Cities and districts of Kostanay region supported the campaign "Taza aula" 21.04.2026
Cities and districts of the Kostanay region actively supported the environmental campaign "Taza Aula" (Clean Village), implemented within the framework of the national program "Taza Kazakhstan" (Clean Kazakhstan).The initiative, aimed at improving the sanitary condition of settlements and fostering environmental culture, received a broad response from the population. Employees of state institutions, enterprises, representatives of small and medium-sized businesses, as well as concerned residents took part in the events.The main goal of the campaign was to tidy up yard areas and plots adjacent to residential buildings, as well as to strengthen citizens' responsible attitude towards the environment. Such events not only contribute to improving the appearance of settlements but also help residents develop sustainable habits for maintaining cleanliness.During the campaign, participants carried out comprehensive sanitary cleaning work: household waste and dry leaves were collected, public areas were cleaned, and adjacent plots were put in order. Special attention was paid to the improvement of courtyards, where work was carried out to restore order and improve the general condition of the territories.As a result of the activities, many courtyards have become noticeably cleaner, cozier, and more well-maintained. From 13 to 17 April 2026, Montreal, ICAO HQ. The 37th Meeting of the Aviation Security Panel (AVSECP/37) was held at the Headquarters of the International Civil Aviation Organization (ICAO) in Montreal, Canada.The Republic of Kazakhstan was represented by Mr. Rustem Kabanbayev, Chief Aviation Inspector of the Aviation Security Department of the Aviation Administration of Kazakhstan JSC and a member of the ICAO Aviation Security Panel Working Group on Training and ICAO Aviation Security Auditor.During the meeting, within the framework of ICAO’s Implementation Support and Capacity Building initiatives, the Kazakh side presented a Working Paper titled: “Enhancing Regional Cooperation: The Role of the Central Asia and Caucasus Aviation Security Coordination Group in Preparing the Republic of Kazakhstan for the ICAO USAP-CMA Audit.”In particular, the importance of expanding regional cooperation to improve aviation security oversight and strengthen preparedness for the ICAO Universal Security Audit Programme – Continuous Monitoring Approach (USAP-CMA) was emphasized.The participants of AVSECP/37 welcomed the findings of the Republic of Kazakhstan, recognizing regional cooperation as a key factor in strengthening global aviation security resilience, and acknowledging Kazakhstan as a country ranked among the top 20 secured States in the world, with a score of 95.7% following the latest comprehensive aviation security audit.The meeting also addressed a wide range of aviation security issues, including emerging threats, policy and regulatory developments, innovations, and capacity-building strategies.The meeting was held in an atmosphere of constructive dialogue and open exchange of views.      Source : https://www.gov.kz/memleket/entities/kazakhstanicao/press/news/details/1204905?lang=kk
Kazakhstan’s Youth Delegation Presents Country’s Initiatives at the UN Youth Forum 21.04.2026
New York, 17 April 2026 - From April 14 to 16, 2026, the UN Economic and Social Council (ECOSOC) Youth Forum was held at the UN Headquarters in New York.A representative youth delegation from Kazakhstan participated in the event, comprising heads of relevant departments within the Ministry of Culture and Information of the Republic of Kazakhstan, leaders of major youth organizations and student movements, as well as heads of the youth wings of political parties and the national volunteer network.The ECOSOC Youth Forum is the primary UN platform where young leaders can interact with government representatives, policymakers, and civil society. The Forum serves as a space for exchanging ideas, demonstrating innovative solutions, and strengthening the role of youth in implementing the global 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs). The 2026 Forum focused on the theme of transformative, equitable, innovative, and coordinated actions to accelerate the achievement of the SDGs.The Kazakh delegation actively participated in shaping the global youth agenda. Kazakhstan and the Czech Republic Strengthen Cooperation in Biodiversity Conservation 21.04.2026
Prague, 20 April 2026 – Ambassador of the Republic of Kazakhstan to the Czech Republic Kairat Abdrakhmanov held a meeting with Prague Zoo Director Lenka Poliakova to discuss the implementation of previously reached agreements on the reintroduction of Przewalski’s horses to Kazakhstan. The sides noted that this project is a prime example of successful bilateral and multilateral cooperation in the field of environmental protection and the restoration of rare animal species. It was announced that another group of four animals is scheduled to be transported by air to the Altyn Dala reserve, south of Kostanay, in early summer.The Kazakh diplomat emphasized the priority attached by the country’s authorities and non-governmental organizations to biodiversity conservation and the sustainable development of natural ecosystems. Пакет поправок в Налоговый кодекс рассмотрен на 12-м заседании Проектного офиса 20.04.2026
На заседании Проектного офиса при Правительстве рассмотрен пакет поправок в Налоговый кодекс, а также вопросы, касающиеся финансового сектора.В феврале в рамках заседания Проектного офиса было рассмотрено 38 вопросов, связанных с применением новых налоговых норм в финансовом секторе. Из них 7 направлены на дополнительную проработку с учетом их влияния на доходы государственного бюджета и налоговое администрирование. По итогам обсуждений три вопроса вынесены на текущее заседание для принятия окончательных решений.Первый вопрос касался роста налоговой нагрузки по корпоративному подоходному налогу для страховых компаний в связи с переходом на международный стандарт финансовой отчетности МСФО 17.В соответствии с новыми требованиями страховые организации обязаны в налоговом периоде 2026 года отразить в доходах (или вычетах) разницу, возникшую при переходе с МСФО 4 на МСФО 17. Данная разница носит разовый характер и отражает накопленный финансовый эффект за предыдущие периоды (2023–2025 годы), а не результаты деятельности 2026 года.Ее включение в налоговую базу приведет к существенному росту суммы КПН к уплате. В этой связи Агентство по регулированию и развитию финансового рынка поддержало предложение предусмотреть возможность уплаты налога равными долями в течение 2026–2028 годов.