим для самозанятых изначально предназначен для лиц, не ведущих иную предпринимательскую деятельность. Недопустима подмена трудовых отношений гражданско-правовыми договорами.Данный вопрос будет дополнительно рассмотрен на следующем заседании Проектного офиса.Также обсуждены вопросы подтверждения производства продукции крестьянскими хозяйствами, применяющими специальный налоговый режим. Это необходимо во избежание серого импорта при торговле  сельхозпродукцией.  Если в животноводстве происхождение скота подтверждается через информационную систему, то в растениеводстве система прослеживаемости находится в работе.  Механизм подтверждения требует доработки. Vasily Ivanovich devoted his life to serving his hometown and its inhabitants. The SMART BALA project took place in the Amangeldy district 25.02.2026
As part of the unified educational program "Adal Azamat" in the Amangeldy district, the district project competition "SMART BALA" on the theme "In the World of Young Inventors" was organized.This educational competition became an important platform for developing the creative abilities of schoolchildren, supporting their scientific research, and fostering innovative thinking. The project aimed to enhance the digital literacy of the younger generation, develop engineering thinking, cultivate leadership qualities and project management skills, as well as engage students in scientific inquiry.The competition involved 19 students from 11 schools in the district, who presented their projects. The intellectual contest was held in two categories: "Digital Project" and "SMART POSTER".The works submitted for the competition were notable for their thematic diversity and high level of preparation. Participants demonstrated models of a "smart school", innovative environmental projects, ideas in the field of IT and robotics, as well as developments based on digital security and artificial intelligence.The project defense stage was conducted at a high organizational level and was particularly competitive. Key Amendments to the Tax Code Regarding the Conduct of Tax Audits 25.02.2026
As of January 1, 2026, the new Tax Code has entered into force, introducing amendments related to the conduct of tax audits, specifically:-    tax audits are conducted without classification by types;-    the grounds for conducting audits have been consolidated and reduced;-   the time limits for extending tax audits have been reduced: by 10 working days for legal entities without structural subdivisions and for individual entrepreneurs, and by 20 working days for legal entities with structural subdivisions;-    the extension of the statute of limitations until the completion of a tax audit has been regulated;-    the service of tax audit documents, except for the audit order, has been regulated to be carried out electronically via the web portal;-    suspension of a tax audit during the period in which a taxpayer appeals the audit order has been abolished;-    the right to conduct comprehensive tax audits has been limited with respect to taxpayers whose tax burden ratio is at least 90 percent of the upper benchmark of the tax burden ratio for the relevant type of activity, taking into account the region where the activity is carried out;-   the issuance of requests for the provision of documents during audits of micro and small business entities has been limited to no more than two times;-    the period for complying with a request to provide documents has been reduced to 10 working days.Source : https://www.gov.kz/memleket/entities/kgd-zhetysu/press/news/details/1167094?lang=kk
