Consequently, in the applicant's opinion, actual presence in Kazakhstan for the purpose of work placement was not required.The Constitutional Court stated that training under the Bolashak program is carried out on the basis of a civil contract concluded prior to the commencement of studies by mutual agreement of the parties.