Мера направлена на более плавный переход страхового сектора к новым правилам налогообложения. При этом при расчете авансовых платежей влияние разового эффекта на последующие периоды будет исключено.Второй вопрос, инициированный Ассоциацией финансистов Казахстана, касался освобождения факторинговых операций от налога на добавленную стоимость.В предыдущей редакции Налогового кодекса факторинговые и форфейтинговые операции, а также банковские гарантии и поручительства прямо освобождались от НДС, что соответствует международной практике. В действующем кодексе факторинг не отнесен к займам, и на него не распространяется освобождение, предусмотренное для кредитов.В результате факторинговые операции облагаются НДС, что увеличивает стоимость финансирования для клиентов на 16% и снижает привлекательность данного инструмента. По данным Агентства по регулированию и развитию финансового рынка, из 23 банков второго уровня только 4 осуществляют факторинговые операции.Заместитель председателя АРРФР Олжас Кизатов заявил, что агентство поддерживает развитие факторинга как инструмента финансирования бизнеса и предлагает освободить данные операции от НДС.Третий вопрос касался налогообложения доходов нерезидентов от операций с ценными бумагами.Согласно действующей норме, освобождение от налогообложения применяется к доходам физических лиц-нерезидентов при реализации ценных бумаг на казахстанской фондовой бирже. Ранее аналогичная льгота распространялась и на юридических лиц.Предлагается восстановить равные условия налогообложения для всех категорий инвесторов, что будет способствовать расширению круга участников рынка и повышению ликвидности торгов.По итогам заседания данные предложения поддержаны.Также рассмотрены поправки технического характера к пункту 6 статьи 56 Налогового кодекса, регулирующему представление сведений об оказанных услугах.Согласно действующей норме, организации, оказывающие услуги водоснабжения, водоотведения, канализации, газо- и электроснабжения, теплоснабжения, сбора отходов, обслуживания лифтов и перевозок, обязаны предоставлять в налоговые органы сведения о таких услугах в электронной форме не позднее 10-го числа месяца, следующего за отчетным кварталом. При этом норма не распространяется на индивидуальных предпринимателей, несмотря на то что они также работают в этих сферах.По итогам обсуждения принято решение распространить требование на всех налогоплательщиков, включая ИП, обеспечив равный охват субъектов бизнеса. Одновременно из перечня обязательных сведений исключены данные по ряду коммунальных услуг (водоснабжение, водоотведение, теплоснабжение, вывоз отходов, обслуживание лифтов), поскольку эта информация уже содержится в информационных системах Комитета государственных доходов.Также пересмотрены сроки: вместо 10-го числа установлен крайний срок – последнее число месяца, следующего за отчетным кварталом. As part of familiarization with the activities of business entities, a visit was made to the enterprise “Avtodom Kostanay,” which represents a clear example of a sustainably developing business that has been making a significant contribution to the city’s economy and the creation of a comfortable urban environment for more than 30 years.The enterprise began its operations as an auto parts store and, over time, has transformed into a large multi-brand automotive complex. Currently, it offers approximately ten car brands, predominantly domestically produced, and provides employment for more than 500 people. The complex includes car sales, maintenance and service, public catering, and related services.Particular attention is paid by the company’s management to the improvement and development of the surrounding area. Landscaping, territory enhancement, and the creation of a comfortable environment for visitors and residents are carried out on a systematic basis.In addition, the enterprise contributes to addressing one of the city’s pressing issues — the shortage of parking spaces. Since 2026, the taxation procedure for the sale of real estate has changedOn January 1, 2026, the new Tax Code of the Republic of Kazakhstan entered into force, which significantly changed the rules for taxation of personal income from the sale of real estate.Until 2026, the following procedure was in effect:The obligation to pay individual income tax (IIT) arose when two conditions were simultaneously met:the property was owned for less than 1 year from the date of state registration of the right;during the sale, an income was received (an increase in value).The tax rates were:10% — for residents;15% — for non-residents.At the same time, no tax was paid if the property was owned for 1 year or more or if there was no profit.Since 2026, the following changes have been introduced:An increase in the period of ownershipIn order to be exempt from taxation, the period of ownership of real estate has been increased to 2 years.This rule applies to properties acquired from January 1, 2026. For real estate purchased earlier, the same period remains — 1 year.Progressive scale of taxationThe IPN rate now depends on the amount of income received:10% — for income up to 8,500 MCI (inclusive);15% — from the amount exceeding this threshold.In 2026, 1 MCI is 4,325 tenge, respectively, 8,500 MCI is 36,762,500 tenge.Tax exemptionThe IPN is not paid in caseswhere the property has been owned for 2 years or more;if there is no profit during the sale.Additionally:the term of ownership is calculated from the date of state registration of ownership;The tax is paid only on the amount of the increase in value, and not on the full value of the sale.;The seller is obliged to declare the income and pay the tax within the prescribed period.;The rules apply to all types of real estate (apartments, houses, land plots, garages, etc.).The changes introduced are aimed at reducing short-term speculative transactions in the real estate market. These cultural events became a true spiritual celebration for local residents. During the concerts, the trio performed traditional Kazakh songs and kui (instrumental compositions), as well as works in modern arrangements, earning a warm response from the audience. Pieces with strong national character and original compositions made a particularly deep impression, resonating with listeners. Guests of the evening greeted each performance with enthusiastic applause, showing their appreciation for the artists. The audience in Zharkent highly praised the ensemble’s professional level, and the meeting in Sarytobe was held in the same warm atmosphere. For rural residents, such cultural events are rare, making this concert especially meaningful. The tour of the “Kürenbel” trio made a significant contribution to promoting national art and increasing young people’s interest in culture.
